the " Fresno Fuego" football club playing in he United States Football
League. Two out of the three goals were scored by Ara Hakobyan,

Discussions Of Annual Reports Of RA Ministries And State Government

DISCUSSIONS OF ANNUAL REPORTS OF RA MINISTRIES AND STATE GOVERNMENT BODIES TO TAKE PLACE ON JANUARY 22-26

YEREVAN, JANUARY 18, NOYAN TAPAN. Discussions of the reports of the
2006 activity of the ministries and state government bodies attached
to the governmen will take place at the RA Prime Minister’s on
January 22-26. As Noyan Tapan was informed by the RA Government’s
Information and Public Relations Department, ministers and heads
of state government bodies will present the RA Government the works
done according to the list of events of the 2006 activity and supreme
problems fixed by the same desision and their results.

According to the fixed regulations, the Ministers of Health Care,
Labour and Social Issues, Education and Science, the Chairman of
the RA Physical Education and Sports State Committee attached to the
Government will present the reports on January 22.

The annual reports of the Ministries of Nature Protection, Transport
and Communication, Energetics, Territorial Administration (including
the State Committee on Water Economy, Rescue Service of Armenia), the
RA State Committee of Real Estate Land-Survey attached to Government,
State Property Management Department, Civil Aviation Department
General will be presented on January 23.

The Ministers of Agriculture, Justice and Foreign Affairs will present
the reports on January 24.

The reports of the Ministries of Urban Development, Culture and
Youth Issues, Defence, the RA National Security Service attached to
Government and the RA Police will be heard on January 25.

The discussions will finish on January 26 with the reports presented by
the Ministers of Trade and Economic Development, Finance and Economy,
heads of the State Duty Committee, State Tax Service attached to the
Government, the Yerevan Mayor’s Office and Regional Governors’ Offices.

YEREVAN, JANUARY 18, NOYAN TAPAN. The Co-Chairmen of the Dartmouth
Conference working group for regional conflicts addressed, on behalf
of the dialogue participants concerning the Nagorno Karabakh issue,
to the OSCE Minsk Group Co-Chairmen within the framework of the
all-embracing peaceful process where all the interested sides must
be involved, with a request to assure the Armenian and Azerbaijani
heads in the necessity of solving all the problems.

An anxiety is expressed in the letter relating to the fact that the
society is not enough informed about the contents of the official
negotiations. "The possibility of arising of a dangerous negative
reaction by the society is great in these conditions," is said in
the letter.

It is also mentioned that the agreement which must be reached during
the negotiations must have strong basis only in the case if the mutual
enmity is overcome among the peoples of the region.

The dialogue participants propose a conception of a many-level process
of gradual establishment of peaceful relations which is presented in
the document under the title "Draft Framework Agreement on Peaceful
Process."

An anxiety is expressed in the letter relating to exclusion of Nagorno
Karabakh representatives from the negotiation process, absence of
clearness concerning the date and mechanism of holding the referendum
on the final status of Nagorno Karabakh, concerning the issues being
put on the referendum and the participants’ staff as well.

‘SCREAMERS’ DOCUMENTARY TO BE SCREENED ON CAPITOL HILL TODAY

SCREAMERS, the gripping documentary about the multi-platinum,
Grammy-award winning band "System Of A Down’s" campaign to end the
cycle of genocide, will be screened before a Congressional audience
on Capitol Hill today.

The evening’s program – which is being hosted by Congressmen Adam
Schiff (D-CA) and Frank Pallone (D-NJ), Save Darfur, the ANCA
Endowment, and the Raffy Manoukian Charity – will start with a 6:30
pm reception, continue with a 7:30 pm screening, and conclude with
a discussion with the film’s director Carla Garapedian and special
guests. It will take place in the Mumford Room on the sixth floor of
the James Madison Building of the Library of Congress.

"SCREAMERS is about exposing the denial of all genocide, Armenia,
the Holocaust, Cambodia, Bosnia, Kosovo, Rwanda, the Iraqi Kurds and
the current horror in Darfur," said Garapedian. "It is about making
sure the same critical message George Clooney and Don Cheadle are
‘screaming’ about is heard, that these atrocities ‘never happen
again.’ And I believe, it is this generation, the ‘screamers’,
who will make sure all genocide is recognized and ends, because
‘screamers’ will no longer tolerate or accept previous generations
of politicians and humanitarians who have so miserably failed them."

SCREAMERS debuted at the American Film Institute Film Festival on
November 2nd and won the coveted AFI Audience Award. On hand for the
opening were Garapedian, "System Of A Down" band members Serj Tankian,
John Dolmayan and Shavo Odadjian, producers Pete McAlevey and Tim
Swain, sponsor Raffy Manoukian of the Raffy Manoukian Charity and a
host of genocide recognition and prevention activists from the ANCA,
Save Darfur, and other groups.

SCREAMERS is a production of MG2 productions in association with BBC
Television and The Raffi Manoukian Charity. Garapedian, a veteran
reporter who has made a career of covering the most difficult stories,
from Chechenya to repression in Afghanistan, follows the European
tour of "System Of A Down" and their ongoing efforts, through music
and activism, to raise awareness about denial of all genocide, tracing
the band members’ own personal journey of their grandparents surviving
the Armenian Genocide and its legacy of a century of atrocities. The
film, distributed by Maya Entertainment, is currently playing in
the Los Angeles area and will open on January 26th in New York City,

Fizuli District, and a number of other officers of the same unit,
were arrested for financial machinations.

According to available information, the arrests were made after the
return of Vugar Garachaev, who had served in this unit from Armenian
captivity.

AMERICAN WAY OF INTERFERENCE

"A big team is functioning at the US embassy in Armenia engaged in
preparations for the parliamentary election in Armenia", Mediamax
agency quoted US Deputy Chief of Mission Anthony Godfrey in Armenia
as saying at a news conference.

Members of the team meet representatives of the political circles,
civil society and the government of our republic to ensure that the
parliamentary election will be free and fair, Godfrey said. To put
it mildly, this statement is a little bit strange because it has not
caused a strong reaction though it is like meddling in the domestic
affairs of another state which may not be allowed even to such a
superpower like the USA.

One may understand the USA’s concern about fair and free election
in Armenia and about all the processes in Armenia and around it. One
can also understand Armenia’s concern about the processes in the USA,
especially those which are directly connected with our region.

It is clear that in the age of globalization and the Internet all the
countries of the world became closer to each other. But everything
is good within reasonable limits. One thing is to wish something and
quite another thing is to meddle in the election processes of another
state and to speak about that openly even under a beautiful slogan
of ensuring a free and fair election.

First, true democracy means sovereignty and the will of people. The
conduct of free and fair election is one thing, and the conduct of
such an election under diktat of a special team from the US embassy is
quite another thing. It is almost Iraq. And the world community thinks
that the Iraqi experience can be hardly assessed as a positive one.

What will happen if tomorrow other embassies in Armenia also say about
having such teams? What would remain from Armenia’s sovereignty in
that case? What if Armenian ambassador to the USA would have made
such a statement? One can only imagine what noise would rise in the
USA. It is absurd. But why does the USA, which pretends to the role
of the world arbiter, show such an evil deed?

The point is not at all in the political force which will gain victory
during the parliamentary or presidential elections in Armenia. Nobody
is naive so much to rule out priorities of the candidates and
political teams supported by the USA during the parliamentary and
especially the presidential elections.

But even the very useful for Armenia millennium challenges programme
does not justify Anthony Godfrey’s statement about the existence
of special team at the US embassy which deals with the forthcoming
elections in Armenia. Because not this special team will hold elections
in Armenia but the people of Armenia. We, but not Anthony Godfrey,
are responsible for justice and freedom of the choice, we: Armenian
residents and citizens are answerable for that choice but not the
temporary team of Anthony Godfrey.

and responding the questions if it is a necessary condition to

large community with old history.

"Undoubtedly, you have right to keep your national originality,
your culture. As to sufferings that you have experienced in the
past… Today the best way to solve the conflicts, including those,
which became results of mistakes committed in the past, is dialog
in the spirit of truce. And here a special role plays the ability
to forgive. The ability to forgive does not mean oblivion of what
happened in the past.

Remember your sufferings. Let the others know about it, but at the same
time do not keep evil in your heart. There is no sense in it. It is
more expedient to try to work out an acceptable solution based on the

this time the U.S. Congress will adopt a resolution on the Armenian
Genocide. "This resolution will be put in the Congress agenda by 100
%. It is very possible that the resolution will be approved both in
the House of Representatives and Senate. Turkey traditionally hopes on
support of political parties in Washington, but for some reasons that
very assistance can weaken. The Democrats sympathize the Armenian issue
very much," stated Mark R. Parris. "Will a resolution on the Armenian
Genocide be adopted. Yes, it will. Every one knows that that resolution
will complicate relations, but it does not mean the American policy
will change. The American policy is not ready to use certain terms yet.

Irrespective of the fact that the resolution will be adopted or not,
it will not be legal, since President Bush gives all kind of support
to Turkey," underlined the diplomat, RFE RL reports.

authorities in Kosovo and Serbia, stated Russian Foreign Minister
Sergey Lavrov in Moscow. "We will not determine our policy with how
the Kosovo status will be called or defined, which will be offered
by UN Secretary General Special Representative, but how the sides
will relate to it.

"The solution of Kosovo status problem must be balanced and agreed
only during negotiation process and must satisfy both authorities in
Kosovo and Belgrade," said Lavrov. He stressed that Russia proceeds
from it and it was agreed in the framework of contact group last
September. "There must be no dictated solution on the status of
Kosovo," Lavrov stated, RIA ‘Novosti’ reports.

Youth To Gather In Greenwich

The British Council in Armenia informed that 60 young representativies
from 50 countries of the world, including Armenia, will agther in
Greenwich to participace in an international conference. The conference
is aimed to discuss the drawbacks of the modern educational system. The
conference is scheduled on January 17-20. the young representatives
of the world will try to find the solutions to the educational
problems. They will also touch upon the neccessity to preserve
the atmosphere of tollerance in the schools and universities. The
participanst of the conference will elect six members who will
represent the conclusions of the conference at the World Economic
Forum on January 24-28.
