YEREVAN, DECEMBER 26, ARMENPRESS. Armenian National Committee
of Jerusalem highly appreciates the progress of the current year
regarding the recognition of the Armenian Genocide in Israeli Knesset.

In a conversation with “Armenpress” the official of the Armenian
National Committee of Jerusalem Hakob Sevan stated that 2012 was
a rather beneficent year for the Armenian National Committee of
Jerusalem. Hakob Sevan stated: “Our activity in Knesset was rather
efficient. Also there was a certain progress regarding the procedure of
recognition. I am hopeful that our success will grow after the Knesset
elections next year.” Sevan noted that during recent years Israeli
people and the Jews in particular have been rather positively deposed
towards the Armenians and recognition of the Armenian Genocide as well.

Among other things Hakob Sevan stated: “No doubt, this found its
expression both in mass media and Knesset, and elsewhere.” Armenian
National Committee of Jerusalem will keep working as diligently in 2013
as it used to work before and remain consistent in the recognition of
the Armenian Genocide. Armenian National Committee of Jerusalem will
strive to find positive solutions for both local and general issues.

allons faire face d’une manière resolue a toute manifestation qui
representerait un danger pour notre securite “, – c’etait le message
de Serge Sarkissian lors de son allocution a un rassemblement du
parti republicain, le 15 decembre dernier, a Erevan.

Selon le President armenien, les negociations vont etre poursuivies. ”
Nous exprimons notre gratitude aux Etats co-presidents du groupe de
Minsk de l’OSCE pour leurs efforts dans le processus des negociations
pour une solution pacifique du conflit. En meme temps, nous allons
attirer leur attention aux problèmes de la creation et du renforcement
des methodes de confiance qui rendent cette solution pacifique realiste
“, – a t-il indique avant d’ajouter : ” Il est naturel et logique
que le Haut-Karabagh prenne le plus rapidement possible sa place a
la table des negociations. C’est pourquoi nous allons diriger tous
nos efforts pour une solution rapide de ce problème “.

Le President armenien a egalement indique que la communaute
internationale rencontre de plus en plus d’exemples où le droit des
peuples a l’autodetermination ne mène pas a des guerres, mais est
realise dans un contexte des processus internationaux pacifiques. ”
Le Haut-Karabagh fait partie de l’Europe. Nous avons toujours ete et
nous restons pour une solution pacifique du problème du Haut-Karabagh,
et nous allons mettre tous nos efforts pour promouvoir les echanges
entre le Haut-Karabagh et la communaute internationale “, – a notamment
indique le President armenien.

La chaine francaise d’hypermarches Carrefour va-t-elle s’installer en
Armenie ? ” Nous sommes deja en Armenie ” affirme dans le journal
armenien ” Jamanag ” Vatche Arsen l’un des representants de la
societe francaise en Armenie. Vatche Arsen dement les propos des
autorites armeniennes qui affirmaient que Carrefour avait change
d’avis et ne s’installerait pas en Armenie. Mais V. Arsen ne dit
pas quand et comment Carrefour s’installera a Erevan et evoque que
les ordres de l’entreprises francaise demandent la discretion sur
sa strategie commerciale. Mais il avoue que Carrefour realise deja
le recrutement de ses futurs salaries en Armenie. Carrefour pourrait
bien revolutionner le marche armenien, au grand desarroi des oligaques
Armeniens très presents au Parlement armenien et qui decident les prix
sur le marche. ” Carrefour vend ses propres produits et decide du prix

‘The Kurdish Leaders Are Drunk With Power And Wealth’: Ayoub Barzani

‘THE KURDISH LEADERS ARE DRUNK WITH POWER AND WEALTH’: AYOUB BARZANI

Kurdistan The Kurdish independent newspaper Hawlati interviewed the
Kurdish historian Mr. Ayoub Barzani about the political challenges
facing Kurdistan. This is a KT translated summary.

Ayoub Barzani During the interview, Mr. Barzani ruled out the
possibility of uniting the regional armed and security forces. He
suggested that concerns over security and survival determine the
priorities of the PUK and KDP leaders. He said that “their struggle
over power and the bloody factional war in the 1990s created a
mistrust environment, which led the two leaders to strengthen their
security institutions.”

Accordingly, the KDP controls Parastin and Zerevani, and the PUK
controls Dije-Terror and Zanyari. Also, both parties have separate
Asayish agencies.

Later on, Mr. Barzani questioned that “even if such a force was
established, then who will control it – the KDP or PUK?”

Mr. Barzani suggested that the KDP and PUK leaders have no will
for reform. He said: “The flagrant corruption in the governance
institutions is a chronic and self-inflicted disease. It has not
come from outside. The leadership establishes and manages corruption
and is in need of a tight security grip to protect itself. The same
goes true with all other family rule in the Middle East. Corruption
doesn’t start with low-ranking employees, but the lower-ranked ones
copy those who are ranked higher in the hierarchy.”

In 2009, the regional elections created a parliamentary opposition,
which created hope for change. However, Mr. Barzani offered another
view. He argues that the opposition groups were armed with full popular
support but failed to complete the journey. “They stopped half-way to
start dialogue with the authority, which itself really mocks dialogue
and advice.” Mr. Barzani believes that Kurdistan needs a more assertive
and aggressive opposition that doesn’t halt in the middle of the path.

In a question, Hawlati complained that the opposition, independent
press and parliament have all failed to meet the challenges facing
the region, for example, the lack of political freedoms and rule of
law and corruption.

Mr. Barzani responded by rehashing the background of the leading
parties of the Kurdistan Regional Government (KRG). He said: “It
is important to note an important factor, which contributed to the
failure of the opposition to establish a democratic balance in the
Kurdish political arena. All the Kurdish parties, except the Islamic
Parties, are cut from the same cloth.” Mr. Barzani argued that: “The
PUK splintered from the KDP in 1960s. The Popular Democratic Party,
which was led by the late Sami Abdurrahman, fissured from the KDP in
the 1980s and later regrouped with the KDP in the 1990s, Gorran broke
away from the PUK and so on. They all belong to the “autonomy” school.

Depending on the developments facing the regions, they work together
as partners or hold back as enemies.”

Mr. Barzani added that the Southern Kurdistan parties have failed
to move on from their past: “therefore, it is difficult for them to
abandon each other and take independent and decisive decisions. They
have drained their energies in internal-conflicts and personal and
family projects that have become disastrous for the democracy and
the people of Kurdistan. It is the same parties who stand against
the democratic process.”

‘Journalism is the most dangerous job in Kurdistan’

Commenting on the challenges facing the freedom of press in Kurdistan,
Mr. Barzani said: “The majority of the independent newspapers are
centered in Sulaimani. They work in a harsh environment, facing
financial hardship and psychological and physical harassment. The
current Kurdish oligarchy persistently seeks to abort the journalists’
will to work and attempts to isolate them from people. But,
fortunately, there are independent journalists who sense the historical
and professional honor. I have no doubts that the most difficult and
dangerous job in Kurdistan is of a journalist who seek to uncover
facts for the people of Kurdistan.”

On the recent escalation of tension between the KRG and Baghdad, Mr.

Barzani suggested that the essence of the disputes between the KRG
President and Baghdad relates to the hydrocarbon sales and contracts
with foreign companies. He added that: “the Iraqi constitution is
disabled, which should be the authority to resolve the problems that
arise within the conflicting parties. Article 140 is shelved. The
other accusations relating to dictatorship are a matter of ridicule
and laughter.”

Asked about his predictions on the future of Kurdistan region, Mr.

Barzani said: “It is important to sit back and examine the twenty years
self-rule of the Kurdish leaders. What have they achieved in terms of
democracy, freedoms, social justice and foreign policy? After twenty
years Kurdistan still lacks a modern constitution. Instead, we are
witnessing a parliament that serves factional interests, a politicized
judiciary and failure to reverse Saddam’s dangerous policies that
targeted the Kurdish identity. The leaders are drunk with power and
wealth. Because of wealth, they fought bloody and barbaric wars and,
because of wealth, they united to shut down the democratic path. They
assassinated journalists and stepped on human rights.”

“The record of the past twenty years of self-rule does not suggest
optimism. However, we are noticing a major gap between the absolute
family rule and the people. Divorce is inevitable. But it can be
violent or rational.”

Mr. Barzani concluded the debate by saying that “Mr. Masoud and Mr.

Jalal’s era is that of missed opportunities.”

Ayoub Barzani is a Kurdish writer, historian and critic. He is the
son of Babo Barzani, Ahmed Barzani’s nephew and the first-cousin of
Massoud Barzani, the President of Iraqi Kurdistan. He took refuge
in Iran after the collapse of the Kurdish movement in 1975. He was
arrested and intimidated by the Iranian secret service, the (SAVAK).

He left Iran at the end of 1976 and sought asylum in the UK. Ayoub
Barzani currently resides in Switzerland, where he is a co-founder
of an organisation known as Kurdistan Democratic Alliance. He is
very outspoken about human rights breaches and corruption in South
Kurdistan. He has published three books on the Kurdish Movement. His
latest book, ‘The Kurdish Liberation Movement and the Conflict of
the Regional and International Powers’, was published in 2011.

Davtyan considers 2012 to be a successful year for economy. Armenpress
reports Tigran Davtyan has noted during December 24 briefing that

According to Minister the most promising are the sectors of industry
and agriculture.

“I guess the most important thing is that both business community
and the state are positive. There is a confidence of being on a right
way,” Minister Davtyan noted, adding that there were all the needed

90 Servicemen Of Defence Ministry Provided With Apartments

have been provided with newly built apartments and a number of military
units~R substructures have been renovated during 2012.

Armenpress reports this was highlighted by Head of Capital Construction
Department of the Ministry of Defence Ashot Grigoryan during December
24 meeting with journalists.

According to him, 7 military barracks have been built, including 970
billets. Head of Capital Construction Department of Defence Ministry
assured that next year reconstruction works would be carried out in
more than 5 residential buildings, 3 residential buildings would be
put into operation providing 153 servicemen with apartments.

John Kerry’s appointment as US Secretary of State may mean that
over the second period of Barack Obama’s staying in office the
Armenian-Turkish relations will become more active, political expert
Stepan Grigoryan told Arminfo correspondent.

“The position of the USA in the Armenian-Turkish issue will be
closer to the Armenian party. Otherwise, it would be senseless
to appoint at the position of US Secretary of State a politician
which initiated recognition of the Armenian genocide and is a harsh
pro-Armenian politician. Such an politician will not immediately
revise his viewpoints and the given appointment may just mean that
US position in some issues and first of all in the Armenian-Turkish
issue and in the matter of recognition of the Armenian genocide will
be pro-Armenian”, – Grigoryan emphasized.

At the same time, he thinks there will be no serious changes in the
Karabakh issue, as the USA understand very well that Nagornyy Karabakh
conflict must not be resolved overnight, it needs time and efforts.

“There is no trust between the parties to the Karabakh conflict,
and America is not so much naive not to understand it”, – Grigoryan
concluded.

Time to Analyze analytical website has presented the top ten events
of 2012 in the Armenian Diaspora, Russia-based Armenian newspaper
Yerkramas reports.

The first is the nomination of US Senator John Kerry in the office of
US Secretary of State. For more than 30 years Kerry backed pro-Armenian
resolutions.

The second is re-election of ethnic Armenian Patrick Devedjian as
MP in France, and preservation of his office of the head of the
Hauts-de-Seine General Assembly. Devedjian is considered one of
the most influential political figures in France. He is one of the
brightest representatives of the Armenian lobby and initiator of the
bill criminalizing the denial of the Armenian Genocide.

The third is the adoption of resolutions on recognizing Nagorno
Karabakh Republic by Australia’s biggest state New South Wales,
US Rhod Island and Massachusetts.

The fourth is the conduction of Hayastan All-Armenian Fund’s telethon
that gathered 21,442,447 US dollars.

The fifth event, according to Yerkramas, is the first concert of
Garnik Sargsyan for Moscow Armenians. The income from the concert
was transferred to the Syrian-Armenians Assistance Fund.

The sixth is the conduction of a concert in Armenian St. Giragos
church in Diyarbakir. Such event did not take place there for 97
years after the 1915 Armenian Genocide.

The seventh important event is the return of the historic Armenian
Source monument in Turkish Boyaji village to the fund of Armenian
church. The monument was built in 1843 by renowned financer Misak
Misakyan in the memory of his father Petros Misakyan.

The eight is the participation of members of the US Senate together
with the representatives of the Armenian community in the event
dedicated to the 21st anniversary of Nagorno Karabakh’s independence.

The ninth important event is the visit of Antuan Baghdikyan, chairman
of France’s Armenian former warriors and union of resistance movement,
to Armenia. Baghdikyan is carrying out intensive work for the memory
of WW II hero Misak Manushyan and 23 members of his squad.

The final, tenth significant event is the conduction of events
dedicated to the 500th anniversary of Armenian Typography in the USA,
France, India, Russia, Ukraine, Italy, Germany, Argentina, Uruguay,
Brazil, Cyprus and Australia.

ARMENIA ATTACHES GREAT IMPORTANCE TO RUSSIA IN ENSURING ITS SECURITY

“This year Russia and Armenia mark the 15th anniversary of the
agreement on friendship and cooperation, and in general, there is a
rich contractual basis between the two countries,” political scientist
Alexander Markarov said at the meeting with reporters today, when
summing up the 2012 results of Armenian-Russian relations.

In his words, 3-4 meetings at a presidential level as well as
highest-level mutual visits took place this year.

“The meetings of Security Secretaries have taken place and confirmed
that in terms of ensuring its security, including the security of the
borders, Armenia attaches great importance to the development of its
relations with Russia,” Markarov said.

According to the political scientist, it has become evident over
time that Armenian-Russian relations are an important element in the
foreign policies of both Armenia and Russia.

“Cooperation between Yerevan and Moscow is developing within the
framework of CIS and CSTO, with Armenia being a reliable partner in
these organizations,” Markarov stated.

According to him, Armenia implements its foreign policy, cooperating
with European structures and CIS countries, based on its national
and state interests.

Armenia Exports Exotic Birds

ARMENIA EXPORTS EXOTIC BIRDS

YEREVAN, DECEMBER 25, ARMENPRESS. The highest price of the parrots
exported from Armenia is USD 3000, including “Kakadu” and “Ara”
parrots. In a conversation with “Armenpress” the Chairman of “Armenian
Association of Birds Breeders and Owners” public organization Bagrat
Harutyunyan stated that about 50 individuals have a serious collection
of exotic birds only in Yerevan. For the majority of them selling
is not a kind of business, but a financial source for maintaining
the collection.

Among other things Bagrat Hautyunyan noted that there are certain
difficulties regarding legal import of the exotic birds, as a number
of procedures have not been clarified yet. No quarantine conditions
have been developed and because of this fact illegal import grows.

Besides this in accordance with the Convention on International Trade
in Endangered Species of Wild Fauna and Flora (CITES) regarding
the export of exotic birds a document about the bird’s origin is
necessary. The expert stated: “The majority of birds in Armenia have
“illegal” origin or are left from the Soviet period and they lack
all necessary documents, which is an obstacle for the development of
aviculture in the Republic of Armenia.”
