a s’organiser.

On doit

a l’avenir ”, a déclaré l’IHD.

” , a explique Zohrabian.

UEFA European Under-19 Championship Qualifier
Scotland 4-0 Armenia
New Douglas Park, Hamilton
Tuesday, 9th October 2012, kick-off 7.30pm

Chalmers 48′, Kennedy 54′, McKay 65′, MacLeod 68′

Scotland Under-19s stormed to the top of Qualifying Group 9 in the
UEFA European Under-19 Championship after four second-half goals
handed them a win over Armenia at New Douglas Park tonight.

Celtic youngstrer Joe Chalmers broke the deadlock three minutes into
the second half with a delightful free-kick and Matt Kennedy, Barrie
McKay and Lewis MacLeod added three more goals shortly after.

The result gives Scotland a two-point advantage over Romania and
Switzerland who drew 1-1 in the other game in Group 9 with Ricky
Sbragia’s side up against the Romanians the Falkirk Stadium on Thursday
night, kick-off 7.30pm.

The win was comfortable for Scotland in the end but it was Armenia
who made the best start to the match and had the ball in the back of
the net after just three minutes but the assistant referee flagged
for offside.

Scotland managed their first shot on target after 11 minutes when
Celtic midfielder John Herron rolled his marker on the edge of the
penalty box but his low shot was straight at the Armenian goalkeeper
Gevorg Harutyunyan.

Sbragia’s team looked comfortable in possession but Armenia threatened
on the counter attack and Sargis Shahinyan managed to fire off a low
shot on 16 minutes which was easily saved by the Scotland goalkeeper
Jack Hamilton.

Two minutes later, Armenia asked more questions of the Scottish
rear-guard when Ararat Yeganyan dispossessed Darren Petrie inside
the Scotland half before unleashing a shot which Hamilton was again
equal to.

On 24 minutes, forward Islam Feruz had his first shot on target after
latching on to a neat John Herron pass and unleashing a powerful shot
at goal which was well saved.

Herron was again involved in Scotland’s next attack just a few minutes
later. The Celtic midfielder linked up well with Kennedy and McKay
but the move could not be finished by Feruz who diverted the final
pass wide.

Feruz almost opened the scoring on 34 minutes after collecting the
ball at the edge of the penalty box and smashing the crossbar as
Scotland continued to dominate the game.

Moments later, Herron and Feruz combined again with the Chelsea forward
forcing Harutyunyan into another good stop to keep the scores level
at half time.

However, Scotland finally made the breakthrough after 48 minutes from
a set piece after Feruz was fouled just outside the penalty box.

Chalmers stepped up and curled the ball into the top corner of the
net leaving the Armenian goalkeeper with no chance.

No one could deny Scotland deserved the lead and just a few minutes
later it was 2-0.

Feruz found space between two Armenian defenders on the right before
delivering a perfectly weighted cross to the feet of Everton forward
Kennedy who coolly finished.

It was 3-0 on 65 minutes when the lively Feruz played in McKay who
then curled a wicked shot into bottom corner of the net.

Scotland were turning on the style and added a fourth goal three
minutes later.

Slack play in the Armenia defence was pounced on by McKay who played
in his Rangers team mate MacLeod and the midfielder arrowed the ball
into the back of the net.

Scotland could have added a fifth goal moments from time when a Jack
Grimmer cross found the head of substitute Ryan Gauld but the Dundee
United teenager could not find the target.

The result puts Scotland top of Group 9 with Romania up next on
Thursday night at the Falkirk Stadium.

A SOLDIER FROM THE CAUCASUS WILL BE PUT TO TRIAL FOR THE WORD “CHECHNYA” ON BACKS OF THE FELLOW-SOLDIERS

DEFENSE and SECURITY (Russia)

A SERVICEMAN WILL BE PUT TO TRIAL FOR KINDLING OF INTER-ETHNIC
HOSTILITY IN A MILITARY UNIT; Investigators from Volgograd prefer
keeping silent about the case of Shamil Belonos born in Chechnya. In
their practice this is nearly the only case when a serviceman will
be put to trial for kindling of inter-ethnic hostility.

Investigators from Volgograd prefer keeping silent about the case
of Shamil Belonos born in Chechnya. In their practice this is nearly
the only case when a serviceman will be put to trial for kindling of
inter-ethnic hostility. Military officials prefer not to wash such
dirty linen in public.

Shamil was drafted to the army in spring of 2011 from Chechnya. The
young man was sent to Volgograd but he was not upset. Military
officials say that the military unit has a rich multi-ethnic
composition but in reality the influence of conscripts from the
Caucasus is strong there.

There are four proven incidents in the case. The first happened in
December. For refusal to cut the firewood during a frost he beat a
private. He made a video of his next “feat” by a mobile telephone:
he drove four Russian guys to the parade ground and threatened them
with an automatic rifle. At another video he forced several soldiers
to stand up from the beds at night and drew “Chechnya-95” on the back
of one of them by shaving foam. At another video two soldiers were used
for this purpose and there were inscriptions “Chechnya” and “Armenia.”

Russian guys tolerated this for a long time fearing bigger torturing
but finally complained to officers.

Many of the victims refused to sign a complaint about the offender
at first. The guys kept serving and Shamil had many friends left in
the military unit. However, they finally got tired of humiliation
and all of them would testify in the court.

Representatives of the military investigations department for Volgograd
Region explained:

– Belonos is charged according to two articles: “kindling of hatred
according to the signs of sex, race, ethnicity or language” and
“breaching of authorized relations among servicemen.”

Investigators also ordered the commander of the military unit to find
out the circumstances that “contributed to committing of the crime.”

So, it is possible that officers will be punished too.

Oskanian’s Case: Armenia’s Return To Repression?

OSKANIAN’S CASE: ARMENIA’S RETURN TO REPRESSION?

Vestnik Kavkaza
Oct 9 2012
Russia

The investigation department of the National Security Service
of Armenia accused the former foreign minister of Armenia Vardan
Oskanian of grounds of the 179th article (Conversion and Squandering)
and the 190th article of the Criminal Code (Legalization of incomes
gained illegally).

On October 2 the Armenian parliament satisfied a motion of the general
prosecutor on rescinding the parliamentary immunity of the member
of Prosperous Armenia, the former foreign minister, the founder of
the fund Civilitas, Vardan Oskanian. The decision was made according
to the law On Regulations of the National Assembly of Armenia which
requires giving an agreement on rescinding the parliamentary immunity
of a PM, his arrest, and so on.

71 PMs participated in secret voting. 64 PMs voted “for”, six voted
“against”, one ballot was recognized invalid. Only representatives of
the fraction of the ruling coalition – Republican Party of Armenia
and the party Country of Law – and 1-2 independent PMs took part in
the voting.

60 PMs didn’t participate in the voting. The secretary of Prosperous
Armenia, Naira Zograbian, said that PA intended to boycott the voting.

She called her colleagues who also stand against the motion of the
general prosecutor for supporting the boycott in favor of prevention
legitimization of political repression against Oskanian. PA’s boycott
(36 people) was supported by opposition fractions – Armenian National
Congress (7 PMs), Dashnaktsutyun and Heritage (each has 5 PMs).

Earlier, the National Security Service of Armenia initiated a
criminal case into legalization of incomes gained illegally by the
Civilitaas Fund, which was founded by Oskanian in 2008. For example,
the investigation provides an instance of obtaining money from the
sale of a 100% share ($2 million) of Huntsman Building Products
Ltd., which belonged to the American corporations Polymer Materials
and Huntsman International. The general prosecutor stated that the
inappropriate registration of documents and non-fulfillment of tax
duties led to the fact that $1.135 thousand from the sum were not
spent on charity purposes, even though it was required. According to
the investigation, this sum was transferred to private accounts of
Oskanian and the member of the fund’s council Tigran Karapetian.

The general prosecutor states that absence of the parliamentary
immunity doesn’t mean for Oskanian absence of freedom for traveling
and doesn’t restrict his participation in the parliament’s work. The
investigation on Civilitas’s case continues, and the motion aims at
completeness of the investigation. The law-enforcement agencies defense
interests of the well-known charity provider Huntsman and interests
of the fund itself. “Innocence of Vardan Oskanian will be proved,”
the general prosecutor is sured.

The fraction of Prosperous Armenia presented to the colleagues a
packet of documents, according to which Huntsman and others have no
claims to the fund, its work is transparent and is provided legally.

The party Prosperous Armenia stated that the motion of the general
prosecutor on involvement of Oskanian as a defendant is a political
repression aimed at Oskanian and PA in general. Oskanian said: “If
the target of the process is prevention me from political activities,
stopping my criticism of the authorities’ failing policy in all
spheres, then I can say they miscalculated the situation.”

Representatives of the ANC and Dashnaktsutyun are sure that the
initiation of the criminal case is a political order. “Everything in
the country, including the political field, is controlled by the power
system. It is an attempt to make Oskanian shut up. If we knew that
the power is ready to struggle against all corruption phenomena by
these means, it would probably be a fair verdict. But it is not so,”
the representative of ANC, Lyudmila Sarkisian, stated.

“Prosperous Armenia demonstrates after the parliamentary elections
that it has no intention to play the president and RPA’s game. All
representatives of PA left top positions in the government, ministers,
deputy ministers, governors resigned. Prosperous Armenia began the
process of separation from the power. The presidential elections are
coming, according to the official data, PA got 450 thousand votes
in the parliamentary elections. PA is a basic political force which
has a serious financial and certain information resources which
might compete with the Republican Party of Armenia and its leader,
President Serge Sargsyan,” the political observer of the information
and analysis center Noian Tapan, David Petrosian.

The other question is whether the political order will achieve its
target or not. Considering the recent statement of the former aide
of the president Robert Kocharian, Garnik Isagulian, on a secret
organization which has the detailed information on the Armenian elite,
further interesting internal political developments are possible.

These actions of the authorities leads to the fact that PA, which
has been thought to be the moderate opposition, is gaining elements
of the radical opposition.

Armenian Community Of Hungary To File Lawsuit Against Hungarian Gove

ARMENIAN COMMUNITY OF HUNGARY TO FILE LAWSUIT AGAINST HUNGARIAN GOVERNMENT

news.am
October 09, 2012 | 00:14

YEREVAN. – Representatives of the Armenian community of Hungary will
meet the Hungarian Ombudsman to clarify the Hungarian legislature for
demanding instigation of a criminal case in regard with the extradition
of Ramil Safarov, Vice Chairman of the “Armenian National Autonomy
of Hungary” Organization Nikoghos Hakobyan told Armenian News-NEWS.am.

Hakobyan also informed that the community will submit all the necessary
documents to the Ombudsman.

“The Armenian community is also going to demand the resignation of
the Justice Minister, despite the fact that the extradition decision
was made by the Government but it was the Minister to put the final
signature,” Hakobyan said.

Armenian News-NEWS.am reported earlier that Azeri killer Ramil
Safarov, a lieutenant in the Azerbaijani military, was extradited
on August 31 from Hungary, where he was serving a life sentence –
with no expression of either regret or remorse – for the premeditated
axe murder of Armenian lieutenant Gurgen Margaryan, in his sleep,
during a NATO Partnership for Peace program in Budapest back in 2004.

As expected, Azeri killer Ramil Safarov’s return to Baku was welcomed,
as was his act of murder, by the officials of President Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

Armenia’s President Serzh Sargsyan announced on August 31 that Armenia
is suspending its diplomatic ties with Hungary.

Azeri killer Ramil Safarov’s pardoning is condemned by virtually all
international organizations.

HUNGARIAN NATION IS NOT OUR ENEMY DESPITE THE WRONG DECISION OF ITS GOVERNMENT. SERZH SARGSYAN’S INTERVIEW WITH HUNGARIAN ATV

ARMENPRESS
8 October, 2012
YEREVAN

YEREVAN, OCTOBER 8, ARMENPRESS: Hungarian nation is not our enemy,
despite the decision made by official Budapest. Armenpress reports
that Armenian President Serzh Sargsyan in the exclusive interview with
Hungarian ATV referred to such issues as Armenian-Hungarian relations,
NKR settlement issue and the extradition of Safarov.

“We consider it as a wrong decision” noted Serzh Sargsyan when
referring to Safarov’s extradition by Hungary. Armenian President
hasn’t noticed the objective of the peaceful settlement of NKR issue
in Azerbaijani policy, nevertheless “Armenia would spare no effort to
achieve it”. President also mentioned that in case of military attack
against Nagorno-Karabakh Armenia would defend the citizens of NKR.

Armenian President noted that Hungarian government has acknowledged the
consequences of the decision and what about country’s top officials,
they has ensured Armenia for months that Safarov would be never
extradited.

“I don’t want Armenian nation to turn it’s back on Hungarian nation,
as Hungarian government did on Armenia” concluded Armenian President.

Serzh Sargsyan highlighted that Armenian and Hungarian people used
to have very warm and friendly relations, and there were Armenian
heroes who died for Hungary’s Independence. He noted that if it is
needed there will still be. Safarov’s extradition by Hungary inflamed
the Armenian-Azerbaijani conflict at the same time undermining the
European Union’s eastern policy.

Azeri perpetrator Ramil Safarov hacked Armenian officer Gurgen
Margaryan with an axe during the English training courses organized
by NATO in Budapest. Safarov was sentenced to a life imprisonment
without the right of granting clemency in first 30 years. Safarov
was transferred to Azerbaijani on August 31, 2012 and granted amnesty
immediately by his country. Armenia suspended its diplomatic relations
with Hungary.

social, civil and human rights challenges in the Republic of Armenia
after 21 years.

The first panel presented through a plenary session and entitled
“Human Rights in Armenia,” offered a general overview of certain
challenges facing Armenia and how the latter ought to institutionalize
and develop itself as a state and be viewed in the context of human
rights issues facing the geographical region in which it is situated.

Consecutively, Saturday session panels covered the topics of “Rule
of Law/Corruption/Elections” and “21 Year Trajectory of Armenia’s
Statehood, Economy & Society.”

One of the highlights of the Conference was its keynote speaker,
Blase Bonpane, a renowned author, activist and KPFK radio host and
Director of the Office of the Americas. Bonpane’s discussion centered
on “Consciousness and Moral Revolution.”

The panelists included a diverse group of academics and activists from
Armenia and Diaspora, and offered the opportunity of a pluralistic
and progressive coverage of issues of interest to all those who were
interested in the progress of human rights in Armenia. The group
also included many activists who have been consistently critical of
the ARF and the organizers’ policies, a fact which not only did not
deter the latter from extending the invitations, but was welcomed
based on the principles of free speech and appreciation of pluralism.

Due to an unfortunate security issue which could have threatened
the well-being of one of the panelists as well as the safety of
attending audience, led the organizing committee to cancel one of
the presentations, while offering the contents of the presentation
paper to be read by any one of the other panelists. This decision
and ensuing offer caused some of the other panelists to overreact
unequivocally and to refrain from making their own presentations,
denying the attendees from hearing much anticipated discussion.

Consistent with the ideology of the sponsoring party and the
commitment toward the cause of progressive politics, the organizers
remain committed not to be swayed by intrusions and intolerance on
either side of the political spectrum, and will continue to educate
the Armenian People and its youth in ways of promoting a free and
healthy exchange of ideas and progressive thought.

Erdogan Called On His People To Be Ready For The War

ERDOGAN CALLED ON HIS PEOPLE TO BE READY FOR THE WAR

Turkish Prime Minister Recep Tayyip Erdogan has called on his nation
to be prepared for a possible war with the neighboring Syria if need
be. Iranian Press TV informs about this.

“You have to be ready at every moment to go to war if it is necessary.

If you are not ready for this, you are not a state, if you are not
ready for this, you are not a nation,” Erdogan said on Sunday.

Turkish PM reiterated that Turkey does not want war, but warned Syria
not to test its resolve.

Tensions have been running high between Syria and Turkey, with Damascus
accusing Ankara along with Saudi Arabia, Qatar, France, and the United
States of backing a deadly insurgency that has claimed the lives of
many Syrians, including security and army personnel.

“Nobody should ask… but what will happen if a war were to begin
and bring us to that point. You should be ready for it and have the
memorandum in hand. What is necessary will be done if it becomes
necessary,” he stated.

Erdogan’s remarks came amid days of military strikes between the
two countries.

On October 5, Erdogan said that Turkey was not far from war with
Syria due to the cross-border attacks.

“We are not interested in war, but we’re not far from it either,”
Erdogan told a crowd in Istanbul.

On October 4, the Turkish parliament authorized cross-border military
action against Syria “when deemed right.”
