ISRAEL WARNS ITS CITIZENS AGAINST VISITING BREAKAWAY AZERI REGION

The Israeli ambassador to Azerbaijan has said that his country has
warned its citizens against visiting Azerbaijan’s breakaway Nagornyy
Karabakh region which came under Armenia’s military control after 1994,
Baku-based APA news agency reported on 16 July.

Michael Lotem said this commenting on recent media reports about a
visit by a group of Israeli citizens to Nagornyy Karabakh.

“Those persons do not reflect the Israeli government’s position. The
Israeli Foreign Ministry’s website has posted a statement warning
Israeli citizens against visiting the Nagornyy Karabakh region. Those
persons were aware of the warning,” Lotem was quoted as saying.

On 13 July, Azerbaijani private Bizim Yol newspaper website quoted
Israeli Yedioth Ahronoth paper as saying that Azerbaijan had sent a
note of protest to the Israeli embassy regarding Israeli citizens’
visit to Karabakh. Azerbaijan had also demanded an explanation from
the Magma Challenge tour agency which had organized the visit, the
report said.

in Nagorno Karabakh

Baku – APA. Turkish Foreign Ministry issued statement on “presidential
elections” that will be held by the Armenian separatists in occupied
Nagorno Karabakh region of Azerbaijan on July 19. APA reports that
the statement reads:

“It is reported that the “presidential election” will be held in Upper
Karabakh region of Azerbaijan, which is under Armenia’s occupation,
in opposition to the international law and expectations of the
international community. This election, which means the explicit
breach of resolutions of the UN Security Council and OSCE principles,
is a new display of attempt to unilateral legitimization of illegal
existing situation in Upper Karabakh. The Upper Karabakh dispute
continues to be the biggest obstacle before the establishment of peace,
stability and cooperation in the South Caucasus, moreover, it hinders
the settlement of a climate that could lead to good neighborhood ties
and cooperation between the countries of the region.

Turkey is determined to keep displaying efforts aimed at a complete
and comprehensive normalization process in the region, it condemns
the upcoming elections as they meant a new violation of Azerbaijan’s
political union, sovereignty and territorial integrity. Turkey will
not recognize the results of that “presidential election”, which is
illegitimate and doesn’t have a legal force”.

BAHAR MURADOVA: “THE NAGORNO KARABAKH CAN BE INVOLVED IN NEGOTIATIONS PROCESS IF THE SIDES ACHIEVE AGREEMENT ON THE SETTLEMENT OF THE CONFLICT”

Baku. Rashad Suleymanov-APA. “The Armenian side prevents participation
of the Armenian community of Nagorno Karabakh in the meetings and
considers that the contacts between the two sides are impossible”,
vice-speaker of the Azerbaijani Parliament Bahar Muradova told
journalists, APA reports.

Muradova noted that Azerbaijani side insisted in its position and the
Nagorno Karabakh conflict can be involved in negotiations process
if the sides achieve agreement on the settlement of the conflict:
“Azerbaijan can hold negotiations with the representatives of its
constituent territory, the status of which will be determined,
after returning of the Azerbaijani community to their lands, full
restoration of human rights and withdrawal of the troops from our
country. It can be a certain round of the negotiations process. This
issue is not seen real today, because there is neither agreement
between the sides, nor the conditions were implemented. These are
impossible until elimination of occupation factor.”

Muradova also commented on the desire of Armenia to carry out
flights to the airport, which was built in Khankendi situated in
Nagorno Karabakh territory of Azerbaijan. Recalling the existence of
international legislation for flights Muradova said that Azerbaijan
is also based on this legislation in its decisions: “An international
organization put these conditions when the issue became intensified.

“If we can guarantee the security of any aircraft in the sky, the other
side also undertook obligations not to violate the sovereign rights. It
means that they agreed not to carry out flights over Azerbaijan. If
the flights are carried out, Azerbaijan would adequately respond it.”

MILLI MAJLIS VICE-SPEAKER: ARMENIA AGREES NOT TO FLY OVER AIRSPACE OF AZERBAIJAN

Azerbaijan Business Center
July 17 2012

Baku, Fineko/abc.az. When summarizing the results of the spring
session the Azerbaijani parliamentarians did not sidestep vital issues.

At a press conference in Baku Milli Majlis deputy speaker Bahar
Muradova has informed that the Azerbaijani side will respond adequately
to the attempts of illegal flights over Nagorno Garabagh occupied
by Armenia.

“There are international laws governing issues of flight of civil
aircrafts, and Azerbaijan has always preferred to operate within
its framework. The Azerbaijani side has always based itself on the
standards in relations with Armenia, and with appearance of tension
on this matter the International Civil Aviation Organization (ICAO)
also expressed its position that the parties must adhere to these
requirements. If we commit ourselves to ensure the safety of both
civil and other flying objects over our airspace, the other party has
committed not to violate the sovereign rights of another country. That
is why if the Armenian side has given its consent to it, it means it
also agreed not to fly over the airspace of Azerbaijan,” Muradova said.

She added that in case Armenia carries out illegal flights over the
territory of Azerbaijan, the Azerbaijani side will give an adequate
answer.
