Azerbaijani Press: President Aliyev Goes For Face-to-Face Public Debate With Armenian PM In Munich

What has not happened during thirty years of the Armenia-Azerbaijan Nagorno-Karabakh conflict, took place within less than an hour in Munich last week when the leadership of Armenia and Azerbaijan sat for the first-ever tête-à-tête public debate over the long-lasting conflict in South Caucasus.

The panel discussion involving President Ilham Aliyev of Azerbaijan and Prime Minister Nikol Pashinyan of Armenia came off on the sidelines of the Munich Security Conference, an annual gathering of global leaders and policymakers, on February 15. During a discussion President Aliyev referred to historical facts and international documents in his remarks.

“In 1921, the Caucasus bureau of the Bolshevik party made a decision to retain Nagorno-Karabakh within Azerbaijan, to retain and not to transfer as some Armenian historians want to present,” Aliyev said, referring to a historical document that recognized the region as being part of Azerbaijan, according to the president’s official website.

The Soviet decision mentioned by Aliyev was followed by another that was issued by the leadership of the Azerbaijan Soviet Socialistic Republic and sanctioned by the Soviet government in 1923, giving the Nagorno-Karabakh region the status of an autonomous region within the borders of Azerbaijan.

But the region turned into a hotbed of conflict, as indigenous Azerbaijanis over time became displaced as a result of ethnic cleansing by Armenian forces. By the late 1980s, anti-Azerbaijan sentiments reached its climax in Armenia leading to the mass deportation of ethnic Azerbaijanis from the country. After the Soviet Union collapsed in 1991, Azerbaijan’s Nagorno-Karabakh region was invaded by Armenia. The two countries fought a bloody war that lasted until a ceasefire in 1994.

“In the end of 80s, Armenia launched an aggression against Azerbaijan. 300,000 Azerbaijanis were deported from the territory of Armenia. And then in the beginning of 90s, Armenia already launched an aggression against Azerbaijan Republic and as a result of that aggression almost 20 percent of our territories are under occupation and one million of Azerbaijanis became refugees and IDPs,” Aliyev said.

“Our people were subject to ethnic cleansing and in 1992, previous Armenian regime committed a war crime, genocide of Khojaly. As a result, 613 innocent civilians, among them 106 women and 63 children were brutally killed,” Aliyev noted.

Khojaly was the pinnacle of ethnic cleansing against Azerbaijanis by Armenia during the occupation of Azerbaijan’s Nagorno-Karabakh region. The town of Khojaly, located in Nagorno-Karabakh, was invaded late in the night on February 26, 1992. Reports indicate that the hundreds of civilian Azerbaijanis were scalped, burnt alive, and decapitated.

Speaking on Saturday’s panel, Prime Minister Pashinyan responded to Aliyev’s remarks about Khojaly by noting an interview by Azerbaijan’s first and former president, Ayaz Mutallibov with the Russian newspaper Arguments and Facts. According to Pashinyan, Mutallibov allegedly told the newspaper that provocation in Khojaly was organized by the opposition of Azerbaijan in order to oust him from power.

Mutallibov did not waste any time after the news from the conference spread to hit back.

“A statement by the prime minister of Armenia, Nikol Pashinyan, in which he claims that I spoke about the involvement of Azerbaijanis in the Khojaly genocide, is absurd,” Mutallibov said according to 1news.az. “In an interview with a Russian newspaper regarding the events in Khojaly, I talked about the fact that there is an unconditional Armenian trace there.”

“I did not use the phrase that the Azerbaijanis committed the Khojaly genocide, this is ridiculous,” Mutallibov added.

Over the past year especially, Pashinyan has been pushing a plan to have the self-declared illegal regime in the occupied regions of Azerbaijan be a party to any political settlement between Azerbaijan and Armenia – a position that is unacceptable to Baku. President Aliyev said any talks regarding the deep-seated conflict should be held between Armenia and Azerbaijan only, which is a format that is recognized by international arbiters that form the OSCE Minsk Group.

“Armenia stops funding this illegal entity, Armenia pulls back all their military troops from Nagorno-Karabakh and completely withdraws from our territory. And then, we will have arguments to talk to this people,” Aliyev said. “But until then there is no way.”

Noting Azerbaijan’s multiethnic makeup, Aliyev said, “Azerbaijan is a multi confessional and a multi-national country. There are many national minorities in Azerbaijan who live in peace and dignity. And when our territorial integrity is fully restored, Armenians as national minority will enjoy all the rights and privileges as any other representative of any other nation in our country.”

Prime Minister Pashinyan insisted that forces stationed in Nagorno-Karabakh are for “self-defense,” and that resolution to the conflict is not possible without defining the status of the people now living there.

But Aliyev was adamant that there are no “self-defense” forces and the majority of the military stationed in the occupied Nagorno-Karabakh region is comprised of soldiers from Armenia, and if Armenians living in the region want to be self-determined, they need to do it someplace else.

“Armenian people self-determinated themselves, they have Armenian state. My advice is to find other place on Earth to self-determinate them for the second time, not in Azerbaijan,” he said in his closing remarks.

The Nagorno-Karabakh region and seven surrounding districts of Azerbaijan are still under Armenian occupation, despite four United Nations Security Council Resolutions for Armenian forces to fully withdraw from the region.

Pashinyan chairs consultation on concept of tax reforms

YEREVAN, FEBRUARY 18, ARMENPRESS. Consultation was held today in the Armenian government led by Prime Minister Nikol Pashinyan over the concept of tax reforms, the PM’s office told Armenpress.

Finance Minister Atom Janjughazyan introduced the goals set by the concept for which the tax reforms are going to serve, as well as the directions and principles under which these changes should be carried out. The main goal is to form a balanced approach that will contribute to creating favorable conditions for economic development, solving social issues and ensuring a balanced attitude towards environment.

PM Pashinyan highlighted the importance of the topic and stated: “We are going to make very courageous decisions in the future starting from property tax up to the next tax changes. The logic and goal of these changes is the following that the state revenues should increase with the logic to give an opportunity to the economy to develop so that they will further increase in the future. And people should change their attitude to paying taxes which exists today. So what we need to do for this purpose? Firstly, the pillar is the anti-corruption fight, in other words each citizen of Armenia should be convinced that there is a government in Armenia which doesn’t rob from them and doesn’t rob from any place, and not only the government, but also the whole public administration system. The citizen should believe that the state leadership is not robbing, and if there are cases of robbery, that people will be found and punished.

The second one is the constant increase of efficiency of maintenance costs of the public administration system, in other words, we must convince our citizens every year that we spend the money paid by them purposefully, effectively and in a right way, including also how the employees of the public administration system are paid, starting from bonuses up to other social guarantees. I think today all the necessary political conditions exist based on the results of 2019 that we should also ensure the high salaries of employees of public administration system, at the same time guaranteeing their high qualification”.

Thereafter, the consultation participants discussed issues relating to the strengthening and spread of culture of paying taxes, providing tax privileges based on sectors, introducing income declaration system, etc.

Pashinyan said the current concept should become the base for the tax reforms strategy.

New Yerevan Circus building keeps being constructed

Yerevan, the capital of Armenia, has no circus for around nine years already.

The old Yerevan Circus was demolished in 2012 after experts arrived at the conclusion about inexpediency of its reconstruction. Deadlines for the opening of the new circus building have been repeatedly set, but none of them have been met so far.It remains unclear when the new building of Yerevan Circus will be put into service since construction work in the building continue to date.

Speaking to Panorama.am, Yerevan Circus Artistic Director, Professor Sos Petrosyan said the new building is already standing, adding interior finishing work is currently underway.

According to Petrosyan, they are doing everything possible to put the building into operation in October-November 2020. The artistic director says a lot of work still needs to be done inside the building.

“Construction of a circus building is not an easy task. Experts are invited from Moscow, different countries to consider every detail,” he said.

The new circus building has been designed by architect Vahagn Vermishyan. It is set to fully comply with the international standards, increasing the number of seats to 2,000 from the previous 1,560.

The new circus will be six meters higher and equipped with modern stage technique.

Newspaper: Armenia Constitutional Court referendum may not take place

YEREVAN. – Zhoghovurd daily of the Republic of Armenia (RA) writes: The National Assembly (NA) yesterday adopted (…) the draft decision on putting the constitutional amendments to a referendum.

As it is known, by the draft constitutional amendments, the MPs propose to terminate the term of office of the CC [Constitutional Court] President and the members elected until April 9, 2018.

Now this decision must be followed by appropriate processes, including by RA President Armen Sarkissian.

RA Prime Minister Nikol Pashinyan announced yesterday at the NA podium that he had reached an agreement with the RA President during his last meeting, and the latter agreed to settle the issue through a referendum.

But there are some interesting nuances hidden here. In any case, the authorities’ backstage does not rule out the possibility that the referendum will not take place, and that will be the case when the CC judges take advantage of the early retirement plan.

As it is known, the law on voluntary early retirement of CC judges is valid until the end of this month. (…) And, by yesterday’s initiative, the authorities made it clear that it’s all the same, they [the serving CC judges] would be dismissed from their positions if the referendum was adopted.

This is certainly one of the options. And with the other option, a referendum is really going to take place. In that case there are clear deadlines, and in fact, the referendum on constitutional amendments will take place in May (…).

And, according to the Law on Referendum, the referendum campaign will last 60 days. Then, according to preliminary calculations, the power will need about 650 thousand “yes” votes.

OSCE Minsk Group made 176 statements on Karabakh conflict in 25 years

The OSCE Minsk Group dealing with the Nagorno-Karabakh conflict has made a total of 176 statements in 25 years – from 1995 to date, the infographic of statements posted by blogger, journalist Sedrak Mkrtchyan on Twitter revealed.

According to the infographic, the statements reached their peak in 2008. The Minsk Group released a total of 17 statements throughout the year. 

Court adjourns hearing motion of Kocharyan’s lawyers

YEREVAN, FEBRUARY 4, ARMENPRESS.  The lawyers of 2nd President of Armenia Robert Kocharyans filed a motion to the court to suspend the case on the alleged overthrow of the constitutional order. ARMENPRESS reports the examination of the motion was postponed because of the end of the working day.

The other participants f the trial will give speeches at the next hearing.

Aram Orbelyan, one of Kocharyan’s lawyers, citing the Constitution, emphasized that in March 2008 Robert Kocharyan acted exclusively in the limits of the powers of the President. According to Orbelyan, Robert Kocharyan’s right to immunity and  presumption of innocence have been and continue to be violated. Concluding his speech, Aram Orbelyan asked the court to suspend the criminal persecution of Robert Kocharyan.

Erik Grigoryan, lawyer of former Deputy PM Armen Gevorgyan, also filed a motion to drop the charges from his defendant.

Criminal charges are pressed against former President Robert Kocharian, former Chief of General Staff of the Armenian Armed Forces, former Secretary General of the CSTO Yuri Khachaturov, former Defense Minister Seyran Ohanyan and former  Deputy Prime Minister Armen Gevorgyan over the March 1 case.

Tigran Sargsyan to work in EDB after leaving office in Eurasian Economic Commission

YEREVAN, JANUARY 29, ARMENPRESS. Board chairman of the Eurasian Economic Commission (EEC)Tigran Sargsyan, who is due to leave the office on January 31, will head the Digital Initiatives Foundation of the Eurasian Development Bank, ARMENPRESS was informed from the press service of the EEC.

“Tigran Sargsyan will preserve the status of high-level international official. The goal of the foundation is to assist the member states of the Eurasian Economic Union and Tajikistan to digitalize their economies. Those countries are members to the Eurasian Development Bank, the goal of which is to assist their economic development and expansion of trade and economic relations between them”, a press service official said.

Yerevan councilman Henrik Hartenyan to step down

Henrik Hartenyan, a member of the Yerevan City council representing the ruling My Step faction, will resign, another My Step councilman Armen Yeghiazaryan told reporters on Monday following an emergency meeting of the faction.

The announcement comes after Hartenyan posted a photo of Sara Tovmasyan, the alleged daughter of Constitutional Court Chairman Hrayr Tovmasyan, in a Facebook story, writing: “This is the Facebook account of  H. Tovmasyan’s daughter. Folks, forward!” 

“Yesterday the faction issued a statement condemning the incident. During today’s discussion the faction members reaffirmed their position on the issue that it is not in line with our system of values and goes against our principles. Adhering to these principles, we asked Mr. Hartenyan to lay down his mandate. He agreed,” he said.

When asked how he justified his move, Yeghiazaryan replied: “I think that is not so important now; the motives, the reasons and the explanations are not important. Let me not raise them, I think he himself can coffer comments. Eventually, the reasons were not the matter, but the phenomenon,” the councilmember said. 

In a statement on Sunday, the My Step faction said it “strongly condemns any manifestation of hate speech” and pomised to issue a statement after an emergency meeting on Monday.

Newspaper: Surprise expected in criminal case of Armenia ex-President Kocharyan

YEREVAN. – Hraparak daily of the Republic of Armenia (RA) writes: Our source says that a surprise is expected in [second President Robert] Kocharyan’s [criminal] case in the near future. Remember: The Constitutional Court has applied to the Venice Commission and the ECHR [for advisory opinion] on the issue of [presidential] immunity and Article 300.1 [of Armenia’s Criminal Code].

The opinion of both institutions has no legal force. What “surprise” is this about? “Yes, they are advisory, but no state body, the court will make a decision even against the advisory opinion. They are such prestigious organizations that they will not go against them. After receiving the opinions, the Constitutional Court must decide whether or not the law (indictment) complies with the RA Constitution. If it decides that it does not comply, the charge should be dropped.”
