Active preparations are underway in the area of Kashen (Tsakhkashen)
deposit in Martakert region, NKR, to launch ore recovery within the
coming two years. ArmInfo’s correspondent to Stepanakert reports that
in March 2012 the NKR Government and Vallex Group signed an agreement
to organize ore mining activity on the Kashen deposit covering an area
of 820 ha. Base Metals Company, part of Vallex Group, will exploit
the deposits. Since 2002 the company has been exploiting also Drmbon
gold mine in the same region.

Base Metals Director General Arthur Mkrtumyn told NKR TV and Radio
Company that the company will be experiencing certain difficulties due
to the decreasing reserves in the Drmbon mine within 2013. However,
with the production on the Kashen deposit, the company will show an
industrial growth. “A big ore mining enterprise will be established
in Kashen, which will become the leading industrial enterprise for
decades,” Mkrtumyan said. Vallex Group Company plans nearly 80 million
dollars investments in development of the mine for 10 years.

Specialists say that the Kashen deposit is not as rich in gold as
the Drmbon deposit, but its copper and molybdenum reserves will
allow launching large-scale production. Drmbon combine produces up
to 350,000 tons of ore annually, while the Kashen enterprises will
process nearly 1 million 600,000 tons of ore annually by preliminary
calculations. Within 10 years nearly 17 million tons of ore with over
20% copper concentrate will be processed. Ore reserves are estimated
at several dozens of millions of tons. With the development of the new
mine, many local residents will get jobs. A total of 1200 jobs will
be created. Ore mining industry in NKR has been developed since 2002.

Base Metals Company is the biggest taxpayer in NKR. Its share in
total industrial produce is 40% and in exports – over 70%.

presidential elections, Armenian Consumers’ Union NGO chairman said.

As Armen Poghosyan noted, Kremlin decides on the gas price, naming
USD 330 for Europe and USD 180 for Armenia.

“Gas price hike will lead to price rise of staple goods,” he said,
adding that this time, too, the institutions will play the usual trick,
saying the price upsurge won’t affect the family budget much.

“A person is not born to buy shoes or potatoes only,” Mr. Poghosyan
said, deeming the current terrible.

YEREVAN. – Azerbaijani president Ilham Aliyev continues making
statements that have no connection with reality, Armenian National
Assembly (NA) Deputy Speaker Eduard Sharmazanov said commenting
on Aliyev’s statement that was made Wednesday in Baku and during
official opening of the statue of Azerbaijani opera singer Bulbul. The
Azerbaijani president had stated that Azerbaijan will not permit the
existence of a second Armenian state, and there will come a time when
the statues of Bulbul and other well-known Azerbaijani personalities
will be erected in Nagorno-Karabakh’s Shushi city.

“It’s not up to Azerbaijan to allow the people of Karabakh [,
or Artsakh,] to master their own destiny. The people of Artsakh
have earned that right in the battlefield and they fixed it with a
referendum,” Sharmazanov noted.

“We should recall their [that is, the Azerbaijanis’] former leader
Abulfaz Elchibey’s words: ‘There is no Azerbaijani, there is only
Turkish.’ That is to say, Azerbaijan is nothing but a second
Turkish state,” NA Deputy Speaker said, and added: “And with
respect to erecting Bulbul’s statue in Shushi, I should note that
its possibility is not exhausted. Azerbaijan must recognize [the
Nagorno-KarabakhRepublic] NKR’s independence, establish diplomatic
ties with the Artsakh republic, open an embassy in Shushi, and [only
then can it] place Bulbul’s, or any other [Azerbaijani] personalities’
statues in its embassy building, [and] with its own taste.”

establish and reserve fraternal relations with its all neighbors. The

visit to the Czech Republic the Chairman of the National Assembly
of the Republic of Armenia Hovik Abrahamyan had a meeting with the
First Deputy Prime Minister and Minister of Foreign Affairs of the
Czech Republic Karel Schwarzenberg.

The Department of Information and Public Relations of the National
Assembly of the Republic of Armenia informed “Armenpress” that the
Minister of Foreign Affairs of the Czech Republic greeted the Chairman
of the National Assembly and emphasized the importance of his visit,
which can have a positive impact on the development of the cooperation
between the two countries. Talking about the Nagorno Karabakh conflict
he underlined the significance of the stability and peace in the
South Caucasus and added that the Nagorno Karabakh conflict must be
regulated by means of negotiations in frames of the OSCE Minsk Group.

Hovik Abrahamyan said that he highly appreciates the balanced position
of the Czech authorities and the Ministry of Foreign Affairs of the
Czech Republic in particular. Also Hovik Abrahamyan expressed his
gratification for the viewpoint of the Czech side on the Safarov’s
case.

After the meeting Hovik Abrahamyan was accompanied by the members of
the delegation and visited the prelacy of Prague and went to the hall
of representatives.

At the same day the Chairman of the National Assembly of the Republic
of Armenia Hovik Abrahamyan together with the members of the delegation
visited the National Memorial of Vitkov and placed flowers on the
grave of the Unknown Soldier.

the number of foreign students and the expansion of the relevant
infrastructures among the development prospects in the field.

“Student housing is currently a serious problem. For instance, the
demand for Indian students’ accommodation is much bigger than we can
provide,” Armen Ashotyan said, adding that about 900 Indian students
entered Yerevan State Medical University in the past 2 years.

“We can afford a bigger student inflow, in case of establishment of
a new student accommodation center,” Minister Ashotyan said.

YEREVAN. – The Armenian Ministry of Justice is continuing its
activities in connection with the Ramil Safarov case, the Justice
Minister’s press secretary Karine Kalantaryan told Armenian
News-NEWS.am.

At the same time, however, she did not specify what kind of work has
been done so far.

To note, President Serzh Sargsyan had instructed the Ministry of
Justice to take all measures to apply to the international judicial
tribunals, and with respect to the Safarov case.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

YEREVAN. – The process of enlarging Armenia’s state-run institutions
of higher learning should commence next year, Education and Science
Minister Armen Ashotyan said during Thursday’s Cabinet meeting.

“It is an inevitable process. It’s just that a political decision needs
to be made one day, since [otherwise] it will cause speculations and
amateur views,” Ashotyan noted.

But in the Education and Science Minister’s words, the universities’
joining process must be based on serious analyses.

Protest Rally Staged Outside Yerevan Court Of Appeal

PROTEST RALLY STAGED OUTSIDE YEREVAN COURT OF APPEAL

PanARMENIAN.Net – Armenia Without Political Prisoners civic movement is
holding a rally outside the Court of Appeal to protest ANC activists’
imprisonment.

Today, Nov 2, the court is hosting a session over a complaint filed
by the attorneys of Armenian National Congress (ANC) opposition
bloc’s activists.

The complaint demands for cancellation of the July 20 court sentence,
and the acquittal of those jailed.

According to Armenian National Congress (ANC) opposition bloc, on
August 9, 2011 police officers used violence against ANC activists
Tigran Arakelyan and Artak Karapetyan. Upon arrival to the site,
activists Areg Gevorgyan, Sahak Muradyan, Vahagn Gevorgyan, Sargis
Gevorgyan and David Kirimijyan tried to settle the dispute but were
beaten as well, the ANC said. All above-mentioned were taken to a
police station and accused of attacking the police officers.

On August 26, the Congress announced suspending political dialogue
with Armenian authorities, with Arakelyan named a political prisoner.

On July 20, 2012 Tigran Arakelyan was sentenced to 6 years in prison;
Artak Karapetyan given a jail term of about 3,5 years; David Kirimijyan
and Sargis Gevorgyan were sentenced to 2 years each.
