Tsovinar Khachatryan, press secretary of Central Electoral Committee
(CEC), told Panorama.am that CEC Chairman Garegin Azaryan received
today Christian Shtrohal, Head of OSCE Democratic Institutes and
Human Rights Office together with the delegation spearheaded by him.

In the words of Khachatryan, the sides discussed amendments in
the Election code especially the voting procedures and summing up
election results. CEC chairman referred to professional training
courses organized for candidates of election committee members saying
the trainings will continue on state released funds.

The observers were introduced to other issues of election campaign. The
delegation assured they would be happy to help the committee in order
to ensure free, fair and transparent elections.

Prosperous Armenia To Take Votes Of Opposition, Sociologist Believes

"We view 2007 elections as a chance to implement qualitative changes
in the country," Suren Sureniants, political board member of Republic
Party (RP), told a discussion at the national press club today. In his
words, some political forces "have started buying the public under
the name of charity." He believes the best guarantee of victory is
public trust. Karine Nalchadyan, a psychologist, believes that the
public is disappointed but it will become more politically active as
the elections approach.

Alexander Iskandaryan, a political scientist, believes that the
classical opposition has gone out of political field. He believes we
have several oppositions and not one united opposition force. He says
after the elections those who will lose will blame the authorities
in faking the results of the elections.

Aharon Adibekyan, a sociologist, believes that because the opposition
has no united front, the electorate of the opposition will mainly
vote for Prosperous Armenia. "We have a new player in the field and
one strong player, the Orinats Yerkir, has left," the sociologist
says. Artak Zakaryan, member of the Armenian Republican Party (HHK)
said HHK will keep to its "dominant position" in future as well. In
his words, the elections are not an aim but a means to reach aims.

"Unlike the past, on the whole the contemporary world to some extent
recognizes the right of any community to preserve its ethnic and
cultural identity.

Armenia is a rather big country, a big community with ancient history,"
Dalai Lama XIV said in response to the question of "Komsomolskaya
Pravda" newspaper asking whether the recognition and condemnation of
the Armenian Genocide is a necessary condition for further development
of humanity.

"As for the sufferings that befell you in the past… Today the best
way of conflict resolution is the dialogue in the spirit of truce. And
here the ability to forgive is of special importance. It does not mean
forgetting the events of the past. Remember about your sufferings,
let others also know about these, but at the same time don’t keep
evil in your heart," he advised, noting that it is more proper to
work out mutually acceptable solutions corresponding to new reality.

Does Dalai Lama see similarities between the Nagorno Karabakh conflict
and Tibet issues? "I’ve heard about Nagorno Karabakh, but I’m not
familiar with the details. Most probably, there should be similarities,
but there must be also differences."

As for the self-determination of peoples, Dalai Lama noted that it is
very important. "The self-determination of peoples and preservation of
cultural legacy is important, since cultural legacy has been formed
through evolutional development and corresponds to the demands of
certain people," he said.

Armenia’s Economy 32nd Freest In The World

ARMENIA’S ECONOMY 32ND FREEST IN THE WORLD

According to 2007 assessment of the Heritage Foundation, Armenia’s
economy is 69.4 percent free, which makes it the world’s 32nd freest
economy. Armenia is ranked 19th freest among the 41 countries in the
European region.

Armenia’s score puts it above Europe’s average–an impressive feat
for an impoverished landlocked country. The overall score dropped
sharply during the year by 5.1 percentage points, which partially
reflects new methodological detail.

Armenia rates highly in many areas, such as fiscal freedom, freedom
from government, monetary freedom, financial freedom, business freedom,
and labor freedom. Low tax rates, low government expenditure, and low
revenue from state-owned businesses contribute to its impressive fiscal
and government freedom rankings. Armenia has low inflation, and its
banking sector is both wholly private and well regulated. Commercial
regulations are flexible and relatively simple. There are few
restrictions on foreign investment, except for land ownership.

Armenia could still make some improvement in property rights and
freedom from corruption. The judiciary is fairly weak and subject to
political interference. For a post-Soviet country, however, Armenia
shows an impressive amount of freedom.

Business Freedom – 84.5%

Starting a business takes an average of 24 days, compared to the
world average of 48 days. Entrepreneurship should be easier for
maximum job creation.

Obtaining a business license can be relatively simple, and closing
a business is easy. However, the business environment can be risky
because of the poor implementation and application of business
legislation. The overall freedom to start, operate, and close a
business is relatively well protected by the national regulatory
environment.

Trade Freedom – 75.6%

Armenia’s weighted average tariff rate in 2001 was a relatively low 2.2
percent. Improper implementation of the customs code is a significant
barrier to trade, especially for importers. Consequently, an additional
20 percent is deducted from Armenia’s trade freedom score.

Fiscal Freedom – 93.1%

Armenia has low tax rates. Both the top income tax rate and the top
corporate tax rate are 20 percent. Other taxes include a value-added
tax (VAT) and a vehicle tax. In the most recent year, overall tax
revenue as a percentage of GDP was 15.3 percent.

Freedom from Government – 91.6%

Total government expenditures in Armenia, including consumption
and transfer payments, are low. In the most recent year, government
spending equaled 17.5 percent of GDP, and the government received 3.7
percent of its revenues from state-owned enterprises and government
ownership of property.

Monetary Freedom – 79.7% Inflation in Armenia is relatively low,
averaging 2.6 percent between 2003 and 2005. Relatively low and stable
prices explain most of the monetary freedom score. Government
policies distort prices through direct price controls in
some sectors, such as public transportation, electricity, gas,
and telecommunications. Consequently, an additional 10 percent is
deducted from Armenia’s monetary freedom score to adjust for price
control measures.

Investment Freedom – 60.0%

Officially, foreign investors have the same right to establish
businesses as native Armenians in nearly all sectors of the
economy. Non-residents may not own land but are permitted to lease
it. The major impediments to foreign investors are weak implementation
of business legislation and corruption in the bureaucracy. The
International Monetary Fund reports that there are no restrictions
or controls on the holding of foreign exchange accounts, invisible
transactions, or current transfers and no repatriation requirements.

Financial Freedom – 70.0%

Armenia’s underdeveloped financial sector is dominated by
banking. Following a banking crisis in the 1990s, the government
embarked on a process of bank privatization and regulatory reform,
including adopting International Accounting Standards and minimum
capital requirements. Under the revised rules and standards, many banks
have closed or merged; the number of banks fell from 31 in 2001 to 21
in March 2005. The state no longer has a stake in any bank, and all 21
commercial banks are privately owned. However, banks remain hindered by
difficulty in debt recovery. All financial institutions are overseen
by the central bank. The Ministry of Finance and Economy regulates
the small insurance industry. Foreign insurance companies and banks
are permitted. The active stock exchange includes 190 listed companies.

Property Rights – 30.0%

The judiciary is influenced by the executive and is also underdeveloped
and corrupt, substantially impeding the enforcement of contracts. In
November 2005, the constitution was amended to increase judicial
independence, but it remains to be seen how this translates into
practice. A special Economic Court hears commercial disputes.

Freedom from Corruption – 29.0%

Corruption is perceived as widespread. Armenia ranks 88th out of
158 countries in Transparency International’s Corruption Perceptions
Index for 2005.

Labor Freedom – 80.9%

The labor market operates under flexible employment regulations that
could be improved to enhance employment and productivity growth. The
non-salary cost of employing a worker is moderate, and dismissing a
redundant employee is relatively costless.

SUN CHILD – The First Regional Environmental Festival in Armenia

>>From April 1st to 15th in Armenia, SUN CHILD the First Regional
Environmental Festival will take place. The festival is organized by
the Foundation for the Preservation of Wildlife and Cultural Assets
in the Republic of Armenia (FPWC) and Sun Child NGO.

Overall aim of SUN CHILD Regional Environmental Festival is to
strengthen civil-society and public awareness for the serious
environmental cross bordering problems in the whole Caucasian region.

SUN CHILD will be the first regional environmental event of this
type and scale to be organized in Armenia.During two weeks Dilijan,
a small wonderful old city, will become the center of great regional
environmental events, discussions and actions of all sorts.

The schedule of the SUN CHILD Regional Environmental Festival will
include tree-planting and environmental cleansing in different
places in Armenia, concerts and other cultural events, seminars,
special activities for children and an international environmental
film program. Aim of the film section of the first SUN CHILD
Regional Environmental Festival is to bring together environmental
filmmakers from Armenia, Turkey, Iran, Georgia, Azerbeidshan and
other countries. SUN CHILD Festival will offer them a framework to
exchange their views and experiences.

Besides the film program the Festival offers workshops to discuss
actual problems as development of eco-tourism in the region,
integration of the region in international environmental communities
and exchange of local and international experience. Leading ecologists,
environmentalists and eco-journalists invited from the regional
countries and all over the world will participate in these workshops.

Sun Child enjoys the slogan For Children with Children’s Active
Participation. The festival puts a special emphasis on the youth and
children participation as the new generation of the region constitutes
a strong whole able to overstep boundaries and we aim to create a
new field for their dialogues and mutual collaboration.

Our region faces a number of serious ecological problems. The most
urgent issues are depletion of natural resources, mass extinction
of valuable species, pollution of the environment which, among
other evils, endanger human health. The latest statistical data
show an ominous increase of respiratory diseases, especially among
the children.

The situation is alarming and jeopardizes the welfare of the present
and coming generations.

The idea of having a regional festival has arisen due to the fact that
most ecological problems have regional aspect. Nature recognizes no
borders and only friendly cooperation, joint efforts and conscious
struggle will make its conservation possible and eliminate the threat.

Sun Child is another attempt to raise awareness of the existing menace
and an earnest appeal for collaboration.

We really hope that the SUN CHILD Regional Environmental Festival
will become a forum where members of environmental organizations,
professionals from different spheres like tourism, culture and
filmmaking and all interested citizens can meet in order to learn
from each other.

Call for Entries

Environmental Film Competition includes 2 main sections: Regional
Environmental Film Program and Children Film Program. The Prize Fund
of the Festival contemplates awards for both sections.

The Deadline for application for Regional Environmental Film Program
is 15 February, 2007 and for Children Film Program 1 March 2007.

As Mediamax was told in "Armeconombank" today, in 2006 the volume of
operations of "Armeconombank" on the primary market together with
securities of the CB made 11bln 117mln 459 thousands AMD, without
the CB securities – 3bln 993mln 496 thousand AMD.

In 2006 the volume of operations of "Armeconombank" on the secondary
market together with the CB securities made 20bln 092mln 379 thousand
AMD, without the CB securities – 17bln 828mln 814 thousand AMD.

STEPANAKERT, JANUARY 16, NOYAN TAPAN. On January 16, an Azerbaijani
serviceman was handed over to the Azerbaijani authorities under the
auspices of the International Committee of Red Cross (ICRC) on the
front line of Aghdam region. According to ICRC report, ICRC acting
as a neutral intermediary and in accordance with its mandate assisted
the transfer of the released serviceman.

It was mentioned that since 1992, from the start of its activity
connected with the Nagorno Karabakh conflict, ICRC has helped
repatriation or transfer of 661 persons.

CAPTIVE AZERBAIJANI SERVICEMEN RETURNED TO MOTHERLAND

Yerevan, January 16. ArmInfo. An Azerbaijani serviceman previously
detained in Nagorny Karabakh was handed over to the Azerbaijani
authorities under the auspices of the International Committee of
the Red Cross (ICRC). The operation took place on the front line,
in the Agdam region of the Republic of Azerbaijan.

The ICRC, acting as a neutral intermediary and in accordance with
its mandate, facilitated the transfer of the released serviceman at
the request of all sides and with their full cooperation.

ICRC delegates visited him before the operation to verify that he
was returning of his own free will.

Since the start of its activities in connection with the Nagorny
Karabakh conflict in 1992, the ICRC has helped repatriate or transfer
661 people.

Azerbaijan will raise the issue to set up a special inspection under
the NATO and OSCE to prevent Armenia’s armament in violation of
European Agreement for firearms, military sources told APA.

Defense Ministry information service chief, Colonel Ramiz Melikov
said that such issue is generally raised by the government.

Zahid Oruj, member of Milli Majlis permanent commission for defense,
considered this issue possible.

"We intend to propose NATO leadership to set up a special commission.

Armenia’s armament should be considered by the organizations
responsible for security in Europe", he noted.

Zahid Oruj said that the agreements on cooperation between Azerbaijan
and NATO, as well as other international organizations, give the
opportunity to appeal in this connection.

"NATO has powerful resources to fight against the proliferation of
nuclear, chemical and ordinary weapons. The organization can impose
sanctions on any country in this field", he said.

PEACE CONFERENCE ENDS UP WITH CONCRETE DEMOCRATIC SOLUTION CALLS

Weekend’s media savvy conference entitled "Turkey seeks its peace,"
turned into a platform where almost all participants urged for
democratic solutions to the Kurdish problem, with strong or weak
emphasis on state’s role.

Address of Author Yasar Kemal, who had faced harsh criticism years ago
when he delivered a speech advocating the rights of Kurdish people
in a time uttering the word "Kurdish" was pernicious in the eyes of
the state, marked the conference and triggered a verbal attack in kind.

"We named guerilla as terrorist, and became a country fighting against
its own people," Kemal said, sparking debates. Head of a lawyer
association, Erdem Akyuz, met his words by saying, "he’d better say we
named separatist as intellectual," comparing Kemal with Nobel winner
Turkish novelist Orhan Pamuk, whose prize was belittled with claims
that he got it thanks to his words accusing Turkey of killing scores
of Armenians and Kurds.

Ruling Justice and Development (AK) Party deputy group leader Eyup
Fatsa and main opposition Republican People’s Party (CHP) Batman
Deputy Mehmet Nezir Nasiroglu distinguished guerilla from terrorist
but didn’t explain why they do so.

However both shared Kemal’s view on the fraternity between the Kurdish
and Turkish people.

The conference is also likely to face legal prosecution given the tone
and content of the speeches and participants’ ideological stance. A
court already issued an order to record addresses of now defunct Party
for Democracy (DEP) Deputy Orhan Dogan and Kurdish author Mehmet Uzun.

However Kemal’s words calling Kurds and Turks inseparable friends
for almost 1000 years was music to the ears of participants, mostly
pro-Kurdish politicians and academics from several universities
advocating peaceful solution methods rather than armed measures.

Most sincere support to Kemal came from another author, Vedat Turkali,
who said no one can distinguish Kurds from Turks in this country. He
also urged for dialogue between the two groups calling it the only
way to put an end to long war.

Diyarbakir Mayor Osman Baydemir, known to be a vocal advocate of
Kurdish rights despite several cases against him, rather changed
the air when said they have no luxury to wait for permanent peace
and urged the state to immediately take necessary steps regarding
its responsibilities as a welfare state. He also asked the state to
implement a extraordinary economic program unique to the southeast
to remove shortcomings and problems stemming from economic
underdevelopment.

Baydemir previously argued that the state should leave administration
of natural resources as well as several industrial facilities to the
local administrations in the southeast for quicker development.

Ahmet Ocal, Diyarbakir head of the Independent Industrialists
and Businessmen Association (MUSIAD), a finance group made up of
businessman describing themselves Muslim in the first place, also
supported Baydemir’s views by saying that revenues collected from
regional resources should be spent in the region. However he put
PKK’s unconditionally laying down arms and declaring it to the world
as preconditions putting emphasis on the security.

‘Ocalan has no great political power’

Touching on highly explosive issue of the charisma of Abdullah Ocalan,
inmate leader of the PKK, for the Kurdish people, sociologist Mesut
Yegen from Middle East Technical University (METU) said that the
Kurdish people doesn’t consider Ocalan as the utmost political power
representing them. "We see almost a million people during Nevruz
celebrations but only one tenth of it celebrates Ocalan’s birthday,"
he underlined arguing that there are several political figures
representing the Kurdish people.

Fuat Keyman from the Koc University said election threshold should
be lowered to 5 percent to open the way for Kurdish representation
in Parliament, calling it a primary measure to put an end to the clash.
