MINSK GROUP CO-CHAIRS TO TRY RESTORING LOST CONFIDENCE CAUSED BY SAFAROV CASE

YEREVAN, NOVEMBER 2, ARMENPRESS: In accordance with the agreement
acquired by the results of the meeting launched between Armenian
and Azerbaijani Foreign Affair Ministers Edward Nalbandyan and Elmar
Mammadyarov in Paris on October 27, OSCE Minsk Group co-chairs are
scheduled to pay a visit to the region. It is their first visit to the
region after Safarov extradition and subsequent pardon. Armenpress
launched inquiries among the political scientists refer to the
expectations of co- chairs’ visit.

In accordance to political scientist Alexander Manasyan the
co-chairs visit is aimed at regulating the Azerbaijani- Hungarian
deal consequences. “They will try to come back to the stage of the
negotiations that existed before Safarov events. We had better not to
return the that stage instead make statements which will be in favor
for us” Manasyan underscored. In the words of the specialist for the
further development of the negotiations the importance of arguments
presented Krabakh side arguments should be stipulated.

In the opinion of politician scientist Alexander Margarov the
goal of the visit is to present the current development phase of
negotiations . Dwelling on probable changes in the negotiation phase
caused by Safarov, specialist noted the case once again proved the
impossibility of integration of Karabakh under Azerbaiajni rule. ”
Country that adopts hatred as state policy towards the other states,
country that dubs with hero title murderer on ethnic principles cannot
be considered an area where Artsakh people can live” Margarov stated.

Karen Bekaryan considers the visit of co-chairs is initially aimed at
restoring the lost confidence resulted by SAfarov case. “The visit
of co-chairs is an attempt to lessen the tension, find out the path
to move forward” political scientist came up with .

Edward Nalbandyan and Elmar Mammadyarov in the course of Paris meeting
reaffirmed their commitment to continue working together with the
co-chairs to reach peaceful regulation of the issue. The co-chairs
stated the importance of reducing the existing tension between the
sides. They offered their suggestions to push the peace process.

YEREVAN, NOVEMBER 2, ARMENPRESS: French prestigious France 2 TV channel
demonstrated half an hour lasting film on Armenian khachkars, art and
tradition shot this year in the frame of its Chretiens Orienteaux
(Eastern Christians) program. Film is called “Armenian khachkars:
the spirit and belief of Armenian people”.

As Armenpress reports, ancient and rich tradition of creating
khachkars, the essence of khachkars, their significance for Christian
people are depicted in the film. Outsnading French scientists,
historians and artists supported to the realization of the film by
their professionalism .

There are episodes in the film calling for the protection of Armenian
khachkars, destruction and annihilation of cemeteries perpetrated in
Nakhigevan by Baku. The film will be available in France 2 TV website.

Film entitled “The roots of the Armenian Church and the history in the
initial stages” will be shown by France 2 TV channel on December 30,
at 9: 30 by local time. The film was shot in 2012 in Armenia.

Le vice-president de l’Assemblee nationale armenienne, Edouard
Sharmazanov, a reagi en termes très vifs le 1er novembre, aux
declarations du president azeri Ilham Aliyev lors d’une ceremonie de
devoilementd’une statue du chanteur lyrique azerbaïdjanais Byulbyul a
Bakou. M.Aliyev en avait une fois encore profite pour s’en prendre
aux Armeniens, declarant qu’il ne pourrait supporter longtemps
l’existence d’un deuxième Etat armenien et qu’un jour, Byulbyul et
d’autres gloires nationales azeries auront leurs statues a Shushi.

M. Sharmazanov a repondu que “le president azerbaïdjanais continue a
precher dans le desert et a parler sans tenir compte des realites. Ce
n’est pas a l’Etat azerbaïdjanais de dicter au peuple de l’Artskah ce
qu’il entend faire de son avenir ; le peuple de l’Artsakh a conquis ce
droit sur le champ de bataille et l’a confirme par referendum. Pour ce
qui est du deuxième Etat armenien, il convient de rappeler aux Azeris
les mots de leur ancien dirigeant, Abulfaz Elchibey, qui disait qu’
“il n’y a pas de langue azerbaïdjanaise, mais une seule langue turque ;
aussi, l’Azerbaïdjan n’est rien autre qu’un deuxième Etat turc “.

M. Sharmazanov a ajoute qu’il n’etait pas oppose a l’idee d’eriger
des statues de Byulbyul ou d’autres personnalites a Shushi, mais
après seulement que l’Azerbaïdjan aura reconnu l’independance de la
Republique du Haut Karabagh et etabli des relations diplomatiques avec
la Republique de l’Artsakh. Alors, les autorites de Bakou auront toute
liberte pour eriger la statue de leur choix, pourquoi pas dans leur
ambassade dans le Haut Karabagh, a ironise le legislateur armenien…

Yerevan/Mediamax/. The Armenian real estate market requires “financial
and legislative procedures.”

Director of “Akcern” Real Estate Agency Hakob Baghdasaryan said this
today, Mediamax reports.

He noted that the realty market has not undergone significant changes
over the last year.

“I think to improve the situation on the market the government should
assume some risks in order to ensure activity in this sphere,” Hakob
Baghdasaryan said.

He also said that even the immigration of Syrian Armenians to the
country did not affect the real estate market, as there is emigration
in Armenia.

According to Hakob Baghdasaryan, the election period will also
negatively affect the market as people prefer to conduct estate deals
after elections.

ACBA-Credit Agricole Bank. Reginal rescue squad, one firefighting,
ambulance and police officers have left for the incident spot. The
citizen was arrested at 11:57, no additional information is available

The Armenian National Assembly’s Ethics Committee has concluded
that Republican MP, businessman Samvel Alexanyan’s conduct towards
oppositional activist Vargdes Gaspari was unethical and not befitting
a parliamentarian. Four out of the six committee members believe
Alexanyan has violated rules of ethics.

The incident between Alexanyan and Gaspari, known for his eccentric
and strictly oppositional conduct, happened in June, when Gaspari was
holding a protest in front of the government building against now
former MP, businessman Ruben Hayrapetyan over the tragic Harsnakar
affair (security guards brutally beat three military doctors, one
of them Vahe Avetyan died in hospital, and Hayrapetyan was forced
to put down his mandate to pacify the civic society). With a poster
“Ruben Hayrapetyan is a murderer” in his hand Gaspari was giving an
interview to a reporter – and the interview was being video recorded –
when Alexanyan, a friend of Hayrapetyan, came up all of a sudden and
took away the poster. Then a young man approached Gaspari and pushed
him, causing him to fall.

Gaspari personally turned to the committee that consists of six members
each representing one faction. The decision of the committee, however,
cannot have any legal consequences. Armenian Revolutionary Federation
Dashnaktsutyun faction member of the committee Artsvik Minasyan says
it may have “political consequences”. By the committee charter the
decision will be announced during the next plenary session of the
parliament.

The committee earlier refused to look into two other cases: one related
to homophobic comments (vice speaker Eduard Sharmazanov after DIY
gay-friendly pub blast) and the second related to alleged shooting
at a lawmaker.

Gaspari told ArmeniaNow that the decision has moral value to him:
“It’s a moral norm. I have no idea what I will gain from it, frankly.

But I should say that last week I held another protest in front of
the parliament building with similar posters and this time I was
not subjected to violence. I cannot say for certain why,” said the
activist adding that he had filed a lawsuit on the crime (Avetyan’s
murder) and the police’s inertness, but the court rejected it. He
has now turned to the court of cassations.

Rights. Verdicts were issued in favor of the citizens of Armenia vs.
the Republic of Armenia.

It was decided at today’s meeting of the government to allot this
sum to the ministry of justice to fulfill the verdicts.

Azerbaijan cannot find any reason to explain its objections to the
plans for launching the Stepanakert airport, according to an Armenian
expert.

Commenting on the Azerbaijani Defense Ministry’s Wednesday statement
threatening to retaliate against Armenia for opening the airport,
the head of the Armenian Center for National and International Studies
said such belligerent rhetoric is not something new.

“Azerbaijan all the time voices threats on this score. They used even
to say that they would shoot down a plane. That’s the same things;
only the statements have turned a little restrained,” Manvel Sargsyan
told Tert.am.

The expert noted the statements are made in an effort to prevent
flights.

“That’s a classical threat,” he said, considering Armenia’s position
on the issue somewhat unclear.

“If you promise to launch [the airport], then that’s what you have
to do. But speaking and not doing anything only contributes to more
threats by Azerbaijan,” he explained.

the Issues regarding the State Surveillance and Medicine Policy and
the List of Arrangements for the Realization of the Program” will
become the guide for the activity of the Ministry of Healthcare of
the Republic of Armenia for the next 6-7 months. As the Ministry of
Healthcare informed “Armenpress” the Minister of Healthcare of the
Republic of Armenia Derenik Dumanyan talked about this during the
session of the Ministerial Committee of the Ministry of Healthcare,
where the program approved by the Government of the Republic of
Armenia was under discussion. Dumanyan stated: “This program, which
springs out of the orders of the President of the Republic of Armenia
was approved by the Government two weeks ago.”

The Head of the Stuff Suren Kimoyan introduced the program to the
members of the Ministerial Committee and mentioned that the primary
target is the solution of the problem of the state surveillance and
the issues regarding the medicine policy.

In accordance with the order of the Minister of Healthcare of the
Republic of Armenia Derenik Dumanyan before November 20, new schemes
will be developed and approved for the treatment of those illnesses,
when the medicines are distributed free by the ambulatory-polyclinic,
dispenser and hospital medical institutions.

Le procès des Armeniens pour trafic de fausse monnaie, proxenetisme,
association de malfaiteurs, blanchiment est entre dans sa deuxième
semaine devant le tribunal de grande instance de Nice.

Le ministère public a reclame des peines allant de 7 ans ferme a 1
an de prison avec sursis contre les dix-huit prevenus retenus.

Les peines les plus elevees (7 ans) frappent Mirdat Assatrian, 49 ans,
considere par l’accusation comme le chef du reseau mafieux et Robert
Mekhitarian, 50 ans, homme cle qui avait ajoute les stupefiants a ses
activites. Viennent ensuite Sarkis Mnatsakanyan, 41 ans, qui ajoutait
encore le proxenetisme, Ouik Sogomonian,26 ans tete de pont a Lyon
contre lesquels des peines de 5 ans ferme ont ete demandees.

Le ministère public a stigmatise “un personnage sulfureux”, Artur
Ayrapetyan, 36 ans, un pretre de l’eglise armenienne, poursuivi pour
des violences et association de malfaiteurs et a requis 3 ans ferme
contre lui.

Le procès doit s’achever vendredi.
