During the debate in Armenia’s parliament regarding the proposed bill to
raise the minimum wage from 32,500 AMD to 35,000, ruling Republican Party
MP Mkrtich Minasyan told Hetq that while the increase wasn’t sufficient,
he
could get by on 35,000 for one month.

`It would be tough but I’d try if forced to. I don’t drink or smoke and
hardly eat meat. To keep my cholesterol down I eat boiled rice with no
oil,’ Minasyan said.

I took at look at MP Minasyan’s official financial disclosure and
immediately was convinced that the man couldn’t possibly make do on 35,000
a month.

As revenue, in his 2011 disclosure, Minasyan entered 3,387,250 AMD. He
failed to claim the nature of the revenue, but I assume it was his yearly
salary.

By the end of 2011, Minasyan’s bank deposits skyrocketed from 1.5 million
AMD to 10 million and from $3,000 to $10,000.

Where the additional money came from is anybody’s guess. You would think
such numbers would set off red flags at the parliament’s ethics committee,
but it hasn’t.

In 2011, Minasyan also purchased a $50,000 Mercedes G500.

Minasyan’s wife Hasmik also saw a drastic rise in her revenues.

She declared bank deposits of 1.5 million AMD at the start of 2011 and 7
million at the end of the year. Her $35,000 in the bank increased to
$42,000 by year’s end.

The president of the Multinational Georgia NGO and the Georgian
minister of education have agreed to discuss and resolve the
Georgian-Armenian community’s educational problems.

`It is now a month since the Georgian Dream party celebrated a
victory, and we came to realize over this period that unlike the
former authorities of Georgia, the Bidzina Ivanishvili-led government
has its doors open to the Armenians and the other minorities,’ Arnold
Stepanyan told Tert.am on Saturday,

Stepanyan has sent a written note to the Georgian Dream leader Bidzina
Ivanishvili addressing the problems of Georgian-Armenians. `The former
authorities wouldn’t cooperate with our organization. But we now have
an opportunity to raise our problems and move ahead,’ he said.

As for the Armenians who have been convicted for crossing the
Abkhazian-Russian border, Stepanyan said he has met Georgia’s new
minister of justice, Sozar Subari, who will soon give him permission
to visit those people in prison. Stepanyan thinks such a course of
developments will help solve specific problems within the shortest
timeframes.

Earlier, Hasanov delivered a statement noting Azerbaijan will increase

Since its origin Armenia had been closely related with the country of
Mesopotamia, and recent movement in the development of relations between
Iraq and Armenia will be an important aspect of our foreign policy. Iraq is
trying to return to some sovereign countries and play a more important role
in the Near East like in the previous decades.

The Arab world had four leaders for a long time: Egypt, Syria, Iraq and
Saudi Arabia. Currently deadly threat is posed to the existence of the
first three as sovereign states, to say nothing about the role of leaders
with claims to the role of regional great powers.

>From the point of view of geopolitics and more or less influential great
powers, the Arab world is not organized and needs a revision of internal
and foreign relations. The Arab politicians and experts have understood
this. For the first time in modern history they are trying to overcome
local ambitions and work out agreed solutions being posed to such serious
threat.

The war with Israel, the civil war in Lebanon, the war between Iran and
Iraq, Iraq’s aggression against Kuwait do not compare to the threat of
`revolutionary’ events in Arab states. In this situation everyone came
to
understand and feel that this drastic weakening of the Arab world began
with the liquidation of Iraq as a sovereign state and Arabs cannot regain
their former strength (though it was nothing special) without regaining
Iraq’s sovereignty.

Due to some historical, social and political reasons the Iraqi elite was
ambitious, and together with Cairo Baghdad was viewed as the political
center of the Arab world. No doubt after the end of the first stage of war
in Iraq the American experts did not have a clear understanding of the
future of this country and most importantly whether they would be able to
restore its territorial integrity. In 2005-2008 the Americans stated
bluntly that Iraq may save its integrity with assistance from outside but
one could feel lack of confidence and weak arguments.

It is clear that the United States is reluctant to demonstrate to the Arabs
that their intervention led to split of this country. After 2008 scenarios
of future Iraq were worked out in detail, considering a decentralized
federation or establishment of three states joined in a union or certain
obligations. At the same time, Barack Obama’s policy of shift of
responsibility on partners and rivals primarily in the near East envisaged
less interference in the Iraqi situation and all the three leading
communities of the country set to consider the political perspective of
separation.

At the same time, while the Kurdish state has basically separated from the
country, the Shiite and Sunnite communities have suddenly expressed
interest in political coexistence. Such factors as continuous existence in
one and centralized state, economic factors and issues of national and
community security may have played a role.

One can assume that the Arab experts (including those based in Europe and
the United States) that the leading Sunnite Arab states have swayed the
Sunnite leaders of Iraq to overcome the split. Besides, the present Iraqi
government with a Shiite majority have demonstrated their ability of
successful development of relations with Arab states, the West, Iran and
Russia.

At the same time, Iraq is exposed to new threats coming from the Kurdish
`belt’, as well as Turkish expansion. Iraq is Turkey’s main geoeconomic and
geopolitical goal primarily due to the huge economic potential, as well as
the necessity of presence in this country to prevent further strengthening
of the Kurdish state and the influence of Iran.

Turkey and Iraqi Kurdistan are demonstrating rapprochement and mutual
understanding angering Baghdad which has felt the danger of Turkish
regional expansion after a lasting period of illusions relating partnership
with Turkey.

The United States and its partners France and the United Kingdom support
Iraq’s opposition to Turkish expansion and create a source of oil in the
north of the country of global character, independent from Baghdad, the
Shiite community, and from the Arab politics, at the same time. The
independence of this source of oil is related with the bypassing Turkish
oil pipes in the Strait of Hormuz and the Suez Canal with an outlet of
energy infrastructures to the Syrian-Lebanese coast of the Mediterranean
Sea.

Iran does not hide its intentions to support Shiites in opposing the
influence of the United States and the West, Arab states, as well as
Turkey. Hence, a long-term game is played, planned for decades which is the
period when Northern Iraq will run out of its oil resource.

In this situation Baghdad needs to enlarge its international relations
including the countries of the second circle located farther from Iraq but
within the boundaries of the Greater Near East. In this regard Armenia is
viewed by Iraq as a country on good terms with Russia and the United
States, Iraq’s western neighbors Syria and Lebanon, strategic relations
with Shiite Iraq, as well as Kurds.

For Armenia Iraq is a country with a major economic potential whose oil
resources have offset the importance of Caspian oil having mutual claims
with Turkey and strategic relations with Iran. Iraq is located 10-12 hours
of ride from Armenia, two hours of flight, and Iran will always promote
transportation between Iraq and Armenia. The mutual interest between these
states may grow due to the development of the `Kurdish project’ and
emergence of a new format of the Kurdish state. One way or another, Iraqi
Kurdistan is located in the political, legal and economic field of Iraq and
relations with Northern Iraq depend on the relations with Baghdad. Iraqi
Kurdistan still feels a threat from Turkey and besides the United States,
Iraq remains the real defender and provider of security of Iraq.

The Petros Adamian Tbilisi State Armenian Drama Theatre is badly in
need of repair. Although no performances are staged at the theatre
today, their actors go on tours in different cities of Georgia.

`We mostly visit Samtskhe-Javakhk. We have visited all
Armenian-populated villages. That means the theatre works. The sooner
the building is reconstructed, the better,’ Director of the Theatre
Armen Bayanduryan said.

The Director said they are going to apply to the new Government,
asking to assume the reconstruction of the building.

Member of Bidzina Ivanishvili’s party Goga Elibekov told `Radiolur’
that the Prime Minister is aware of the issue and is ready to provide
money for the reconstruction of the theatre. Elibekov is sure,
however, that this will take place only after the Director of the
theatre changes.

It’s worth mentioning that even before entering politics Ivanishvili
provided sums to a number of cultural establishments, including the
Armenian Drama Theatre.

Today the attention is focused on the change of the leadership of the
theatre rather than its reconstruction.

Armen Bayanduryan says issues of the theatre cannot be addressed by
people far from arts. Besides, the theatre belongs to the Georgian
Ministry of Culture, he added.

‘We must always remember that politics and theater are different
things,’ he said.

The Petros Adamian Tbilisi State Armenian Drama Theatre has a history
of 156 years. It is the only state theatre in the world, which
functions outside Armenia. Armen Bayanduryan has headed the theatre
for more than ten years.

On Monday, November 12, the names of the Armenia StartUp Cup Business
Model Competition winners will be announced at the American University
of Armenia (AUA) during the award ceremony which will kick off the
first Global Entrepreneurship Week in Armenia.

Since August, the participants were developing and improving their
business models. In September, the participants attended an intensive
Build-A-Business workshop at AUA, led by the founders of the StartUp
Cup from the United States.

`The entrepreneurs of Armenia have inspired us,’ says Sean Griffin,
CEO and Founder of StartUp Cup. `We look forward to seeing the winners
of the 2012 Armenia StartUp Cup impact the economy, grow jobs, and
inspire a new generation of Armenia entrepreneurs to follow their
dreams by starting their own company.’

Following intensive work with coaches and judges, seven teams have
advanced to the Final round. These teams will be pitching their
business models to the judges one last time this week, and the winners
will be announced on Monday, during the Global Entrepreneurship Week
Armenia kick-off event. The top 3 winners will receive monetary prizes
from the USAID funded Enterprise Development and Market
Competitiveness (EDMC) Project to assist them in starting and
expanding their businesses.

`EDMC support is aimed at developing a competitive process that
educates entrepreneurs to design a viable business model, develop
relations with potential customers, and accelerate their start-up into
the marketplace through a comprehensive competing and coaching
process; thus transforming business-models into viable businesses and
creating jobs,’ says Gayane Dallakyan, EDMC’s Acting Chief of Party.

Armenia StartUp Cup is co-organized by the Association of Technology
Startups, USAID/EDMC Project, and the American University of Armenia,
and is supported by Enterprise Incubator Foundation (EIF), UITE,
Center for Entrepreneurship and Executive Development (CEED),
DoIt!Lab, Deem Communications, and the School for Young Leaders.

CEED will provide a customized training program to the finalists of
the competition to enhance their ability to implement their ideas and
successfully launch the proposed products and services. The teams
will strengthen their skills in marketing, finance, and other business
disciplines and will work on their business plans. The program will
use elements of CEFE methodology (Competency-based Economies through
the Formation of Enterprise) and will leverage CEED’s network of
mentors to provide further guidance as the participants embark on the
entrepreneurial journey.

`This is the first year of Armenia StartUp Cup, but the results are
already impressive. It is a great honor and huge responsibility for us
to be working with such partners and becoming official hosts of the
Global Entrepreneurship Week in Armenia,’ says Hayk Asriyants, the

ANUSH HOVSEPYAN: You and other like-minded Armenian businessmen have

and business sector. You compared Armenia to a startup. How can a
country be compared to a start-up?

NOUBAR AFEYAN: After the collapse of the Soviet Union, I think,
Armenia was forced to become a start-up economically. The country had
to think about trade-offs and priorities, identifying its core
competencies that would give the country a competitive advantage. A
group of entrepreneurs formed Armenia2020 project for Armenia’s
development to make systemic changes at the government level, private
sector and society at large. Then, in partnership with Armenia’s
government, we founded the National Competitiveness Foundation to
begin the process of creating joint projects. For that, we needed
business models that would allow local operations but with global
standards. Ameria is a direct result of all that analysis and is a
venture geared to move the country forward.

A.H.: Was the development of Armenia’s financial sector a part of
Armenia’s competitiveness plan?
N.A.: Definitely, but in order to reach that goal, we needed to adhere
to global standards beyond the local Armenian market. It was then that

invest in Armenia depends on the business interests and the support

Armenia is developing largely based on the power of the Diaspora
Armenians who utilize the business opportunities in Armenia’s emerging
market. Investments in Armenia can generate higher returns through
terms that don’t exist in the mature markets of the Western world. For
example, in Armenia the interest rate is 8-10% for a term deposit; in
the U.S. it is 1 or 1.5%. It’s really about getting in at the early
stages of economic development, which also involves higher risks. So,
it’s about creating a balance of risk and reward potential.

A.H.: What does Ameria mean to you as an investor?
N.A.: I’m a founding investor and a board member. I’ve been involved

directed by Larisa Mangasarova, Yerevan State Puppet Theatre
participates in “Festival of Arts” cultural event launched in
Romania’s capital Bucharest on November 10-13.

Ruben Babayan, Yerevan State Puppet Theatre artistic director stated
in the briefing with Armenpress, Armenian delegation has headed to the
International Festival on November 9 night. ”The delegation comprises
12 people, performance director, painter, artists, as well as
technical staff ” Babayan stated. In his words ”Little Prince” will
be demonstrated to European audience for two times in the frame of the
program, November 11, 12.

Artistic director of the theatre considers the festival a good chance
for the exchange of experience between the various countries and
creates new prospects for the further cooperation. Mangasarova staged
Little Prince in 2005. The music is written by Artur Mitinyan, it
sounds throughout the entire performance. Festival of Arts is not the
first success of the performance. A year later it was awarded to
Artavazd theatrical prize, as well as the same year participated in a
festival held in Iran.

« Tuer les chiens errants dans la rue est un acte inadmissible » a
affirmé hier le professeur Edouard Yavroumian qui accuse ainsi les
autorités arménienne de procéder à des chasses organisées dans les
rues de la capitale pour réguler le nombre de chiens errants. « La
meilleure méthode est la stérilisation des animaux pour réduire leur
nombre. Il convient de condamner fermement ceux qui adoptent des
chiens puis les abandonnent » dit E. Yavroumian qui ajoute « dans les
pays développés, ce phénomène de chiens errants n’existe pas. Et même
s’il y a quelques animaux qui errent dans les rues, ils sont tatoués
et stérilisés ». Edouard Yavroumian demande au gouvernement arménien
de légiférer sur ces questions afin que la loi arménienne oblige les
propriétaires de chiens à agir en toute responsabilité.

Les jeunes étudiants découvrent de l’armée arménienne dans le cadre de
l’opération « Nous sommes l’armée »

Dans le cadre de l’opération « Nous sommes l’armée », 90 étudiants ont
passé le 9 novembre une journée d’entrainement militaire sur 5e base
de l’armée arménienne à Noubarachen. Cette journée qui vise à
renforcer l’armée, était organisée conjointement par l’Université
d’Etat d’Erévan et l’Association de la jeunesse étudiante d’Arménie.
Les étudiants ont procédé à la connaissance des armes et réalisé des
tirs. Ils ont également pris connaissance des structures de l’armée
arménienne. L’opération « Nous sommes l’armée » continuera ses
opérations en Arménie mais également dans la République du Haut
Karabagh avec des visites et des séances d’entrainement des étudiants.
