WATERTOWN – Tatevik Keshishyan graduated in the top ten percent of
her class at Watertown High School. She volunteered at the Watertown
Free Public Library, acted as president of the Armenian Club at the
high school and competed in state events as a member of the National
Honor Society.

But when it came time for college, Keshishyan received a stack of
rejection letters, and ended up attending Massachusetts Bay Community
College in Wellesley at a much higher cost than most students pay.

That’s because Keshishyan, who will turn 24 this month, is one of
nearly 12 million undocumented immigrants in the United States.

Keshishyan, a Watertown resident, was one of several undocumented
immigrants who appeared in the June 25 Time cover story “Not Legal
Not Leaving.” The story, by journalist Jose Antonio Vargas, chronicled
the experience of undocumented immigrants in the United States.

Keshishyan’s family came to Watertown 12 years ago from a suburban
Armenian town known for its nuclear power plant. She learned English
and attended Watertown public schools, volunteered at Fair on the
Square and tutored other students through Project Literacy-but she
remained an undocumented, and therefore illegal, immigrant. Keshishyan
said undocumented immigrants end up in the United States through a
variety of channels, such as overstaying their visas, but she could
not explain the specifics of her family’s situation for legal and
security reasons.

Keshishyan found out about the Time article through her involvement
with the Student Immigrant Movement, an organization led by
undocumented immigrant students who help their peers with issues such
as working to stop deportations and helping navigate the exorbitant
cost of in-state college tuition for undocumented students, who are
considered international students by universities and colleges and
therefore must pay out-of-state tuition.

Keshishyan said she received a phone call from SIM in spring 2012
saying a national magazine wanted to do a photoshoot of students
like her.

“I literally had an hour to decide whether I wanted to go to New York
the next day,” said Keshishyan.

By going to New York for the photoshoot, Keshishyan took a risk.

President Obama had not yet announced that he would no longer deport
undocumented student immigrants like Keshishyan, and by sharing her
story, Keshishyan technically risked deportation.

“It was a scary experience. It was the first time we admitted that
we were undocumented,” she said.

But she said she decided to share her story to raise awareness about
students in her situation and to dispel the myth that all undocumented
immigrants are from Latin America. Besides, she had just graduated
from college and couldn’t work because of her status.

Renata Teodoro, an undocumented immigrant from Brazil and a Boston
resident, also appeared in the Time article. Teodoro, the development
director of the Student Immigrant Movement, said she thinks the
article will act as an invaluable education tool.

“More and more people are learning about us and our stories, and I
think it will change a lot of people’s minds,” said Teodoro. “We have
become bolder. Not because there weren’t risks, but a lot of us were
just willing to accept the risks because we’ve been part of movement
for so long, and it’s only been the past few years that we’ve been
able to share our full names and faces and stories.”

For Keshishyan, the past few years have allowed her to take steps
toward fulfilling her career goals. After completing an internship
at Boston University, she applied to and was accepted there. She
recently graduated from BU and is taking a year off to study neural
stem cells at Massachusetts General Hospital and apply to graduate
school to earn her Ph.D. in biology. She hopes to open a research
lab and go into academia.

But she said she believes the United States’ legal attitude towards
undocumented student immigrants has a long way to go. She said she
supports the passage of the DREAM Act, legislation that would grant
conditional residency and eventually citizenship to undocumented young
people who meet certain conditions. Keshishyan said she believes that
needs to happen so immigrants like her can become productive members
of society.

“We’re being forced to stay out of school, stay out of work, not
contribute to our town or city,” she said. “The immigration system
is broken in the US. There needs to be a solution.”

Countries Hoping To Join The EU Must Respect Gay Rights

The European Commission has declared that respect for gay rights is
a definitive and legal criterion for countries that wish to join the
European Union. In a written note that was released to the press it
said, “Rights of LGBT [lesbian, gay, bisexual and transgender] people
thus form an integral part of both the Copenhagen political criteria
for accession and the EU legal framework on combating discrimination.

They are closely monitored by the EU commission, which reports
annually on the progress made by enlargement countries with regard
to the situation of the LGBT community.” It also cited that the
1993 Copenhagen criteria for EU eligibility and article 2 of the EU
treaty forbid discrimination against minorities of any kind while
articles 10 and 19 of the EU Treaty and article 21 of the European
Charter on Fundamental Rights clearly reject prejudice concerning
sexual orientation.

The reinforcement of these articles has put Armenia in a tough spot.

This is because they are keen to join the EU but are a strict Christian
nation. Armenian Bishop Hovakim Manukyan defends his country’s anti-gay
society by saying, “It’s not in our culture to accept homosexuals. I
mean, we don’t reject the person, but we reject the sin and this is
our freedom as Armenians. Our culture does not accept this.” Armenia
continues to hope that the EU can respect their differences; however, a
lesbian Austrian Green MEP called Ulrike Lunacek states, “That is what
the EU also stands for: co-operation instead of confrontation, openness

The Armenian Revolutionary Federation (ARF) Dashnaktsutyun has held
its traditional closed-door meeting in the Lori Region of Armenian.

Delegates from Nagorno-Karabakh, Georgia, Iran, France, Lebanon and
the US arrived to discuss Armenia’s internal problems. They decided
that the current authorities had failed in economic policy: emigration,
unemployment, poverty and foreign debt had increased. This may become
a disaster for the country.

The supreme authorities of the ARF had two more members appointed,
making a total of 11 at the assembly. Dashnaks say that it is a
result of serious and organized work for the upcoming elections to
local autonomies, the Yerevan Council of Elders and the upcoming
presidential polls of February 2013. The party has not passed a final
decision on the format of the presidential polls. It will be made at
a special session after discussions with other opposition forces.

The party is more interested in presenting its own candidate for the
presidential polls, because this is the only way to realize the party’s
programs. According to the party’s authorities, taking part in the
presidential polls as an independent force is not a goal in itself,
there may be a single opposition candidate. Dashnaks believe that
consent on topical issues should be the primary objective, only then
should candidates of separate forces be considered. A candidate’s
personality is of secondary importance. The most significant part
is for the candidate to announce a ban on the current presidential
system that strengthens political, economic and other monopolies and
switch to a parliamentary system allowing decentralization of power
and implementation of modern technologies of checks and balances. The
second idea is to strengthen levers that control and counterbalance
the government.

The ARF assembly set a transition towards a more radical attitude.

Dashnaks demand a switch of government and express readiness to
achieve this goal as fast as possible.

Dashnaktsutyun has never put forward such harsh demands since 1998.

The biggest demands it had during the previous parliament were the
resignation of the foreign minister and the prime minister. Such a
toughening of its position could have been provoked by the negative
socio-economic situation in the country, which inspires no diversity
of colours on the internal political field. The only two colours
fixed are black and white.

In this situation, steps towards a harsher course of policy play a
positive role in the political prospects of the ARF. This is a good
moment to consider the results of the latest parliamentary polls of
this political force. Despite the fact that the ARF had 16 seats at
the parliament of the previous calling and has only 5 seats today,
the parliamentary polls of May 6 improved its rating. The ARF left
the ruling coalition two years ago, because it was recognized as an
opposition party by society. The ARF’s position on some of the key
internal and foreign political issues and economic affairs brought the
party an image of a true opposition faction in the eyes of Armenian
society, which is a much greater achievement than having 11 additional
parliamentary seats.

Regarding the format of the ARF’s role in the presidential polls,
the party has been presenting its own candidates for the last 22
years, such as in 1991 and 2008 (Sos Sargsyan and Vagan Oganesyan
respectively), and supporting other candidates. For example, former
President Robert Kocharyan was twice a candidate of the ARF in 1998
and 2003. The ARF supported a single opposition candidate in 1996,
the chairman of the National Democratic Union Party, Vazgen Manukyan.

Some analysts believe that the ARF will introduce its own candidate
for the presidential polls of 2013, because there is no candidate
in the political arena to suit the demands of the ARF. But the ARF
will no doubt support an opposition candidate in the second round
of voting. So far, the ARF is its taking time, because processes
of preparations for the presidential polls will obviously start in
the summer and forecasts about the nature of these processes would
be too hasty. A clearer image of the internal political processes
should only be expected in autumn.

earlier reported as wounded, was found on a neutral territory in
Tovuz frontline.

Following the examination, Azerbaijan will pass the 21-year-old’s
body over to his family to be buried in his native village.

As Armenian Defense Ministry spokesman Artsrun Hovhannesyan told
PanARMENIAN.Net the ministry refused comments on the information
above. However, as he noted, Armenian side did not violate the
ceasefire.

According to different reports, Orujov’s death could have been avoided,
if Azeri soldiers hadn’t “forgotten” their injured fellow serviceman
while escaping after a failed June 15 border attack.

As well-informed sources say, Azeri soldiers are periodically leaving
their friends behind on the battlefield or on the site of a failed
attack. The latters may lose their way or get blown up by mine.

However, not once did Azeri side request the Armenian one to pass
them their “forgotten” friends.

Les habitants de la region secessionniste s’appretent a elire leur
cinquième president depuis la fin de la guerre contre l’Azerbaïdjan,
en 1994. Mais quel qu’il soit, le nouvel elu ne semble pas etre mesure
de faire avancer le dossier brûlant du statut de l’enclave.

Ni paix ni guerre. C’est dans ce contexte qu’aura lieu, le 19 juillet,
l’election presidentielle au Haut-Karabakh, region secessionniste
d’Azerbaïdjan, peuplee d’Armeniens et independante de facto depuis le
cessez-le-feu de 1994.

Le 12 juillet, la visite a Stepanakert, capitale du Haut-Karabakh, des
copresidents francais, americain et russe du Groupe de Minsk (cree en
1992 par l’Organisation pour la securite et la cooperation en Europe
[OSCE] pour chercher une resolution pacifique et negociee de ce
conflit ethno-territorial entre l’Armenie et l’Azerbaïdjan) n’a pas
permis d’avancer. Le Haut-Karabakh reclame, avec le soutien d’Erevan,
la reconnaissance de son independance, tandis que les autorites
azeries campent sur l’appartenance de la region a l’Azerbaïdjan. “Les
negociations sont clairement dans l’impasse, mais tout le monde espère

Quel que soit le vainqueur de l’election parmi les trois candidats en
lice – le president sortant Bako Saakian, le general et heros de la
guerre d’Artsakh (autodenomination du Haut-Karabakh) de 1988-1994
Vitali Balassanian et le professeur de l’Universite agraire d’Armenie
Arkady Soghomonian -, il devra trouver un equilibre entre les interets
de cette petite republique de 145 000 habitants (relies au monde
exterieur par la seule Armenie, puisque les communications avec
l’Azerbaïdjan sont coupees, voir la carte ci-dessous) et l’enjeu que
constitue l’evitement d’un nouvel embrasement regional, dont
l’eventualite est evoquee par certains analystes locaux.

“L’election se jouera entre les candidats Saakian and Balassanian”,
analyse le journal georgien Georgia Times. Le president sortant,
lui-meme hors parti, est en effet soutenu par quatre des principaux
mouvements politiques karabakhis, dont Dachnaktsoutioun (nationaliste)
et le Parti democrate d’Artsakh. Il explique vouloir effectuer un
second mandat pour “continuer les reformes engagees depuis cinq ans”
et rappelle ses reussites : abolition de la peine de mort, creation
d’un poste de defenseur des droits de l’homme, doublement du budget du
pays, dont 60 % est consacre a la sphère sociale, augmentation des
allocations familiales, amelioration des conditions de logement pour
les militaires, legère amelioration de la situation demographique…

Son principal opposant, Balassanian, “a la population a ses côtes” et
peut compter sur le soutien du Mouvement-88, fer de lance du combat
pour l’independance, en 1988. Selon un communique de ce dernier, cite
par le site russe d’informations sur le Caucase Kavkazski Ouzel, les
autorites actuelles ont “une faible capacite de reflexion independante
sur les questions de securite nationale. Elles ont gonfle
l’administration de l’Etat, privatise des biens publics, contribue a
une polarisation colossale entre differentes strates de la societe,
ebranle la volonte du peuple en ne laissant presque rien de notre
unite de 1988”. Sur le plan de la politique interieure, Balassanian
critique “la situation economique insatisfaisante du Karabakh et les
depenses publiques trop elevees”. Quant a la politique exterieure, cet
ancien combattant fustige “les fautes commises, au premier rang
desquelles le cessez-le-feu de 1994 [avec l’Azerbaïdjan] et le refus
de l’idee de reunification avec l’Armenie”.

Alors que l’Armenie voisine subit le blocus economique impose par la
Turquie et l’Azerbaïdjan et que les escarmouches a la frontière avec
l’Azerbaïdjan sont quasi quotidiennes, le choix des electeurs
karabakhis devra se faire entre les besoins de developpement
economique et les solutions geostrategiques capables de changer la
physionomie du Caucase du Sud.

PanARMENIAN.Net – Armenian Harvest Promotion Centre (AHPC) CJSC has
developed a pilot Program on Intensive Establishment of Sultana
Vineyards in the Republic of Armenia and is implementing it with
the support of Yerevan Brandy Company. The long-range goal is to
establish up to 5000 ha sultana vineyards in Armenia and to increase
the export volumes of Armenian high-value sultana grapes in high
demand in foreign markets within 5-7 years.

The selection of the sultana grapes is conditioned by the sorts’
universal nature, i.e. they can be exported both as high-value
table grapes and as raw materials for high-quality raisins and vine
production.

In order to receive rooted cuttings by means of soil and soilless
production, over 400 thousand purebred sultana grape cuttings have
been collected from pure-bred vineyards in spring. Approximately
3,1 ha nurseries have been established in the area of the Institute
of Hydroponics Problems and in the experimental farm in Nalbandyan
village, Armavir region of the Scientific Center O…f Viticulture,
Fruit Growing and Wine Making under the Armenian State Agraraian
University.

Relevant works are carried out in the Scientific Center of
Agrobiotechnology for receiving planting material in accordance with
the “in vitro” method. Under the program, approbation, selection,
genetic identification and passportization of sultana grapes are also
carried out.

The National Academy of Sciences of Armenia, the State Agrarian
University, the Yerevan State University and “Tierras de Armenia”
company take part in the program.

In autumn of the present year, 200-250 thousand high-quality pure-bred
rootings will be received from the nurseries.

During this autumn and spring of the next year 80-100 ha vineyards
are to be established with the received rootings.

“The AHPC conducts negotiations with landlords and horticulturists
in order to establish vineyards with pure-bred rootings in accordance
with modern technology solutions. Under the program, we shall support
investors in the establishment of the vineyards, sale of the produce
and in receiving other appropriate assistance. Guaranteed mechanisms
regarding export and sale of products will be introduced in parallel
with increase in the production volumes of sultana grapes”, said
Aleksan Arakelyan, the Director of Investments of the company. He also
mentioned that the program anticipated rehabilitation and development
of the entire technological chain ranging from the stoolbed to the
establishment of a new vineyard, expansion of sultana vineyards year
after year and to expand their the territory till 5 000 ha, Armenian

of major projects in the agenda of bilateral relations is dictated

of cooperation between Islamic Republic of Iran environmental
organizations and that of Armenia in the form of detection of
environmental problems, investigation and resolution of the necessity

is of high importance for all the countries in the region. Those
bordeing states should make the use of water resources in the border
areas efficiently, fight against water pollution and the environment,
follow the environmental rules.

a headquarter in Krimsk to demonstrate humanitarian assistance to
victims of flood.

The head of Youth Union of Armenians in Russia Hrach Ter-Karapetyan
stated they had immediately convened consultation after Krasnodar
tragedy was voiced.

“During the consultation we accepted a decision to support the calamity
area” the interlocutor noted.

Just on the following day of the tragedy our compatriots sent cars
full of food, drinking water and essential items to Krismsk. Many
young Armenians involved in various other organizations joined
the initiative. Flood victims were shown humanitarian assistance
regardless nationality.

Hrach Ter-Karapetyan noted that the Youth Union of Armenians in Russia
will continue its work as long as it will be necessary.

En visite officielle a Tbilissi, mercredi, le ministre de la Defense
turc, Ismet Yilmaz, s’est entretenu avec son homologue georgien
Dmitri Shashkin.

A cette occasion Shashkin a declare, “la Turquie a toujours ete une
” grande amie ” de la Georgie et aide au developpement de l’armee. La
Turquie a toujours soutenu l’integrite territoriale de la Georgie et
a apporte son soutien a l’armee, a la fois technique et pedagogique”

Bako Sahakian president Haut-Karabakh tout en saluant mardi la campagne
electorale en cours pour la presidentielle s’est dit trouble par les
vives critiques de son principal challenger.

“Ceux qui participent ou qui ont suivi la campagne electorale
peuvent en conclure qu’elle se deroule dans des conditions tout a
fait civilisees “, a declare le president a RFE / RL.

Vitali Balasanian, ancien general de l’armee et principal candidat
de l’opposition, a critique la facon dont les autorites du Karabagh
organisent la competition. Il les accusent notamment d’exercer
des pressions en faveur de Sahakian et d’essayer de s’opposer a sa
campagne. S’adressant a RFE / RL lundi, Balasanian avait exhorte les
autorites a veiller a ce que l’election de jeudi soit democratique.

Sahakian a insiste sur le fait qu’il souhaite un vote propre et dit
avoir donne des instructions en ce sens. ” Avant meme la campagne,
j’ai lance un appel, et ait demande et exige que ceux qui sont en
charge de l’organisation des elections s’assurent que la campagne
electorale et les elections soient dans la continuite des pratiques
qui ont permis nos precedents succès dans ce domaine “, a-t-il dit.

Le chef du Karabakh s’est en revanche affirme non par les critiques
de Balasanian concernant ses 5 annees de bilan, estimant que le Haut
Karabagh a besoin d’une opposition comme les autres pays civilises.”

“Je crois que c’est l’un des meilleurs moyens civilises de veiller a ce
que les autorites de travaillent mieux et soient plus vigilantes, et en
ce sens j’attache beaucoup d’importance a l’activite de l’opposition,
“a-t-il explique.

Avant la presidentielle et l’entree de Balasanian dans la melee,
celle-ce ne s’etait cependant que peu manifestee. Les trois partis
politiques representes au Parlement de la RHK participent en effet
au gouvernement Sahakian et soutiennent sa reelection.

Les elections au Karabagh ont toujours ete condamnees par
l’Azerbaïdjan. Les grandes puissances ont egalement critique les
scrutins precedents, declarant que leurs resultats ne pouvaient pas
etre consideres comme legitimes par la communaute internationale
aussi longtemps que le conflit du Karabakh ne sera pas resolu.
