Les parents des manifestants de l’opposition tues lors des violences
post-electorale ont denonce hier l’ambition de l’ancien president
Robert Kotcharian de revenir sur la scène politique et ont mis en
garde les groupes d’opposition a ne surtout pas cooperer avec lui.

Ils ont dit que Kotcharian n’a pas le droit moral de gouverner
a nouveau l’Armenie en raison de son rôle cle dans les violences
mortelles des manifestations.

Huit partisans du principal candidat de l’opposition presidentielle,
Levon Ter -Petrossian, et deux militaires de police ont ete tues
alors que les forces de securite ont tente de disperser des milliers
de personnes qui se sont barricades dans le centre-ville d’Erevan.

Kotcharian a vigoureusement defendu l’usage de la force letale
a l’epoque, disant qu’il dejoue un coup d’Etat prevu par Ter
-Petrossian. Ce dernier a tellement insiste, cependant, que les
autorites ont tue ceux qui ne respectaient pas les resultats officiels
de l’election.

Plus d’une centaine de partisans de Ter- Petrossian ont ete arretes et
inculpes dans les semaines suivantes. En revanche, aucun representants
de la loi ou d’autres personnes ont ete poursuivis dans le cadre des
dix decès.

” Je vous conseille, Robert Kotcharian, ne pas revenir en la
politique. Honte a vous “, a declare Sargis Kloyan, dont le fils Gor
etait l’une des victimes, en commentant les dernières declarations
publiques de l’ex-president qui ont alimente la speculation sur son
retour en politique.

” Il doit etre expulse d’Armenie “, a dit Kloyan. ” Je suis sûr qu’un
jour il va passer en jugement. Il a peut-etre oublie, mais pas nous “.

Alla Hovannisian, la mère de Tigran Khachatrian, un autre jeune homme
tue dans les troubles, a declare : ” il y a beaucoup d’apathie, mais
cela ne signifie pas que les gens ont oublie ce que Kotcharian a fait.

” Je ne crois pas qu’il y ait des desaccords entre [ Kotcharian
et Sarkissian , ] ” a ajoute Hovannisian. ” Je crois qu’il y a une
certaine entente secrète. Ils se moquent de nous “.

Les deux parents ont souligne qu’ils croient que les deux presidents
sont egalement responsables de ce qui reste la pire violence dans
rues dans l’histoire de l’Armenie. Ils ont egalement reprimande les
forces de l’opposition pour leur non-reaction face au possible retour
de Kotcharian

” Je suis surpris que personne ne rappelle a Kotcharian son sang sur
les mains “, a declare Hovannisian . ” Une force politique debout
derrière Kotcharian serait un ennemi du peuple armenien. ”

Armenian Film awarded top prize at Lisbon film festival

‘Steel Gates’, by producer / director Armen Khachatryan, won Best Film
at the Festival Temps D’Images

The Armenian film was one of 34 films shown at the festival, out of a
total of 210 submissions. The director Armen Khachatryan, who also
produced the film, was able to attend the festival thanks to a grant
from the Armenian Communities Department of the Calouste Gulbenkian
Foundation.

‘Steel Gates’ is an intimate portrait of Armenian contemporary artist
Apresik Aloyan. Apresik lives, rather exists in a small town. “I
cherish a hope I’m going to end up with the eternal life in the
paradise”, he says. He is fond of repeating the idea everything will
be okay in heaven at least, since many of us are going to bump against
the steel gates of hell. The festival’s international audience was
charmed by his love of animals, many of which appeared alongside him
in the film as well as in his artwork.

The prize was one of only two awarded. The other prize went to
director Pedro Sobral’s film ‘Enxoval’ in the Portuguese film
category.

11,000 Syrian-Armenians Settled In Armenia: Assistance Programs Carr

11,000 SYRIAN-ARMENIANS SETTLED IN ARMENIA: ASSISTANCE PROGRAMS CARRIED OUT

YEREVAN, JANUARY 14, ARMENPRESS: One of the programs, sponsored by
the Austrian Government to assist the needy Syrian Armenians living in
our Republic, has been partially launched and the other one is in the
preparatory stage. In the second half of 2013 Austria stated that it
will allocate ~@600,000 to the refugees, who were forced to leave their
houses in Syria because of the violence and get settled in Armenia.

The Red Cross Armenia will implement a program costing ~@280,000 of the
allocated money and the other part has been provided to the Armenian
Caritas to implement another related program. The money allocated by
the Austrian Government will serve the Red Cross Armenia to provide
300 Syrian Armenian families with assistance.

The Head of the Department for Disaster Management and Population
Displacement of the Red Cross Armenia and the Head of the program
“Assistance to Syrian Armenians” Edmon Azaryan told Armenpress that in
the framework of the program for seven months the needy families will
be provided with hygiene products, the people with chronic diseases –
with corresponding medicine, winter clothes and shoes, present cards
to purchase household accessories, applicable in different shops.

We clarified the final information about the number of the Syrian
Armenians, settled in our country from the Head of Staff of the
Ministry of Diaspora of the Republic of Armenia Firdus Zakaryan. He
informed that during the last three months the Syrian Armenians come to
Armenia through Lebanon. “300-400 Syrian Armenians monthly arrive in
Armenia, parallel to which they leave to Syria from Armenia. It seems
that the roads are closed but they leave by land, moreover, they go
to their homes and shops and then come back”, – said Firdus Zakaryan.

Currently about 11,000 Syrian Armenians live in Armenia, who are
permanently supported by the Ministry of Diaspora of the Republic
of Armenia in apartment and job issues. About 1000 Syrian Armenians
applied to the Ministry and were provided with jobs.

Gorik Akopyan, Head of the National Security Service of Armenia,
asked the government to grant about $90,000 to maintain Armenian
soldiers on the Russian base in Gyumri, Trend reports.

Part of the sum will be spent to cover the debt for services of the
South Caucasus Railway. The government will respond to the request
on January 16.

The 102nd Russian military base in Gyumri was established in 1995
to protect the territory within the framework of the CIS joint air
defenses. The base is part of the Russian forces of the North Caucasus
Military District in Trans-Caucasus.

Tigran Mansurian’s music is refined and sensual. But Dilijan Chamber
Music divulges there is a feisty rebelliousness beneath the surface.

The stately, spiritual music of Tigran Mansurian has an underlying
sadness. But the surfaces remain unflappable, surprisingly fleshy
and incredibly beautiful. It is music that doesn’t so much transcend
suffering as absorb it, become one with it.

Luxuriant sensuality as spiritual balm is his secret weapon and no
doubt what has made the Armenian composer, who turns 75 later this
month, a stellar international figure.

Sunday afternoon, though, Dilijan Chamber Music divulged a different
secret weapon during its Mansurian celebration at the Colburn School’s
Zipper Concert Hall. Underlying the sensuality and deeper even than
the sadness is a feisty rebelliousness.

For a tribute concert, the program was a little strange. Of the six
short Mansurian chamber works (all under 10 minutes), four were from
his formative years as an Armenian living under Soviet rule. The
other two were recent solos for clarinet and viola. There was little
hint of the luminous large-scale scores of his maturity, on which
his reputation rests.

But given that Mansurian, who was on hand at Zipper and who clearly had
a hand in selecting the program, has been a guiding force in Dilijan
from the beginning, this was the intention. In remarks from the stage,
Dilijan music director Movses Pogossian reminded the audience that
in the last eight years, the series has performed no less than 76
pieces by Mansurian. UCLA, moreover, will offer a Mansurian tribute
on Jan. 26, which further fills in the gap.

Dilijan, instead, offered clues to how Mansurian came to create a
style grounded on Armenian tradition yet internationally cosmopolitan,
at once folk-based and revolutionary. Bartok, who did just that
with Hungarian music, was an obvious model, and Mansurian’s earliest
piece of the afternoon, Allegro Barbaro for violin and piano, took
its inspiration from Bartok’s piano solo of that title.

At a time when accessible social realism was demanded of Soviet
composers, Mansurian’s brutish percussive Modernism was bold for a
25-year-old in 1964. Bolder still was Mansurian’s 1966 Schoenbergian
Second Violin Sonata, the first 12-tone Armenian piece.

How did Mansurian get away with it? The third weapon in his secret
arsenal was sophisticated refinement. The boldness was in the
technique, but the actual impression made by these pieces – to
which Pogossian and pianist Mark Robson brought a commanding focus
and intensity – is that of a fastidious attention to harmonic detail
and a singing quality to Mansurian’s melodies that no brutality can
undercut (yet a fourth secret weapon).

FACES TO WATCH 2014: Theater

Within the next few years Mansurian became increasingly avant-garde
but also more nationalistic, incorporating traditional Armenian modes
and melodies. He also became increasingly adept at covering his radical
tracks by applying rigorous structure to override sentimentality.

Madrigal No. 1 – a setting of a tenderly morose Armenian text for
soprano flute, cello and piano – and the chamber score “Tovem” were
the works Sunday from the 1970s. In both, a vocal line or flute solo
might have a sinuously melismatic Armenian flavor yet be constructed
from rigorously mathematical principles.

Here, a listener might still be aware of two worlds in opposition. In
the new pieces, those worlds became one. Armenian clarinetists commonly
play the folk instrument, the duduk (or gralnet) on the side.

In Mansurian’s 2011 clarinet solo, “Parable,” the composer narrows
in on the common language between the two instruments.

For “Lotos,” a 2012 viola solo, Mansurian’s fascination was with the
molecular structure of the lotus flower, which repels dust. Using an
Armenian modal structure, he came up with yet another musical parable.

The fleshy purity of Mansurian’s viola writing is such that a writer
has little hope of attaching an evocative description that will do
it justice.

A few more hints at Mansurian’s evolution were also offered Sunday,
with works by two of his Armenian precursors. Three songs by Romanos
Melikian from early last century were exotically tinged. The Lebanese
Armenian Boghos Gelalian’s “Sept Sequences,” (written in the mid-1960s
and possibly a world premiere) had a Middle Eastern Stravinsky/Varèse
character and sounded like something Alfred Hitchcock might have
wanted as a soundtrack for a mystery set in Beirut.

Dilijan made its own contribution to an afternoon of secret weaponry –
uniformly terrific performances. The lineup included soprano Shoushik
Barsoumian, clarinetist Phil O’Connor, violist Robert Brophy, cellist
Antonio Lysy and conductor Vatsche Barsoumian.

Emi Fruit Company plans a meeting with environmentalists at the Arrhus
Center, to discuss a program of restoring Sevan lake trout resources
and fish industry development, Silva Adamyan, coordinator of a public
environmental association, told Tert.am.

Armenia’s government approved a draft program of bringing trout
reproduction up to 50,000 tons a year until the year 2023. Emi Fruit
Company is program executive.

Environmentalists concerned over the state of Lake Sevan ecosystem
express their fears.

“I do not see a bright future for Lake Sevan. As to the arguments that
the trout resources will be developed, they are not serious. None
of us can say what kind of fish food will be imported to Armenia,”
the environmentalist said.

Moreover, the trout resources development program implies operation
of enterprises. “But where will waste products go? I do not know.”

Adamyan is also informed that the Center of Hydroecology approved
the program despite its negative aspects.

“Specialists have assured us they conducted monitoring, a pilot program
is being implemented and the fish food is environmentally absolutely
harmless. But I dare disagree. We have numerous examples of similar
programs, when we were assured there was no harm. But later we had
to deal with consequences. We are not sure the fish food will not be
genetically modified. How are they going to guarantee clean food?

They say six to seven thousand people are going to work there. We
have read the program carefully, but it does not say anything,”
Adamyan said.

“In Soviet times no genetically modified food was used. I do not see
any problem is letting fry multiply in natural conditions,” she added.

Environmentalists are also concerned over corruption risks.

YEREVAN. – Opposition Heritage Party Chairman, ex-presidential
candidate and former FM, Raffi Hovannisian is not planning on
leaving Armenia and transferring his capacity as party chairman to
Vice-Chairman Armen Martirosyan, the latter told Armenian News-NEWS.am.

Martirosyan commented on the rumors that US-born Hovannisian is
going to settle back in the United States and that he wishes to see
Martirosyan as the new Chairman of the Heritage Party.

In Martirosyan’s words, however, Hovannisian is the chairman and
leader of the party.

“In all likelihood, we will convene a congress in spring, the congress
will have to elect a new [party] board, and that new board will decide
who the chairman of the party is.

“But the matter of changing Raffi Hovannisian has not been discussed,
and he is not planning on leaving anywhere; he will live in Armenia,”
Heritage’s vice-chairman said.

Armen Martirosyan added that Hovannisian is continuing to perform
the duties as the party leader.

Armenia’s Ranking Drops To 41st In 2014 Index Of Economic Freedom: H

ARMENIA’S RANKING DROPS TO 41ST IN 2014 INDEX OF ECONOMIC FREEDOM: HERITAGE FOUNDATION

YEREVAN, January 14. /ARKA/. Armenia is the 41st among 187 countries
in the 2014 Index of Economic Freedom, says the Heritage Foundation’s
report.

Last year Armenia placed the 38th among 177 countries in the index.

According to the report, Armenian economy score dropped by 0.5 points
to 68.9 compared to the last year. The Heritage Foundation experts
say the decline is recorded due to worsened indicators of investment
freedom, entrepreneurship freedom and financial freedom.

The countries are considered not free at all if they get less than 50
points, mostly not free if they have from 60 to 70 points, relatively
free – with 60-70 points, mainly free with 70-80 points and free if
they get above 80 points.

In terms of economic freedom Armenia placed 18th among 43 countries
of the European region.

According to Heritage Foundation report, Armenia got 83.1 points for
entrepreneurship freedom, 85.5 points for trade freedom, 86.5 points
for fiscal freedom, 81.3 points for state spending, 77 points for
monetary freedom, 70 points for investment freedom, 70 points for
financial freedom, 30 points for ownership rights, 26.7 points for
freedom from corruption and 78.5 points for labor freedom.

Over the 20 years of the index Armenia improved its ranking by 26.7
positions.

Yet, the experts say, substantial problems still exist, particularly,
deeper institutional and system reforms are required to help strengthen
the basis for economic freedom. Protection of property rights and
freedom from corruption are below the international standards and
legal framework is still weak in Armenia, experts say.

Hong Kong (90.1 points), Singapore (89.4 points) and Australia
(82 points) topped the 2014 Index of Economic Freedom followed by
Switzerland (81.6 points) and New Zealand (81.2 points). Georgia was
the 22nd (leading in the South Caucasus region), Azerbaijan the 81st
and Russia placed 140th.

The Index of Economic Freedom takes a broad and comprehensive view of
country performance, measuring 10 separate areas of economic freedom.

Some of the aspects of economic freedom that are evaluated are
concerned with a country’s interactions with the rest of the world-for
example, the extent of an economy’s openness to global investment or
trade. Most, however, focus on policies within a country, assessing
the liberty of individuals to use their labor or finances without

Robert Kocharyan’s recent interviews, expressing criticism of the
incumbent authorities, have received various interpretations by public
and political figures.

Chairman of the Helsinki Citizens’ Assembly’s Vanadzor Office Artur
Sakunts finds the second president’s remarks absolutely pointless,
saying that the “Property for Debt” program, which the Armenian
government launched during his tenure, was his own idea, not the
Russian government’s.

The opposition Heritage party’s political secretary, Styopa Safaryan,
refrains from characterizing Kocharyan’s statements as a bid for a
government change, whereas Vardan Khachatryan, a former parliament
member, says he does not find anything strange about the public
debates which Kocharyan’s recent statements have sparked.

Speaking to Tert.am, Sakunts blamed the second president for the
“Property for Debt” program, noting that it wasn’t proposed by the
Russian side as Kocharyan himself claimed when in office.

In his Monday interview, Kocharyan criticized the government for the
sale of the Armrusgasprom company’s remaining shares (20%) to Russia.

He described the agreement on giving the country an exclusive right to
manage Armenia’s gas supply until 2043 as an extremely vulnerable deal.

Commenting on the second president’s statements, Sakunts said he
doesn’t find them meaningful. The main challenge, in his words,
has to do with Armenia’s accession to the Russian-led Customs Union,
not the ‘gas agreements’.

“[President] Serzh Sargsyan’s position on the Customs Union membership
is that he never actually addresses the topic, continuing to observe
silence,” he said.

Asked whether he finds Kocharyan’s recent interviews as an attempt
of a political comeback, the rights activist said, “Kocharyan had
better keep silence. I don’t think it is worth giving attention to
any issue regarding Kocharyan or his statements about the economic
policies. Our society has one question to ask; and not only ask but
also demand responsibility for the crimes committed during the March
1 [2008 post election violence] and the October 27 [1999 terrorist
act in parliament]. But for me personally, the former question is of
primary importance,” he explained.

The Heritage political secretary, for his part, described Kocharyan’s
statement as just a “message” demanding the prime minister’s
replacement.

“This is the main conflict which, by the way, is quite manageable,
as none of the sides stepped beyond ethical boundaries,” he said.

In his comments, Khachatryan also agreed that Kocharyan’s interviews
and the prime minister’s subsequent remarks are a common public debate
not reflecting a serious conflict.

“As to whether or not this is a bid for returning to politics … I
don’t want to consider so because such a bid has to be in-depth and
positive. It has to be based on a positive public support,” he added.
