La majorité pro-gouvernementale au Parlement d~RArménie a abandonné
ses plans de mettre fin à la présidence par l~Ropposition d~Run de
ses 13 comités permanents.

Le Parti républicain (HHK) et son partenaire de la coalition, Orinats
Yerkir, ont seulement décidé de s~Rassurer qu~Rils seront ainsi que
les quatre autres groupes parlementaires également représentées dans
le comité d~Réthique.

Le HHK et Orinats Yerkir contrôlent actuellement deux des six sièges
du comité présidé par un député de l~Ropposition au franc parler,
Nikol Pashinian. La version initiale d~Run projet de loi qu~Rils
avaient présenté devait leur donner deux sièges de plus et habiliter
tout membre du comité d~Run droit de veto sur les décisions prises
par le jury.

L~Ropposition à l~RAssemblée nationale a condamné ce projet de loi et
a menacé de boycotter le comité si elle était adoptée. Des députés de
l~Ropposition ont déclaré que les changements proposés aux statuts
du parlement ont été formulées en guise de représailles suite à un
éc=hange amère entre Nikol Pashinian et Davit Harutiunian député
du HHK.

Le HHK a édulcoré le projet de loi en réponse à la critique. En vertu
de sa version finale adoptée par le parlement, le HHK et Orinats Yerkir
seront représentés au sein du comité par trois députés. Aucun d~Rentre
eux ne sera en mesure de bloquer les décisions tout seul soutenus par
les quatre autres membres représentant les partis Arménie prospère
(BHK), la FRA et le parti Zharangutyun ainsi que le Congrès national
arménien (HAK).

si, bien sûr, d~Rautres changements sont faits plus tard [dans les

La FRA a également abandonné ses menaces de boycott après
les concessions faites par le HHK. Les deux autres factions de
l~Ropposition ont déclaré, cependant, qu~Rils envisagent toujours de
retirer leurs membres du comité d~Réthique.

On December 21, the CEO of `South Caucasian Railway’ Victor Rebets
told the reporters that in 2012 the company spent AMD 3 billion (about
$ 7.4 million) on goods and services in Armenia. According to him, the
supply in the local market meets the needs of the company by 20%.

`We are ready to talk to all local organizations and they have
repeatedly said this. Here at home, we have organized an exhibition of
Armenian goods. We are carefully considering their proposals,’ Rebets
told reporters.

If you own some property and lease it to someone else for some
activity, usually, but not necessarily economic, you expect the lessee
to clean up after her/him/it-self, right? You don’t expect garbage
lying around. You don’t expect mounds of poisonous stuff that will
persist, effectively, forever. You expect the property to be returned
to you in essentially the same condition as you gave it out. And, you
certainly wouldn’t knowingly create a state of affairs that would
result in anything but such a respectable restoration of your
property.

If only the government of the Republic of Armenia had that much good
sense! In pursuing an economic development strategy that emphasizes
extractive industry, i.e. mining in this case, they have adopted a
very penny-wise-pound-foolish policy. They have invited the world’s
miners, not a very well behaved bunch to start with (think of all the
needless deaths you read about from the U.S. to China), to come to the
country to rape, ravage, and pillage the land. The government has
accepted responsibility for watching all the mining wastes – tailings
to toxic ponds – forever. Doesn’t that sound a bit fishy to you? The
government that comes up with the infamous Protocols with Turkey, that
conducts election after crooked election, and that enables a savage
bunch of oligarchs to run roughshod over the country, is going to see
to the safe maintenance of incredibly poisonous materials. Not very
plausible in my book!

But when people realize they’re being screwed, especially by their
`own’ government, a deep revulsion stirs. They are moved to act. They
take back control of their lives. This process may not be rapid, but
it becomes unstoppable in due time. An example of this is Kacharan.
Next to this village, located on the Azerbaijani-occupied-Nakhichevan
border (therefore holding great military value), is a mine that has
been exploited since the 1960s. Now, despite the fact that the current
mine has decades more to go before the end of it is played out, the
owners want to `move’ Kacharan because it sits on more, near-surface,
ore deposits. What unspeakable, irresponsible, and treasonous greed!
Fortunately, spearheaded by the village leader, the locals are
standing firm on their historic homeland. They’re asking for help in
upgrading the road into Kacharan, all of two kilometers long (1.25
miles) so the economy can develop. It seems that `their’ government,
i.e. Yerevan, is not doing this. Does it take much to guess why?
Remember, state policy is `mining = path to development’, and it’s
likely the relevant authorities are in the miners’ pockets, or worse,
are might themselves be the miners.

Let’s take a look at that developmental premise. It’s true that
natural resources, harvested wisely and the moneys they generate
invested back into the economy, can spur development. But remember, a
few months back, I’d written about how only two cents of every dollar
from the Teghood mine were going to end up serving the country and
people. The rest? Who knows? Probably in the pocket of some leering
lout of an oligarch. What makes anyone believe that Kacharan is any
different? Or, for that matter, any of the others of the hundreds of
active and proposed mines effectively covering the RoA (Artsakh is no
better it seems).
Judging by the reaction to Yeghia Nersesian’s, the eco-activist who
toured the Los Angeles area, presentations last week and the nascent
organizing in the Diaspora to support those doing battle with the
minions of miners in the fields, forests, mountains, and streets of
our homeland, we may be on the verge of seeing some positive movement.

Remember, in the background to all this looms the RoA’s presidential
election, just over two months from now. Add to that the lawsuit being
pursued by the activists that was to be announced in Yerevan as this
piece is being written. Factor in the `proto-parliament’ that some
sectors of society are trying to get off the ground as an alternative
to the current government. Consider the growing awareness of the
villagers in Teghood and elsewhere that they’re being screwed.
Clearly, there is a potent mix of ingredients that may lead to
significant progress being made.

If what little of our homeland we have left gets ravaged by
unscrupulous, reckless, exclusively-money-grubbing miners, what legs
will we have to stand on to demand the rest of it back from Turkey and
Azerbaijan? Ankara and Baku must by in tears from the laughs they’re
getting at our expense as they watch the prospect of turning our
gorgeous homeland into a desolate, uninhabitable, wasteland.

Please, hitch your wagon to the movement to save Teghood. That’s the
first level. The second level is to fight to have sensible,
sustainable, publicly beneficial mining operations in the country. And
the third level is to learn from this environmental activism how to be
full-fledged, engaged citizens and stakeholders of our homeland.

Jump in, this is a grave time. You might become the John Muir of Armenia.

Hovhannisyan will participate in February 18 upcoming Presidential
Elections. Hovhannisyan came forth during party’s meeting- session
launched on December 22.

YEREVAN. – For us, the number-one candidate for the forthcoming
elections is First President, and opposition bloc Armenian National
Congress (ANC) leader, Levon Ter-Petrosyan. ANC MP and
Social-Democratic Hnchakyan Party (SDHP) Chairwoman Lyudmila Sargsyan
stated this during 17th congress of the opposition Armenian National
Movement (ANM) party.

`In [the] 2008 [presidential elections], the political opposition
forces were able to unite solely around the person of Levon
Ter-Petrosyan. ANC is accountable for the fate of the people and the
people can win in the presidential elections, if they are not
disenchanted,’ she said.

Also, the SDHP leader noted that Levon Ter-Petrosyan should run for
president so as not to deprive the Armenian people of hope.

To note, even though the formal nominations for next February’s
presidential elections can be submitted as of December 25, neither ANM
nor ANC have yet decided on the format of their participation in this
voting.

The Armenian drama `If Only Everyone …’ has fallen short of a further
bid for an Oscar award.

Nine films are now on the Academy’s shortlist for the Best Foreign
Language Film nomination, media sources say.

A total of seventy-one films had initially placed bids for the award.

`If Only Everyone …’ sheds light on the Nagorno-Karabakh war and its
consequences, featuring the personal drama of a Russian-Armenian girl.

Azerbaijan had earlier raised a wave of hysteria over the film,
complaining that it distorts what it claims to be the true history.

The following nine films have advanced for the next round of the
nomination’: “Amour” (Germany, France and Austria), “A Royal Affair”
(Sweden), “The Intouchables” (Frace), “A Royal Affair” (Denmark, UK,
Norway), `War Witch’ (Canada), `No’ (Chile), `Beyond the Hills’
(Romania), `Deep’ (Iceland) and `Sister’ (Switzerland).

The Academy will select five of the nominees after watching each film
between January 4 and 6.

The award ceremony is due on February 25.

Yerevan’s third farmer’s market opened today near the Malibu Cafe on
Mesrob Mashtots Avenue.

Minister of Agriculture Sergo Karapetyan was on hand to officially
launch the market along with Yerevan Mayor Taron Margaryan.

150 growers from practically all of Armenia’s regions will be on hand
to sell their produce to Yerevan residents in the run-up to the
holidays.

The market will operate daily until December 30.

persistantes que les autorités vont permettre aux propriétaires de
sociétés de transport de passagers d’augmenter le coût des voyages par
minibus qui sont toujours les principaux moyens de transport publics
dans la capitale.

Arthur Sarukhanyan, le directeur adjoint du département de
l’information et des relations publiques de la municipalité d’Erevan a
démenti les informations des médias prétendant que le prix d’un trajet
serait relevé de 100 drams à 200 drams.

Il a dit que ces rumeurs sont apparu suite à la fausse interprétation
de remarques de la part du chef du département des transports de la
municipalité, Henrik Navasardian, qui a dit que les problèmes des
banlieusards pourraient être résolus en relevant les prix, cependant,
il n’a pas dit que cela arriverait.

Les soldats Arméniens en Afghanistan jusqu’à fin 2014

Le Parlement arménien a voté à main levée à l’unanimité des 99 députés
présents le maintien de l’unité des forces arméniennes en Afghanistan
jusqu’au 31 décembre 2014. Depuis le 19 octobre 2009 en accord avec
l’Otan, l’Arménie apporte sa contribution aux forces internationales
stationnées en Afghanistan. Après un entrainement de quelques semaines
en Allemagne, les soldats Arméniens chargés de la paix, prennent la
direction de l’Afghanistan. En 2011 leur nombre était de 121 dont 81
étaient stationnés sur la base aérienne de Mazari-Charifi. Sur place,
les forces arméniennes sont prises en charge par l’état-major
Allemand.

Le ministre arménien de la Défense rencontre à Moscou son homologue russe

Le 19 décembre à Moscou, le ministre arménien de la Défense, Seyran
Ohanian a rencontré son homologue russe Sergueï Choykou. Selon le
communiqué du ministère arménien de la Défense, les deux hommes ont
évoqué la situation dans la région du Sud Caucase, la coopération
militaire entre l’Arménie et la Russie, et validé les projets. Le même
jour les deux hommes on participé à la réunion de l’OTSC (Organisation
de Traité de la Sécurité Collective) en présence des ministres de la
Défense des pays membres.
