correspondent in Stepanakert reports, OSCE Minsk Group Co-Chairman
Matthew Bryza said after the meeting with the NKR President. M. Bryza
visited the NKR on January 15, within the frames of a OSCE MG
co-chairmen’s regional visit.

Asked by journalists about the Azerbaijani President Ilham Aliyev’s
ruling out NKR’s self-determination in his New Year congratulation,
which practically makes reaching any agreements impossible, the
American mediator said they knew this position of Azerbaijan long
ago. All of them know about it, he said and added that, however,
their task is to find a compromise between the principles during
the negotiations. Matthew Bryza spoke for the necessity to support
the Personal Representative of the OSCE Chairman-in-Office in the
matter of keeping and strengthening the ceasefire regime in the zone
of Karabakh-Azerbaijan conflict.

EXHIBITION "ARMENIA THROUGH THE EYES OF PHOTOGRAPHERS" OPENS IN LONDON

LONDON, JANUARY 15, NOYAN TAPAN. The opening ceremony of the exhibition
"Armenia through the eyes of photographers" took place at one of the
halls of the House of Commons of the British parliament on January 14.
More than 60 photos presenting Armenia’s historical and cultural
monuments, places of interest, as well as remarkable events of the
independence period and the years preceding it (the Spitak earthquake,
the Karabakh movement) and distinctive episodes from the country’s
everyday life are on display.

According to the RA MFA Press and Information Department, the
exhibition was organized by the Armenian embassy and the
British-Armenian All-Party Parliamentary Group (BAAPPG). The Armenian
ambassador to the UK Vahe Gabrielian, members of the Armenian community
and British quests were present at the opening ceremony. The exhibition
will last until January 17.

("Emergency") CJSC will be replenished with new cars in 2008. NT
correspondent was informed by the head of the Department of Health
Care and Social Issues of Yerevan municipality Armen Soghoyan that
"Sobol" cars will be brought from the ambulance car manufacturing
plant of the Russian city of Nizhni Novgorod – based on the agreement
signed between the Yerevan municipality and this plant.

The car fleet of "Emergency" CJSC was replenished with 7 new cars in
2005 and with 6 ones in 2006. Their total number makes 37.

Dear compatriots,

On the eve of the New Year any of us tries to assess the passing year.
We wish to be lucky and avoid misfortunes. We connect hopes with the
coming year. Perhaps, that is the reason why the New Year and Christmas
are the kindest holidays. Like many of you I celebrate these holidays
with my family and friends.

However, being the President of the republic, I try to assess how the
passing year was for Armenia and our people. I’m doing that the tenth
time.

I can assert with confidence that the year 2007 was one of the most
successful. The activity of the authorities was mainly directed toward
reinforcement of security, economy, the social sphere an democracy.

The high pace of economic development was maintained, which allowed to
provide greater means to social issues, the most important of which is
poverty reduction.

The effectiveness of our Armed Forces and the capacity to defend the
peaceful life of the citizens increased. Armenia’s international
involvement and rating steadily improved.

The parliamentary elections and their results proved the maturity of
our society and the positive perception of the reforms underway in the
country.

This is the best guarantee that the coming year 2008 will also be
successful. We must soberly estimate that there are still many things
to be done. Everyday work is needed to overcome the existing
challenges. This first of all refers to the improvement of the quality
of life. Our citizens deserve a better life. Our country and the
Armenian citizenship must be a pride for everyone.

We must add the efforts for the development of the Nagorno Karabakh
Republic by helping our brothers to build an effective state, a
statehood that is able to defend itself.

The strengthening of the army will continue to be a priority. Ensuring
the security of the country is once of the essential components of
progress. We have to remember all those who sacrificed their lives for
the peaceful development of the country.

We must deepen the involvement of the Diaspora in the development of
the country. The Diaspora is the most effective way to maintain the
national identity.

Dear compatriots,
Presidential elections are expected at the beginning of the next year.
The proper conduct of these will become a guarantee of stability for
the coming five years. Without stability it is impossible to speak
about success.

I believe in the prosperous future of Armenia and the potential of our
people. I wish health, wealth and happiness to your families. Let the

Russia to sell advanced air defense systems to Iran

TEHRAN, December 26 (RIA Novosti) – Iran signed a contract with Russia
on Tuesday on the delivery of advanced S-300 air defense missile
systems to the Islamic Republic, an Iranian news agency reported on
Wednesday.

An advanced version of S-300, called S-300PMU1 (SA-20 Gargoyle), the
missile system has a range of over 150 kilometers (about 100 miles) and
can intercept ballistic missiles and aircraft at low and high
altitudes, making this system an effective tool for warding off
possible air strikes on Iran.

"S-300 air defense systems will be delivered to Iran under an earlier
contract signed with Russia," the Fars news agency quoted Iranian
Defense Minister Mostafa Mohammad Najjar as saying.

The minister provided no contract details or a schedule for future
deliveries, Fars said.

The signing of the deal follows last week’s session of the
Russian-Iranian commission on military-technical cooperation in Tehran,
where the sides reviewed existing agreements and discussed future steps
to extend cooperation in the military sphere.

The closest western equivalent of S-300 is the U.S. MIM-104 Patriot
system or the U.S. Navy RIM-66 Standard Missile 2 (SM-2).

U.S. authorities have repeatedly called on Russia to stop arms
deliveries to countries whose political regimes Washington disapproves
of, including Iran.

However, Russian President Vladimir Putin said in October that Russia
would not take into consideration attempts to impose arms deal
restrictions "based on unilateral and politicized assessments".

He also said deliveries of Russian weapons were aimed exclusively at
increasing the defense capability of the countries receiving them, and
at maintaining their stability.

Russia earlier supplied Iran with 29 Tor-M1 air defense systems under a
$700-million contract signed in late 2005.

In February, Tehran successfully tested Tor-M1s during a military
exercise by the Islamic Revolutionary Guards Corps in southern Iran.

The Iranian defense minister said on Wednesday that during last week’s
meeting Russian and Iranian officials had discussed the possibility of
using Russian experts to train the crews of Iranian Tor-M1 systems.

YEREVAN, DECEMBER 26, ARMENPRESS: Prime minister
Serzh Sarkisian underscored today the findings of a
series of public opinion polls conducted in Armenia by
leading research and polling centers, including the
Gallup organization, saying, however, that these
findings are important in terms of giving an
opportunity to specify popular feelings and revising
the main directions of the work and being more
attentive towards issues of greater social concern and
interest.
He said the findings which, by the way, place him
atop the list of presidential contenders with a huge
lead, should be approached from this perspective.
`I am greatly thankful to all those organizations
which commission these polls and provide us with very
valuable information,’ Sarkisian said.
Serzh Sarkisian was also asked by journalists to
comment on deputy parliament speaker Vahan
Hovhanesian’s arguments that the prime minister is not
as popular as is claimed by pollsters.
`I have no reasons to doubt what Vahan Hovhanesian
says. I am sure that he does not trust these findings.
Otherwise he would have walked out of the presidential
race or would have mitigated his tough stance,’
Sarkisian said.
`Everyone is free not to trust the findings of
these surveys, they can tell fairy tales that Serzh
Sarkisian bribed these centers for placing him at the
forefront, but this would not affect either the
science that deals with public opinion polls and will
not affect experts who do not take these claims
seriously,’ Sarkisian added.
He reminded that the latest poll by the Gallup was
commissioned by the U.S. International Republican
Institute (IRI) and paid by the USAID.
The prime minister also declined allegations by the
former ruling Armenian National Movement (ANM) that he
has taken huge sums of money from the Central Bank’s
reserves to pay election bribes.
Sarkisian said every person who knows a thing of
two about what Central Bank’s reserve is will say that
this allegation is simply absurd.
Sarkisian said,’ In the time span before February
19 election we are going to hear things that no one
could even imagine in nightmares. In all likelihood,
this is what the ANM thinks of this country. I would
not like to even comment on such allegations,’ he
said.

The FINANCIAL — According to Banks.AM, in 2007, `unprecedented
growth indices’ were reached in the banking system of Armenia.

Mediamax reports that the Chairman of the Central Bank of Armenia
Tigran Sarkisian said this, speaking on December 26 during the
traditional pre-holiday reception for the bankers. According to the
CB Chairman, the volume of growth of the banking sector of Armenia in
the 2007 made 40%. Tigran Sarkisian highlighted the fact that the
Armenian banks this year reached `unprecedented profitability
indices’.

The gross growth of credits in 2007 made 72%, and the volumes of
mortgage crediting doubled, as compared to 2006, Tigran Sarkisian
stated.

CB Chairman noted that credit organizations demonstrated even more
impressive speeds of growth in 2007. If the assets growth in the
banks made 40%, the credit organizations registered the given index
at the level of 100%.

Tigran Sarkisian described as `unprecedented’ the volumes of external
loans of the Armenian banks as well, which in 2007 made 82bln drams.

CB Chairman noted that in 2007 the profit of the Armenian insurance
companies doubled, and the volumes of commitments grew for 24%.
Tigran Sarkisian highlighted the processes, related to the
development of the securities market – the signing of an agreement of
the Swedish OMX on purchasing the Armenian Stock Exchange and the
Central Depository and the issue of bonds by a few large Armenian
companies. According to Tigran Sarkisian, basis is established for
making the year of 2008 `a decisive one’ as concerning the
development of the capital market of Armenia.

>From a new take on a neglected Janacek work to a premiere of a
classic opera written in 1710, classical music thrived this year.

Johann Mattheson’s 1710 `Boris Goudenow’ premiered in Russia in
October.

French director Alain Maratrat’s adrenaline-driven production of
Sergei Prokofiev’s opera of Carlo Gozzi’s `The Love For Three
Oranges’ that saw its premiere on March 14 at the Mariinsky Theater
became 2007’s first remarkable event.

The show was the Mariinsky’s third take on the opera after
productions in 1926 and 1991. The opera originally saw the stage in
Chicago in 1921, and immediately became a favorite on the
international opera scene. It enjoyed its first staging at the
Mariinsky five years later. Prokofiev welcomed the Russian premiere –
staged by director Sergei Radlov – by saying that the show was by far
the most successful production of the opera he had ever seen.

Alain Maratrat, who thrives on lively extravaganzas, was a
predictably good choice to direct the new production. He boldly
responded to the challenges set by both Gozzi and Prokofiev. The
performance spills generously off the stage, and the show’s
unruliness flows into the far corners of the auditorium. In the best
traditions of courtyard theater, spectators in the higher balconies
leaned over the banisters and stood up from their seats to catch a
fuller view of the constantly fleeting show, as if admiring vagrant
performers in a street show through the windows and doorways of their
courtyard. Every row and every circle was filled with cheer.

Leos Janacek’s dark expressionist drama arrived in St. Petersburg on
April 4 with the premiere of `Jenufa,’ the composer’s best-known
opera, at the Mariinsky Theater.

The work of Janacek has been notably absent from the Mariinsky
repertoire for many decades.

The 23-year-old Moscow director, Vasily Barkhatov, has created a
spectacular show where a visually unchanging landscape is contrasted
with razor-sharp, noir-tinged dramatic acting.

Based on `Jeji Pastorkyna’ (Her Stepdaughter), a story by Gabriela
Preissova, a contemporary of Janacek, `Jenufa’ is a domestic drama
about a Moravian family. The Mariinsky’s staging is set in what
resembles a settlement or an unfinished construction site.

The unrelenting chain of miseries suffered by these doomed people is
certain to resonate greatly with a Russian audience.

`Three quarters of Russia lives like this anyway – and it certainly
did a hundred years ago,’ joked the show’s set designer Zinovy
Margolin in an interview before the premiere.

True to its intentions, the production team placed the story in a
forgotten, humble village, totally lacking character and devoid of a
sole distinctive feature. The Mariinsky Symphony Orchestra under the
baton of Valery Gergiev was flawless. The musicians produced an
outstanding sound and balance both during subtle ensembles and
ecstatic climaxes, treating Janacek’s expressionist score with rare
lucidity, raising the composer’s drama to the height of tragedy.

The Mariinsky Theater performs at Beijing’s new National Grand
Theater this week.

The distinguished American baritone Thomas Hampson made his Russian
debut on May 29 at the Mariinsky Theater’s new state-of-the-art
concert hall with a program of Liszt, Mahler and American songs.

Meanwhile, the renowned Italian tenor Roberto Alagna was in town for
only one concert on Nov. 1 at the Mikhailovsky (Mussorgsky) Theater.
His visit was organized by the internationally established Musical
Olympus Foundation that has already brought to Russia the likes of
cellist Yo Yo Ma.

`Boris Goudenow,’ the first-ever opera written by a European composer
on a Russian theme, enjoyed a timely arrival on the Russian opera
scene this fall when it premiered on Oct. 26 at the Mikhailovsky
(Mussorgsky) Opera and Ballet Theater.

Johann Mattheson’s opera was produced by the Early Music Festival and
directed by Berlin choreographer Klaus Abromeit.

`The opera was written in 1710 in response to Peter the Great’s
victory over Sweden at Poltava, and was clearly an attempt to answer
the question `what is this new strong emerging Russia?” Marc de
Mauny, the producer of the new production, said. `It made an attempt
to decipher the enigma that Peter the Great presented.’

Mattheson’s take on the story of the doomed Russian tsar was never
performed during the composer’s lifetime (1681-1764) for reasons that
remain obscure. Mattheson was the director of the Hamburg Opera House
when he composed `Boris Goudenow.’ He also served as a secretary to
the British ambassador, and gained political experience.

`No-one knows why the opera was not staged then; it could be that the
message which he was conveying and the way he was portraying Russia
was no longer politically correct or simply no longer relevant,’ de
Mauny said.

Until very recently the score was thought to have been lost to
posterity. But, after having not been performed for nearly 200 years,
the story behind its rediscovery is itself suitably dramatic.

`The document was at first gathering dust in a library in Hamburg,
then it was taken to Dresden during World War II, and then it was
brought to post-war Leningrad by the Soviet army in a haul of war
trophies,’ De Mauny said. `After the distribution of trophies across
the U.S.S.R., the manuscript ended up in Yerevan, Armenia, and only
found its way back to Hamburg in 1999 when there was a commission set
up for the restitution of the library.’

The production joined the company’s repertoire for at least a season
and Vladimir Kekhman, the new general director of the Mikhailovsky,
has acquired the rights to ensure that it will be staged for St.
Petersburg audiences on a regular basis.

In the last week of December the Mariinsky Theater became the first
foreign company to perform on the freshly inaugurated stage of the
new home for the National Grand Theater of China. From last Tuesday
and until Jan. 6, the Russian company is showing some of its hits
productions, including `Swan Lake’ and `Prince Igor.’

THE MAN OF THE YEAR – 2007

In 2007 "The Man of the Year" honorary title was
awarded to Gagik Tsarukian, the remarkable Armenian
businessman and the leader of the "Prosperous Armenia"
party. During a press conference at "Hayeli"
("Mirror") club, dedicated to the event, Mr. Tsarukian
said, "No casual man has a moral right to put forward
his candidature", explaining the reason he was not
running for presidency.

Head of the "Hayeli" club Angela Tovmasian informed
that the participants of their survey gave their votes
to Gagik Tsarukian, taking into account his social and
humanitarian activities – benevolence and promotion of
sport development in Armenia etc.

Gagik Tsarukian mentioned that he prioritized
assessments of ordinary people and added: "The
nation’s appreciations impose high responsibilities
toward it. I have always served to my nation and will
continue my commitments". The businessman shared the
secrets of his success with the reporters: "My
kindness and optimism help me. Without aspiration one
cannot achieve anything. Tsarukian has never been
jealous. One should help his relatives, friends and
neighbors".

APPEAL COURT CHAIRMAN: `RELATIVES MAKE PRESSURES’

Hovanes Manukyan, the chairman of Appeal Court,
started his last meeting with the reporters with an
expression `dear colleagues.’ In the words of the
chairman, judicial reporters are aware almost all
happenings in the sector and that’s why he calls them
`colleagues.’

Summing up whatever has been done in the course of the
year, the chairman mentioned that a lot has been done
in the judicial system – court buildings are
reconstruction, an attempt is made to set up a court
department, court financing has been improved. In
fact, the chairman of the appeal court considers that
in terms of organizational and technical service, the
judicial system is at a high level. He said the only
problem they could not settle is the salary of judges.
The responsible persons of the sector believe this is
not the most important step but is the most important
precondition to reduce corruption. In the words of
Hovanes Manukyan, without that all other actions will
be not effective, although he believes it may be
possible to tackle this issue as well in the near
future.

`The independence of judges is not in a satisfactory
state,’ the chairman of the appeal court reported,
also saying: `We cannot reach to the level that the
judicial system of void of any pressure. It is not
only official pressure. Most only those are pressures
from relatives and friends. If we can settle that, we
may say we have a great achievement.’

The chairman of the appeal court wished good luck and
new achievements on the Christmas Day.
