THE MEETING BETWEEN THE FOREIGN MINISTERS OF ARMENIA AND VIETNAM

Foreign Minister Edward Nalbandian who is in Hanoi as a member of
the delegation led by the Armenian President, had a meeting with Pham
Binh Minh, the Minister of Foreign Affairs of Vietnam on June 8.

Continuing the dialogue started in February of this year, the
Ministers mentioned with satisfaction that the 20th anniversary of
the establishment of diplomatic relations between Armenia and Vietnam
was marked with a remarkable event for the bilateral cooperation, the
visit of the President of the Republic of Armenia to Vietnam. The sides
added as well that the visit was a good opportunity at the highest
level to discuss and reach an agreement on the further strengthening
and expansion of interaction.

During the meeting the sides had a thorough talk on the issues
related to the establishment of cooperation between the MFAs of
the two countries, expansion of legal framework, intensification of
cultural exchanges, visa regime facilitation, interaction within the
international organizations and supporting to each other’s candidates.

The Ministers of Foreign Affairs of Armenia and Vietnam exchanged
views on international agenda issues and the ways of their solutions.

le cadre de la Campagne d’action internationale (CAI) du Secours
Catholique. Elle temoigne de l’action de son association et des
difficultes de son pays a mettre en place une democratie et a changer
les mentalites. Portait d’une activiste.

deux ans. Auparavant, je travaillais dans les affaires mais l’obsession
du profit et le non-respect des droits des personnes m’ont poussee a
partir. Je me suis investie socialement, dans une association, a la
suite de mes etudes, car l’ecole en Armenie laisse peu de liberte
et de creativite a ses etudiants. Par ailleurs, cette institution
est très corrompue comme la plupart des institutions armeniennes. La
corruption n’est pas seulement reservee aux hauts dignitaires. Toute la
population est corrompue. Les elections legislatives, en mai dernier,
en sont une bonne illustration. Les citoyens ont ete achetes par les
candidats. Pourtant les elections ont ete organisees de manière tout
a fait democratique.

Par ailleurs, les Armeniens ne sont pas habitues a la liberte car
nous avons vecu pendant des siècles sous la loi d’autres pays. Si
les gens etaient au courant de leurs droits, peut-etre seraient-ils
moins corrompus. Ils vivent dans la seule optique de la lutte pour
l’alimentation et n’ont pas le temps ni l’energie de penser a la
politique et a la democratie. Il faut changer les mentalites.

Caritas Armenie travaille dans les villages recules d’Armenie et
aide les populations a s’organiser, a reclamer leurs droits. Nous
recherchons les personnes les plus actives dans les communautes et
identifions ensemble les problèmes. Par ailleurs, nous travaillons
a l’education des jeunes. ”

L’Association culturelle armenienne Hamazkayin presente “Le parcours
de l’artiste”, une exposition des ~uvres de l’artiste peintre Bedros
Aslanian, les 16 et 17 juin, au Centre communautaire armenien (3401,
rue Olivar-Asselin).

Sujets : Egypte , Quebec , Grèce Le resident de Bordeaux-Cartierville
ne en Egypte presente une cinquantaine de ses plus recentes toiles,
dont certaines montrent des scènes du Quebec, de la Grèce et de
l’Armenie.

Le vernissage de cette exposition aura lieu le vendredi 15 juin,
a 20h. L’exposition se poursuivra le samedi 16 juin, de 11h a 17h et

will not resume diplomatic relations with Armenia until Yerevan
“ends its occupation in Azerbaijan’s territories,” Turkish Economy
Minister Zafer Cagayan said on June 9.

“Without an end to the Armenian occupation of Azerbaijani territories,
there will be no diplomatic relations between Turkey and Armenia,”
Caglayan told a trilateral business forum between Turkey, Azerbaijan
and Georgia in the eastern province of Kars.

Caglayan said Turkey would continue to make efforts to secure
lasting peace and stability in the region, adding that Azerbaijani
sensitivities also held for Turkey. “Azerbaijan’s sensitivity is
our sensitivity. Azerbaijan’s happiness and sadness is also ours,”
said Caglayan, describing Turkey’s attitude on the issue.

Caglayan said investments between Turkey, Azerbaijan and Georgia
increased with each passing day, adding that the three countries
aimed at boosting the current scope of cooperation further. He called
the trilateral business forum a “three seas project,” saying they
would open to the world by uniting the Caspian Sea, Black Sea and
Mediterranean. Caglayan said the three countries wanted to have a
virtually free trade zone.

Also speaking at the forum, Georgian Minister of Economy and
Sustainable Development Vera Kobalia said the three countries set
a very good example for other countries in the world amid global
economic problems. Kobalia said a railway project between Baku,
Tbilisi and Kars was of great importance for the Georgian government.

Azeri Economic Development Minister Sahin Mustafayev said Azerbaijani
businesspeople participating in the business forum were ready for
cooperation.

Turkey and Armenia currently have no diplomatic relations, as Ankara
closed its border with the country in 1993 because of Armenia’s war
with Azerbaijan over the disputed region of Nagorno-Karabakh.

Azerbaijan and Armenia signed a cease-fire agreement in 1994. However,
reports of border clashes between Azerbaijani and Armenian soldiers
have increased recently as nine soldiers were killed in total in the
past two weeks.

Throughout history, unthinkable actions have occurred to human
beings due to the malicious power of governments. These governments
have controlled and set policies which relocated, devastated and,
in fact, massacred specifically targeted populations resulting in
genocide. If one delves behind the quantifiable statistics of a
genocide and concentrates on the human element of the tortures and
massacres that occur, a more complete picture may be seen.

Dr. Shahkeh Yaylaian Setian, has written a book entitled “Humanity In
The Midst Of Inhumanity”, which not only describes the geo-political
situation of Turkey at the time of the Armenian Genocide (1915). It
additionally includes stories written and submitted, by 16 descendants
of survivors who, after being treated viciously within the atmosphere
of the Genocide were saved by brave Turkish Muslims under threat of
death of themselves and their family by the government for helping
Armenians. She offers a corrective to mitigate the prejudices against
Muslims to uphold and promote their dignity. In exploring the many
facets of the Armenian Genocide, a new understanding can result in
a closer relationship between Armenians and Turkish Muslims.

Dr. Setian is sensitive to injustice and human rights violations. She
is dedicated to help create a just and peaceful world. Dr. Setian
is the daughter of Genocide survivors. A graduate of the University
of Massachusetts, Amherst, She is a former resident of both Indian
Orchard and Wilbraham. She has traveled and researched extensively,
volunteering in post war Nagorno Karabagh (Artsakh), a country that
was recovering from the little known war and attempted ethnic cleansing
by neighboring Azerbaijian, a Turkish cohort, against the citizens of
the Armenian enclave. Dr. Setian has taught at Springfield College ,
Cape Cod Community College and Artsakh State University.

On June 10, 2012, Sunday, at 4:00 p,m., Dr. Setian will sign copies and
present a talk followed by a discussion and question and answer period
about her book, “Humanity in the Midst of Inhumanity”about Muslims who
saved Armenians in the 1915 Genocide and describes the geopolitical
and other issues pertinent to the Genocide and its aftermath at The

L’islamisation aux portes de la partie occupée de Chypre

Le parti islamiste AKP (Parti de la Justice et du Développement), au
pouvoir en Turquie depuis 2002, tente d’islamiser petit à petit la
société turque. De la même manière, il s’attaque à la partie occupée
de Chypre.

En Turquie, tout d’abord, le Premier Ministre Recep Tayyip Erdogan,
cultive savamment l’art du contre-pied et utilise au profit de son
idéologie islamiste toutes les possibilités que lui offre la situation
politique.

Il faut se rappeler que le Premier Ministre turc a à plusieurs
reprises et même devant l’Assemblée déclaré vouloir « former une
jeunesse religieuse » en adéquation avec « les valeurs et principes de
la nation turque ». Face aux protestations soulevées dans les cercles
laïcs et républicains, il ajoutait même : « Attendez-vous du parti AKP
qu’il forme une génération d’athées ? ». Erdogan a réitéré ses propos,
dimanche 22 février 2012, à l’intention des jeunesses de l’AKP.

Les protestations face à des propos de cette nature viennent de
l’opposition turque ; Kemal Kiliçdaroglu, leader du Parti républicain
du peuple (CHP, kémaliste), a, lors d’un discours de campagne à
Diyarbakir à l’occasion des législatives du 12 juin 2011, accusé l’AKP
de s’être doté d’un plan secret pour monopoliser le pouvoir après les
élections Ensuite, l’AKP et l’UBP (Parti de l’Unité Nationale, droite
nationaliste) sont accusés de vouloir diffuser l’Islam sunnite dans
les territoires occupés de Chypre et d’empêcher toute solution.

La presse chypriote turque et turque font écho de ces faits.
Notamment, le quotidien chypriote turc Kibris (13.02.12) consacre un
long article à la rencontre de représentants du syndicat des
enseignants chypriotes turcs du secondaire (KTOEOS) avec des
dirigeants du Parti de Chypre unifié (BKP, gauche communiste). Selon
le quotidien, les discussions se sont centrées principalement sur
l’ouverture d’un département de théologie dans le lycée professionnel
de Mia Milia, situé en zone occupée. Le président du KTOEOS Tahir
Gokcebel a affirmé que cette action fait partie de l’attaque plus
générale contre l’identité culturelle et contre la structure sociale
et économique de la communauté chypriote turque.

Plus précisément, il a incriminé le gouvernement turc de l’AKP, qui
impose ses décisions au « peuple » chypriote turc par le biais du
prétendu gouvernement chypriote turc de l’UBP. De même, M. Gokcebel a
rappelé que son syndicat proteste aussi contre l’allocation d’un
terrain adjacent à une mosquée, en vue de construire un complexe
religieux, toujours à Mia Milia.

Quant au secrétaire général du KTOEOS, Mehmet Tasker, il a tenu des
propos similaires, affirmant que tous les secteurs organisés de la
communauté chypriote turque sont attaqués et qu’à terme l’objectif de
l’AKP et de l’UBP est d’intégrer la partie septentrionale occupée de
Chypre à la Turquie.

Le secrétaire général du BKP Izzet Izcan a apporté son soutien au
combat du KTOEOS. Il a critiqué la tentative de changer la composition
culturelle, économique et sociale de la communauté chypriote turque en
diffusant l’islam sunnite dans les territoires occupés. Cela
provoquerait, selon lui, la création d’un nouveau type de peuple, afin
d’empêcher finalement toute possibilité de solution au problème
chypriote.

L’affaire de Mia Milia concernant la cession d’un terrain pour
construire un complexe religieux a provoqué des réactions en chaîne.
Des représentants de différents partis politiques chypriotes turcs ont
réagi de manière virulente à cette décision.

Selon le quotidien chypriote turc Yeni Duzen (03.02.12), le leader du
Parti républicain turc (CTP, social-démocrate) Ozkan Yorgancioglu a
décrit cet acte comme « un comportement inacceptable » et a exigé la
démission immédiate du prétendu gouvernement chypriote turc de l’UBP.
Le CTP souligne l’irrégularité de la procédure en vue de la
constitution de cet ensemble religieux : en effet, aucune candidature
n’a été déposée au « ministère » de l’éducation pour un tel projet
éducatif, le « ministre » lui-même ayant avoué devant « l’assemblée »
qu’il ignorait, avant d’en avoir été informé par un journaliste, la
location du terrain.

Le journal Afrika (03.02.12) rapporte la réaction de Mustafa
Emiroglulari, « député » du Parti de la démocratie commune (TDP,
centre-gauche). Devant le prétendu parlement, M.Emiroglulari a
vivement critiqué l’attaque des partisans de la loi religieuse dans
les territoires occupés, déclarant que « la mentalité de la loi
religieuse jugera même un jour Atatürk ».

De telles réactions ont été également observées en Turquie, dans
l’optique générale de l’islamisation de la société. La presse turque a
publié plusieurs commentaires critiquant les remarques du Premier
ministre Erdogan affirmant que le gouvernement de l’AKP a pour
objectif d’élever « une génération pieuse » en Turquie.

Russia will exhibit for the first time its modernized T-90S main
battle tank along with a score of other new weapons at the EUROSATORY
2012 arms exhibition in Paris, Russia’s state arms exporter
Rosoboronexport said on Thursday.

The EUROSATORY 2012 defense expo will take place at the Parc
d’Expositions north of Paris on June 11-15. It will host over 400
defense companies from 47 countries, including 14 Russian companies.

Russia will showcase a record number of models of armored vehicles,
including the fully upgraded T-90S main battle tank, BMPT tank support
fighting vehicle, Kornet-EM anti-tank missile system mounted on a Tigr
armored vehicle and a new Ural armored truck.

`It is the first time that we are exhibiting such a wide range of real
life models at this show,’ Rosoboronexport deputy general director
Igor Sevastyanov said.

The T-90S tank will be the star of the Russian exhibit, he added.

T-90S redesigned turret features a modernized 125-mm gun, new fire
control, navigation and communications systems, and a remote
controlled mounted 7.62-mm machine gun.

The modified T-90S is fitted with an increased power multi-fuel
1,130-h.p. diesel engine with gas turbine injection, which allows the
vehicle to attain a top speed of over 60 km/h on the road and up to 45
km/h on rough terrain.

Driving is simplified with a steering wheel and automatic transmission.

In addition to armored vehicles and air defense systems, Russia will
also exhibit a variety of combat and military transport helicopters.

Russia’s Eastern Military District took delivery of a `regimental’ set
of S-400 Triumph air defense missile systems, the Defense Ministry
said on Saturday.

Russia currently has four S-400 regiments – two in the Moscow region,
one in the Baltic Fleet and one in the Eastern Military District.

By 2020, Russia is to have 28 S-400 regiments, each comprised of two
battalions, mainly in maritime and border areas.

The S-400 Triumph long- to medium-range surface-to-air missile system
can effectively engage any aerial target, including aircraft, unmanned
aerial vehicles, and cruise and ballistic missiles at up to 400
kilometers and an altitude of up to 30 kilometers.

The Russian Defense Ministry has said there are no plans so far to
export the S-400, which will be produced only for the Russian Armed
Forces.

briefing for journalists during his visit to Igdir province of Turkey
and touched upon the future of the Caucasus.

Gul said they were working much for ensuring peace in the Caucasus,
APA reports quoting IRIB. `Insha’Allah, all territories of Azerbaijan
occupied by Armenia will be liberated, the events happened in the past
will be forgotten mutually. Insha’Allah, we will ensure long-lasting
peace in the Caucasus and the region will be a gate between Asia and
Europe’.

Honoring Rights Workers In Armenia
Civil society plays a critical role in securing fundamental freedoms and rights.

On a recent visit to Armenia, U.S. Secretary of State Hillary Clinton
commended the country for `continuing to work to strengthen [its]
democratic institutions to promote transparency, advance the rights of
a free press, root out corruption, respect universal rights and
freedoms.’

Civil society plays a critical role in securing fundamental freedoms
and rights. That’s why Secretary Clinton along with the British
Embassy, the OSCE, the EU, and Counterpart International honored
Armenian civil rights activists, government officials, and media
representatives for their work to promote human rights, accountable
government, and free speech.

Artur Sakunts received the Freedom Defender Award for defending all
minorities, especially those that are the target of intolerance, such
as ethnic, religious, and sexual minorities.

The Woman of Courage Award went to Tsovinar Nazaryan for her military
reform efforts to bring about a more modern, effective, and humane
force for Armenia. Deputy Chief of Police, Major-General Artur
Osikyan was recognized for his contributions to police reform, laying
the foundation for a transparent and accountable police force that
works for the citizens of Armenia.

The award for media excellence went to the editors of Epress.am —
Sonya Apresova, Yuri Manvelyan, and Armen Melikbekyan — for their
fair and balanced coverage and commitment to human rights reporting.
Such journalism plays an important part in advancing democratization
in Armenia.

Finally, several environmental activists – Apres Zohrabyan, Yeghia
Nereseyan, Gor Hakobyan, Mary Khachatryan, and Ruzanna Grigoryan –
were honored for their grassroots campaign to promote environmental
conservation in Armenia.

These men and women, said Secretary Clinton, demonstrate that `change
begins with a group of courageous activists who fight to stop
environmental degradation so Armenians can live healthier lives,
begins with journalists who raise awareness about human rights
violations, and a dedicated public servant who pushes the police to
reform.’
