WATER BECAME MORE EXPENSIVE FOR UNKNOWN REASONS

The NGOs `Defense of the Rights of Consumers’ and `Union of
Consumers’ were concerned not by the fact that since July 1 one cubic
meter of drinking water will cost 174 AMD instead of 125 but that this
operation was carried out without keeping the consumers aware of
it. Although the heads of the NGOs rendered a press conference today
to inform the journalists about the reasons, they confessed that they
themselves are not aware of them.

`There exists an agreement between Armenia and the French company but
it has not been made public yet. Last December our Union applied to
the State Committee of water economies to get acquainted with the
agreement and to make offers if possible. But we have not received an
answer yet,’ says Armen Poghosyan, head of the `Union of Consumers’.

Head of the `Defense of the Rights of Consumers’ Abgar Eghoyan
mentions that several provisions of the law have been violated,
violating the rights of the consumers.

`The 20th article of the Water Code defines that the participation of
the society is obligatory in processing the strategy of water
tariffs. The 48th article defines that the society must be aware of
the discussions of the issue. But nothing has been said in that
connection. Everything is over, but they do not make people aware of
it,’ Abgar Eghoyan says.

The organizations have decided to apply to the Ombudsman to appeal the
decision.

RUSSIA DANGEROUS FOR LIFE OF OTHER NATIONALS

Hayeli Club discussed today violations against and
murder of Armenians recently taking place in Russia.
All-Armenian National Movement member Karapet Rubinyan
expressed an opinion that Russians have negative
attitudes to people from Caucasus because they are the
heirs of their empire. `People of other nationalities
were disrespected in that empire,’ he added. The
member of Constitutional Right Union Haik Babukhanyan
demanded to urge the Armenian authorities to protect
the Armenian nationals. Rubinyan thinks that Armenian
nationals have just to leave Russia and return to
their mother. Babukhanyan, on his turn, said he is
shameful of the behavior of Armenians in Russian.
However, most often attacks are made on normal people.

CRU member thinks that `Russia is still on its way to
establishment, and until it establishes itself
marginal groups will come about with aggressive

BE CAREFUL WITH HUMAN BEING

Haik BABUKHANYAN addressed statements in Iravunk daily to chief
prosecutor on the threats offered by Alexander Sargsyan, NA deputy to
T. Tovmasyan, reporter of the same newspaper. The statements, however,
were not reacted in any way.

Criticizing violence against reporters in Hayeli club today,
Babukhanayn said that Sashik Sargsyan regrets on his behavior. `He
must make a public apology to our reporter,’ Babukhanyan says. He also
thinks that violence against reporters will continue in Armenia unless
crimes are punished.

Karapet RUBINYAN, who came for the debate with Babukhanyan in Hayeli
club, also condemned violence against reporter. However, he also
warned reporters not to write libel against honest people. `Be careful

The president of the Heydar Aliyev Fund and the good-will ambassador
of UNESCO Mehriban Aliyeva met with the chairman of the Interstate
Aircraft Committee (IAC) Tatiana Anodin on June 2, Trend reports.

The guest got familiar with the activity of the Heydar Aliyev Fund
and then, put down a note in the memory book of the fund.

Aliyeva provided detailed information about the activity of the Fund,
the projects carried out for keeping the cultural heritage of Azeri
people, propaganda of the national values and etc.

At the same time, Anodin highly assessed the activity of the Heydar
Aliyev Fund. At the end of the meeting, the guest was issued
presents, as well as books and booklets reflecting the realities
about Azerbaijan-Armenian Nagorno-Karabakh conflict.

Armenia leads the pack

Having faced down some of its top rivals, tiny Armenia is coming up
big in the 37th Olympiad, winding down in Turin, Italy.
Anchored by rising superstar GM Levon Aronian, the third-seeded
Armenian team defeated the Czech Republic 3-1 in yesterday’s Round
11, giving it a 31/2-point cushion with two rounds to go.
The U.S. squad — GMs Gata Kamsky, Alexander Onischuk, Gregory
Kaidanov, Ildar Ibragimov, Hikaru Nakamura and Varuzhan Akobian —
has rallied in the late rounds, capped by a stunning 21/2-11/2 upset
of top-seeded Russia yesterday despite the presence of classical
world champ Vladimir Kramnik on Russia’s top board. The Americans are
in third, a half point behind France and China and in strong
contention for a medal.
On the women’s side, Ukraine’s team won its first 10 matches but
clings to just a half-point lead over second-place Russia. The U.S.
women — WGMs Anna Zatonskih, Camilla Baginskaite, Rusudan Goletiani
and IM Irina Krush — are in eighth place.
If Armenia takes the gold, fourth board GM Gabriel Sargissian may
rate as the team’s most valuable player. The unheralded Sargissian
has won eight and drawn two in his matches, including a
tournament-saving victory over Russian star Alexander Morozevich that
halved the teams’ Round 5 match.
Aronian went down meekly to Kramnik on Board 1, and the other two
games were drawn, meaning Sargissian had to win on Board 4 to salvage
the half point despite a ratings deficit of nearly 120 points.
The ever-inventive Morozevich is one of the few top-line
grandmasters who play openings like the Modern Defense in a money
game, but Sargissian as White wins the opening battle with the alert

41. Rg4+, and Morozevich resigns as 41…Kh7 (Qxg4 42. fxg4 f1=Q
fails to 43. Bxe5 f6 44. Qg8+ Kh6 45. Bd6 Qf2 46. Bf8 mate) 42. Qg8+
Kh6 43. Qg7+ Kh5 44. Qh8+ Qh7 45. Qxh7 is mate.
The veteran Kaidanov has been strong for the U.S. team, scoring
41/2 points in his first six games. His intricate Round 7 win over
Swedish GM Tiger Hillarp Persson gave the American team a 2-2 tie for
the match.
The game features one of the sharpest lines in the Queen’s
Gambit, a variation favored by Soviet world champion Mikhail
Botvinnik. With 24. Qg4+ Qd7 25. Qxd7+ Kxd7 26. a5!, White is the
first to clarify things, firmly establishing the weakness of Hillarp
Persson’s fixed queen-side pawn mass.
But Black does a decent job of keeping things in balance until
38. Re8 Re6?! (Kd6! 39. h5 Rh6 40. g4 Na5 41. Rd8+ Kc6 42. Be2 f6
makes White’s job much harder) 39. Rxe6+ fxe6 (see diagram), where
the White bishop will quickly show its superiority to the Black
knight in the tricky ending.

With superb technique, Kaidanov calmly walks his king from one corner
of the board to the other, picking off the Black a-pawn while
preserving his connected king-side pawns. Even the presence of the
two White pawns on c4 and e4 doesn’t undermine the White bishop’s
effectiveness.
It’s over after 55. Kb5 Nf2 (Nb2 56. Be2 Kg6 57. Kxc5) 56. Bf3
Nd3 57. Ka6 Ne1 58. Be2 Nc2 59. Kxa7, and Hillarp Persson resigns in
view of lines like 59…Nd4 (Nb4 60. Kb6) 60. Bd1 Kg7 61. Kb6, and
the c-pawn can’t be saved.

Turkey Uses `Restoration’ as New Method to Destroy Armenian Monuments

monuments, Candidate of Historical Sciences Hayk Demoyan told
journalists in Yerevan yesterday. `If earlier monuments were openly
destroyed in Turkey, the situation has changed drastically lately,’
the historian notes.

In his words, `restoration works’ are held in Ani and in Akhtamar
Island at the moment. Demoyan said that under the pretence of
`restoration’ Turkish authorities complete the genocide of Armenian
monuments, that they launched already in 1915 – simultaneous to the
Armenian Genocide in Ottoman Turkey. `Not only 1.5 million Armenians
were destroyed by Turks at the time, but also thousands of Armenian
cultural monuments,’ the historian said, reports Novosti-Armenia.

DASHNAKTSUTIUN AND PRESIDENT HAVE DIFFERENT INTERESTS

The collapse of the coalition will continue, and this time
Dashnaktsutiun will be to blame. On June 2 Haik Babukhanyan,
Constitutional Right Union, made such a forecast at the Hayeli
Club. According to him, Dashnaktsutiun replaces the Country of Law
(Orinats Yerkir Party) in the coalition in the sense that being in the
government, it acts as opposition.

`As you can see, recently Dashnaktsutiun has been making obviously
oppositionist statements. Simply it is surprising that, on the one
hand, Dashnaktsutiun takes up some posts that were formerly occupied
by the Country of Law and, on the other hand, attempts at adopting the
same strategy, in other words, opposition inside the government,’ says
Haik Babukhanyan. According to him, the controversies between
Dashnaktsutiun and the Republican will become deeper as the
parliamentary election is coming up.

`The collapse of the coalition will go on. In the meantime, new
controversies will occur between Dashnaktsutiun and the core of the
coalition. Everyone today is anxious to know what the rules of the
game will be during the election and after the election. People have
somehow settled down, built anest, and now they have to think what is
going to happen during and after the election, ‘ says Haik
Babukhanyan. However, the controversies between Dashnaktsutiun and
the Republican, which seem likely to grow, do not mean that
disagreement between the president and the Republican is becoming
deeper too. Haik Babukhanyan says Dashnaktsutiun and the president
cannot be identified because they pursue different interests.

NATIONAL ASSEMBLY ELECTED CHAIRS OF COMMITTEES

On June 2, 72 members of parliament filled in the posts of chairs of
two standing committees, vacant since the resignation of the Country
of Law Party (Orinats Yerkir). 71 members of parliament voted for
Mnatsakan Petrosyan, United Labor Party, the only candidate for the
post of chair of the Social, Health and Environment Committee. One
member of parliament voted against this candidate. 70 members of
parliament voted for Aramayis Grigoryan, ARF, the only candidate for
the post of chair of the Committee of National Security, Internal
Affairs and Defense. One member of parliament was against.

The vacant positions are now occupied. And Victor Dallakyan says the
situation reminds the years of Brezhnev, when everything was stagnant
and everything was predictable.

ARMENIA HAS POTENTIAL TO BE LEADING IN DIGITAL TECHNOLOGY

World-renowned mathematician, professor of Massachusetts Technology
Institute Semur Papert is in Yerevan lately. He is the founder of
artificial intellect and the author of Logo computer program. Papert
has also contributed a lot in pedagogy, particularly in managing
educational system through innovative technologies. Today he has
initiated `A laptop to each child’ project aimed to provide `very
cheap, clear and accessible computers’ to children.

To implement the project Papert needs assistance from countries that
have the potential in the field. That is the reason for his visit to
Armenia that, according to him `is one of the few countries that can
give new breath to digital technologies.’

The renowned scientist told Panorama.am that he has heard about
achievements of Armenia in mathematics and is happy to be in Armenia
today.

Papert is very well informed about Mashtots alphabet but also thinks
that `it is time to have new digital alphabet.’ He hopes that Armenia
can support him in his plan.

Yerevan State University has decided to give an honorable doctor title
to S. Papert on June 1. The certificate with honorably handed him over
today. The latter confessed that it was a surprise for him and even
said `he feels a little Armenian now.’

OSCE Minsk Group Co-Chairs to meet in Bucharest

Preceding the meeting of Presidents of Armenia and Azerbaijan, today
and tomorrow OSCE Minsk Group Co-Chairs will hold consultations in
Bucharest. The Presidents are scheduled to meet tomorrow, on June
4. It is expected that the meeting will feature Foreign Ministers of
the two countries, the OSCE Chairman-in-Office, Belgian Foreign
Minister Karel de Gucht, OSCE Minsk Group Co-Chairs and Personal
