Armenian PM calls for international observers to be deployed along border with Azerbaijan

UNITED NATIONS, September 24. /TASS/. Armenia believes that the process of delimitation and demarcation of a disputable section on the border with Azerbaijan should be carried out with participation of international observers, Armenian Prime Minister Nikol Pashinyan said in a video address at the General Debate of the 76th session of the UN General Assembly on Friday.

"I must state with regret that it is difficult to imagine a border delimitation process on the backdrop of almost daily shootings and various provocations on the Armenian-Azerbaijani border," he said. "To overcome this situation, we have suggested the following actions: In the above-mentioned section, the armed forces of both Armenia and Azerbaijan should withdraw simultaneously to the Soviet times border, international observers would be deployed along that border and under international auspices we would start delimitation and demarcation. We are ready to implement this proposal at any time."

Armenia is ready for a constructive dialogue that will help sustainable and lasting peace to come to the region, Nikol Pashinyan said.

"Armenia is ready for a constructive dialogue, which should lead to the establishment of sustainable and lasting peace in the region. In this regard, we propose to complete the process of return of prisoners of war, hostages and other captives without delay," Pashinyan said. "It is also necessary to resume the peace process for the settlement of the Nagorno-Karabakh conflict under the auspices of the OSCE Minsk Group Co-Chairs."

Pashinyan emphasized the need to move forward "through dialogue, overcoming incrementally the atmosphere of painful hostility in our region, but Yerevan realizes that "the path will be difficult and long."

"Unfortunately, the incidents designed to delegitimize the peace agenda and deepen and institutionalize the atmosphere of hostility occur on a daily basis. Violations of the ceasefire, aggressive and insulting statements against Armenia and the Armenian people continue to escalate the atmosphere," he said.

The Armenian prime minister said, "Azerbaijan not only still holds several dozen citizens of the Republic of Armenia in captivity, but also has sentenced many of them to 6 to 20 years’ imprisonment on trumped-up charges. In addition, there are persons whose captivity has not yet been confirmed by Azerbaijan, although there is clear evidence that they were captured."

According to Pashinyan, "in the parts of Nagorno-Karabakh, which came under the control of Azerbaijan, the Armenian people were subjected to complete ethnic cleansing."

"Today, no Armenian lives or practically could live in the territories under the control of Azerbaijan," he added.

The highland region of Nagorno-Karabakh has been disputed by Baku and Yerevan since February 1988 when the region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. Renewed clashes between Azerbaijan and Armenia erupted on September 27, 2020, with intense battles raging in the disputed region of Nagorno-Karabakh.

On November 9, 2020, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh starting from November 10. Under the statement, the Azerbaijani and Armenian sides maintain the positions that they have held and then Armenian forces turn over control of certain districts to Azerbaijan. In addition, Russian peacekeepers were deployed along the contact line and to the Lachin corridor, which links Nagorno-Karabakh to Armenia.

Tensions began escalating on the border on May 12, 2021. Armenia’s Defense Ministry reported then that Azerbaijan’s Armed Forces had attempted to conduct "certain work" in an area bordering the Syunik region to "adjust the border.".

Route to Armenia for Iranian trucks has not changed: official

TEHRAN, Sep. 30 (MNA) – The Director-General of East Azarbaijan Road Maintenance and Transportation Organization said that transit route of Iranian trucks heading towards Armenia has not changed and is done normally according to previous procedure.

Oroujali Alizadeh the Director-General of East Azarbaijan Road Maintenance and Transportation Organization said Thursday  transit route of Iranian trucks heading towards Armenia has not changed and the lorries are using the old route through Nurduz Border.

Presently, the trucks are suing the same old route and the trade is going on on the same path.

Alizadeh said there are not any barriers to Iranian trucks to pass the transit route.

The official also pointed out that the government of Republic of Azerbaijan receives tolls from Iranian trucks on the route adding that Jolfa border and Nakhchivan route to Armenia had been closed as before and no transit to Armenia is underway on that path.

It should be noted that Nurduz border crossing and its customs administration is located 60 km east of Iran's Jolfa and Agarak (Meghri) on the side of the border in the Republic of Armenia.

Criminal case opened for ‘insulting’ Facebook comment on Pashinyan photo

Armenian police have opened a criminal case against a Facebook user for insulting Nikol Pashinyan in a comment under a photo featuring the Prime Minister.

Police have stated that the alleged perpetrator violated Article 137.1 of Armenia’s Criminal Code: ‘serious insult to a person due to his public activities.  The case was initiated ‘without a complaint of the presumably injured party՛․

RFE/RL reported that police ‘are taking steps to identify the author of the comment’.

Earlier in September, local media reported the police were searching for a social media user named Hrant Avetisyan who allegedly wrote an insulting comment directed at Pashinyan on Facebook. 

According to the recently adopted amendments to Armenia’s Criminal Code, the use of obscene language in public has been criminalised, with more severe penalties reserved for those who direct such language at public officials. The maximum fine is ֏3,000,000 ($6,000) or up to three months in prison.

The amendments were criticised by local and international rights organisations. 

A coalition of local media watchdogs condemned them as ‘unacceptable restrictions on freedom of _expression_’ while Marc Behrendt, director for Europe and Eurasia programs at Freedom House, said that the amendments would ‘stifle free _expression_ and threaten the financial viability of media outlets in the country’.

According to a recent Freedom House report, in 2020 Armenia dropped four points in its ranking on internet freedom. 

‘Despite the government’s reformist stance, concerns about political interference in the judiciary and hostile rhetoric toward the media from government officials persist’, the report reads. 

Despite the decline in ranking, Armenia’s internet is still categorised as ‘Free’. 


Defense Minister visits Yerablur to pay tribute to memory of 2020 Artsakh War victims

YEREVAN, SEPTEMBER 27, ARMENPRESS. Defense Minister of Armenia Arshak Karapetyan visited today the Yerablur Military Pantheon to pay tribute to the memory of the servicemen fallen at the 2020 Artsakh War.

“I bow before the tombs of all soldiers. We have both fallen friends, soldiers here, as well as my servicemen are here. We will do everything for this place to be a pantheon, not to look like a cemetery”, the minister told reporters.

He stated that these servicemen have been killed in action, but have not died.

September 27 marks the anniversary of the 44-Day War unleashed by Azerbaijan against Artsakh. Despite the statement on the ceasefire signed on November 9, Azerbaijan still refuses to return all Armenian captives.

Armen Ashotyan criticizes Pashinyan for ‘weak’ speech at UN General Assembly

Deputy Chairman of the opposition Republican Party of Armenia (RPA) Armen Ashotyan criticized Nikol Pashinyan for his “indescribably weak” speech at the General Debate of the 76th Session of the UN General Assembly on Friday.

“Nikol’s speech at the UN General Assembly was indescribably weak,” he wrote on Facebook.

According to Ashotyan, Pashinyan should have responded to Ilham Aliyev’s lies and manipulations and revealed the whole truth about the Artsakh war, instead of making a “shaky speech”.

“After Aliyev’s statement, he simply had to re-record his video message, and if it was the new version, I can imagine how weak the previous version was.

“A demand for an international investigation into the circumstances of the Artsakh war (which I have been talking about since last October), the de-occupation of Artsakh, the international recognition of the Armenian Genocide, the destruction of Armenian cultural and religious heritage, Azerbaijani fascism turned into state-run politics, the direct involvement of Turkey in the last war, mercenaries from the Middle East… there was not a single word or argument in this regard,” Ashotyan said.

“Instead, he talked about "velvet revolution," "democratic elections" and "an era of peace”. Shouting democracy, he handed over Artsakh. Crying for peace, he is surrendering Armenia.

“After all this, do you think we are respected or should be respected in the world?” he added.

The Armenian National Committee of America, Western Region (ANCA-WR) condemns in the strongest terms the vile act of vandalism against the St. Peter Armenian Apostolic Church in Van Nuys.

During the night of , eight stained glass windows of the church were broken and the sign of a neighboring church on the property was vandalized. No one has been harmed, and the church reports that the LAPD is actively investigating this incident, while the parish priest and parish council are taking immediate measures to secure and protect the church.

“We call on the Los Angeles Police Department and other relevant law enforcement agencies to undertake a swift and thorough investigation to bring those responsible to justice,” remarked ANCA-WR Executive Director Armen Sahakyan. “This act of vandalism is especially concerning as we recently marked one year since the Armenophobic hate crimes that took place in San Francisco.”

Coronavirus: Armenian CDC reports 657 new cases, 16 deaths

YEREVAN, SEPTEMBER 14, ARMENPRESS. 657 new cases of COVID-19 were recorded over the last 24 hours, bringing the total cumulative number of confirmed cases to 249,803, the Armenian Center for Disease Control and Prevention said.

5067 tests were administered.

16 patients died, bringing the death toll to 5034. This number doesn’t include the deaths of 1180 others (5 in the last 24 hours) infected with coronavirus who died from comorbidities.

416 persons recovered from COVID-19, raising the total number of recoveries to 233,521.

As of September 14, 11:00 the number of active cases stood at 10,068.

Armenian PM: Panels and footholds were placed since Goris-Kapan road is beyond Armenia’s border

There are many layers and subtexts under the events that are taking place along the length of the Armenian-Azerbaijani borderline, and it’s important for us to understand and translate them correctly. This is what Prime Minister of Armenia Nikol Pashinyan said during today’s question-and-answer session with government officials in parliament, touching upon the comment on the placement of an Azerbaijani police checkpoint in the Vorotan section of the Goris-Kapan road and the question why Iranian drivers are stopped and charged money.

Pashinyan declared that in December 2020, the positions of the Armed Forces of Armenia were matched with the borders inherited from the former USSR in order to avoid new military escalation.

“In 2010, the National Assembly adopted a law on administrative-territorial division which clearly states that the administrative boundaries of Shurnukh and Vorotan villages correspond to the Armenian-Azerbaijani border. In two sites in those sections, the Goris-Kapan road is beyond the administrative boundary of the Republic of Armenia or Soviet Armenia. This is also why the panels and footholds are placed in the spots that are known to us,” he said.

According to him, in December 2020, an agreement was reached according to which the road should be used freely for the transit of vehicles and cargo in the Republic of Armenia.

“I assume that since the fact of foreign cargo was not recorded in the agreement, in this situation, Azerbaijan is using this measure, perhaps in response to Armenia’s statements that the provision related to the provision of a corridor through the territory of Armenia is not mentioned in the trilateral statements signed on November 9, 2020 and January 11, 2021. Although Armenia acknowledges the fact that routes need to be opened in the region, it records that foreign cargo must cross customs, passport and other points while drivers cross the territory of Armenia, even while moving from the western regions of Azerbaijan to the Nakhchivan Autonomous Republic,” he said.

French Ambassador Jonahan Lacôte wraps up mission in Armenia

Prime Minister Nikol Pashinyan received the Ambassador Extraordinary and Plenipotentiary of France to Armenia Jonathan Lacôte, who is completing his diplomatic mission in our country.

The Prime Minister noted that Mr. Lacôte’s tenure overlapped with a difficult and eventful period for Armenia and the region. Nikol Pashinyan noted that this period not only did not have a negative impact on the Armenian-French unique relations, but the bilateral cooperation became even closer. The Prime Minister added that there are wide opportunities for developing cooperation between the two friendly states in various fields. According to the Prime Minister, the Governments of Armenia and France are interested in developing and expanding cooperation, which is based on the centuries-old friendship of the Armenian and French peoples.

At the same time, the Prime Minister stressed the important role of France as a Co-chair of the OSCE Minsk Group. Referring to Armenia’s chairmanship of the Organization of La Francophonie, Nikol Pashinyan noted that the difficulties caused by the pandemic, as well as the war of the last year deprived our country of the opportunity to be active within the organization, but expressed confidence that cooperation within the organization will become more effective and close in the near future. 

‘’Those difficulties have not overshadowed our relations with France, and here your personal contribution should be emphasized. We will perceive you as a friend of Armenia, we will be glad to see you in our country in the future’’, the Prime Minister said, wishing Jonathan Lacôte success.

Ambassador Lacôte thanked for the high appreciation and noted that both difficult and happy moments took place in Armenia during the period of his tenure.

‘’I have exciting memories of the peaceful revolution in Armenia. The recent events in the country showed that democracy in Armenia is irreversible and the Armenian people can be proud of it’’, the Ambassador said. Jonathan Lacôte noted that France will continue close cooperation with Armenia in various spheres, including for pushing forward with the reforms.

During the meeting the sides referred to the process and future works in the spheres of investments, education, healthcare and joint programs in other directions.
