Baku – APA. Armenian-captured Azerbaijani soldier Firuz Farajov has
said he wants to return to homeland, first deputy defense minister of
Armenia David Tonoyan said during the meeting with the International
Red Cross Committee’s official Dragan Rankovich, APA reports citing
Armenian media.

The Azerbaijani soldier was captured by Armenians in July of 2012.

Recently, Armenian media reported that Farajov wants to go to a
third country.

Defense Ministry’s secretary Artsrun Ovannisyan noted that Firuz
Farajov wanted to urgently meet with the representatives of the
international humanitarian organizations. The ministry invited the
neutral international organizations, in particular the International
Red Cross Committee to meet with Farajov. The case of Akop Injigulyan,
who crossed the part of frontline controlled by Azerbaijani servicemen
on August 8, was also discussed at the meeting with Committee’s
representative. Rankovich said Baku delegation of the International Red
Cross Committee would soon fix the date of the meeting with Injigulyan.

Analyzing the recent actions of the power-holders in Armenia, it
seems that, not having the ability and willingness to contribute to
the well-being of the population, they have decided to do this by
getting rid of some part of it. Back in the early 1990s this line was
formulated by the “father of Armenian democracy”, Levon Ter-Petrosyan,
who said that for a limited resource base the Armenian population
of three million is extremely numerous. Now, by this logic, the
authorities are creating conditions to enrich themselves by setting
intolerable living conditions for the population.

This is done in a simple way: in the first place – by increasing the
tax and administrative pressure on the citizens stubbornly unwilling to
leave their homeland. Having failed to achieve the 50 per cent increase
in fares on public transport, the authorities took up the case with
another aspect. The company “City Parking Service” which has recently
appeared in Armenia stated that by the end of 2014 in Yerevan 20,000
paid parking places will appear, as well as 5,000 cameras to monitor
in these areas, which angered the car owners. It is noteworthy that
70% of the income from parking places will be received by “Parking
City Service”, and only 30% will go to City Hall. The company was
founded in September 2012 specifically to win the tender. However,
the name of the founder – Tigran Harutyunyan – explains a lot. He
is the son of the owner of the company “MIC-metal” and friend of
President Serzh Sargsyan – Michael Harutyunyan. By the way, Michael
Harutyunyan is an uncle of another official and billionaire, the head
of the Judicial Acts Compulsory Enforcement Service, Mihran Poghosyan.

This raises the question: if City Hall intends to fund its budget
with the new levies, then what explains the absurd decision to get
only 30% of revenue from parking places? The refusal of City Hall
to implement this by itself also looks absurd. Moreover, according
to the director of the newly-founded company, “City Parking Service”
intends to invest a total of 10 million dollars in the organization
of paid parking places in Yerevan by the end of 2014. Thus, the law
“On State Duty” of Armenia does not include a single item that would
establish that 70% of the amount in the budget should go to a private
company. Article 7 of the Act states that all state tax must go to
the district budget.

According to tariffs established by the Council of Elders of Yerevan
Municipality, which consists mostly of Republicans, parking from
5 minutes to 1 hour will cost 100 AMD, a day – 500 AMD, a week –
1000 AMD, a month – AMD 2000, and a year – 12,000 AMD. Notably,
failure to pay for parking will be punishable by a fine of 5,000 drams.

The streets of Yerevan were painted with red lines marking parking
areas. The public areas were left to the private company. It was
also given a database of car owners, the same company got the right
to install traffic cameras and to fine citizens, which is a flagrant
violation of the Constitution and human rights. It is noteworthy that
only “City Parking Service” can provide answers to questions as to
what specifically cameras will shoot, how it is argued that the car
owner is in breach, but given that the company is not an organization
of public importance, it does not have to provide this information.

The decision to introduce paid parking has caused a flurry of
discontent on the part of citizens. On Facebook an initiative has
been created urging the public to boycott the decision of the city
authorities, which completely contradicts not only the Code of
Administrative Offences, but also the Constitution.

In general, nobody denies that Yerevan needs car parking. However,
there is a real need for real car parks, underground or fenced parking
places, where the car will be protected. However, as in the rest of
the issue, the authorities decided to go off the beaten path, just
decorating the kerb of the streets. The vehicle is not protected
from raids and accidents, given that it continues to be almost on
the roadway.

A few streets in the center of Yerevan which were not noticed by “City
Parking Service” are threatened by security cameras and equipped with
a road sign “stopping is forbidden”. Thus, all car owners parking at
the edges and in the squares are punishable by fines of AMD 5000.

Drivers will either have to pay illegal levies to the hangers-on to
power or pay the same illegal fines to the same hangers-on. Moreover,
70% of fines imposed on drivers in Armenia are flowing into the company
Security Dream, owned by the president’s brother Sashik Sargsyan.

The story of the car parks has once again demonstrated the desire in
influential circles for cash without making any physical or mental
effort. However, the authorities still leave a choice – a ticket for
a plane, preferably flying far away from Armenia.

strategic program of legal and judicial reforms in the NKR for the
period of 2013-2017 as the list of events stipulated by the program.

According to the order a working operative group headed by NKR justice
minister Ararat Danielyan was formed to carry out the program.

NKR President’s order “On forming a working group” dated February 1,
2008 is recognized stale taking into account that the previous group
had realized the set tasks.

Azerbaijani authorities confessed: an employee of protocol department
insulted Russian FM Sergey Lavrov during the signing ceremony of
bilateral agreements between Russia and Azerbaijan.

According to the Azerbaijani online resource haqqin.az, the incident
happened during the signing ceremony when a person announcing the names
of officials mispronounced Sergey Lavrov’s name, “a very difficult”
name for a Russian speaker.

Because of mispronunciation, Lavrov’s name sounded like an f-word in
Azerbaijani. In any case, it is noteworthy that a video was posted
on YouTube by the Russian side, and was the subject of extensive
discussion in Azerbaijan and far beyond.

Meanwhile, a source told haqqin.az, that an employee of the protocol
department of the presidential administration was “fired for making
a mistake.”

YEREVAN, AUGUST 16, ARMENPRESS: Vladimir Putin’s one-day visit to Baku
on August 13 was fertile ground for Kremlinological speculation. This
was published by the senior associate at the Carnegie Endowment Thomas
de Waal, specializing primarily in the South Caucasus region comprising
Armenia, Azerbaijan, and Georgia and their breakaway territories as
well as the wider Black Sea region.

As reported by Armenpress, Thomas de Waal wrote: “Despite professions
of friendship and love by both sides and President Aliyev’s declaration
that “We have very similar positions on all issues,” the formal part
of the negotiations, unsurprisingly, revealed very little.

So it is more productive to focus on who was not in Baku and what
was not said.

There was no mention of the Gabala radar station, which the Russians
were forced to abandon last year. The very fact of the Putin visit
meant that Russia considered that episode closed. Putin uttered
only a one-line reference to resolution of the Karabakh conflict,
which for a while was the Number One foreign policy initiative of
his predecessor, Dmitry Medvedev-making it obvious once again that
this is an issue that does not especially interest him.

Conspicuously missing from Putin’s large delegation was the head of
Gazprom, Alexey Miller. Instead it was Igor Sechin, head of Rosneft,
who signed a grandiose cooperation agreement with the Azerbaijani
state oil company, SOCAR. Rosneft has been seeking a piece of the
Absheron gas field and the Russians must have left disappointed that
they got no more than a generally worded cooperation agreement.

A few other important words did not get uttered in the meetings.

One was “America.” The very fact of a Russian head of state arriving
in Baku with half a dozen ministers in tow reminded the Azerbaijanis
where they should put their priorities. A second was “Armenia.” One
reason for the visit, with all its talk of Azerbaijani-Russian
military cooperation, was to make the Armenians nervous and think more
seriously about joining Putin’s Customs Union. (One prominent face
in the Russian delegation was the head of Russia’s defense export
company Rosoboronexport, Anatoly Isaykin. Aliyev said publicly that
military cooperation with Russia is worth four billion dollars.)

A third missing word that hung over the whole visit was “elections.”

Aliyev runs for a third presidential term on October 9. This time the
normally incompetent Azerbaijani opposition has nominated someone
of real stature, well-known film maker Rustam Ibrahimbekov, to be
its unity candidate. However, in order to compete, Ibrahimbekov must
renounce the Russian part of his dual citizenship, a procedure which
has handed the Russian authorities a de facto veto on his participation
in the poll. Nothing had to be said on this-both sides knew what the
other wanted”.

YEREVAN. – The Azerbaijani Armed Forces continue firing upon Armenian
villages and military positions.

Armenia’s border village Movses was fired upon by Azerbaijan on Friday
at around 5:10pm, the Armenian MOD reports.

The Armenian Armed Forces’ military positions – in the direction of
Chinari, Berkaber, and Berdavan villages – likewise were fired upon.

To note, Azerbaijan has violated the ceasefire, at its boundaries with
Armenia and the Nagorno-KarabakhRepublic, 7,960 times in the first
seven months of 2013. The Azerbaijani Armed Forces made use of sniper
weaponry close to 1,240 times and large-caliber weapons, around 410
times – including large-caliber sniper weaponry, close to 260 times As a
result of Azerbaijan’s breach of the truce, three Armenian military
servicemen were killed and nine others were wounded. In addition, a
civilian was wounded.

Jürgen Klopp demands three points from his footballers
during the match against the Eintracht Braunschweig. As reported by
Armenpress, touching upon the second round of the Bundesliga,
Klopp emphasized that Borussia managed to win in the outgoing game and
now the victory should be repeated.

`Our objective is to win another three points. Concerning the rival,
it is worth mentioning that it is technically rich and passes from
protection to attack quite rapidly’, – said Jürgen Klopp.

In the second-round games of the current season in the German
Bundesliga, Borussia Dortmund will host the Eintracht
Braunschweig. The game will be played on August 18 at 19:30pm, Armenia

in 2009, 2011 and 2012. He was also voted as the best Shakhtar player
of 2011-12 season by the fans. In 2012 Mkhitaryan was named in
UEFA’s Top 100 players by UEFA European Football Yearbook 2012-13.

The midfielder of the Armenian national football team and the
Germany’s Borussia Dortmund Henrikh Mkhitaryan has fully recovered
from
his injury and is conducting full training with the whole team at
Borussia. Earlier the German media wrote that Henrikh Mkhitaryan made
quite a good impression during the trainings and the bilateral game.
He can move fast and make passes. The Armenian international had
suffered a foot injury during Borussia’s friendly game against FC
Luzern of Switzerland on July 16, which does not seem to bother him
anymore.

The ceasefire on the Contact Line between Nagorno-Karabakh and
Azerbaijan was violated around 350 times over the past week.

According to the Nagorno-Karabakh Defense Army, the Azerbaijani armed
forces released around 1,800 gunshots against the Armenian defense
guards in the above period. Retaliatory measures by the Defense Army’s
frontline subdivisions suppressed enemy’s activeness. The Armenian
border guards continued the military vigil across the borderline.

YEREVAN. – By paying a working visit to Baku, Russian President
Vladimir Putin made the most valuable gift to Azerbaijani counterpart
Ilham Aliyev in the context of upcoming presidential vote.

Former Armenia’s Ombudmsan Larisa Alaverdyan believes unless
Azerbaijan and Turkey act in the interests of Russia, official Moscow
will raise issues of misconduct on the part of these countries. She
stressed that at present deep Azerbaijani-Turkish policy is carried
out.

`The shape of relationship with Russia depends on Turkey-Azerbaijan
duo. Beside, there will be considerable external influence,’
Alaverdyan said during the Saturday press conference.

Vladimir Putin paid a working visit to Azerbaijan on August 13. A
number of bilateral agreements, including those on energy and
transport, were signed.
