STEPAN GRIGORYAN: THE WORLD HAS TO TAKE INTO ACCOUNT ARTSAKH ELECTIONS

Panorama.am

“The international community’s response to Artsakh elections is not so
important to me, because the major UN and Council of Europe conventions
stipulate that every nation has the right to form government,”
political scientist Stepan Grigoryan told reporters in Yerevan,
commenting on Artsakh presidential elections.

The expert attached importance to the fact that “Artsakh held
competitive elections.”

“The election results are not so important to me. The important thing
is that there was competition, a hot fight,” Grigoryan said.

“The world has to take into account Artsakh elections,” he concluded.

Presidential Candidate: "Elections Were Free But Not Fair"

PRESIDENTIAL CANDIDATE: “ELECTIONS WERE FREE BUT NOT FAIR”

02:04 pm | Today | Politics

Vitaly Balasanyan, a Karabakh national hero who participated in
the July 19 presidential elections in Nagorno-Kharabakh Republic
(NKR), has issued a statement congratulating the Kharabakh people
on political awakening demonstrated during the election campaign and
the Thursday vote.

“We have proved the whole world that the people of Artsakh are ready
to determine their future. The number of people who cast ballots for
me shows that many are displeased with the countries policies and
are eager to see urgent changes.

In an open letter addressed to the incumbent president on July 15 I
expressed my concerns about the procedure degrading the elections. I
was ready to congratulate the candidate who won in free and fair
elections, but I can only confine myself to admitting the election
results with some reservations.

The elections proved that at least one third of our population
disagrees with the policies pursued and is demanding reforms. The
authorities are obliged to revise their policies and they will do
that following our demand.

The incumbent president and his team did not manage to ensure free and
fair elections in the country. The elections were free but not fair.

People in different regions were subjected to pressure on the
voting day, with the administrative levers being used to ensure the
re-election of the incumbent president.

The greatest pressure was exerted in the regions of Kashatagh and
Shahumyan. I consider the votes received in such conditions to be
a good result which lays a serious foundation for launching a new
political institution.

As its primary objective, the institution will seek to protect the
rights of our citizens. I will always stand by people whose rights
are being infringed.

I express my gratitude to all those who cast their ballots in my
favour. Under such circumstances it required a certain degree of
brevity on your part. I also welcome all those who voted for the
other candidates with clear conscience. I thank all media outlets
and observers who provided and unbiased coverage of the Thursday
vote. I thank everyone for supporting me during the elections,”
said the candidate.

Three candidates were running in the July 19 presidential elections in
the NKR. Incumbent President Bako Sahakyan was re-elected, according
to the country’s Central Electoral Commission.

Harsnaqar Incident Domestic Policy Challenge – Expert

HARSNAQAR INCIDENT DOMESTIC POLICY CHALLENGE – EXPERT

The deadly clash at the Harsnaqar restaurant, which claimed the life of
a military doctor, poses a serious domestic policy threat to Armenia,
according to Stepan Grigoryan a political analyst.

At a news conference on Friday, the expert said he is very much
surprised that the subsequent developments did not address the incident
at all.

Three military doctors were beaten by the restaurant’s security guards
on June 17. One of them, Major Vahe Avetyan, who the most seriously
affected, died in hospital twelve days later. The restaurant is owned
by Football Federation President Ruben Hayrapetyan, a member of the
ruling Republican Party faction in Armenia’s National Assembly.

Commenting on the incident, Grigoryan said that the ruling regime
is losing its sovereignty, by declaring a restaurant or any other
institution its property. He called for the authorities’ measure to
do away with such kind of phenomena in the country.

Three days after Avetyan’s death, the businessman MP declared his
intention to vacate his seat in the legislative. He submitted his
resignation notice to the National Assembly on June 22.

“It is necessary to wait for the authorities’ response,” Grigoryan
said. “One parliament member’s waiving mandate offers no solution
to the problem. The question demands a systemic solution,” he said,
adding that he focuses on the phenomenon in general rather than the
individuals in question.

THE SITUATION IN SYRIA IS RATHER COMPLICATED, ARMENIAN DEPUTY FM SAYS

“The Armenian authorities not only follow the development of events in
Syria, but have also taken corresponding steps on different levels and
in different directions. The efforts are first of all targeted at
ensuring the security of Syrian Armenians, providing normal living
conditions to the Armenian community and preserving the
historical-cultural heritage,” Armenian Deputy Foreign Minister Sergey
Manasaryan declared today.

He added, however, that the promulgation of the efforts could
negatively affect the results. Therefore, he refrained from going into
details.

“I should add that these issues are in the focus of attention of
leaders during international meetings. We keep in touch with community
structures in Syria through special envoys, the Armenian Embassy in
Damascus and the Consulate General of Armenia in Aleppo. It’s obvious
that the situation in Syria is rather complicated,” the Deputy Foreign
Minister said, adding that in case of necessity additional steps will
be taken without incautious and emotional statements.

President Sargsyan Presented His Complaints In Police Board Session

PRESIDENT SARGSYAN PRESENTED HIS COMPLAINTS IN POLICE BOARD SESSION

ARMENPRESS

YEREVAN

YEREVAN, JULY 20, ARMENPRESS: The President of the Republic of Armenia
Serzh Sargsyan participated in Police Board July 20 session where
Police Departments and Regional Bodies activities’ results covering
2012 first seminar were reported. As Presidential press office briefed
Armenpress the President came forth with some observations addressing
to the Board participants before the launch of the agenda.

President Sargsyan noted, “I am more than sure each of you,
Chief of Police inclusive, is high aware of the mission you have
undertaken voluntarily. Currently the work of the Policeman, without
exaggeration, is a mission which first of all refers to the senior
personnel. Neglecting this means not to accept the tasks and the
targets ahead of you. There can be no doubt about this.

We have worked hard to speed up reforms in this direction. I
personally followed your activities with daily frequency. During the
last stage I drew your attention to the Police exterior services,
taking into consideration the keeping of public order and in general
the functions assuring the direct contact with the public as well as
ensuring progress in revealing the committed crimes. I see progress
in these directions.

There is a progress in revealing the crimes, committed for ages as well
as crimes having a wide publicity. This is also an important sphere,
where you are on the right direction, yet you have to work harder to
become more professional in your job.

However, unresolved issues are more than achievements. The matter goes
on those unacceptable phenomena which have existed and still exist
in Police. I believe if you work harder and speeder the detection
of shortcomings will get easier and in most cases it will turn out
by itself.

The quality of criminal cases investigation remains problematic. Maybe
my opinion is subjective, yet I guess it is most vulnerable sector of
Police. Grave measures should be taken in this direction. I deem the
phenomena and activities casting doubt on the preservation of rights,
freedoms, honor and respect the dignity, equality before the law,
responsibility for proper implementation of the principles by the
Police Officers of the particular department must be excluded. I
want everybody to listen, I declare, “There is not a single person
who cancan not be punished in our country. The one committed crime
must bear responsibility. This is our approach.

It is necessary to continue the progress we have already registered
and undertake the solution of the problems in other branches. I wish
any of you to come to work with a feeling to change something for the
better. If the person does not enjoy what he does, he cannot have
success. I really hope sooner each of you will get engaged to your
everyday routine with a pleasure, and reportedly any positive change
will make you became gratified. We need such stance”.

RUSSIA’S MONITORING MISSION SAYS PRESIDENTIAL ELECTION IN NKR ARE FREE, OPEN, DEMOCRATIC AND FAIR

arminfo
Friday, July 20, 15:01

The presidential election in Nagornyy Karabakh Republic passed in the
conditions of high political competition and legal equality in access
to mass media, the statement by the Russian Monitoring Mission says.

Several shortcoming in the work of the electoral commissions mentioned
by members of the mission were more of the organizational and technical
nature. Members of electoral commissions and representatives of local
authorities took measures for their operative removal. The mission
positively assesses the voting stages. Voters were personally
voting. The Monitoring Mission did not notice any incidents
or violations which would affect free will expression. The votes
accounting process at the ballot stations was transparent. The monitors
had an opportunity without any obstacle to study documents of the
election, samples of ballots, solutions of the electoral commissions
and protocols of sittings.

According to the results of the voting, the Russian Monitoring Mission
recognizes the presidential election in Nagornyy Karabakh Republic
on 19 July 2012 legitimate, transparent, free, open, democratic,
fair and fully meeting the electoral legislation of republic as well
as international standards for democratic elections.

The fifth presidential election in Nagornyy Karabakh Republic
taken place on the alternative basis with participation of the
three candidates, are evidence of consistent actions on the way of
enhancing the institute of democratic elections and development of
civil society. The activeness of voters, their motivation and civil
position are evidence of their deep involvement in the democratic
process. The participants in the mission think the election are
very much important for the negotiating process within the OSCE
Minsk Group as well as in general for effective functioning of the
power structures of Nagornyy Karabakh Republic. The efforts directed
at the building and improvement of the democratic electoral system
require adequate attention from the side of the OSCE MG co-chairmen
and the world community in general. This would promote settlement of
the Azerbaijani-Karabakhi conflict as soon as possible, as well as
establishment of stability and truly strong peace in the region.
