Despite the great opportunity to adopt the Armenian genocide bill
in the US Congress, the document may be recalled at the last moment
under the pressure of President George Bush, editor-in-chief of the
California Courier Harut Sasounian considers. He told Radiolur that
he does not attach great importance to the adoption of the Armenian
resolution.

The resolution denouncing the negation of the Armenian Genocide has
been already signed by 170 Congressmen. For having majority in the
House of Representatives 217 votes are needed. Harut Sasounian thinks
330-3350 out of 435 Congressmen will vote for the Armenian resolution.

In his words, the only problem that may hinder the adoption of the
bill is that President Push may exert pressure like the previous time
when House Speaker Denis Hustert recalled the bill under the pressure
of ex-President Bill Clinton.

"We cannot know what will happen till the last moment. At last
the Armenian issue is not the most important for foreigners, it is
important for us," Mr. Sasounian said.

This time Turley is more than worried with the fact that the Armenian
Genocide bill may be adopted. What is the reason? In Harut Sasounian’s
words, the reason is only an internal political one. Prime Minister
Recep Tayyip Erdogan is one of the probable candidates for Presidency.

As for the resolution on Hrant Dink, which includes a point about
the Armenian Genocide, it should be considered in the context of the
Armenian resolution.

A deeper investigation allows Harut Sasounian to assert that the
recognition of the Armenian Genocide will more benefit Turkey.

Gul’s statements in Washington concerning the problem of international
recognition of the Armenian Genocide are nothing but demarche, Garnik
Isagulyan, the Armenian President’s Advisor for national security,
said at a press-conference at the discussion club, Saturday.

According to him, the Turkish Government’s statements about the USA
concerning the possible adoption of the resolution on the Armenian
Genocide by the US Congress are unlikely to give the results
Turkey wishes. In this connection, G.Isagulyan reminded that when
the French Parliament was adopting the resolution on the Armenian
Genocide, Turkey’s statements about France remained just statements,
nothing more. So, Turkey’s activated resistance to the adoption of
the resolution by the US Congress will be to no avail, he said. In
G.Isagulyan’s opinion, the resolution will most likely be adopted. In
this case, Turkey may try to establish closer cooperation with Russia,
but G.Isagulyan doesn’t consider that such course of events will
seriously threaten Armenia’s security. Nevertheless, any changes in
the region may affect Armenia’s condition, he emphasized.

Development Of Tekhut Deposit Will Result In Ecological Disaster: Ex

DEVELOPMENT OF TEKHUT DEPOSIT WILL RESULT IN ECOLOGICAL DISASTER: EXPERTS

Yerevan, February 9. ArmInfo. The development of Tekhut
copper-molybdenum deposit in Lori region of Armenia will result in an
ecological disaster, President of the Union of the Greens of Armenia
Hakob Sanasaryan said during a press-conference today.

Even though Armenian Copper Programme (ACP) says that it will launch
the project in 2011, it may well start the preparations this year. This
is an unprecedented case: the authorities deliberately ignore the
fact that this project may kill 600 h of woods and many rare species
living in the area.

Sanasaryan is skeptical of ACP’s assurances that on the preparatory
stage it will cut down just 27,000 trees. In fact, the question is
about 170,000 trees. Sanasaryan pointed to a number of "inaccuracies"
in the feasibility report on the project. For example, the report
says that the damage caused by the felling of a wild pear with a
diameter of 36 cm will make up just 1,000 AMD, while, in fact, such
a pear costs 25,500 AMD.

However, A.Sanasaryan noted that it is not the only mistake of the
feasibility study of the copper-molybdenum deposit. Particularly, it
fails to mention that 55 species of mammals (21 of them are registered
in the Red Book), 86 species of birds, 29 species of squamoses (11
of them are in the Red Book), as well as 191 species of plants (9 of
them are in the Red Book) will become victims of the ACP’s pecuniary
interests. He also emphasized that even if the ACP leadership gives its
consent to the implementation of the project in a more sparing regime,
the Tekhut forest will turn into a junkyard for toxic industrial waste
at best. According to A.Sanasaryan, it is not known how many tons of
repugnant substances will be emitted into the atmosphere due to the
ACP’s activity. But one thing is clear – in case of exploiting the
deposit, nothing will prevent the contamination of soil and water with
toxic waste. He emphasized that the damage done to the Lori region’s
environment will probably never be compensated for.

As per the preliminary calculations, the storage of Tekhut deposit
of copper-molybdenum ore makes up 500 mln t. Specialists say that
in reality the volume can be bigger. It is planned to extract 70
thnd t of 28-30% copper concentrate, and – 1200 t of 50% molybdenum
concentrate. As per the final calculations of the experts, it is
planned to extract 8-12 t of ore in Tekhut.

president on external relations, said the Nagorno-Karabakh issue is a
geopolitical issue rather than a dispute between two countries. At the

to blame that Karabakh is not taking part in the talks, which decided

Since Hrant Dink was shot, Murat Belge has not left home alone.

There are armed police on 24-hour watch outside his house and a
plain-clothes detective by his side at all times.

Like Hrant Dink, Murat Belge was put on trial last year for insulting
Turkishness. Now he has been given protection by the state.

"Everyone is in danger. This is getting very savage," the journalist
and academic believes. "All around there are similar groups aching
to murder someone for their country. It is shocking."

Turkish-Armenian newspaper editor Hrant Dink was shot dead on 19
January and a teenage nationalist has been charged with the murder.

Dink had spoken out about the mass killing of Armenians by Turks in
the early 20th Century.

New proposal

Demands for the repeal or reform of the law used against Dink –
known as Article 301 – have been growing here since tens of thousands
flooded the streets for his funeral. Many people carried signs that
read "Murderer: 301".

Now a group representing some of Turkey’s most powerful civic groups
and trade unions has come up with a proposal on how to change the law.

"In its current form Article 301 is very vague and open to
interpretation," explained Davut Okutcu, one author of the proposal
presented in Istanbul on Thursday.

"We have formulated this demand because we believe there is a need
for change. Now we expect the government to evaluate it."

The proposal specifies a tighter definition of "Turkishness" in the
law and replaces the term "insult" with "debase and deride". It also
suggests that a judge must prove intent, as well as a "clear and
imminent danger," and reduces the maximum sentence from three years
in prison to two.

Changes ‘not enough’

"How the article should be worded is the job of the government. What
we want to stress are the main items that should be incorporated in any
change," another of the report’s authors, Pekin Baran, told the BBC.

He admitted that the draft proposal was a compromise solution
reflecting the divisions in Turkish society.

"These criteria are the platform on which we could all find common
ground," he said.

But two groups walked out of the discussions and they and others have
already criticised the suggested changes as too timid.

"The murder of Hrant Dink showed that minimal changes to the wording
of the law are not enough," said Gencay Gursoy, head of the Doctors’
Union, which refused to endorse the proposal.

"The crowds at Hrant Dink’s funeral were an expression of democratic
opinion here.

Those people want Article 301 dissolved or changed very radically. It
was partly responsible for his murder," he insisted.

Government cautious

The government has said it would consider making changes to Article
301.

"We are open to suggestions," Prime Minister Recep Tayyip Erdogan
repeated recently.

"We can work on making changes," he said, and stressed that he had
requested concrete proposals from civil society groups last November.

But there is no sign the government is ready to abolish the law
altogether, especially in an election year when all parties are
competing for the nationalist vote.

It seems there is good reason for the politicians to be wary.

When Article 301 was discussed on a phone-in show on NTV radio last
week most callers did not want any change to the law at all.

Political upheaval

"This law protects Turkey and Turkishness. Who does it harm? Not me,
or other patriots," Recep shouted. "The people who want this law
removed have a problem with Turkey."

"Most people in Turkey see any change to Article 301 as an attack,
as an act of aggression against the Republic," explained producer
Barbaros Devecioglu. He has noticed an increasingly nationalistic
tone to calls in recent months.

"People see those who want to change the law as supporters of the
West. They are cynical about the demand, and what lies behind it,"
he said.

The EU has long called for changes in Article 301, arguing that the law
places severe restrictions on free speech in Turkey. Some 50 writers
have been brought to trial here, including Nobel-prize winner Orhan
Pamuk, though most cases have eventually been dismissed by the judge.

Since Hrant Dink was killed, the calls for change inside the country
have grown louder.

"We should not forget that Turkish society has proved it is capable
of substantial reforms in the last five years or so," Pekin Baran
argued, though he believes abolishing 301 is unrealistic in the
current climate.

"I don’t think we are witnessing the end of the reform process. We
are going through a very difficult point which is exacerbated by the
fact we have two elections this year. But we are a democratic society."

The authors of the new-look 301 will now submit their proposal to
the government, as requested.

"They threw the ball to civil society and we have thrown it back.

This will put pressure on the government. They will have to work with
it," said Davut Okutcu.

"Whether they are strong enough to make a decision in an election year,
we’ll have to see."
