Une filière nucleaire francaise peut en cacher une autre. Alors qu’EDF
et Areva sont traditionnellement associes pour vendre et exploiter
des centrales a l’international, le second est aujourd’hui appuye par
GDF Suez en Turquie. Avec un vrai succès a la cle. Ankara s’apprete a
commander quatre reacteurs de moyenne puissance, dont les deux premiers
doivent etre mis en service en 2023-2024 dans la presqu’île de Sinop –
les deux suivants etant programmes pour 2027-2028.

Ce reacteur Atmea, d’une capacite de 1150 megawatts (MW), est developpe
conjointement par Areva et Mitsubishi depuis 2007. De son côte,
GDF Suez, deja operateur nucleaire en Belgique, travaille depuis
deux ans aux conditions financières, techniques et reglementaires
d’un tel chantier, avec l’objectif avoue de devenir l’exploitant des
futures centrales nucleaires turques. C’est d’ailleurs GDF Suez qui a
pousse au maximum le scenario Atmea, alors que les autorites turques
semblaient dans un premier temps avoir privilegie la technologie
americaine AP 1000 proposee par Westing­house.

De son côte, EDF s’etait egalement positionne avec l’EPR, mais sans
succès, victime en particulier des tensions politiques autour de la
reconnaissance du genocide armenien.

Ce contrat majeur – il depasserait 15 milliards d’euros – est
triplement important pour le nucleaire francais. Il redonne des
couleurs aux industriels et particulièrement a Areva. Depuis 2006 et
la vente de deux EPR a la Chine, le groupe francais n’avait vendu
aucun reacteur a l’etranger. Il sacre egalement la naissance d’un
nouveau reacteur a côte du fameux EPR, dont le coût et la puissance
(1650 MW) ne sont pas juges adaptes a tous les marches a l’export.

Enfin, il permet a la France de se doter de plusieurs formations et
pas seulement d’une equipe menee par EDF pour le nucleaire francais
a l’export, comme l’avait souhaite Nicolas Sarkozy lorsqu’il etait
president de la Republique.

In der armenischen Hauptstadt Eriwan haben sich am Mittwoch mehrere
tausend Menschen an einer Großkundgebung zum 98. Jahrestag der Massaker
an den Armeniern im Osmanischen Reich beteiligt. Die Teilnehmer begaben
sich am Morgen zu der Gedenkstatte auf einem Hugel in Eriwan, die an
den Genozid von 1915 erinnert. Zwei Jahre vor dem 100. Jahrestag gab
es Anzeichen fur eine weitere Offnung der Turkei fur die Anerkennung
der damaligen Verbrechen. Auch in einigen turkischen Stadten fanden
offentliche Gedenkzuge statt.

Die Massaker an den Armeniern in der Zeit des Osmanischen Reiches, des
Vorgangers der modernen Turkei, gehoren zu den pragenden Ereignissen
der armenischen Geschichte. Auf dem Hugel in Eriwan erinnern eine
“Ewige Flamme” und ein imposantes Mahnmal an die damaligen Ereignisse.

Die armenischen Behorden sprechen seit langem von einem “Volkermord”
und geben die Zahl der Getoteten mit mehr als 1,5 Millionen an.

Dagegen werden in der Turkei nur 300.000 bis 500.000 Tote anerkannt.

Zudem macht die Regierung in Ankara geltend, die Armenier hatten im
Ersten Weltkrieg mit den verfeindeten Russen zusammengearbeitet und
ihrerseits Turken massakriert.

“Wir verneigen uns heute im Gedenken an die unschuldigen Opfer”,
sagte der armenische Prasident Sersch Sarkissjan. Die “Leugnung des
Volkermords” sei eine “Fortsetzung des Verbrechens”. Die Gedenkfeier
wurde von allen armenischen TV-Sendern ubertragen. In der Nacht zum
Mittwoch zogen tausende armenische Nationalisten mit Fackeln durch
die Stadt und verbrannten turkische Flaggen.

In der turkischen Metropole Istanbul versammelten sich im
Touristenviertel an der Hagia Sophia rund hundert Menschen zu einer
Gedenkveranstaltung an die Massaker an den Armeniern. “Vor zehn Jahren
ware eine solche Kundgebung in der Turkei unmoglich gewesen”, sagte
der Vorsitzende der Antirassistischen Bewegung EGAM, Benjamin Abtan.

Die Teilnehmer legten einen Kranz am Grab des Unterprafekten Faik
Ali Ozansoy nieder, der sich im Osmanischen Reich der Verfolgung der
Armenier entgegengestellt hatte.

Ähnliche kleinere Kundgebungen gab es in mehreren turkischen Stadten,
darunter Mersin, Adana, Izmir, Malatya und Tunceli.

In massacres and upheavals, the asymmetry between the perpetrator and
the victim naturally speaks to our sense of justice and we expect
that the perpetrator would express his regret and finally redress
the damage caused. However, these “solution” processes politicize
both parties and, most of the time, make them actors. In other words,
followers on both sides emerge and confront each other.

In this case, we have to speak of the differing politics of the two
sides, which are operating in symmetry to each other. The reality that
the new balance implies is simple: In this new setting, regardless
of the level of victimization, there is no point of reconciliation
and peace independent of the attitude of the victim.

The meaning of this generalization within the context of the Armenian
issue is the fact that if Turkey decides to confront its past, this
would not be independent of the politics of the Armenians. From this
perspective, the Armenian diaspora holds special importance because
the pain, rage and persecution associated with their alienation and
expulsion from their homeland can trigger an extreme level of enmity
in diaspora members towards Turkey.

On the other hand, the genocide discourse has generated a sphere of
power and authority because it plays a significant role and function
for the diaspora to secure its internal integration and identity;
and the community leadership carries on this discourse. In this way,
the Armenian diaspora, which is actually a fairly pluralistic entity,
is integrated with a distinctively strong discourse and represented
by this discourse. It is not surprising to see that this is sustained
within the diaspora because of the ability to create an elite class.

However, the Turkish state is actually pleased with this state
of affairs because, thanks to the opposition this strong discourse
generates, it is not hard to ensure Turkish society is unaware of the
facts and use it as part of an ideological defense. In this way, 1915
has been transformed from an issue of the past and of the violation
of rights into a struggle by which one party has been trying to make
the other submit to its terms and conditions. In this process of
escalating tension, the Armenian side has been focused on the defeat
of the perpetrator even though this means that it has been unable to
experience a decent grieving process.

Humiliating the perpetrator morally and defeating it politically
becomes one of the ways to express and convey the pain and grievance.

This becomes so obvious that it is assumed that those who hold the
strongest and bitterest discourse feel the pain most extensively; and
an environment where only those who struggle against the perpetrator
acquire what is viewed as the proper political identity.

This development harms Armenians by manipulating their emotions and
plays on the idea of victimhood and subjects them to the psychology of
victimization for the sake of the consolidation of social solidarity;
the expression of political pressure has taken the present and
the future of the Armenians hostage. The Armenians live the present
individually; however, as a community, they have to leave their common
culture hostage to the past.

To this end, the greatest mistake is the transformation of the 1915
tragedy from a process of remembrance and grievance into a performance
or presentation. However, two additional mistakes have been committed.

First, the Turkish state was tied to the 1915 tragedy and a policy
that resisted the influence of other states was pursued as a rule.

This attitude makes the past of the Armenians a foreign policy tool
for today’s states and politicians.

More importantly, this focuses on the cold face of the perpetrator by
ignoring what has been lost as a community and society as if Turkey’s
recognition of genocide will bring what has been lost back. However,
the case is just the opposite. If it happens, the nakedness and
severity of what was lost will appear before the Armenians, along
with the alienation generated by politicization.

Secondly, a stereotype of a “Turk” has been created; this has led to
the ignoring of change and plurality in Turkey out of a fear of losing
a fixed enemy. This approach has been the root cause of the fact that
the Armenian community in the diaspora has remained distant to its
homeland and common culture. The fear of the humanization of the “Turk”
minimized the likelihood for Armenians to have and see a human being in
front of them. In this way, all connections and links that would enable
Armenians to experience and overcome the grief have been destroyed.

In the end, the history and pain of the Armenians were left to a state
which holds no moral considerations. To some point, all this should
be understood. Of course, it would not be fair to see the victim and
the perpetrator as equals. However, it is not possible to argue that
a victim held captive by the perpetrator is acting soundly.

ANKARA: Kars Warms To Hub Role As Railway Bypassing Armenia Nears En

It is still hard to compare it to examples in other developed Turkish
provinces but the centuries-old streets of Kars are now frequented
by young and ambitious entrepreneurs more than ever before, giving
early signals of an economic recovery which locals have long hoped for.

Underlying these growing hopes for an economic leap are some ongoing
infrastructure projects in this long-neglected corner of the country.

Standing out among other examples, such as Eastern Turkey’s largest
airport terminal, is a railway project.

The local government shares a similar optimism to this end. The
Baku-Tbilisi-Kars (BTK) railroad, which is currently under
construction, has started attracting investors from around the
region to Kars months ahead of its planned completion in December,
Kars Governor Eyup Tepe told Today’s Zaman in Kars on Wednesday.

The completion of the BTK project, popularly known as the Iron
Silk Road, is of crucial importance to Kars, once a critical trade
hub sitting at the crossroads of Caucasus trade. A relatively
underdeveloped province near the Armenian border, problems between
Ankara and Yerevan, along with the lack of new border gates to benefit
from trade with Georgia and Azerbaijan, have long undermined Kars’
potential to grow.

“We have faith that the BTK will see the region regain its historic
importance to eventually prosper. … We are establishing an Organized
Industrial Zone [OSB] on an area of nearly 1 million square meters
in Kars to serve as a logistics center for the BTK,” Tepe said. He
said the details of the project would be made public in July.

The governor added that an Azerbaijan-based company had earlier told
him that they planned to build their own logistics center in Kars
and had requested an area of around 130,000 square meters. “This will
possibly be allocated to them separate from the planned OSB. … We
are currently working on the details here,” Tepe said.

Ankara is now expected to finalize the procedures to publicize the
land for the new OSB in Kars. Part of the land is currently a pasture
in Kars, where animal husbandry is widespread. The BTK will connect
to both one of Turkey’s busiest ports, Ceyhan in Adana, as well as
the İstanbul Bosporus undersea tunnel project Marmaray, due to enter
into service this October, strengthening Kars’ aspiration to use its
geopolitical position to become a global commercial transportation
hub. The province already undertakes a similar role in energy:
The South Caucasus pipeline (Baku-Tbilisi-Erzurum) that supplies
Azerbaijani gas to Turkey travels via Kars.

Also commenting on the issue, Kars Mayor Nevzat BozkuÅ~_ told Today’s
Zaman that the planned OSB has attracted the interest of local firms
as well. Underlining that they are ready to provide the necessary
incentives for the firms that invest in the OSB, BozkuÅ~_ said they
expect the planned OSB to attract new investors both from abroad
and Turkey.

The owner of a large Turkish logistics firm, who was accompanying Tepe
and BozkuÅ~_ on Wednesday and spoke on the condition of anonymity,
said he was also interested in joining the OSB project. “We could
use Kars as a hub to transfer goods between Ceyhan and Central Asian
markets,” he said.

‘Russian-backed Abkhaz railway no alternative to BTK’

The BTK remains a critical project for the countries involved as
it will connect Europe to Central Asia while dissolving the Russian
railway monopoly in the Caucasus.

Three years after its kick-off, the project was about 60 percent
complete in 2011. It, however, fell behind schedule due to prolonged
procedures in the Public Procurement Authority (KİK).

The BTK’s trial runs are expected to start in the first half of next
year. The envisaged annual number of passengers to be carried by the
BTK railroad line is 1.5 million while the projected annual amount
of freight is 3 million tons.

Some have argued that the planned rehabilitation and expansion of
the Abkhaz railway, a Russian railway that connects it with Armenia,
threatens to undermine the strategic importance of the BTK. Tepe did
not join in commenting that the Abkhaz project would be either an
alternative or a rival to the BTK. “The BTK’s projections go well
beyond that of others in this region. … We are preparing for a
project that will serve a much wider region than this Russian-backed
project,” he said. Tepe also added that the BTK is approaching
completion at full speed while the Abkhaz plan will take time to
develop.

Observers earlier argued that the BTK appears to be the new playground
of a diplomatic battle between Russia and Turkey to gain geostrategic
advantage in the Caucasus. Armenia and Azerbaijan have already
chosen their own sides, leaving the new Georgian government largely
indecisive.

Georgia’s new government said in December that it had agreed to
finalize the construction of tunnels along the Kars-Akhalkalaki segment
of the BTK. A day later, citing economic concerns, Tbilisi said it
would review the BTK in December. The construction of the tunnels,
however, began last month.

Iran’s Prosecutor General Gholam-Hossein Mohseni-Eje’i says the
Islamic Republic and Armenia have agreed to work together closely in
the fight against narcotics.

“The Islamic Republic of Iran is ready to cooperate with Armenia in
fighting illicit drugs,” Mohseni-Eje’i told reporters on Wednesday.

He said a memorandum of understanding signed between the two countries
on Tuesday on legal and judicial issues would help develop closer
cooperation on combating narcotics.

The prosecutor general added that Iran has the capacities to curb
the smuggling of drugs from neighboring Afghanistan.

Armenia’s Prosecutor General Aghvan Hovsepyan, for his part,
said Yerevan has been engaged in a relentless campaign against
narco-trafficking over the past few years.

With a 900-kilometer common border with Afghanistan, Iran has been
used as the main conduit for smuggling Afghan drugs to narcotics
kingpins in Europe.

The Islamic Republic has spent more than USD 700 million to seal the
borders and prevent the transit of narcotics destined for European,
Arab and Central Asian countries.

The war on drug trade originating from Afghanistan has claimed the
lives of nearly 4,000 Iranian police officers over the past 34 years.

The Mystery Deepens

THE MYSTERY DEEPENS

While Armenians around the country were grieving the loss of four
victims and 200 wounded as a result of the Boston Marathon bombings –
a story which ended in the Armenian neck of the woods of Watertown,
Mass. – suddenly a bomb was also hurled in the news media calling
Armenians for cover.

While investigations were continuing relentlessly and the events
leading to the bombing were evolving, Armenians had to focus on the
unexpected turn of events, when the bombers’ uncle, Ruslan Tsarni,
interjected the name of a shadowy character called, “Misha,” who
had “taken the brain” of the bombers and supposedly “brainwashed
completely” the elder brother, Tamerlan. And this character is supposed
to be of “Armenian descent,” converted to Islam – a rare concoction
of a character, indeed.

As the authorities were after the criminal aspects of the case,
Armenians had to tend to their own wounds, right on the eve of the
April 24 commemoration of the Armenian Genocide.

The surviving younger bomber has confessed that the next target was
Times Square in New York City. No one has yet asked the question:
why was that particular target selected? Was there any connection
with the Armenian Genocide commemoration to take place at that very
same location a few days later?

As Armenians began to wonder and look into the implications of Uncle
Tsarni’s statement, the mystery turned even darker and more complex
looking like the characterization of Soviet Russia by Winston Churchill
who said, “I cannot forecast to you the action of Russia. It is a
riddle, wrapped in a mystery, inside an enigma; but perhaps there is
a key.”

When, finally that key was found, it turned out to be a big lie. And
as soon as that lie was discovered, the Soviet Empire collapsed.

Now the question is who will be able to find the key to this new
mystery. As the characters of this drama are revealed the mystery
gets even thicker. Only investigative journalists with connections
to the darker alleys of the intelligence community may be able to
get to the bottom of this “Armenian connection.”

Prominent lawyer, Mark Geragos, set the record straight with CNN’s
Anderson Cooper, who was harping continuously on the Armenian ancestry
of the character Misha who suddenly had become a major player. Had
he known the background of the characters, as we now know, he would
have certainly made more of an in-depth case on the issue.

Of course, on Tuesday, April 30, Tsarni contacted the Armenian
Mirror-Spectator to apologize to the Armenian community. (See story on
page 1.) What is the reason for the change of heart at this juncture?

As journalists investigate this event and its aftermath, they
publish more facts and information about the players in this game. Of
particular interest for us here, is the character of Ruslan Tsarni
who threw the “Armenian bomb” at the media. He does not seem to be a
simple by-stander. His involvement and activities are entwined with
oil politics and covert operations.

Ruslan Tsarni turns out to be an oil executive serving a company
active in the Caspian region. He served for two years (1999-2001)
as the head of the legal department of the oil company, Golden Eagle.

Earlier he was a Halliburton contractor and for two years he was a
consultant to USAID in Kazakhstan.

In light of the furtive lobbying campaign of the oil companies,
against the passage of the Armenian Genocide resolution in Congress,
Mr. Tsarni’s Armenian reference cannot be construed as coincidental.

It must be deliberate especially given his legal background.

Besides his business relations, his family ties are even muddier,
and he cannot extricate himself from the family web that drags him
further into the shady world of covert activities.

In a revelation published in Boiling Frogs by Sibel Edmonds (April 27,
2013), it turns out that Mr. Tsarni was married to the daughter of
Graham Fuller. Who is Graham Fuller? The publication writes, “A major
break in the Boston terror CIA connection took place last night when
I came across a post outing CIA operative Graham Fuller as the father
of a woman married to the Boston terror suspects’ infamous uncle,
Ruslan Tsarni. Further confirmation of this bombshell was received
via mainstream reporter, Laura Rozen.”

We further read in the Boiling Frogs expose: “On a more ominous note,
Graham Fuller was listed as one of the American Deep State rogues on
Sibel Edmonds’ State Secrets Privilege Gallery. Edmonds explained it
featured subjects of FBI investigations she became aware of during
her time as an FBI translator.

“Criminal activities were being protected by claims of State Secrets,
she asserted. After Attorney General John Ashcroft went all the way
to the Supreme Court to muzzle her under a little-used doctrine of
State Secrets, she put up 21 photos, with no names. One of them was
Graham Fuller.”

A more revealing testimony by Edmonds brings Mr. Fuller’s activities
and goals closer home to Caucasus and consequently to Armenia: “You
may remember one of these foreign policy makers from my State Secrets
Privilege Gallery and my under oath testimony in the Krikorian case.

Here is a quote from Graham A. Fuller, former Deputy Director of
the CIA’s National Council on Intelligence: ‘The policy of guiding
the evolution of Islam and of helping them against our adversaries
worked marvelously well in Afghanistan against the Red Army. The
same doctrines can still be used to destabilize what remains of
Russian power, and especially to counter the Chinese influence in
Central Asia.'”

Mr. Fuller’s activities do not necessarily reflect on Mr. Ruslan
Tsarni, but his place in the tangle of oil politics and covert
operations shed light on his statements and his intent to drag the
Armenian name into this mess.

Also special attention must be focused on Mr. Fuller’s “doctrinal”
ideas; while the West and specially the US are fighting radical Islam,
on the other hand, that same weapon is being used to “destabilize
what remains of Russian power.” That certainly implicates Armenia,
where one of the last power bases of Russia is located.

Therefore, it is no surprise that Russia recently expelled most of the
foreign NGOs operating in its territory. But they are still active in
Armenia. And in conjunction with the infiltration of religious sects
they are intent on undermining the foundations of the country. None
of the foreign organizations may entertain altogether altruistic goals.

They are all self-serving at Armenia’s expense.

Returning to Misha, he seems to be the remotest person to be connected
with anything Armenian. But Uncle Ruslan implicates him as the main
culprit in misguiding his “innocent” nephews. Misha also seems to be
a shady character. Interviewed in his Rhode Island home by New York
Review of Books, Misha turns out to be Mikhail Allakhverdov, a person
of mixed Armenian and Ukrainian parentage. Certainly he has inherited
his red beard from his Ukrainian ancestry. Then why is his Armenian
parentage thrust into the news media and not the Ukrainian? What
is inconceivable with Misha is that his family was persecuted as
Christians in Muslim Azerbaijan and he seems to be among the 400,000
Armenians who were either murdered or deported from Baku and Sumgait.

And then, one needs a psychologist’s genius to understand that
after arriving in a free country, he decided to convert to the
Islamic religion of his persecutors. And as if that was not enough,
he acquired the power to radicalize actual, practicing Muslims.

All these incredible factors are being used to cover his main purpose
and activity. Indeed, Walter Katz in The Week suggests that Misha
may have been “an FBI informant” who started grooming Tamerlan for a
sting operation before giving up [prematurely].” As we can see, Misha
is also a character in the shadowy underworld, pursuing a mischievous
mission turned sour. We can speculate on any potential goal; perhaps
Tamerlan was being groomed to be involved in one of the Mr. Fuller’s
operations in the Caucasus, and like Osama Bin Laden before him,
he turned against his handlers. That is one of the possibilities.

As bombing victims and their families suffer, no one has an interest
in digging further to find where the network of conspiracy against
Armenians leads.

As Armenians we may air our anger for being hurled into this tragedy,
but our resources are limited for damage control. Therefore, beyond
saving the Armenian name, must we also worry about Armenia itself
caught in this complex crossfire?

According to observations the number of people objecting to receive
citizenship in Azerbaijan is more than those who want to receive it,

According to him, the State Migration Service of Azerbaijan keeps
in secret the figures of how many people refused to receive the
citizenship of the Republic, at the time, when in all other countries
this statistic is open.

“Currently, citizens of Azerbaijan often choose Turkey, Ukraine,
Russia or Kazakhstan as a second homeland. In this case, there is no
need to give up one of the citizenships and receive another one. It
is therefore very difficult to tell what the trend of the refusal
and adoption of Azerbaijani citizenship today is,” said the human
rights activist.

Aliyev also stressed that there are also such people who refused to
get citizenship of Azerbaijan, but was unable to obtain citizenship
of another country as well. 30 people who faced a similar problem
turned to the Azerbaijani Migration Center during the current year.

“In order not to have these people fallen under the definition of
“stateless person”, the Azerbaijani government should immediately
take them back and issue identification cards. However, we do not
have such a practice yet,” said Aliyev.

Aliyev noted that recently in the Turkish edition of “Sabah” an
article was published which reported that 15,604 Azerbaijani citizens
had received citizenship of Turkey.

As a result of a major migration from Azerbaijan to Russia, in the
period of the censuses between 1989 and 2010 in Russia the number of
the Azerbaijani almost doubled. At the same time, the experts believe
that the official census does not reflect the real picture and the
total number of Azerbaijanis in Russia is approximately 2.5 million.

It is noteworthy that on the 5th of July, 2012 the head of the
Azerbaijani State Committee of Diaspora Affairs Nazim Ibrahimov had
stated that 2.5 million Azerbaijanis inhabit in Russia. Accordingly,
Azerbaijan’s population is less than 2.5 million, official statistics
of which practically does not consider the migration.

Most migrants from Azerbaijan arrived in Russia in 1990s; however, the
flow of migrants from the republic did not reduce in recent years. So,
in October 2011 the deputy head of the department of employment in
Russia Ivan Shubailov noted that Azerbaijan ranks the third after
Ukraine and Uzbekistan by labor migrants in Russia. According to a
nationwide survey, which was conducted by the sociological service ADAM
in Azerbaijan, more than 62% of the population wants to permanently
or temporarily leave the country.

In February 2011, the head of the Federal Migration Service of Russia
Konstantin Romodanovskiy stated that 500,000 migrants left Azerbaijan
for Russia in 2011. Note that most of these workers do not officially
draw up his residency, and therefore their registration is somewhat
difficult. As for the people who are registered, according to the
State Statistics Committee, 22 306 citizens of Azerbaijan moved to
Russia in 2011, and 1,244 people left from Russia to Azerbaijan. The
negative migration balance in Azerbaijan amounted to 21,062 people.

Eurasianet: Mekhtiyev’s Visit To Iran Could Not Change Relations Bet

Azerbaijan in late April crossed a self-imposed “red line” in
its relations with southern neighbor Iran by dispatching Foreign
Minister Elmar Mammadyarov on a visit to Israel, Tehran’s arch-foe,
Shahin Abbasov wrote in an article “Azerbaijan: Israel Diplomatic
Trip Tweaks Tehran” on the site “EurasiaNet”.

Reasons for the timing of the move are not clear, but, so far,
Tehran appears to be biding its time with a response. Shahin Abbasov
notes that though while Israel and Azerbaijan – like Iran, a majority
Shi’a Muslim country — have maintained strong diplomatic, economic
and military ties for years, Mammadyarov’s April 21-24 trip was the
first time an Azerbaijani cabinet member had made such a high-profile
visit to Tel Aviv.

“With one eye seemingly on Iran, the Azerbaijani Foreign Ministry
avoided attaching the word “official” to the visit. Instead, it
cast the ministerial mission as undertaken within the context of
Azerbaijan’s status as a non-permanent member of the United Nations
Security Council,” the article reads.

However as the author notes, even so, the trip had all the markings
of an official visit. No documents were signed, but Mammadyarov met
with Israeli President Shimon Peres, Prime Minister Benjamin Netanyahu
and Defense Minister Moshe Yaalon, among other senior officials. A
statement that Baku would consider opening an embassy in Israel
concluded the mission. “It is a matter of time,” Mammadyarov said at
an April 26 news conference in Baku.

“A few days later, it was time to offer explanations to Iran,” Shahin
Abbasov stated.

Thus, on April 29, Azerbaijani National Security Council Secretary
Ramiz Mehdiyev, who doubles as President Ilham Aliyev’s influential
administration chief, flew to Tehran to meet with Iranian President
Mahmud Ahmadinejad and other senior Iranian officials. Although the
government did not specify the agenda, many Azerbaijanis believe the
trip was taken to sooth an angry Tehran.

“Mehdiyev went to assure Iran that Baku is not going to host Israeli
military bases or provide its territory for attacks on Iran,” in
connection with the international campaign to stop Iranian development
of a nuclear weapon, commented Baku-based political analyst Zardusht
Alizade, a Middle-East specialist.

The author notes that the relations between Iran and Azerbaijan have
never been rosy, but Baku previously has been careful not to push
its powerful neighbor’s patience to the breaking point. For instance,
Tehran’s enmity toward the Israeli government fostered an unofficial
taboo on Azerbaijani officials visiting Israel. Against that backdrop,
Vafa Guladze, a former presidential foreign-policy adviser, deemed
Mammadyarov’s excursion “revolutionary,” the Turan news agency
reported. “A reason why Baku would want to take a “revolutionary”
step at this time remains unclear.”

Shahin Abbasov says that, referring to Iran as “the greatest threat
to the region,” Peres did not hide that the Islamic Republic had
been among the topics on the table with Mammadyarov. “If Tehran had
been looking for an opportunity to smack Azerbaijan down to size,
it has not taken it yet: Iranian officials have not reacted publicly
to Mammadyarov’s Israel trip,” the author writes.

He also stressed how Mehdiyev described Mammadyarov’s trip to his
Iranian hosts also is unknown, although Iran’s state-run IRNA news
agency reported that Ahmadinejad blamed “Zionist and US intelligenc[e]”
for “trying to weaken relations of two countries.

Playing to his Iranian audience, the Azerbaijani national security
chief blamed the West for “taking some steps which violate peace and
stability in Azerbaijan,” IRNA reported – an apparent reference to
a series of unsanctioned anti-government protests earlier this year.

Rauf Mirkadirov, a political columnist for the Russian-language Zerkalo
newspaper commented saying that he did not think that visit to Israel
will bring any real changes.

Members of the Prosperous Armenia party (PAP) gathered Thursday evening
in Yerevan’s Liberty Square for a pre-election rally held as part of
their campaign for the Yerevan city council.

The party’s leader, Gagik Tsarukyan, and the candidates listed on
the PAP proportional representation ballots are expected to deliver
speeches at the public gathering.

Introducing their political team, PAP press secretary Tigran Urikhanyan
said Prosperous Armenia is the political party whose leader enjoys
love and trust among hundreds and thousands of people.

The leader of the party’s youth wing, Vahe Enfiajyan, noted further
they want a prosperous Yerevan, the kind of city where unemployment
is no longer a problem and which offers comfortable conditions to
people, while maintaining contacts with other cities and towns around
the world.

Vahe Babayan, another member of the party, said in his speech that
the youth often leave country, not seeing the potentials that really
exist. “We must stay in Yerevan to take care of this city with
our team.”

The activist promised that the party will commit itself to creating
jobs “matching people’s interests” in case of being elected to the
city council.

We promise to return Yerevan to its residents, says PAP member

In her speech, the secretary of the PAP faction in parliament, Naira
Zohabyan said their party will spare no effort to return Yerevan to
its residents.

“Together with you, we’ll stand for a moment to listen to the voice
of our conscience [and ask if] we should live on living like this. It
is impossible to keep living this way. We are losing a country,”
she said, considering the April 5 election a decisive moment for the
Yerevan residents.

Citing the latest findings by the National Statistical Service, the
PAP lawmaker noted that Armenia’s has been estimated at 7.2%. “It
means Armenia is the most rapidly developing country. So the question
is how come that all migrate from the most rapidly developing state?”

she said, considering the contrast between facts and figures an
economic nonsense.

Zohrabyan said she expects May 5 to give the Yerevan residents a real
chance to turn a over new leaf in the history of Armenia.

We could be a mature state today, says PAP mayoral candidate

Former Foreign Minister Vartan Oskanian, who is the top candidate
on the PAP’s proportional representation ballot, said the past 20
years since gaining independence could have made Armenia a more
mature country.

He said the major obstacle to democracy strengthening and welfare
is the country’s failure to pursue the development path, rather than
the existing economic monopolies and corruption.

Oskanian, a parliament member of Prosperous Armenia, noted that the
new mayor, who will be elected on May 5, will have to fulfill the
functions of a prime minister “capable of conducting independent
economic policies” and offering a real counterbalance to solve the
existing problems.

Oskanian promised that the party’s first task – in case of winning
seats in the municipal council – will be the efforts to adopt new
approaches to the city governance

The former minister said very little critical time has been left to
implement reforms. “We lack not only alternatives but also time to make
reforms,” he said, asking the crowd to trust their political force.

Addressing the crowd of voters, the Prosperous Armenia leader said
their party will never disappoint Yerevan residents in case it takes
charge of the city governance.

“I don’t have a moral obligation to anyone, except you, the people,”
said the politician, promising to ensure the best protection to people
in Yerevan.

“All problems are possible to solve; it is only necessary to have
the right program and the right people who will know what they are
doing and why,” he continued.

The PAP leader called upon the voters to forget about migration and
think of joint efforts to rebuild the country.

He then stressed the importance of ensuring equal competition
“to enable every person to work, create and take care of his or
her family.”

He asked the people never to be afraid of those who try to intimidate
them.

“Those who try to do that are the most cowardly and the weakest
people; they fear for their own future,” he said, calling upon the
crowd to take an active part in the voting and cast their ballots
for the political force they trust most.
