People visiting the Yerablur Military Pantheon today experienced
mixed feelings; they were proud and depressed at a time.

Anahit Sargsyan was celebrating the 21st anniversary of the Armenian
Armed Forces at the grave of her 20-year-old son Serob Haneyan. The
mother learnt about her son’s intention to go to Artsakh on the phone.

“Mom, I have a surprise for you: your son is a soldier! The phone
fell out of my hand,” recalls the desperate mother.

Together with his two friends, Serob fought for the liberation of
the Lachin Corridor, a mountain pass connecting Armenia with the
Nagorno-Karabakh Republic.

Mrs Anahit later learnt that the three did not obey the command and
did not ‘retreat.’ They fought to the bitter end and eventually opened
the humanitarian corridor.

“When they sat down to celebrate the victory they were killed in a
hail of bullets. My son died on the spot,” tells the mother.

20-year-old Edward Martirosyan went to Martakert without his parents’
knowledge.

“My dear ones, you do not know what’s going on there! This is our land,
I have to go … And he left without telling us,” says Edward’s father
Rafik Martirosyan, who came to his son’s grave with his grandchildren.

One of the children bears the name of his fallen uncle.

On the occasion of Army day, a Holy Liturgy was celebrated in
the Mother See of Holy Etchmiadzin on January 27. The service was
conducted by the the Primate of Chaplains of Armenia’s Armed Forces
Bishop Vrtanes Abrahamian and presided over by His Holiness, Patriarch
of All Armenians Garegin II.

Diocesan heads of the Armenian Apostolic Church, priests of the Mother
See, Armenian Minister of Defense Seyran Ohanian, and high-ranking
military officials were present.

An official reception was then held at the Hall of the Gevorgian
Theological Seminary, during which Catholicos of All Armenians Garegin
II congratulated those present on the occasion of the 21st anniversary
of the Armenian army and gave his blessing to them.

Then, in recognition of their services to Homeland and the faithful,
His Holiness handed “Surb Nerses Shorhali” Orders of the Armenian
Apostolic Church to Major General Vardan Avetisian, Lieutenant General
Martin Karapetian, Lieutenant General Stepan Galstian, Major General
Aleksan Aleksanian, and Lieutenant General Muraz Sargsyan.

By order of Defense Minister Seyran Ohanian, about 20 clergymen,
who participated in the Artsakh war and made their contribution
to spiritual care of the army, were awarded medals such as Marshal
Baghramian Medal, Andranik Ozanian Medal, etc, on the occasion of the
21st anniversary of the Armenian army, the information system of the
Mother See reported.

Azerbaijan leaves Turkey behind for the level of Air Defense System

Baku. Rashad Suleymanov -APA. The modernization of the Air Defense
System is one of the spheres that the Azerbaijani government has
attached great importance to within the framework of the Armed Forces
development program since 2005.

According to APA’s study several important programs have been
implemented in the past seven years for the modernization of
Azerbaijan’s air defense system. Modern technical equipment and
systems have been purchased.

It should be mentioned that during the Soviet times Azerbaijan’s air
defense system was the major part of the South Caucasus air defense
system. The most modern air defense systems of the USSR were deployed
in the republic, those systems protected the southern borders of
the former union from the direction of Iran and Turkey. The system
included modern antiaircraft missile complexes of the time, fighter
jets and since 1986 Gabala radar station.

Air Defense Troops were established under Azerbaijani Armed Forces
after the country gained independence. The abovementioned troops were
united under the same command as Military Air Forces.

Azerbaijan’s Air Defense System did not actively participate in the
1st Karabakh war. It is attributed to the limited use of military
aviation by Armenia during the 1st Karabakh war. Antiaircraft weapons
and portable antiaircraft missile complexes were majorly used in
Karabakh war.

Purchases

 

APA reports that alongside the modernization programs, Azerbaijan
purchased new antiaircraft missile complexes from foreign countries.

In 2010 Azerbaijan purchased from Russia 2 divisions of S-300 complexes
and 112 48N6U2/SA-10E missiles. The contract signed with Russia is
reportedly worth more than $300 mln. They say one more S-300 division
will be bought. S-300 missile complex was first demonstrated in the
military parade in Baku in 2011. Referring to the pictures taken by
the Google Earth, these complexes are protecting the airspace of the
capital Baku.

“Barak-8” antiaircraft missile complexes (1 division – 6 throwing
devices and 75 missiles), EL/M 2080 Green Pine missile defense radars
were purchased within the framework of $1.6 bn-contract signed with
Israel in 2011. “Barak-8” missiles purchased from Israel are mainly
designed to be deployed on ships.

 

 

Azerbaijan is the first country in the CIS to purchase EL/M-2080
Green Pine. Green Pine reportedly operates in search, detection,
tracking, and missile guidance modes simultaneously, capable of
detecting targets at ranges of up to about 500 km, and is able to
track more than 30 targets at speeds over 3,000 m/s.

During the reporting period Azerbaijan purchased a number of air
defense systems from Ukraine. According to official information,
Ukraine has recently sold several “Kolchuga-M” electronic
reconnaissance stations to Azerbaijan.

Director of “Tetraedr” company of Belarus told APA in February,
2011, that Azerbaijan intended to purchase T-38 “Stilet” antiaircraft
missile complexes. Moreover, various military websites report that
Azerbaijani Army is going to purchase “Pantsir” antiaircraft missile
complexes from Russia in the near future.

 

Current opportunities

 

According to APA, Azerbaijan, which reestablished its air defense
system over the past 7 years, purchased Modern radio-technical
surveillance systems, as well as antiaircraft missile complex from
Ukraine, Belarus and Israel. Several programs were carried out towards
modernization of the existing missile park.

 

In 2008-2011, two separate programs were carried out by the Belarusian
Tetraedr company on modernization of S-125M Pechora and 9K33M3
“Osa-AKM” systems included in inventory of air defense forces.

As a part of this program carried out with the participation of
local “Azairtecservise” company, 27 pieces of S-125M complexes
were improved to the level of S-125 – 2TM. Control system of the
complexes were electronized, life expectancy extended to 15 years. As
a result of the modernization, shooting distance of the missiles was
doubled (reached 35 km) and the height increased by 7 km (reached 25
km). Now these missiles are capable of striking the targets moving 900
meter/second. This number was 560 m/second before the modernization. At
the same time its accuracy of target destruction was increased.

 

Another antiaircraft missile complex improved to the level of 9K33-1T
“Osa-1T” after the modernization by Tetraedr company in 2008-2009
differs for a number of distinct advantages from 9K33M3 “Osa-AKM”.

Protection of the complex against interferences was improved, combat
control automated. New drive system that allows striking targets
moving 700 m/second on 7 km altitude and 12 km away was applied at
the modernized “Osa-1T” complex.

 

In addition, the complex included OES-1T electro-optical system,
infrared radar with a range of 8-12 microns, TV channel and laser
range-finder to determine target distance when radar system is
not working. The reliability of this complex was improved due to
modernization of 80 percent devices. During the tests, “Osa-1T”
proved its opportunities to destroy small-size targets, as well as
targets established on Stealth technologies.

In general, the air defense of Azerbaijan is ensured by EL/M-2080
Green Pine in a large distance (200-500 km), S-200 “Vega” (29-40 km
altitude, 250 km range, middle range S-300 PMU-2 Favorit (200 km
range). For comparison, according to these indicators, Azerbaijan
leaves Turkey behind for the level of Air Defense System.

 

Moreover, Azerbaijan’s Air Defense System has S-125-2TM Pechora,
9A33-1T “Osa”, Buk-M1-2, 9K35 “Strela-10” and 2K11 “Krug” systems
used against close targets.

 

According to military experts, at present, the Azerbaijani Air
Defense System is keeping under full control not only the airspace
of the occupied territories, but also the territory of Armenia from
north-west and Nakhchivan Autonomous Republic. The recently-purchased
radar facilities, especially TRML-4D radar delivered by the US enable
to fully control the airspace over the Caspian Sea.

The airspace of Nagorno Karabakh and the surrounding regions occupied
by the Armenian Armed Forces are controlled by the radar systems in
Beylagan, Fuzuli, Agjabadi, Goygol region, Nakhchivan and Kurdamir.

Each of the processes in this airspace and Armenia’s airspace is
recorded.

Azerbaijan’s missile systems near the frontline are regarded as
potential threats to the flights to Khojaly airport that Armenians
are going to open and enable to directly prevent flights to this area.

Currently, Armenia’s air defense system includes S-300PT, S-300PS,
S-300PT, “Krug”, S-125 “Neva”, “Osa” and “Strela-10” complexes,
this country has no long-range air defense systems like those in
Azerbaijan. Late in December Armenia’s Defense Ministry declared
program on modernization of air defense systems. S-300 systems will
be first modernized within this program.

YEREVAN. – There is a need to raise the moral and psychological spirit
of the people in Armenia. Presidential candidate, opposition Heritage
Party Chairman, former FM Raffi Hovannisian said this during a press
conference on Monday.

According to him, this could be achieved solely by way of returning
the power to the people.

“It is necessary to create conditions so that not only the
representatives of the [Armenian] diaspora, but also those that have
gone abroad for work may return to Armenia,” Hovannisian stated.

In response to the question as to whether his being elected president
in the forthcoming election would result in a sharp deterioration
of relations with Azerbaijan-in connection with his initiative for
Armenia to formally recognize the independence of Nagorno-Karabakh
Republic (NKR)-, Hovannisian said in foreign policy matters Armenia
should be guided by its own interests.

“Today, when Azerbaijan is exerting all efforts to put an end to
the Karabakh issue, Armenia’s recognition of NKR will not result
in military actions. Also, the time has come to put an end to the
unlawful Armenian-Turkish protocols,” Raffi Hovannisian concluded.

A basalt mine is being developed in the area of the built-down Youth
Chamber more known in public as “Kukuruznik” (maize). One of the
authors of the Youth Chamber’s project, honored architect of Armenia
Hrach Poghosyan told media, Monday.

“I cannot understand the indifference to this city and to its
architectural heritage. No one asks why a mine is being developed
in the area instead of construction,” he said. Poghosyan believes
that built-down of the Youth Chamber in 2006 was illegal, because it
was disassembled without the necessary project documents. The Youth
Chamber was put into service in 1979. It was a complex of a system
of terraces and a 14-floor high hotel with 500 rooms, a cinema hall
with 1200 seats, and a cafe on the upper floor with a rotary floor.

In 1981 the project received the prize of the Central Committee
of All-Union Leninist Young Communist League in the sphere of
architecture. In the years of Armenia’s independence the Chamber
was sold to a private Eduard Avetisyan. Later, it was recognized
‘accident-prone’ and built-down. A project by a Japanese architect
won contest announced for construction of a hotel in the area of
the Chamber in 2010. The project provided for construction of two
buildings at the height of 150m and 90m. Later, the Municipality
demanded reducing the height to 122m and 70m. Earlier, chief architect
of Yerevan Narek Sargsyan said that the changes to the project are
under discussion.

Sefilyan wrote a congratulatory post in his Facebook page on the
occasion of the Armenian Army Day as well as criticized the negative
phenomena existing there.

“I congratulate our people, the freedom fighters devoted to
our Homeland and soldiers on the occasion of 21st anniversary of
establishment of the Armenian Army. Unfortunately, after the Karabakh
war the political leadership being guided by personal and clan
interests turned the army, created at the cost of great sacrifices,
into a power support. The army’s leadership was handed to unthankful
and materialist people and the hard service came into share of children
of insecure cluster,” he wrote.

According to him, the moral-psychological decline in the army reminds
the eve of the collapse of Kars. Sefilyan says it is the result of
the hard life of officers, soldiers and families of freedom fighters
opposite to lickerish and crapulent lives of the generals.

“This all happens because we failed to create a state and national
army pursuing national goals,” he wrote.

The former freedom fighter claimed that at this complicated time the
officers should overcome their daily mentality and realizing their
strategic role actively participate in the process of building of
the national state of new quality.

One person was arrested last week in Kocaeli on charges of planning an
attack on the İzmit Protestant Church to assassinate its pastor
following a round of detentions in the town shortly after the Kocaeli
Police foiled the alleged plot, which has brought fears that an
illegal group behind many attacks on non-Muslims in 2006 and 2007 is
currently highly active.
The discovery is not only very important because it prevented a
potential attack, but also shows that groups looking to trigger a coup
d’état and who have planned and carried out attacks in the past
against non-Muslims as part of a larger plan against the Justice and
Development Party (AK Party) government are still operating.

Recent trials involving the Ergenekon gang — a clandestine group that
includes generals and officers of other ranks, both active and
retired, as well as many civilians, including journalists — and
several other coup plots have revealed that Ergenekon and related
groups worked hard in the 2000s to create chaos in the country for the
purpose of manufacturing panic about and distrust in the AK Party
government. Although hundreds of suspects have been arrested in many
trials, including the now concluded Sledgehammer trial, the plot
uncovered in Kocaeli might indicate that they have extensions.

Details linking the murderers of three Bible publishers in Malatya in
2007, in a case known as the Zirve trial, to Ergenekon have emerged.
Similar links also came up in the trial regarding the murder of
Turkish-Armenian journalist Hrant Dink, which also took place in 2007,
and in the murder case of Father Santoro, a Catholic priest killed in
Trabzon in 2006.

Orhan Kemal Cengiz, a journalist and contributor to Today’s Zaman, who
is also Christian and was in fact targeted by a similar group
according to documents found on the computer of a major general who
has been arrested in connection with the Zirve murder trial, said
there was no way of capturing the entire Ergenekon network without
focusing on the anti-Christian activities of the group. He said: `The
Ergenekon trial is all about anti-Christian movements. The prosecutors
are far too focused on the coup attempt; the anti-Christian activity
was not investigated thoroughly. There is a problem in their outlook
here.’ He said attacks, assassinations and other planned atrocities,
some of which have been carried out, against non-Muslims comprise the
`core’ of the Ergenekon trial. `These couldn’t be exposed, and as we
have seen recently in the investigation of the parliamentary Coup and
Memorandum Commission, the [Ergenekon-linked] Special Operations
Department [inside the military] has civilian extensions, and only if
we can find these can we see the entire criminal network clearly.’ He
said the İzmit assassination plan looked very professional and
sophisticated. He also said recent attacks targeting Armenian women,
the stoning of a Greek Orthodox Church and an unpublicized attack on
an Armenian intellectual — who would rather not have his name in
print — are all connected. `None of these are random acts and we may
see major atrocities like we saw in 2007,’ Cengiz warned.

But why are Ergenekon and its shadow groups going after non-Muslims,
and particularly Christians? `There are always many different layers
in relation to these kinds of attacks,’ Cengiz said. `Of course one of
these layers is the great Ergenekon plan to isolate Turkey from the
world,’ he also said, creating the image that `Islamic fundamentalist
come to power and massacre Christians,’ to send the message that the
religious-minded AK Party is responsible for attacks against
non-Muslims. `But the other thing not to be ignored is that there are
historical dimensions to this and Turkey has a history of massacring
Armenians, non-Muslims, etc. There are some elements in society more
than willing to participate in this kind of action, and without
understanding this tendency we cannot understand the whole picture. We
should look at all these different layers at once in order to get the
real picture of this crime.’

Erdal DoÄ?an, a lawyer who also represented the co-plaintiff side in
the Dink trial, agreed with Cengiz, saying as long as the AK Party
government only focuses on protecting itself (from overthrow attempts)
and is not concerned with protecting the people, such assassination
plans and actual attacks will always be a reality. He agreed that the
documents sent to the parliamentary commission investigating coups
should be the subject of a court trial by themselves. `As long as the
government doesn’t grant assurance and protection to prosecutors and
judges in this issue, as long as the national security policy document
of Turkey remains in force and as long as the National Security
Council [MGK] is allowed to exist in this system, such provocations,
assassination and murder plots will always be.’

Anti-missionary culture

Not everybody agrees that the recent threats directed at the İzmit
church necessarily mean that Ergenekon extensions are making a
comeback. Ziya Meral, a London-based Turkish analyst and academic told
Sunday’s Zaman in an e-mail interview: `It is not clear whether these
individuals are part of a larger network that carried out similar
attacks on non-Muslims in the 2003-2008 period. It might well be that
this is a local independent initiative.’ He said, however, that he did
not find the threats surprising, noting: `Last year, there were
various false reports in local media that the İzmit area was a target
for missionary activities and there were thousands of secret churches
in the city. Sadly, years of scapegoating non-Muslims in Turkey and
paranoia over activities of non-Muslims continue unchallenged by the
courts or the state. It was only a matter of time for various
ultranationalist groups to be incited to act on such dangerous media
reports and statements by public officials.’ He said the role of the
overall atmosphere could not possibly be ignored: `While attacks
against non-Muslims in Turkey stopped overnight in 2008 when
deep-state trials and arrests began, we are seeing a dangerous
comeback of attacks and sinister media reporting. This might well be
signs of a new play by groups seeking to create unrest, or it might
well be the automatic outcome of years of social manipulation through
psychological warfare. In other words, this attack might not be
directly led by the deep state, but it carries the marks of what they
started and sustained.’

But it is clear as day now that past atrocities against non-Muslims,
such as the Wealth Tax of the `30s, the deportation of Jews in Thrace
and the pogroms against Greek Orthodox residents of İstanbul in 1955,
the Dink murder, the murder of Father Santoro in Trabzon and the Zirve
murders are parts of a long-running campaign by shady groups, says
Cemal UÅ?ak, a journalist and writer who is the vice president of the
Journalists and Writers Foundation (GYV). He said he agreed that
recent, almost simultaneous, acts targeting non-Muslims do create the
impression that they are part of the same plan and a continuation of
it. `Certainly, the judiciary will have the last word on this, but the
developments don’t leave us much room to think of this in any other
way.’ He also noted that a culture of hate that allows viewing one’s
fellow citizens as if they are an enemy has been engrained in the
subconscious of some segments. `Heinous social engineering can make
murderers from this subculture. Ogün Samast [Dink’s shooter] is an
example. In the long term, what we should fight is this culture of
hate.’

Planned attack in İzmit

The İzmit Police Department’s counterterrorism unit was monitoring a
group in the ÇukurbaÄ? neighborhood of İzmit, following the emergence
of intelligence indicating that they were gathering information on the
İzmit Protestant Church and its İzmit representative, Emre Karaeli.
After a lengthy period of surveillance, police conducted an operation
to take the suspects into custody on Jan 15. Twelve suspects were
detained in the provinces of Kocaeli, Å?anlıurfa and Diyarbakır in
connection with the group. Six were released; six others were referred
to the İstanbul Prosecutor’s Office, while one was arrested by the
court and placed in prison.

Speaking about the discovery, Kocaeli Governor Ercan Topaca said the
governor’s office has been monitoring the church to ensure the safety
of the congregation. He said an attack was planned to take place
during a four-day church event between Jan. 17 and Jan. 21. He said
the fact that 12 people came together to gather intelligence, make
observations about the church and plan the attack is an organized
criminal activity.

`İzmit Protestant Church’s doors are open to everyone who wants to join’

İstanbul Protestant Church Foundation İzmit representative Emre
Karaali said his church’s door was open to everyone. `We don’t ID
people who come to the church or do any other kind of questioning.’ He
said the police work that led to the operation started about a year
ago, when he reported receiving threats. Karaali also said there had
previously never been threats directed at the church or any of its
officials. The church has been active in Kocaeli for 14 years.

He also said there were some he knew among the suspects, saying these
were individuals who attended church services and meetings from time
to time. `Some of them told us they were Christians. Two of these
suspects I know personally. They have played with my kids, spent time
with my family, we have broken bread together. What I find odd here is
this: Outside, many people might hold biases against us without
knowing anything about us at all. Two of the suspects were people we
knew, and never ever suspected.’ He also thanked the security forces
for their good work.

He said his church only sought to serve people trying to live
according to their beliefs. `They say everyone thinks of the other in
terms of who they are. We have never held any ill will towards anyone,
and we don’t think ill thoughts about people. We believe the sincerity
of those people who come here. What we are doing here in the end is
serving people in the best way we can to help their relationship with
God. In this respect, we don’t eye people suspiciously or with worry.
Our door is open to anyone who wants to sincerely live their faith, or
learn about our faith.’

The preliminary investigation initiated on theft committed by means of
computer by A. Bachtiaryan was completed in the Investigation Division
of Especially Important Cases of the General Investigation Department
of the Police adjunct to the Government of the Republic of Armenia.

The deputy head of the Department for Cases Investigated by National
Security Bodies and Cybercrimes of the RA Prosecutor General’s Office
who implemented procedural control over the criminal case confirmed
the bill of indictment.

The resident of village Shvanidzor, Syuniq region A. Bachtiaryan who
was sentenced to imprisonment for 3 years and 3 months according to
the Point 3 of the Part 2 of the Article 176 of the RA Criminal Code
got acquainted with the resident of town Sisian N.M. through the
phones used illegally by him while serving his term in penitentiary
“Kosh” of the RA Ministry of Justice.

By the preliminary investigation it was found out that A. Bachtiaryan
had entered the social site odnoklassniki.ru through mobile phones,
had created a personal page in the name of “Harut Araqelyan”
representing himself as a defendant of “Nyuvadi” section of
penitentiary “Goris”.

Then during the communication with N. M. via the site-page and phones
on March 26 and 27, 2012 through fraud, by abusing her trust he had
swindled 327.000 AMD from her by means of computer.

Particularly, A. Bachtiaryan representing himself as “Harut Araqelyan”
had created false intimate relations with N.M. and abusing her trust
had demanded from her 20 charge cards for mobile phone to give them to
the heads of penitentiary.

N. M. buying 20 charge cards each 1000 AMD had massaged their data via
her personal page in site “odnoklassniki.ru”.

It was also found out that in order to solve the problem of his early
release from prison by abusing N. M.’s trust, with condition of
returning the money A. Bachtiaryan, had demanded 1000 USD from her.
Only a part of it 170.000 AMD was given to A. Bachtiaryan.

Besides, A. Bachtiaryan had also demanded from N. M. to transfer
137.000 AMD to the phone numbers indicated by him.

After realizing his intention A. Bachtiaryan had removed N. M.’s data
from his personal page of the site and switched off the phones.

On the base of the obtained evidence A. Bachtiaryan was accused
according to the Part 1 of the Article 181of the Criminal Code of the
Republic of Armenia. Prosecutor General’s Office of RoA reports that
the criminal case with the bill of indictment was sent to the Court of
First Instance of Aragatsotn region.
