YEREVAN, SEPTEMBER 18, ARMENPRESS: A demonstration was launched
in Armenian Apostolic Saint Katarine Church condemning Hungarian-
Azerbaijani criminal transaction, on September 17. As Armenpress
reports, Armenian Community representatives from Leningrad region
and the city partook at the action.

“All community members are shocked by that disgusting transaction,
which is intertwined with innocent Armenian officer Gurgen Margaryan
blood axe murdered by Azerbaijani executor Safarov .In front of
the entire civilized society two countries leaders violating the
fundamental principles of justice and morality, paved the way for axe
diplomacy. We demand the United Nations, Europe’s political and social
organizations respect their adopted values, condemn, come forth with
adequate assessment pertain to false, disguising deal signed by the
states”Community head Karen Lazarian announced.

It was declared in the course of the meeting that Europe once and
forever must realize Arstakh population even theoretically cannot
live under the same roof with the people who deny all international
rights, violate all human norms and can perpetrate axe murder
towards an innocent person just in a night. A condemnation letter
was forwarded to Hungary Consul General in St. Petersburg on behalf
of the meeting participants. The Consul General of the Republic of
Armenia to St. Petersburg Vardan Hakobyan attended the meeting.

Le chef de l’Etat recoit ce mardi 18 septembre a 14h45 le dictateur
d’Azerbaïdjan, Ilham Aliev, dont la famille dirige le pays presque
sans interruption depuis 1969. Aliev, sous des abords polices, n’a
rien a envier en matière d’atteintes aux droits de l’homme a feu
Mouammar Kadhafi recu par Nicolas Sarkozy a l’Elysee en 2007.

Le clan Aliev a bâti, au detriment de la population azerie, une
immense fortune grâce aux colossaux revenus du petrole. Ilham Aliev
a fait voter en juin dernier une loi lui garantissant l’immunite a
vie ainsi qu’a son epouse. Ses opposants sont museles et emprisonnes
comme l’ont decouvert ” avec surprise ” les observateurs etrangers
a l’occasion de l’Eurovision 2012 a Bakou.

Le couple Aliev va inaugurer les nouvelles salles des Arts de l’Islam
au Louvre, salles pour lesquelles l’Azerbaïdjan a offert 1 million
d’euros.

A l’instar de Khadafi, Ilham Aliev se rit des valeurs europeennes :
il vient de ‘racheter’ 3 milliards d’euros un meurtrier azeri detenu
en Hongrie depuis 2004 pour l’assassinat raciste d’un Armenien. Sitôt
revenu en Azerbaïdjan, Ramil Safarov a ete gracie par ses soins et
celebre en heros a Bakou.

Le mercredi 19 septembre, Ilham Aliev sera recu au MEDEF, peu regardant
– comme on le sait – en matière de droits de l’homme. Le lieu de la
rencontre est tenu secret pour eviter toute contestation.

Michèle Rivasi, Deputee europeenne Europe-Ecologie, a declare ce 13
septembre 2012 devant le Parlement europeen: “Les droits de l’homme
sont la première des motivations de l’UE dans sa politique etrangère,
quel signal envoyons-nous alors aux dictatures en tout genre? Rachetez
notre dette avec vos petrodollars et on fermera les yeux?! C’est
lamentable “.

Tout indique qu’il ne faut pas attendre le printemps azeri pour
declarer le dictateur Ilham Aliev persona non grata dans notre pays.

PARIS. – Azerbaijan’s president Ilham Aliyev arrived in Paris on a
working visit.

It was reported earlier that Aliyev will encounter a “special
hospitality” in the French capital. Specifically, the French
Armenians will “welcome” the Azerbaijani leader with a populous
protest demonstration.

The rally will be held across the Azerbaijani Embassy in France,
Armenian National Congress (ANC) France Executive Director Hratch
Varjabedian stated. The protesters will not only raise their voices
against Ramil Safarov’s extradition and ensuing pardon, but they
also will speak against Azerbaijan’s policy conducted with respect
to Armenia and Nagorno-Karabakh.

In Varjabedian’s words, the demonstrators will also protest the French
government, which has allowed entry into the country for a president
who makes a hero out of a murderer.

French politicians, NGO representatives, and those who are discontent
with Aliyev’s actions and policies will join the demonstration.

“I don’t understand the logic of the Azerbaijani leadership, and I
believe not solely myself,” renowned Ukrainian scholar, Ukrainian
National Academy of Sciences Academician Miroslav Popovich told
Analitika.at.ua, commenting on the Ramil Safarov case.

“By pardoning the murder, the [Azerbaijani] state is taking on a huge
responsibility. I want to believe that Safarov’s pardon will not result
in the escalation of the [Nagorno-]Karabakh issue,” the scholar noted.

As per the Ukrainian academician, encouraging murder is absolutely
impermissible, and the matter needs to be resolved on the basis of
universal human values.

Armenian News-NEWS.am reported earlier that Ramil Safarov, a lieutenant
in the Azerbaijani military, was extradited on August 31 from Hungary,
where he was serving a life sentence-and with no expression of
either regret or remorse-for the premeditated axe murder of Armenian
lieutenant Gurgen Margaryan, in his sleep, during a NATO Partnership
for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was
his act of murder, by the officials of president Ilham Aliyev’s
government and much of Azerbaijani society, and the Azerbaijani
president immediately granted him a pardon.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary.

Ramil Safarov’s pardoning is condemned by virtually all international
organizations.

The construction of a small hydro power plant near Getahovit village
of Tavush region has caused protest of local residents. The main
reason is activation of the landslide processes, erosion of land and
the irrigation water problems.

As Getahovit village resident Artur Avakyan said at today’s
press-conference, that because of functioning of the “Khachakhpyur”
power plant since 2007, the nearby territories have found themselves
in the landslide. Despite obvious ecological risks and the protest of
local residents, the power plant “Khachaghpyur-2” power plant
construction has kicked off. Avakyan said that this sector was
involved in the special nature protection area, which consists of 3
waterfalls.

To protect their interests, local residents are ready to apply to the
government and the president with a demand to draw attention to the
created situation.

As Hetq.am reported earlier, Ararat Kokobelyan, brother of the leader
of the Free Democrats party, Khachatur Kokobelyan, is behind the hydro
power plant “Khachakhbyur-2”.

ex-prime minister, MP Bagratyan had an interesting dialogue with the
minister of finance Vache Gabrielyan. Bagratyan inquired why the big
loan from Russia was directed to the banks, the financial system.

`Expensive loans are borrowed from another state and given to the
banking sector as resource,’ Bagratyan said. Banks gave all the money
to the real sector. The government borrows and gives to the subjects
to lend. The government borrows the money and identifies the sector.
It can be export, SME development. The Central Bank identifies the
criteria while banks decide who to give the loan, the conditions.

Why were the loans invested in the economy in the years of the
financial and economic crisis, Bagratyan retorted?

`How come economy declines by 15% while banks grow by 50%?’ Bagratyan said.

`Turkey and Azerbaijan are genocide-generating units. This is the
truth we should bring to the attention of the world,’ Director of the
Noravank Foundation Gagik Harutyunyan told reporters today.

The release and glorification of Ramil Safarov was not a surprise to
Gagik Harutyunyan. What’s surprising is the reaction of the European
countries, he said.

According to Harutyunyan, the international community, particularly
the Minsk Group co-chairing countries, must come to understand the
impossibility of the NKR people’s living under Azerbaijani
jurisdiction.

Gagik Harutyunyan considers that Ramil Safarov’s transfer and release
have complicated the process, but believes that the negotiations must
continue, and this stems form the interests of our nation.

Director of the Noravank Foundation considers that war is unlikely
under the current conditions.

Combats près de l’aéroport d’Alep, des arméniens abattus par des

De violents combats entre rebelles et soldats se sont déroulés
mercredi près de l’aéroport international d’Alep, deuxième ville de
Syrie, où des arméniens de retour de Erevan ont été abattus dans le
même secteur, selon une ONG syrienne et des habitants.

Les combats près de l’aéroport d’Alep, qui fonctionne toujours
normalement, ont éclaté dans le secteur de Nairab, a rapporté
l’Observatoire syrien des droits de l’Homme (OSDH), qui se base sur un
large réseau de militants. L’armée syrienne a par ailleurs bombardé
toute la nuit plusieurs quartiers d’Alep, notamment dans l’est de la
métropole.

Dans la nuit de mardi à mercredi, quatre Syriens arméniens qui étaient
de retour d’Erevan ont été abattus par des hommes armés sur la route
de l’aéroport, ont affirmé à l’AFP leurs proches. Au moins 13 autres
personnes du même groupe ont été blessés, selon la même source.

Egalement dans la nuit, une usine de glace et une salle de fêtes,
utilisées par des hommes armés comme lieu de rassemblement, ont été
bombardés dans le nord de la ville, selon des témoins.

Mercredi matin, l’aviation syrienne bombardait le quartier de Boustane
al-Bacha (nord), également selon des témoins.

Ailleurs dans le pays, un petit garçon et une petite fille ont été
tués et des dizaines de civils ont été blessés dans le bombardement de
localité rebelle de Latamné à Hama (centre) mercredi matin.

Dans cette même région, les bombardements de l’armée régulière ont
provoqué des incendies dans plusieurs immeubles ainsi que dans la
principale boulangerie à Kastoune.

Dans l’est du pays, plusieurs quartiers de la ville de Deir Ezzor ont
été bombardés également. La ville de Boukamal dans cette province
était également la cible de raids aériens, faisant des morts et de
blessés selon l’ONG qui ne précise pas le bilan.

Et à Idleb (nord-ouest), les rebelles ont attaqué plusieurs barrages
dans la ville de Saraqeb et de puissantes explosions étaient entendues
dans la zone. Selon des militants dans la zone, de colonnes de fumée
se dégageaient de ces barrages après les attaques.

“Plusieurs bataillons ont lancé des attaques à la roquette sur ces
barrages”, a indiqué à l’AFP Rami Abdel Rahmane, président de l’OSDH,
sans faire état de bilan.

Mardi, les violences avaient fait 138 morts –93 civils, 19 rebelles
et 26 soldats à travers le pays, selon l’ONG.

Yasin Hayal, who is currently serving a life sentence for his role
in the assassination of Armenian-Turkish journalist Hrant Dink, will
not be released since the local court finalized his case before his
fifth year in prison ended, according to judicial sources.

A Dink family lawyer had claimed on Sept. 13 that Hayal could be
released in January 2013, when the maximum time for arrest, five years
plus a one year extension by the Supreme Court of Appeals, is exceeded.

However, the Supreme Court of Appeals has systematically calculated
the period of arrest as ending on the date the local court issued
its verdict, daily Milliyet reported on Sept. 14, citing unnamed
Supreme Court of Appeals sources. This has been the practice of the
high court since the highly controversial release of the Hizbullah
case defendants, a decision that was subject to major criticism at
the time, the report said, adding that as Hayal’s case was finalized
by the local court before his fifth year in prison ended, he will
not be released unless a radical change occurs.

The Istanbul 14th Court for Serious Crimes, which is hearing the Dink
assassination case and has received criticism for deciding that the
murder was not committed as an organized action, has not sent the case
file to the Supreme Court of Appeals even though eight months have
passed since the decisions were made about the defendants. This has
led to discussions that the instigator of the Dink murder, Yasin Hayal,
could be released due to an article in the Code of Criminal Procedure
(CMK) which suggests that one can serve five years at most in prison
under arrest, and the appeals court may extend it for a year while
it deliberates the case. Hayal was arrested on Jan. 24, 2007.

Hayal was sentenced on Jan. 17 to aggravated life imprisonment, while
the triggerman, Ogun Samast, had earlier been sentenced to 22 years
in prison by a juvenile court.

In its ruling, the court argued that there was not enough evidence
indicating the existence of a conspiracy behind the crime, despite
lingering doubts. A prosecutor then appealed the ruling at the trial
on March 30, arguing that the crime was an organized hit.

There is a noticeable difference between the Azeri GDP and those
of its two South Caucasian neighbors. The Azeri GDP is more than 40
billion USD whereas the Georgian GDP is around 14 billion USD and the
Armenian GDP around 13 billion USD. Budgetary revenue per capita in
Armenia is $650, in Georgia $900 and in Azerbaijan $3100. Azerbaijan is
leading in the demographic situation as well. In 1926 for every 1000
Georgians there were 950 Azeris and 770 Armenians. In the beginning
of 21st century for every thousand Georgians there were 2000 Azeris
and 940 Armenians.
