« Notre jeunesse est mieux préparée que la génération précédente à
faire face à l’ennemi » dit Seyran Ohanian

Le climat de tension et de haine anti-arménienne entretenue par
l’Azerbaïdjan se retourne contre elle. C’est en conclusion réalisée
par Seyran Ohanian le ministre arménien de la Défense hier 26 janvier
à l’issue de sa visite de l’Institut militaire des forces arméniennes.
« Dans notre pays l’idée d’unité nationale, de la liberté d’expression
ont avancé des dernières années » dit Seyran Ohanian qui salua le
travail accompli pour renforcer les bases de l’armée arménienne. « Si
l’occasion devait se présenter pour défendre de nouveau notre pays des
attaques étrangères, notre jeunesse pourra y faire face avec plus de
potentiel car elle est préparée et d’une meilleure éducation que la
génération passée » dit Seyran Ohanian.

Saakachvili condamne la libération de Vahagn Chakhalyan

La libération de Vahagn Chakhalyan, géorgien d’origine arménienne qui
a été condamné pour possession d’armes, hooliganisme et actes contre
l’ordre public, a été condamné par le président Saakachvili qui a
décrit Chakhalyan comme « un ennemi de l’ Etat géorgien ».

Saakachvili a déclaré que le Premier ministre Bidzina Ivanishvili a
libéré Chakhalyan afin de faire plaisir à la Russie.

Chakhalyan a été libéré le 24 Janvier à la suite d’une large amnistie
votée par le Parlement géorgien après avoir purgé quatre ans et demi
de prison.

2910 détenus ont été libérés depuis le 24 janvier.

Dans un discours télévisé le 25 janvier le président Saakachvili a
déclaré que la libération de Chakhalyan est lourde de conséquences
très négatives pour l’Etat géorgien.

`Il s’est avéré que cette personne a été libérée à la demande du
Catholicos arménien Karékine II au Premier Ministre géorgien` a
déclaré M. Saakachvili.

« J’ai entendu des explications du Premier Ministre géorgien sur cette
question et je les jugent tout à fait insatisfaisants. Le premier
ministre géorgien ne peut pas fuir la responsabilité de sa décision
unilatérale et c’est une très lourde responsabilité devant la sécurité
nationale de la Géorgie ` a déclaré M. Saakachvili.

Il a dit que, en autorisant sa libération M.Ivanishvili « a commis une
faute grave.`

`Chakhalyan – Je ne veux pas insister sur ses origines ethniques, car
cela n’a pas d’importance, nous avons beaucoup d’Arméniens qui ont
pris la défense de l’indépendance de la Géorgie, les armes à la main
… – est un représentant …des services spéciaux russes en Géorgie.
Il a travaillé pour le GRU [service de renseignement militaire russe]
depuis des années », a déclaré M. Saakachvili.

Il a dit que Chakhalyan, qui « exige la séparation de l’Etat géorgien
», était « un criminel de la même échelle que Vladislav Ardzinba`, le
défunt dirigeant abkhaze, qui a dirigé la séparation de la région
séparatiste de la Géorgie au début des années 1990.

« Un fait très grave a eu lieu et je veux répondre à nos compatriotes
en Djavakhétie. Nous devons rester calme et ne pas céder aux
provocations. Je sais pourquoi la Russie voulait la libération de
Chakhalyan ; ils la veulent parce que, comme vous le savez une
nouvelle voie ferrée est construite en Djavakhétie [référence au
projet Bakou-Akhalkalaki-Kars], qui reliera la Géorgie avec l’Europe.
La Russie a fermé notre [route] vers l’Europe via l’Abkhazie [allusion
à la liaison entre la Géorgie et la Russie via l’Abkhazie séparatiste]
et la Russie a voulu le conflit abkhaze pour cette raison aussi …
Maintenant, nous construisons nouveau chemin de fer qui sera inauguré
cette année et qui nous reliera à l’Europe et s’il y a des troubles en
Djavakhétie, bien sûr que ce sera un problème pour ce chemin de fer
aussi … J’espère et je suis sûr qu’ils ne seront pas en mesure de le
faire, parce que la société locale en Djavakhétie ne laissera pas
faire et que nos compatriotes, y compris les Arméniens de souche ont
très bien vu l’avantage de vivre en Géorgie` a déclaré M. Saakachvili.

« Je suis sûr qu’ils [les habitants de Djavakhétie] ne céderont pas à
des provocations [] contre notre Etat par des agents russes, même si
ceux-ci [les agents] agissent de concert avec le groupe qui est entré
dans le gouvernement géorgien temporairement` a conclut M.Saakachvili.

La Poste arménienne a procédé le 27 décembre à l’émission d’un timbre
de la série « Europa » dédiée au tourisme. Le timbre d’une valeur de
350 drams et émis en 50 000 exemplaires présente le monastère de Datév
datant du 8e siècle avec le nouveau téléphérique construit il y a deux
ans pour faciliter aux touristes l’accès du site historique.

Une ONG dénonce une vague d’agressions visant des Arméniennes à Istanbul

Une association turque de défense des droits humains a dénoncé
vendredi dans un rapport une récente vague d’agressions racistes
visant des femmes gées d’origine arménienne dans un quartier à forte
population arménienne d’Istanbul.

L’Association des droits de l’Homme (IHD) a répertorié ces deux
derniers mois cinq cas de violences ou tentatives de violences sur des
Arméniennes dans le quartier historique de Samatya, sur la rive
européenne de la métropole turque, dont un s’est conclu par la mort de
la victime.

Le 28 novembre, Turfanda Asik, 87 ans, a été attaquée à son domicile
et battue par un individu non identifié qui l’a laissée pour morte,
rapporte IHD, qui précise qu’aucun bien n’a été dérobé. La vieille
femme souffre de fractures au visage et a perdu l’usage d’un oeil.

Un mois plus tard, Marissa Küçük, 84 ans, a été retrouvée morte dans
sa maison. Elle avait été déshabillée, battue et blessée à plusieurs
reprises avec un objet coupant par son agresseur, qui là encore
n’avait rien volé, indique l’association.

Le 22 janvier, Sultan Aykar, 80 ans, a été attaquée alors qu’elle
rentrait chez elle par un individu portant une cagoule qui l’a frappée
au visage.

L’assaillant aurait toutefois ôté sa cagoule au moment de prendre la
fuite et des témoins décrivent un homme gé de 30 à 35 ans, dont la
police a ensuite dressé un portrait-robot, selon IHD.

L’association évoque deux autres cas, sans citer l’identité des
victimes, une tentative supposée d’enlèvement le 6 janvier et une
agression le 23 janvier, à l’heure même où des représentants d’IHD
avaient un entretien avec les responsables du commissariat du
quartier.

`Le caractère systématique de ces attaques, les similarités du modus
operandi et le fait qu’au moment même de notre visite au commissariat
une autre femme arménienne a été agressée, ne laissent pas place au
doute sur le fait qu’il s’agisse d’une campagne raciste`, commente
IHD.

La communauté arménienne de Turquie compte entre 60.000 et 80.000
membres, vivant pour la plupart à Istanbul, qui déplorent d’être
souvent considérés comme des citoyens de seconde zone.

Les Arméniens de l’empire ottoman, dont la Turquie est l’héritière,
ont été les victimes entre 1915 et 1917 de massacres constituant,
selon de nombreux pays, un génocide. La Turquie récuse ce terme.

YEREVAN. – The video clip of renowned Armenian singer Anna
Khachatryan’s song `Kilikia’ – which is Armenian for Cilicia – is now
posted on YouTube.

The television debut of the video will be on January 28. Its director,
Khachik Yegoyan, described it as a `documentary.’

`The song `Kilikia’ has a special value for me because I received the
first award of my life for it, [and] since many have performed this
song. We made it a documentary. I am not [appearing] in the clip at
all; solely my voice is heard.

The video was shot in Cilicia; in our ancestral land. We shot [into
video] everything Armenian that we found; the fortress, the Armenian
inscriptions on the walls. I hope the audience will like it,’ Anna
Khachatryan told Armenian News-NEWS.am STYLE.

YEREVAN. – Prosperous Armenia Party Chairman, and National Assembly
(NA) Prosperous Armenia Faction leader, Gagik Tsarukyan is the most
absent member of the Fifth Convocation NA.

During the NA’s first sitting, Tsarukyan was absent from all 86
voting, Parliamentmonitoring.am reports. Second in the list is
opposition bloc Armenian National Congress NA Faction member, People’s
Party of Armenia Chairman, Stepan Demirchyan, with 79 absences. To
note, Demirchyan has health issues and he underwent several surgeries.
Third is Prosperous Armenia Faction member Karo Karapetyan, with 66
absences.

The NA Prosperous Armenia Faction is the `absolute leader,’ with seven
representatives, in the top-ten most absent members of parliament.

Yesterday, there were rumors that one of Armenia’s oligarchs, not
content with the income from his business, decided to make a fortune
with the help of the fourth estate and filed a lawsuit against the
newspaper “Zhoghovurd”, demanding to pay 3 million drams. It is known
that the newspaper first was preparing to sue that person for the
insult to his journalist (oligarch called her a prostitute), but,
apparently, Khachatryan decided to get ahead the newspaper,
understanding that so he could get rich even more.

The oligarch substantiates his claim that they flaw his good name, a
newspaper once wrote that “Yerevan Poultry» and “Araks Poultry”
provided to stores late eggs, which greatly offended the owner
Khachatryan and forced him to go to court in order to prove that
produced and imported by them eggs had never been old, on the
contrary, they were always fresh.

Recently the trial started, so Khachatryan has yet to provide evidence
that they have provided fresh eggs, and the court, in its turn, will
explore the evidence qualitative features presented by the newspaper
and then, unless it is proved that the eggs, supplied by Khachatryan
were fresh, which probably the journalistic community will consider as
“in the name of eggs”, and the newspaper “Zhoghovurd” will pay the
required 3 million drams.

We hope that in this case Khachatryan will keep his word and send the
3 million AMD to ensure that eggs, delivered to the stores have
always been fresh, considering that last year at the market of eggs
created a shameful situation where several economic entities crowded
stores with expired eggs.

If Khachatryan dis not pass his Rubicon, did not leave a trolley
driving and did not go to Russia, he could not even dream of. In the
90th Khachatryan drove trolley (actually, thanks to him, Armenian
oligarchy, in addition to “Kamaz” and “Kraz” also enriched with
“trolley” driver), however, being aware that driving a trolley one can
not go and oblige media pay 3 million drams, he decided to go to
Russia to work. On his return to Armenia Khachatryan, step by step
started to base his companies.

If the court rules verdict in favor of Khachatryan, and the paper will
have to pay 3 million drams, in all probability, the existence of
“Zhohovurd” will be jeopardized. Thus, Khachik Khachatryan will be the
only trolleybus driver, who has managed to close the paper, which in
its turn is characterized by the European institutions as the
achievement of Armenia in the direction of democracy, since only in a
democracy trolleybus driver can have so many rights and close the
newspaper.

In his first official statement after being released from Georgian
prison, Javakhk activist Vahagn Chakhalyan said that the only reason
he wound up in jail in the first place was that he demanded that
Georgian authorities respect the rights of Javakhk residents and that
he criticized the persecution of Javakhk Armenians by the Saakashvili
regime.

Chakhalyan said he only employed legal means to fight against these measures.

In addition, the activist lamented the fact that the Georgian Dream
party had buckled under the torrent of slander directed against him by
the former servants of the Saakashvili regime and had removed his name
from the final list of political prisoners in Georgia.

Chakhalyan stressed that he had been a victim of political persecution
and pointed to the clamour raised by members of Saakashvili party
members during discussions, both within and without parliament,
regarding his name.

The Javakhk activist argued that all attempts to integrate the
Armenian populace of Javakhk into the socio-political life of Georgia
would be fruitless if Javakhk Armenians didn’t feel they were being
treated as fully fledged and equal citizens of Georgia.

`In this context, there cannot be two types of justice, one for ethnic
Georgian activists taken hostage by the Saakashvili regime and another
for a Javakhk Armenian activist. It is unacceptable to recognize the
first as a political prisoner and to refuse giving that status to the
latter.’

PanARMENIAN.Net – Another Armenian woman wasattacked in Istanbul. The
family of the victims decided against calling police, in view of the
woman’s light injuries, Turkish media say.

According to some sources, Sunday, Jan 27, Istanbul district of
Samatya will host a mass rally against increasing attacks on
Armenians.

Two elderly Armenian women were attacked in Samatya district of
Istanbul, Turkey, on Jan 22 and 23, less than a month after an
84-year-old Armenian woman was brutally murdered in Istanbul, raising
the number of violent attacks against elderly Armenian women to at
least four in recent months, Asbarez reported.

The Jan 22 attack happened around 5 pm when the victim, 83-year-old
Sultan Aykar was about to enter her ground-floor apartment. She then
saw an intruder, frightened, she fell. The attacker proceeded to kick
her. Hearing her screams, neighbors came down, scaring off the masked
man, according to Bianet news agency.

The neighbors described the attacker as a male between the ages of 35
and 40, with gray hair, and dressed in black. During the attack, Aykar
suffered damage to her eye. She has now lost sight in that eye,
despite surgery on Jan 23. The victim’s daughter, Menzar Etik, said
her mother did not have any enemies, as she was a quiet woman. Etik
did not believe the attacker’s intention was robbery, as the attacker
did not attempt to steal her purse, and there was nothing more than a
broken TV in her apartment.

On Jan 23, another attack was reported on yet another elderly Armenian
woman. This time the attack happened on the street, near the Samatya
High School, sources said. The two assailants ran away. The victim’s
was covered with blood. Shortly thereafter, she disappeared. Community
members and plainclothes policemen have been unable to find or
identify the woman.

The Samatya area is home to many Armenians. The community is weary of
these attacks, and there are calls for caution have been made.

In recent years, there have been several attacks against Armenians in
Turkey. In early December another Armenian woman was attacked and
robbed; while months earlier an Armenian woman was attacked by a taxi
driver and called an infidel.

On Jan 6, three assailants tried to kidnap an elderly Armenian woman,
according to Turkish sources. The attempt failed.

According to human rights activists, the common thread that runs
through all of these crimes is not just their being motivated by hate
or being committed in an environment that breeds intolerance against
Armenians, but also the efforts of the authorities to play them down
and cover them up.

Do you think certain changes will emerge in the Karabakh peace process
after the presidential elections in Armenia and Azerbaijan regardless
of the fact that the incumbent presidents will obviously gain the
victories?

You know, I am quite skeptical about such expectations, especially as
favorites in both races are the incumbent presidents, as you have
mentioned. The elections will hardly bring any changes to the
countries’ policies. So, one can hardly expect any breakthrough ideas
on the Nagorno-Karabakh problem from either Yerevan or Baku.

Most of the Armenian analysts are sure of the incumbent President
Serzh Sargsyan’s victory at the Feb 18 presidential election. What
views does Moscow have about this election?

The incumbent president is really the favorite in the race, especially
now that his strongest rivals, Levon Ter-Petrosyan and Gagik
Tsarukyan, have refused to run for presidency. Only two candidates can
rival with Sargsyan, the leader of Heritage Party Raffi Hovannisian
and the leader of Liberty Party Hrant Bagratyan, while all the others
will poll no more than 1% of the votes. Their motto is `it’s not the
winning, it’s the taking part that counts’.

Some analysts believe that the ruling Republican Party of Armenia is
an advocate of European integration. What do you think of Armenia’s
prospects of participation in European integration projects and
Moscow’s projects on integration in the post-Soviet territory?

It is only one of the expert opinions I know. Others say that the
Armenian authorities are conducting a multi-vector foreign policy
aimed at developing relations with both the European Union and Russia.
Armenia is talking about Europe but is a member of the Collective
Security Treaty Organization and a strategic partner of Russia. Russia
is crucial for Armenia’s security and social-economic development –
something the country should remember when building its other
relations. In this light, I believe that Armenia’s foreign policy will
hardly change it in the near future, especially now that Europe is
experiencing serious social-economic problems. There is also Turkey,
a factor that must not be underestimated.

Is Armenia’s Association Agreement with the European Union contrary to
the country’s possible membership to the Customs and Eurasian unions?

It is hard to compare things that are just being prepared or
discussed. Preparations may sometimes last a way too long, while
discussions may bring to quite unexpected conclusions. Sometimes we
can even see a document first signed and then not ratified – something
we witnessed quite recently. So, you better wait for something to
happen and only then start comparing. I cannot say anything specific
about the Eurasian Union, but I doubt that Armenia will revise any of
its agreements with Russia. Armenia is not interested in changing the
existing format. The Association Agreement will benefit Armenia,
especially as it is not contrary to the country’s agreements with
Russia. Russia is still the key source of cash and the key investor
for Armenia, and there is nothing saying that these things may change.
Today Europe cannot afford privileges, so, we can hardly expect it to
consider any investments in your economy for the time being.

The Armenian and Azeri foreign minister will meet in Paris on Jan 28.
The OSCE Minsk Group co-chairs are supposed to offer new ideas to
Nalbandian and Mammadyarov. What do you think the matter may concern?

One can hardly expect any changes from the forthcoming meeting of the
Armenian and Azeri foreign ministers in Paris for as long as there is
zero confidence between the parties to the Nagorno-Karabakh conflict.
So, we better not make guesses and just wait for the things to happen.
There have been so many frustrated hopes and negative emotions so far
that we can hardly expect any positive things to happen soon.

It is obvious that the EU, the USA and Russia may jointly influence
not only the Karabakh conflict but also other developments in the
Caucasus. Do you agree with this?

If the world’s great powers consolidate their positions on the
Nagorno-Karabakh problem, they may achieve a result, but there are
serious contradictions that are preventing them from acting as a team
in conflicting zones. The existing negotiating formats, particularly,
the OSCE Minsk Group, must be enlarged. You must resume meetings on a
top level and you can do it not only in Paris or Moscow but in many
other political centers of the world. The Russian-French-American
mediation must be regular. Only then will it be able to have an
influence – or, if you will, put pressure – on the parties to the
Nagorno-Karabakh conflict. The conflicting parties must stop blaming
the mediators and must start showing initiative.

Do you think the final agreement on Karabakh peace process may be
signed without taking into account the opinions of Iran and Turkey?
What is their role in maintaining the status quo?

As regards the positions of Iran and Turkey, they are big regional
players and do have an influence on the Caucasus in general and on the
conflict zone in particular. I think today neither Turkey nor Iran
want the conflict to be resumed, so, they will seek to maintain the
status quo.
