EVENTS IN UZBEKISTAN DID NOT AFFECT RUSSIAN MILITARY BASES
MOSCOW, May 19 (RIA Novosti) – The situation in Uzbekistan did not
affect the Russian military bases in Central Asia, chief of the
Russian General Staff Yuri Baluyevsky told journalists in Moscow.
In the small hours of Friday, May 13, militants seized the local prison
and a number of administrative buildings in Andizhan (Uzbekistan). The
troops entered the town afterwards and liberated the administration
premises.
On Saturday public disorders spread to Karasu on the Uzbek-Kyrgyz
border where the insurgents burned down some administrative
buildings. They did not put forward any political demands.
The events in Andizhan and Karasu made many people flee Uzbekistan
to Kyrgyzstan where Russia has a military base.
Russia has two military bases in Central Asia. In October 2003,
an air base was deployed in Kant (Kyrgyzstan). This is a base of
the collective rapid deployment force of the Collective Security
Treaty Organization (CSTO: Russia, Belarus, Kyrgyzstan, Kazakhstan,
Tajikistan and Armenia). According to Russian Defense Minister Sergei
Ivanov, the Russian leadership plans further development of this base.
The other base is located in Tajikistan. The agreement to transform
the Russian 201st motorized rifle division into a Russian military
base was signed during Russian President Vladimir Putin’s visit to
Dushanbe in October 2004. This base also includes an air base at Aini,
20 km away from Dushanbe. The base is an important element of Central
Asian security.
Moreover, Tajikistan handed the Okno (window) optic and electronic
complex in Nurek (the Pamir mountains) to Russia to repay its debt.
The complex comprises a unique system of detecting and tracking space
targets at a distance of up to 40,000 km. Only the United States
possesses a similar complex.

The May 16 meeting of the government was devoted to the upcoming
parliamentary election in NKR. To the meeting conducted by Prime
Minister Anoushavan Danielian heads of a number of agencies of the
Executive, regional administrations, the Police, representatives of
the state-owned companies Artsakhenergo and Artsakhkap, Karabakh
Telecom CJSC, the administration of the government, members of
the Central Election Committee had been invited. Emphasizing the
political role of the upcoming parliamentary election in further
development and promotion of democratic processes in NKR, Prime
Minister Anoushavan Danielian said he believes that like in the
past presidential, parliamentary and local elections, on June 19
too, people will be able to make a free and transparent vote. The
prime minister assured that the government will remain faithful to
the line of pursuing legality, democracy and law and order in the
republic adopted by the president of NKR, and do their best to hold
highly organized elections, making a step forward, and prove to the
international community that people and the authorities in Nagorno
Karabakh are united. â~@~I think, the international political
importance of the issue must lead us to behave in a dignified way in
the election, and vote for the worthy candidates who will form the
future legislative power and contribute to the growing international
reputation of the country,â~@~] mentioned the prime minister of NKR.
The chairman of the Central Election Committee Sergey Nasibian gave
detailed information on preparation for the upcoming election to the
National Assembly touching upon the future plans and problems. He
mentioned that in accordance with the NKR Election Code 22 district
election committees were set up which have already started operating.
The Election Code was delivered to the relevant organizations and
committees. The Central Election Committee worked out, confirmed and
registered the order, forms, instructions for drawing up protocols,
other documents were sent out to the committees, communities,
regional administrations and agencies. The election committees have
at their disposition the â~@~Guideâ~@~] containing the most important
decisions of the Central Election Committee, instructions how to hold
elections, etc. The heads of communities set up 274 polling stations
which were confirmed by the district election committees. For the sake
of publicity of the election the website of the NKR Central Election
Committee was created, through which the voters can get information
about the work of the CEC. Greater attention is paid to the precision
of electoral registers. The electoral registers are already available
at the central polling stations, and two days before the election the
revised electoral registers will be sent out to the district election
committees. In answer to the question whether the participation of
servicemen in the polls is maintained by the law, the chairman of the
CEC mentioned that by the Election Code the conscripts may vote by
party tickets only, at the polling station which is in the territory of
the military unit. The electoral register of conscripts is drawn up by
the command of the military unit and pinned up in the military unit.
Fifteen days before the polls the electoral register is extended to
the district election committees. A. Nasibian added that the army
officers will vote at the polling stations where they are registered.
He emphasized the importance of public order, increased control at
the polling stations by the police forces, the role of the public
prosecutor and the courts in solving various problems which occur
during the polls. In reference to the regular electricity supply,
communication and transport the chairman of the Central election
Committee said that the relevant bodies will prevent failure. To
have a regular flow of information about polls every three hours the
Central Election Committee and the Command of the Defence Army made
an arrangement on using radio to communicate with remote in case
of failure of communication. Sergey Nasibian clarified a number of
other questions.

YEREVAN (YERKIR) – Dedicated to the 90th anniversary of the Armenian
Genocide, a new website — — was launched on
April 24, featuring accounts of twenty Genocide survivors.
The visitors of the site have a unique opportunity to “travel” to
each of the 20 regions of the Ottoman Empire, and a survivor from
that region presents the horrors of the Genocide.
The site, created at the Montreal office of the news agency INFIVIA,
is the fruit of months of tireless work. “The site presents the 1915
Armenian Genocide in a unique environment and is the first of its
kind,” Alexander Gravel, the art director of the foundation said.
Araz Artinian, the creator of the website, is currently concluding
her work on the documentary “The Genocide in Me,” to be released in
fall of 2005.

YEREVAN, MAY 18, NOYAN TAPAN. The presentation of the Internet site
of the “Mek Azg, Mek Mshakuyt” (“One Nation, One Culture”) fund, as
well as of the “Krunk” (Crane) music disc released by the fund on the
occasion of the 90th anniversary of the Armenian Genocide took place at
the Armenian Association of Cultural Ties with Foreign Countries on May
17. The best performances of works of 12 Armenian composers including
Komitas, Makar Yekmalian, Barsegh Kanachian, Aram Khachatrian,
Arno Babajanian, Edvard Mirzoyan, Alexander Haroutiunian, with the
participation of famous orchestras, conductors and singers are included
in the disc. According to Karine Khodikian, the Chairwoman of the fund,
the RA Deputy Minister of Culture and Youth Affairs, this discs were
given to all the participants of “Ultimate Crime, Ultimate Challenge:
Genocide and Human Rights” International Conference held in Yerevan on
the occasion of the 90th anniversary of the Armenian Genocide. “Our
goal was to present the participants of the conference the Armenian
culture as the symbol of the rebirth of a part of the Armenian people
escaped the Genocide with the help of works presended on the disc,”
she mentioned. According to Armen Manukian. the Artistic Head of the
fund, the best music performances kept in the record library of the
Public Radio of Armenia are included in the disc, with a one- hour
total duration of record. Lusine Zakarian’s, Araks Mansurian’s and
Charles Aznavour’s performances are inclyded. According to A.Manukian,
the disc released to the RA Government’s order will not be sold,
rather “Krunk” will be re-released as it is in popular demand. Tamar
Poghosian, the Executive Director of the “One Nation, One Culture”
fund informed that the fund which was created a year ago has already
done enough work in Yerevan and in the marzes of the republic. The
fund also supported to holding of the “One Nation, One Culture”
first All-Armenian cultural festival, organized different events
in marzes. “The fund has a great mission: to unite wo! rld-sprea d
Armenians, strengthen Armenia-Diaspora ties and jointly present the
Armenian culture to the world,” T.Poghosian mentioned.

YEREVAN, MAY 18, NOYAN TAPAN. With the assistance of the Lycos Armenia
cjsc and the Enterprises Incubator Foundation, the first 36 graduates
completed their studies at the Internet Technologies Centers run
at the State Engineering University of Armenia and Yerevan State
University. As Managing Director of Lycos Armenia Hovhannes Avoyan
said at the May 17 ceremony when the graduates were officially given
their certificates,those 36 persons were chosen from over 200 first-
and second-year students from various educational institutions
of Armenia who applied for admission to the Centers. It was noted
that 24 graduates are now working at Lycos Armenia. According to RA
Deputy Minister of Trade and Economic Development Tigran Davtain,
this kind of approach to personnel training taken by a private comany
is evidence of the fact that Armenia has long-term opportunities in
the information technologies sphere. It was indicated that by late
2005, Lycos plans to increase the amount for the implementation of
scientific-educational programs in Armenia to 500,000 euros. The
company invests 2-3 mln euros each year in the country’s economy.

PROFESSIONAL boxing is returning to Fife for the first time in 50
years
Promoter and manager Tommy Gilmour is turning back the clock and
maintining a family tradition by staging an event at Fife Ice Arena
in Kirkcaldy on June 11 – half a century after his grandfather ran
the last show in the town.
The night will be headlined by promising local youngsters, Celtic
welterweight champion Kevin Anderson and light-heavyweight Steven
McGuire.
Gilmour is hoping fight fans will come out in force to back his
promotion and help kick-start the boxing scene in the area.
He said: ‘It is the first fight night in Fife in over 50 years and
although I wasn’t there at the last one, it was my grandfather who
ran it.
‘My son Christopher has followed in my footsteps as a promoter recently
so it’s a sentimental path I’m taking back to my grandfather’This is
the first time Kevin and Stevie have had the opportunity to have a
local support as opposed to a travelling support.
‘At this stage we’re trying to see if we can get Kevin an IBO
Intercontinental title fight against Vladimir Borovski who was
previously the Ukrainian welterweight champion.
‘The main support will be Stevie against Varuzhan Davtyan, an Armenian
who is known for giving people ‘fright nights’.
‘There have been a lot of good names in Scottish boxing who have
appeared in the past at Kirkcaldy Ice Rink.
‘Guest of honour on June 11 will be an 85year-old fellow called Jim
Gallagher, a former middleweight who boxed the last time there was
a show there.’
Gilmour encouraged fans in the east of Scotland to help make Fife a
regular boxing venue by supporting the event.
He said: ‘We are seeing if we can build up a following in Fife and
already the boxers are getting a great response from the local public.
‘We believe we are going to get a really good crowd because when
Kevin comes to Glasgow he brings a support of 250-300 people. Stevie
and Kevin have taken 1000 tickets between them so they must hope they
are going to move them.
‘We’re always looking for new venues for television and if we can get
arenas where we can get thousands rather than hundreds of people in,
then you’ve got to look at it.
‘Especially in the case of Kevin, if he can perform well then we are
looking at a major title in the next year.
‘It would be better for us if he can do it in his own back yard
without people having to take a day off work or leave work early to
travel to Glasgow.

YEREVAN. May 18 (Interfax) – Armenian Foreign Ministry spokesman
Gamlet Gasparian on Wednesday denied Azerbaijan’s claims that an
understanding has been reached on the return of several Azerbaijani
areas controlled by Armenians to Azerbaijan.
“This statement is clearly untrue,” Gasparian told Interfax.
Earlier, Azerbaijani Foreign Minister Elmar Mammedyarov said that
Armenia had agreed to free seven districts around Nagorno-Karabakh.

Human Rights Defender Larissa Alaverdyan was shocked by the results
of the January survey organized by the Peace Initiatives Caucasus
Center. Asked the question “Are you aware that in Armenia there is an
Institute of the Defender of Human Rights?” 42.5% of the participants
of the survey answered “Yes”.
“I wonder if the numbers can be trusted as the opinion about the Human
Rights Defender is too good”, complained Larissa Alaverdyan during
the representation of the “Democratic Reforms Monitoring in Armenia”.
She aware that, for example, in France during the 25 years of
existence of the Ombudsman Institute only 10% of people is aware of
its existence. And Larissa Alaverdyan doubts the 42.5%. “I think a
lower percentage would be more correct”, said the RA Ombudsman.

YEREVAN, MAY 11. ARMINFO. Historical and cultural monuments of Western
Armenia were reflected in photos of Hrayr Baze Khacheryana. The
“Yerkir” (“Country”) album with 460 photos of Armenian towns Ani, Van,
Kars, Mreni, Bayazet, Musaler, Erzrum, Karin, Mush Tigranakert, Urfa
and Cilicia, as well as ancient fortresses and churches was presented
today in the house-museum of Sergey Parajanov in Yerevan.
Hrayr Baze shot video-frames on the motherland of a well-known artist
Archil Gorki in the village of Khorgom, which had been used in
“Ararat” film of a Canadian producer Atom Egoyan. A clergyman of the
Armenian Apostolic Church archbishop Mersop Ashchyan supported the
expedition of Baze to Turkey, and the album was published by the
assistance of “Nakeratsi” art-institution.
