At the first sitting of the newly elected Parliament of the fourth
convocation of Abkhazia Armenian Albert Hovsepyan was elected
Vice-Speaker, "Yerkramas" newspaper of Russian Armenians informs,
reminding that there are three Armenian MPs in the Abkhazian
Parliament. Nugzar Ashuba was elected Chairman of the Parliament.

It’s worth mentioning that Albert Hovsepyan was represented also in
the Parliament of third convocation.

"Turkey can join the European Union in case it recognizes the Armenian
Genocide," declared French Socialist candidate for presidency Segolene
Royal in an interview with one of Armenian reviews.

Turkish "Sabah" informs that Royal, who is considered to be one of
the most probable presidential candidates, declared that Turkey must
register progress in recognizing its past faults. "I promise to ratify
the law criminalizing the negation of the Armenian Genocide if I’m
elected President," declared Royal.

Philharmonic Orchestra’s concerts conducted by conductor Radu Popa
took place on March 29-30 in Bucharest’s Ateneul Roman central concert
hall on the initiative of Embassy of Armenia in Romania and Armenian
Philharmonic Orchestra. The program included Aram Khachaturian’s
Spartak ballet’s suites.

Before this, on March 9, conductor Radu Popa with a similar program
conducted the concert of Philharmonic Orchestra of town of Timisoara
situated in the west of Romania.

As Noyan Tapan was informed from RA Foreign Ministry Press and
Information Department, further cultural cooperation programs
implemented by RA Embassy include new concerts with performance of
Aram Khachaturian’s works to be held in June and September in Romania.

ARMENIA: ATTACK ON MAYOR RAISES POLITICAL TENSIONS

The drive-by shooting of a senior member of Armenia’s ruling Republican
Party is heightening concern about Armenia’s upcoming parliamentary
elections. Many observers fear that the incident is somehow linked
with the May 12 vote. Government investigators are still scrambling
to identify a possible motive for the attack, however.

Vardan Ghukasian, mayor of Armenia’s second largest city, Gyumri,
and his staff came under gunfire late in the evening of April 2 while
returning to Gyumri from a meeting of the ruling Republican Party
of Armenia in Yerevan. At the gathering, party leaders made acting
chairman and Defense Minister Serzh Sarkisian their choice to become
prime minister, replacing Andranik Markarian, who died from a heart

A car with unidentified license plates sprayed Ghukasian’s
Mercedes-Benz automobile and another car accompanying the mayor with
automatic gunfire near the town of Ashtarak on the northward-bound
Yerevan-Gyumri highway. Three security guards died on the spot;
Ghukasian, Deputy Mayor Gagik Manukian and the mayor’s driver were
badly wounded. The driver subsequently died from his wounds.

Ghukasian and Manukian were reportedly in serious, but stable
condition.

A criminal investigation is underway, according to the General
Prosecutor’s Office. No arrests have yet been made. While investigators
have not publicly speculated on motives, the shooting is already
been classified as an assassination attempt against Ghukasian. The
46-year-old mayor acts as head of Republican Party operations for the
district of Shirak in northern Armenia, one of the party’s largest
chapters. Ghukasian, known for an occasionally flamboyant temper,
is also widely reputed to hold a tight rein over business activities
in Gyumri, a town of about 150,900 in northern Armenia that is also
home to a Russian military base.

One opposition leader argues that the shooting is a sign of trouble
to come in connection with Armenia’s upcoming May 12 parliamentary
vote. "During a press conference this year, I said that blood would be
shed in Armenia during the elections, and this is only the beginning,"
commented Democratic Way Party Chairman Manuk Gasparian.

Like other observers critical of the government, however, he notes
that it "is not ruled out" that Ghukasian’s alleged business interests
played a role.

"But it is obvious that this incident will weaken the Republican
Party," Gasparian continued. "Ghukasian will become more cautious
and perhaps will refrain from using ‘strong-arm tactics’ during the
upcoming elections."

In Gyumri, city hall officials said they were baffled by the attack.

"The mayor has no enemies," Artyom Mazmanian, head of the Gyumri city
administration, commented to EurasiaNet. "We cannot say anything,
we ourselves were taken by surprise," Mazmanian added. "He has never
received threats, or been harassed by anyone."

Another widely disseminated theory contends that Ghukasian was planning
to drop his Republican Party membership and join the increasingly
powerful rival Prosperous Armenia Party.

The Republican Party, however, has flatly denied Ghukasian was
mulling such a switch. "It is ruled out. This talk is the result of
fantasizing," Republican Party spokesperson Eduard Sharmazanov said
during an April 3 press conference in Yerevan.

In a statement released April 3, the Republican Party demanded
that "law enforcement bodies solve the crime quickly and strictly
punish those responsible." The statement concluded, however, with an
observation that only underlines the worries about possible political
motives for the attack. "Any encroachment against the stability of
public life is doomed to failure," the statement said.

Serzh Sarkisyan, Security Council Secretary and Defense Minister
of Armenia, reported that more than one-third of servicemen in the
national army have already transited to a professional basis.

Sarkisyan said: "We have more than 8,000 privates and sergeants,
more than 10,000 officers and more than 5,000 warrant officers
serving on the contract basis. This is slightly more than one-third
of the army." According to Sarkisyan, the country will be unable to
fully transit to a professional army in the near future because the
state must spend a great deal more money on contract servicemen than
conscripts. The Defense Minister also reported that an ambitious
reform for the improvement of the armed forces to international
standards began in the army.

YEREVAN, MARCH 30, NOYAN TAPAN. Political corruption is growing in
Armenia and can be destructive for the country. Amalia Kostanian,
Chairwoman of Regional Development Center – Transparency International
– Armenia NGO, expressed such opinion at the March 30 discussion on
the subject Armenia on the Threshold of Elections. She said that the
most effective way of fighting that corruption is holding of free
and fair elections.

A. Kostanian said that the NGO headed by her carries out monitoring
of preelectoral process of 2007 parliamentary elections. The program
financed by Institute of Open Society – Assistance Fund – Armenia
organization has the goal to contribute to free, fair elections free
of corruption. The organization, in particular, initiated financial
monitoring of parties’ electoral campaigns for the purpose of revealing
possible corruption phenomena.

It is noteworthy that according to the Electoral Code, the limit
of financial expenditures envisaged for preelectoral agitation of a
political party or a bloc is 60 mln drams (nearly 170 thousand USD),
while the tariff of one minute of paid broadcast determined by TV
companies is 80-120 thousand drams.

RA CEC members, leaders of parties nominated by proportional system,
representatives of diplomatic representations, international
organizations and NGOs were invited to the discussion. But mainly
representatives of opposition parties took part in the discussion
and only Bargavach Hayastan’s representative out of pro-governmental
parties was present.

and Cargill’s refuted the information that they participate in the
campaign against the Armenian Genocide recognition. The Armenian
National Committee of America (ANCA) addressed letters to about
100 organizations to find out if they were involved in the campaign
against the Armenian Genocide Resolution. As a response a number of
corporations stated, they are not assisting Turkish initiative but
also are unaware that their names had been used for such a campaign,
"Yerkir" newspaper reports. In January Turkish media reported that a
number of American corporations undersigned the letter, which calls
on the U.S. government not to recognize the Armenian Genocide.

recognition in the UK was passed on March 30, when Ed Davey became
the 100th MP (Member of Parliament) in the House of Commons, London,
to sign a Motion recognizing the Armenian Genocide. The motion is
called "Early Day Motion 357" and was put by Bob Spink MP in December,
independent French journalist Jean Eckian told PanARMENIAN.Net.

EDM 357 says, in part, " This House believes that the killing of over
a million Armenians in 1915 was an act of genocide, calls upon the
UK Government to recognize it as such and believes that it would be
in Turkey’s long-term interest to do the same."

progress with Turkey regarding our painful past and a potential of
a shared future as neighbors," RA MFA Acting Press Officer Vladimir
Karapetyansays in his statement. In particular, the statement notes,
"We do not want to be played in a never-ending process of "gestures"
that do not intend to make real inroads in reconciliation and pursues
propaganda purposes drawing away the attention of the international
community from real problems. Armenia calls on the international
community to encourage Turkey to engage in a substantive process
toward open borders and normal relations. Actually the Armenian
side would like to estimate Turkey’s initiative on renovation and
opening of the Holy Cross Church on Akhtamar island as a real step
forward aimed at reconciliation and approach of Armenian and Turkish
people. However it is difficult to do that since the Turkish government
does not recognize the true value of the civilization and nation,
which created this monument. The Armenian side thinks that first of
all opening of Armenian-Turkish border, which was closed in 1993,
will become a real progress in improvement of bilateral relations."

Women Make 51.7% Of Population Of Armenia

YEREVAN, MARCH 29, NOYAN TAPAN. 1 mln 665 thousand 123 women lived in
Armenia as of January 1, 2006, what makes 51.7% of the total number
of the population of the republic. As of the same day, the highest
specific weight of women, 53.3%, was registered in Yerevan and the
lowest specific weight, 49.7%, was registered in Gegharkunik. The
Noyan Tapan correspondent was informed about it by Karine Kuyumjian,
the Chief of the Census and Demography Department of the RA National
Statistical Service.

In her words, girls made 46.4% of new-borns in the republic in 2006. K.
Kuyumjian mentioned that though more boys are usually born, but a
higher index of death-rate is fixed among them.

K. Kuyumjian also mentioned that the middle duration of women’s life
made 76.5 years, according to 2005 data. 47.9% of deaths fixed in the
republic fall to women’s lot. They are mainly provided by diseases of
the blood system, new formations, diseases of the endocrine system,
respiratory tracts.
