Armenia has complained to Europe’s top security and human rights
watchdog that Azerbaijan’s military buildup is violating the ceiling
set by the 1990 Treaty on Conventional Forces in Europe.

Addressing a December 2 meeting of ministers from member-states of
the Organization for Security and Cooperation in Europe, Armenian
Foreign Minister Edward Nalbandian asked the OSCE to take measures
against Azerbaijan, the Regnum news agency reported. The two countries
have been locked in conflict for the past 21 years over the breakaway
ethnic Armenian region of Nagorno-Karabakh.

"Azerbaijan is in breach of one of the founding principles of the OSCE:
non-use of force and/or a threat to use force," Nalbandian said.

While reiterating its commitment to a peaceful resolution of the
Karabakh conflict, Azerbaijan has not ruled out use of force if
15-year-long OSCE-mediated talks do not produce results soon.

(aEuro) = 10(-4), has been studied by calculating, in each individual
case, a series of strange dwarfs with configurations in which 5 a<…

10(-4), 10(-3), 5 a<… 10(-3), 10(-2), 1.31 a<… 10(-2), 1.6 a<…

10(-2), 1.7 a<… 10(-2), 2 a<… 10(-2), ranges from the values in
white dwarfs to rho (drip) = 4.3 a<… 10(11) g/cm(3), at which free
neutrons are produced in the crust. For the series with M (0core)
/M (aEuro) < 0.0131, stability is lost when rho (tr) < rho (drip),"
researchers in Yerevan, Armenia report (see also Astrophysics).

"For the series with M (0core) /M (aEuro) > 0.0131, the equality rho
(tr) = rho (drip) is reached before the strange dwarf attains its
maximum mass. Although the frequency of the radial pulsations in the
fundamental mode obeys omega (0) (2) > 0 for these configurations,
they are unstable with respect to transitions into a strange star
state with the same total number of baryons and a radius on the order
of that of neutron stars. An energy on the order of the energy in a
supernova explosion is released during these transitions," wrote Y.L.

Vartanyan and colleagues.

The researchers concluded: "It is shown that the gravitational red
shift of white and strange dwarfs are substantially different for
low and limiting (high) masses."

Vartanyan and colleagues published their study in Astrophysics
(Stability of strange dwarfs II. Computational results. Astrophysics,
2009;52(3):440-450).

Genocide emerged the day Armenia proclaimed the issue as priority of
its foreign policy, according to former Armenian Foreign Minister.

At that, Alexander Arzumanyan said that Armenian authorities should
support Diaspora’s worldwide campaign for Genocide recognition.

"Opening of the Armenian-Turkish border is a necessity, as it’s
abnormal to have closed borders in civilized world. But open border
doesn’t imply establishment of diplomatic relations," he said.

As to Armenia-Turkish protocols, he said that the provision on
formation of commission of historians arouses serious concerns.

place in Yerevan, Armenia. It will serve as a fresh stimulus for film
production in Armenia and the region in general, and will provide
ample opportunities for introducing examples of the world’s best
animated movies to the Armenian and foreign audience in Armenia. Our
goal is to facilitate the development of animation art, educate a
new generation of animators, and provide a prospect for presenting
the works of the Armenian animators in the international arena.

We are proud to announce that within the list of partners we have
the prestigious Annecy Film Festival, the well-known Stuttgart Film
Festival, the Aardman Studio, and are in talks with the Encounters
Film Festival of Bristol, UK. Our local partners include the "Golden
Apricot" International Film Festival of Yerevan, The National
Cinema Center of Armenia, "Shushi Rebirth" Foundation, "Calouste
Gulbenkian" Foundation, Cinema Moscow, KASSart Studio, as well as
we have full partnership of the Ministry of Culture of Armenia. The
local Embassies of France, Germany, Norway, Brazil, USA and Italy
are readily cooperating with us in regards with foreign guests and
participants and other logistical issues.

The Retrospective Programs are also very interesting. This year we
are planning to feature a program dedicated to the 100th Anniversary
German animation, with all the materials provided by the Goethe
Institute. We are also doing a Retrospective Program celebrating world
renowned Italian animator Bruno Bozzetto’s lifetime achievements in
animation, with all the materials provided by the Bozzetto Studio. We
will be featuring the gems of International Animation from the 1960s
to nowadays, with all the materials provided by the Annecy Festival
official archives. An Armenian Animation Retrospective is also in
the process, dedicated to the 70th Anniversary of screening the first
Armenian animation film "The Dog and the Cat".

Our Workshop Program will be led by the world-renowned animator
Max Howard, (former president of Warner Bros. Feature Animation,
Executive producer for DreamWorks), who will conduct a 4-day master
class in Professional Coaching for Animation Film Production, as well
as will present his new animation film "Igor". Another workshop in 3D
will be led by famous animator Yoshi Tamura ("Hercules", "Tarzan 2",
"Shark Tale", "Igor", etc.).

We have also confirmed an additional Children’s Program, featuring
films by Michel Ocelot and Tomm Moore, to be conducted parallel to
the main Festival Program.

These achievements are proof that the ReAnimania International
Animation Film Festival of Yerevan is long overdue and will definitely
serve its purpose of catalyst to show the world that Armenia is
ready to present itself as a hub for animation professionals and
specialists, as well as become a business summit point to connect
the artistic East and the West, as it has done for ages, serving as
the crossroad for the Silk Road.

UK envoy urges more global efforts to resolve Armenian-Azeri conflict

The British ambassador to Azerbaijan has urged more international
efforts to resolve the Nagornyy Karabakh conflict.

Speaking to an ATV correspondent during her visit to the front-line
village of Tapqaraqoyunlu of Azerbaijan’s Goranboy District, Carolyn
Browne said in English with overlaid translation into Azerbaijani:
"Unresolved conflicts are always a source of a threat… Therefore,
major states and international organizations should expedite a speedy
solution to this conflict."

TV added that the ambassador had invited her colleagues in Azerbaijan
to meet people living on the front line and expressed her confidence
that they could impartially report about their impressions to their
countries following such meetings.

Video showed Browne, accompanied by Azerbaijani MP Gultakin Hacibayli,
meeting a group of villagers, who briefed the ambassador on their hard
living conditions as a result of cease-fire violations and arson
attacks by Armenian troops.

estimated as "satisfactory", Heghine Bisharyan, Head of "Orinats
Yerkir" parliamentary faction, told today a news conference. The "old
style", i.e. wrongdoings, bribery and falsifications, was visible
during the voting, nevertheless, the quality of conducting elections
in Armenia rises by every year, the speaker noted.

"Even though ‘Orinats Yerkir’ overcame only the 5% barrier, its
votes were not purchased," Ms. Bisharyan said, stressing that their
party would improve its strategy by next elections. "Yerevan is not
Armenia, and these were just municipal elections. So, we’ll revise
all our omissions which prevented us from overcoming the 7% barrier,"
Bisharyan said, adding that before elections she had met with different
international representatives who had told her how their countries
organized election and what wrongdoing were observed.

"Coalition parties signed a document on not distributing bribes,
but the agreement was breached," Bisharyan said. Refusing to give
the name of any party, she also noted that pro-opposition factions
had also engaged themselves in such ill practices.

"No need to feel compassion for the people who elected their
authorities on their own. People go to polling stations themselves,
and there, they take bribes," Chair of "Orinats Yerkir" party said.

Armenian delegation of the Defense Ministry chaired by the Defense
Minister Seyran Ohanyan leaves for Brussels tomorrow to attend the
NATO Euro-Atlantic Partnership Council ministerial sitting, Seyran
Shahsuvaryan, the Ministry’s press spokesman says.

After the sitting the Defense Minister will have meeting with his
counterparts of partner countries.

It’s worth mentioning that the Defense Minister will leave for Moscow
afterwards to join the Presidential delegation attending Collective
Security Treaty Organization Security Council sitting on 14 June.

Turkish Foreign Minister Ahmad Davudoglu said a press conference in
Washington that he wants Turkey-Armenia relations to be normalized,
Cihan reported.

"We are willing to normalize ties with neighbor countries including
Armenia as a part of the bilateral cooperation in an effort to ensure
peace and stability," Davudoglu said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian armed
forces have occupied 20 percent of Azerbaijan since 1992, including
the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan
and Armenia signed a ceasefire agreement in 1994. The co-chairs of
the OSCE Minsk Group – Russia, France, and the U.S. – are currently
holding the peace negotiations.

Armenian-Turkish ties have been severed since 1993 due to Armenia’s
claims of an alleged genocide, and the country’s occupation of 20
percent of Azerbaijani lands.

Turkish President Abdullah Gul visited Yerevan on Sept. 6, 2008 upon
the invitation of his Armenian counterpart Serzh Sargsyan to watch
an Armenia-Turkey football match.

Efforts have been made to normalize ties between the two countries
ever since.

Different circles in Turkish public claim that Turkey will re-open
borders with Armenia. However, Turkish Prime Minister said during
his visit to Baku on May 12-13 that Turkey will not cooperate with
Armenia until Azerbaijan’s occupied lands are liberated.

Davudoglu added that problems between Armenia and Azerbaijan must be
eliminated to ensure lasting pace in the South Caucasus. "Everyone
must do utmost to ensure peace in the Caucasus," he said.

The foreign minister did not comment on opening of Turkey-Armenia
border.

What Armenian Americans Think about Obama

And what needs to be done

On May 12, I wrote an article titled `Obama Alienates Armenian
Americans,’ in which I presented the reaction of Armenian leaders and
commentators to what the community views as the continuous stream of
blows from the Obama Administration in recent weeks. In the two days
following the posting of the article on the Armenian Weekly website,
many readers posted their views on Obama’s `betrayals’ and their
suggestions about the road ahead.

The comments compelled me to write a second article, this time quoting
the readers, some of whom were very insightful. After all, who are the
leaders and commentators to listen to before formulating their
policies and writing their commentaries if not the community itself?

At the end of the article, I suggest a way for the Obama
Administration to begin remedying the situation.

`I told you so’
Several readers said they had never trusted Obama in the first place
and were surprised by the full support Obama had received from the
Armenian community during his presidential campaign.

`Is anyone really surprised?’ asked one reader. `I am continually
surprised that people believed him. Obama wants everyone to think he’s
different. But he isn’t. He’s just another politician who will say
anything he has to get elected.’

Another reader agreed. `I was amazed how the Armenian community was
supporting Obama and all my friends thought I was crazy every time I
told them that Obama will change his views shortly after becoming
president. Well, I am sad to say it happened.’

`I’m not one bit surprised that Obama has turned on the Armenians,’
said a third reader. `I’m sorry to all of you fellow Armenians who
actually voted for him, believing his empty promises of standing
behind Armenians, among all of his other promises. The man is a good
`campaigner’ and that’s it.’

After criticizing those who voted for Obama as well as the Armenian
National Committee of America (ANCA) for endorsing him, one person
said, `I just feel sorry for all of you that thought Barack Obama was
a `friend’ to Armenians. I knew this was coming, and judging from some
of the previous posts here, I’m not the only Armenian with some
sense!’ `I guess there were a lot of Armenians who drank the Obama
Kool-Aid. You have been scammed. He got what he wanted: votes,’ said
yet another reader.

`Crushed’
Most Armenian Americans supported Obama during his campaign and are
now deeply disappointed.

`I am embarrassed to say that I was one of Obama’s first supporters. I
purchased books and t-shirts to support Obama the candidate. I no
longer like Obama the president,’ read one comment.

`President Obama, you systematically crushed our hopes,’ read
another. `I feel duped, foolish, broken-hearted, and disgusted, all at
the same time. I think you missed your `calling’: you should have been
an actor.’

`I have never been disappointed in anything more than President
Obama’s not using the `g-word’ on April 24th,’ wrote one reader. `On
five occasions he pledged to recognize the Armenian Genocide but
failed as a president on recognizing the truth.’

Yet another reader summarized the situation as follows: `President
Obama, you lost the love and trust of 1.5 million American Armenians
and 6 million Armenians worldwide.’

Commenting on those who said they were disappointed by Obama, one
person wrote, `I am glad you saw the light on Obama. There may be hope
for you yet.’

`Barking up the wrong tree’
A sentiment that is widely felt in the Armenian American community
(and the Armenian Diaspora in general) is that the real actor to blame
is the Armenian government, which signed a memorandum of understanding
with Turkey on the eve of April 24, the Armenian Genocide
Commemoration Day.

`I blame all this entirely on the Armenian president Serge Sarkisian,’
wrote one reader on the website. `It is entirely his fault that Obama
is breaking all his promises. He signed that so-called `road map’
agreement two days before April 24. He is a spineless man who has
caved in to foreign pressure. He is not acting on the interests of the
Armenian people and thus, he is dangerous to have as our president.’

The reader added, `By jeopardizing our national security, he and our
foreign affairs minister have committed treason against the Armenian
state. What’s worse, he is going to stay as our president for at least
another three years.’

`We American Armenians need to stop blaming Obama’s administration,’
said another, `and shift our attention to Armenia and its
government. To gain credibility, respect, and monetary help, change
Armenia’s mafia government.’

`Return the paraphernalia’
The suggestion Armenian Weekly readers made ranged from the sublime to
the ridiculously extreme. Most of them seemed to agree, however, that
there is a need to get even more active, and make the Obama
Administration feel the heat.

One person said, `It’s time to send all Democrats a message. Do not
contribute to any Congressional races; get the word out about the
other ways in which the president is systematically breaking his
promises.’

Another asked his fellow Armenians to `wake up and change the way we
do things,’ calling for `a demonstration against the president and the
State Department.’

A powerful call to action came from a reader who wrote, `There is no
question that we’ve been ditched by the Obama Administration which is
following State Department policy. I’ve just finished two letters-one
to the president and one to Speaker Pelosi on these issues. Exactly
right as stated in the article-the genocide resolution must now be
back on the table and Congress must not let parity between Azerbaijan
and Armenia be ignored. Letters, phone calls-everything.’we’ve got to
get back to work.’

A clearly disappointed Obama supporter had another idea: `I suggest we
pick a day where all Armenians that supported him send back their
Obama paraphernalia, together with it a note stating, `I hope the
Armenian issue doesn’t mark the beginning of a huge back-slide of
compromised campaign promises.”

Making sense of it all
The Obama Administration’s genocide denial, its failure to appoint any
Armenian Americans to a decent position in the administration, and its
proposal to break the military aid parity between Azerbaijan and
Armenia and decrease foreign aid to Armenia, not only alienated most
Armenian Americans but also placed the major Armenian American
organizations-all of which had supported Obama-in a very difficult
situation. After all, an entire community was mobilized to support
what was touted as the most `Armenian-friendly administration’
ever. And it was very difficult to challenge that label, with people
like Joe Biden, Samantha Power-and Barack Obama himself-on the team.

With its actions, however, it seems that the administration is trying
to become the administration that is the most unfriendly to Armenians.

Adding insult to injury, there has been no reaching out from the
administration to the Armenian American community in any shape or
form. Armenian Americans feel insulted and betrayed, and-regardless of
what the president thinks about policy issues-they deserve some
respect.

The administration has to reach out to the Armenian American
community. That is the only smart way ahead.

President of Armenia Serzh Sargsyan said in an interview with ‘Russia’
TV channel. According to him, Armenia and Russia are tied up by
millenniums and have very special relations. ‘These relations have
been legally established everywhere, and they exist in our people. I do
not know how I can appreciate from the Russian point of view, however,
from the Armenian viewpoint Russia is a strategic partner for Armenia’,
S. Sargsyan said. He thanked the Russian state for its mediation in
settlement of Nagorno Karabakh conflict for almost two decades.
