Former police agent Vardan Ghukasyan (nickiname Dog) is back to
the Police. Ghukasyan was sent to the personnel reserve after he
applied force against journalist Ani Hovhannisyan in an incident on
the Northern Avenue in Yerevan.

According to Hraparak newspaper, Ghukasyan has been lately appointed
deputy head of the Charbakh Police Office by Police Head Vladimir
Gasparyan. To avoid mess, they in the Police do not speak much about
Ghukasyan’s appointment.

Armenia Has 44,000 Officially Registered People With Mental Disorder

ARMENIA HAS 44,000 OFFICIALLY REGISTERED PEOPLE WITH MENTAL DISORDERS

YEREVAN, August 14. / ARKA /. Armenia has now 44,000 officially
registered persons with mental disorders, head of Urartu University,
Sedrak Sedrakian, told a news conference today. He said some of
them are being treated at special institutions, and the rest get
out-patient treatment.

According to Sedrakian, there are also many persons in the so-called’
border state. “An unpleasant news or a blow may push these persons
beyond that border,’ he said adding that many crimes committed in a
fit of anger or jealousy are committed by persons in this state. -0-

Armenia: Bakery Market Keeps Facing Surge Despite Lowered Flour Pric

ARMENIA: BAKERY MARKET KEEPS FACING SURGE DESPITE LOWERED FLOUR PRICES

The prices for bakery products keep surging in Armenia though the
major flour manufacturers say they have significantly reduced their
price offer.

Mancho Group and Manana Grain, which are big stakeholders on the
Armenian market, have decreased the per 50kg. price of flour by 1,650
Drams ($4.05).

Speaking to Tert.am, Mancho Group CEO Ivan Mosoyan said they have
reduced the price by four times in the past 15 days.

The surge in the bakery prices has absolutely nothing to do with
us,he said. We have reduced the price by 1,650 Drams for every sack
[of flour]; so they shouldnt have permitted the surge as that covers
natural gas and electricity expenses.

Mosoyan explained their price policies by the lowering wheat prices
in Russia. But because they raised the costs for the power generating
substances and because we do not want the bread prices to go up we
lowered the prices flour flour,he said.

Mosoyan added that despite the lowering trend on the Russian market,
wheat now sells for a 30 Dollar higher price in the country. If the
surge continues, he said, the company will have to increase the prices
of flour.

“We have reduced the price for a 50kg. [flour] sack by 4 Dollars. It
may go up by 1 Dollar again, bit we don’t know ot for sure now,”
he added.

As for Manana Group, the company’s CEO Gurgen Nikoghosyan also
confirmed that the flour prices have been reduced by 1,650 Drams
since July.

“Bread prices have surged, but that isn’t under our
responsibility. There has been a surge in the natural gas and
electricity prices, so those are their calculations,” he explained.

Asked whether future surge on the flour market is possible, Nikoghosyan
hesitated to give a definitive answer, saying only that the market
permanently experiences volatility

“I do not make any predictions for now. I guide myself by the prime
cost which determines the price,” he noted.

In further comments to Tert.am, President of the Consumers’ Rights
Protection NGO Armen Poghosyan said the impact of the lowered flour
prices is significantly essential.

“That should have impacted the bread [prices]. It is a chain we
don’t see the outcome of; hence the State Committee for Protection
of Economic Competition, which says there are no dominant positions
on the market, has something to do in this connection. We are aware
that the import is monopolized,” he said, calling for appropriate
efforts to monitor the market.

A Committee representative had earlier told Tert.am that the presence
of a manufacturer with monopolistic positions on the market prevents
them from taking any specific steps.

La productivite du travail, selon Viktor Rebets, a augmente de près
de 15% en 2012, les salaires reels ont augmente de 10%. Les salaires
moyens dans l’entreprise depassent les salaires moyens en Armenie de
42%, a-t-il souligne.

SWITZERLAND TO INTENSIFY EFFORTS FOR PEACEFUL SOLUTION OF KARABAKH CONFLICT

Nagorno-Karabakh conflict, which resulted in the occupation of
Azerbaijani territory by Armenia, is a major problem for the country,
Azerbaijani Deputy Prime Minister, chairman of the State Committee
on Refugees and IDPs Ali Hasanov stressed in a meeting with the new
Ambassador of Switzerland to Azerbaijan Pascal Obisher on August 12.

Hasanov noted that as a result of Armenia’s military aggression,
20 percent of Azerbaijani lands were occupied and 1.2 million of
citizens have become refugees and internally displaced persons (IDPs).

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against Azerbaijan. Since a lengthy war in the early
1990s that displaced over one million Azerbaijanis, Armenian armed
forces have occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including Nagorno-Karabakh and seven adjacent
regions.

Expressing confidence that the refugees and IDPs will return their
homes, Hasanov said as a result of purposeful policy pursued by the
Azerbaijani President Ilham Aliyev, the fair position of Azerbaijan
is getting great support in the world, and the country’s authority
is growing in international arena.

Hasanov also noted that this conflict is dangerous not only for the
South Caucasus region, but the entire world, because Armenia is using
the occupied Azerbaijani territory as a transit for drug trafficking
and training of terrorist groups sent to various countries.

Stressing Armenia’s neglecting the resolutions of international
organizations on the Armenian-Azerbaijani Nagorno-Karabakh conflict,
and continuing the policy of occupation, Hasanov said justice will
soon triumph.

Armenia has not enforced the UN Security Council’s four resolutions
on withdrawal of its troops from the occupied territories to this day.

The Nagorno-Karabakh conflict, which led to the death and suffering
of innocent people, is still unsolved because of the unconstructive
position of Armenia, Hasanov underscored.

Hasanov spoke about the work done by President Aliyev and international
organizations to improve the social, housing and living conditions of
refugees and IDPs. In particular, $5.4 billion was allocated to address
the problems of refugees and IDPs. In addition, 82 modern settlements
were built for refugees and IDPs that hosts 160,000 refugees and IDPs
through the funding of country’s state oil fund SOFAZ.

He also spoke about humanitarian programs, which are implemented for
IDPs. For instance, the Switzerland Cooperation Organization, which
has operated in Azerbaijan for over 12 years, carried out programs
in various fields with the total cost of $20 million.

These programs are implemented in regions located near the occupied
territories, partially occupied Agdam and Fizuli regions. Azerbaijani
government has created all conditions for a free and transparent work
of the organization, Hasanov added.

He also noted that Switzerland in many cases supports the just position
of Azerbaijan in international events.

Furthermore, Hasanov noted that the relations between Azerbaijan and
Switzerland are at a high level. He said that a clear example of these
relations is the exchange of experience between the two countries
in the political, cultural and humanitarian spheres and Azerbaijan
is interested in the successful development of this cooperation in
the future.

In turn, Swiss Ambassador Obisher spoke about the development of
his country, which has passed different steps on this path. He said
Azerbaijan has rapidly grown in a short period after the restoration
of independence.

Obisher emphasized Switzerland will step up efforts for a peaceful
settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict and
other conflicts that exist in Europe during its the OSCE presidency
next year.

The ambassador expressed his confidence that the economic relations
between Azerbaijan and Switzerland will develop in the coming years.

Armenian Youth Discusses European Policy

YEREVAN. – The Worldwide Armenian Youth Network (WostAYN) organized
“What is European Policy” training classes in Yerevan, Armenian
News-NEWS.am reports.

The representatives of youth non-governmental organizations from
Armenia, Georgia, France, Italy, Moldova, Latvia, Portugal, Poland,
and Ukraine took part in the training sessions. The training program,
which will last for seven days, is implemented in the framework of the
“Youth in Action” project.

The participants of the training sessions will discuss issues related
to the democracy, human rights, and euro integration processes. At
the end of the training the youth will present their views on the
development of united Europe.

Today, In Yerevan’s Mashtots Park, a photo exhibition took place
marking the August 14 2007 suicide bombings in the Yazidi towns of
Kahtaniya and Jazeera, Iraq.

Iraqi Red Crescent’s estimates say the bombs killed 796 and wounded
1,562 people. Some estimates place the number killed in the coordinated
attacks around 1,000.

The attacks are considered the second deadliest act of terrorism
in history, following only behind the September 11 attacks in the
United States.

Exhibit organizers say the Yazidi community in Iraq today is also
under constant attack due to national and religious sectarianism.

One of the organizers, Boris Tamoyan, says they have been petitioning
Armenian authorities for support for the past two months, but with
little result. Tamoyan says officials are only interested in the
community come election time.

AVERAGE ANNUAL TUITION FEE IN ARMENIAN UNIVERSITIES IS OVER $852, HSBC GROUP RESEARCH SHOWS

YEREVAN, August 14. / ARKA /. The average annual tuition fees in
Armenian universities is $852, while the annual living expenses of
an international student in Armenia amount to $3,400, according to
an HSBC Group “Studying Abroad Research.”

According to the study, conducted in Armenia and 13 other countries,
the most expensive country for foreign students is Australia, where
the average annual tuition fee is $25,375, while living costs amount
to $13,140. Thus, the combined average annual cost of studying and
living in Australia is $38.516.

The United States is the world’s second most expensive country for
international students, according to the research HSBC Group. The
combined average annual cost of university fees and living expenses
in the U.S. is over US$35,000. The USA is followed by the UK, where
the combined cost is $30,025.

They are followed by UAE ($27,375), Canada ($ 26.011), Singapore ($
24.248), Hong Kong ($22.443), Japan ($ 19,164), Russia ($ 9, 441),
China ($ 8,766), Taiwan ($ 8,257), Spain ($ 7,006).

The cheapest country for international students is Germany, where
the annual tuition fee is $635. , and the combined average annual
cost of university fees and living expenses make $ 6,285.

“Education planning is a predictable process, as the need for education
is clearly demarcated in accordance with age. The combined annual costs
vary depending on the country chosen for getting higher education,”
HSBC Bank Armenia press officer Mariam Adamyan said today.

According to her, while planning education abroad one should take into
account not only the tuition fees and the cost of living, but also the
fluctuation in exchange rates, inflation, as well as travel expenses
for traveling home for holidays. Today, the number of international
students in the world is 4.5 million.

The HSBC Group’s research was compiled from data in 13 countries around
the world. Fees represent the average tuition cost for international
students based on the top 10 largest institutions in each relevant
country.

According to the Armenian Ministry of Education, there are now 500
foreign students in Armenia, 400 of them are foreign citizens of
Armenian origin. Armenia currently has 16 state-owned and 35 private
universities, as well as several universities set up with foreign
countries – the Russian-Armenian (Slavic) University, the American
University of Armenia and the French University in Armenia.
