YEREVAN. Armenia’s Justice Ministry still refrains from declaring
details on the ‘Safarov’s case’, the case of Azerbaijani murderer
who killed Armenian lieutenant Gurgen Margaryan.

“A working group has been established. No other details are available
not for public yet,” the Ministry spokesperson Karine Kalantaryan
told Armenian News-NEWS.am.

Safarov, a lieutenant in the Azerbaijani military, was extradited
on August 31 from Hungary, where he was serving a life sentence-and
with no expression of either regret or remorse-for the premeditated
axe murder of Armenian lieutenant Gurgen Margaryan, in his sleep,
during a NATO Partnership for Peace program in Budapest back in 2004.

As expected, Ramil Safarov’s return to Baku was welcomed, as was his
act of murder, by the officials of president Ilham Aliyev’s government
and much of Azerbaijani society, and the Azerbaijani president
immediately granted him a pardon and he was declared a national hero.

And Armenia’s President Serzh Sargsyan announced on August 31 that
Armenia is suspending its diplomatic ties with Hungary. Also, Sargsyan
had instructed the Ministry of Justice to take all measures to apply
to the international judicial tribunals, and with respect to the
Safarov case.

Foreign Minister’s statement at OSCE Ministerial Council Meeting
in Dublin.

“In his remarks, Elmar Mammadyarov suggested that “Baku is interested
to continue peaceful talks for Karabakh conflict settlement,” making it
quite obvious that the speech had little in common with Azeri state
policy,” Levon Melik-Shahnazaryan told PanARMENIAN.Net “However,
Mammadyarov chose a wrong audience, the OSCE Minsk Group, of all
organizations, being well familiar with the process,” the expert said.

The expert further hailed Armenian Foreign Minister’s refusal to
meet the Azeri side, with Baku’s policy of hatred proving no peace
is possible in the years to come.

ARMENIANS PERFORM IN BOSTON BALLET’S WORLD PREMIERE OF ‘THE NUTCRACKER’

BOSTON, Mass.-Students of Armenian descent who attend the Boston
Ballet School, as well as a new soloist member of the Boston Ballet
Company who joined the troop this year from Armenia, are among the
performers in Boston Ballet’s debut production of Mikko Nissinen’s
“The Nutcracker.” The show, which started on Nov. 23 to rave reviews,
will have 43 performances, ending on Dec. 30.

Lori Sahakian, 15, has been performing in ‘The Nutcracker’ for the
last 4 years.

The Boston Ballet School students have been a vital part of celebrating
the holiday season with the magic of “The Nutcracker” for over 44
years. Boston Ballet’s 2012 production showcases the talents of the
Boston Ballet’s company dancers and features all new costumes and sets.

Avetik Karapetyan, 27, performs as soloist in the Russian Dance and
Chinese Dance segments in Act II. Karapetyan graduated from Yerevan
National Ballet Academy of Armenia in 2003 under the direction of
Hovannes Divanyan. He was then invited to study at the Heinz Bosl
Ballet Academy of Munich, where he trained with Alexander Prokofiev.

Upon graduating in 2005, he worked in Staatsoper in Vienna for a year,
before dancing with the Royal Swedish Ballet in Stockholm, Sweden. He
is the recipient of outstanding prizes and awards, including the
Bronze medal in Sergey Lifar Ballet Competition in Kiev, Ukraine;
first place in the 2009 Rome Primo Ballet Competition; first prize
in the 2012 International Istanbul Ballet Competition; and second
place in the 2011 Beijing Ballet Competition.

Lori Sahakian of Lexington, an 8th grade student at the Lexington
Christian Academy, performs as a Soldier in Act I and as Tea/Chinese
dancer in Act II. Sahakian has been attending the Boston Ballet School
for the last 10 years, with appearances in the previous production of
“The Nutcracker” for 4 consecutive years. Students Hazelyn Aroian and
Talia Der Sarkissian are making their first appearances in this year.

The students of the Boston Ballet School were hailed by the Boston
Globe as “adorable, focused, and disciplined,” handling serious
pattern and partner work with “impressive aplomb.” All of the children
performing in “The Nutcracker” are students of the Boston Ballet School
and were coached by an experienced staff, including Artistic Director
Mikko Nissinen, Boston Ballet School Director Margaret Tracey, Ballet
Mistress Melanie Atkins, and the school’s world-renowned faculty. The
students have an exciting schedule through the month of December,
which includes rehearsals with company dancers, costume fittings,
experiencing the unique backstage atmosphere at the Boston Opera House,
and numerous performances accompanied by Boston Ballet Orchestra and
enthusiastic audiences.

Nissinen commissioned Robert Perdziola to design the immaculate new
sets and a total of nearly 350 new costumes. Perziola illustrated more
than 40 sketches that have been brought to life over the past year.

The previous production, which the Company featured for 17 years,
was set in 1835 during the Biedermier period. Nissinen and Perdziola
brought the new production back 20 years, to what many know as the
Jane Austen area.

The Boston Ballet School is the largest ballet school in North
America, now operating studios in Boston, Newton, and Marblehead,

WASHINGTON~WRep. Adam Schiff (D-CA) on Wedensday met with Karen
Mirzoyan, the Minister of Foreign Affairs of the Nagorno Karabakh
Republic, in his Washington office.

During the meeting, Schiff and Minister Mirzoyan discussed recent
developments in the South Caucasus, and the importance of continued
U.S. involvement in the development of Nagorno Karabakh. As a Member
of the State and Foreign Operations Subcommittee, Schiff has pushed for
increased humanitarian and development assistance to Nagorno Karabakh,
and Mirzoyan thanked the Congressman for his work on this vital issue.

perspective on the economic and security issues in Artsakh,~T said Rep.

Schiff. ~SI updated the minister on the status of my efforts to get
economic assistance boosted from $2 million to $5 million in the

discussed the appalling extradition and release of Ramil Safarov,

On Monday, Rep. Schiff sent a letter to the Chairmen and Ranking
Members of the State and Foreign Operations Subcommittees in the
House and Senate ~V calling on them to cut all security assistance
to Azerbaijan, including Azerbaijan~Rs International Military
Education and Training Account (IMET) funding. This latest request
comes after the egregious repatriation and release of Ramil Safarov,
an Azerbaijani army captain who had confessed to the savage 2004 axe
murder of Armenian army lieutenant Gurgen Margaryan during a NATO
Partnership for Peace Program.

In the letter, Schiff wrote: ~SAzerbaijan has committed the most
terrible subversion of justice ~V making a hero of a cold-blooded
killer. Plainly the investment we have made in training Azeri forces
has been worse than wasted. The United States must not tolerate any
acts of aggression against Armenia or Nagorno-Karabakh, and this
hateful action by President Aliyev undermines all international
efforts to bring about a peaceful solution in the region.

~SAzerbaijan must pay a high price for its actions. Baku treasures
the security assistance that it receives from Washington, not because
it needs the money (it does not), but because it signifies a certain
closeness in the bilateral relationship. By cutting off military aid to
Azerbaijan, the United States would signal its disgust with the Safarov
affair, while also reminding Aliyev that the United States will not
tolerate any acts of aggression against Armenia or Nagorno-Karabakh.~T

Golden Grape Armas Company put into operation a new wine and brandy
factory in Armenia’s Aragatsotn Region.

The plant is installed with the most modern equipment manufactured by
the Italian Granzotto Company, and Italian experts have designed this
factory.

The Government of Armenia on Thursday authorized Golden Grape Armas
Company a three-year postponement in the payment of the value added
tax on some imported goods.

To note, Golden Grape Armas had made huge investments in the
uncultivated areas of Kosh and Sasunik villages of the aforesaid
region. As a result, vineyards are established today in more than 160
hectares of land, 400,000 grapevines are planted, and there orchards
in a 40-hectare area.

Azerbaijan is involved in terror attacks on Iranian scholars, says
an article by Iranian news website Shafaf.ir.

An Azerbaijani court has sentenced four persons who engaged in
religious activities to 14 years in prison on charges of cooperating
with the Islamic Revolutionary Guard Corps (IRGC), says the article.

The indictment said that the four intended to carry out terrorist
attacks in the days of the 2012 Eurovision Song Contest in Baku after
having military training in Iran.

Commenting on this case, the Iranian website says, “Iran has repeatedly
accused the Azerbaijani Republic of hosting anti-Iranian terrorist
groups. Azerbaijan cooperated with those who carried out terror
attacks on Iranian scholars.”

Ameria Advisory Group Completes Development Of Court, Monitoring Ser

AMERIA ADVISORY GROUP COMPLETES DEVELOPMENT OF COURT, MONITORING SERVICE PROJECT

YEREVAN, December 5. / ARKA /. Commissioned by Armenia’s ministry
of justice’s office overseeing implementation of judicial reforms
financed by a World Bank loan America advisory firm is developing
‘Courts Monitoring Service’ project and as part of which it has
developed a relating methodology, America said in a press release.

“The aim of the project is to introduce a Court Monitoring Service
system in Armenia, which will allow based on the common methodology,
to monitor the courts and the judicial system,” it said in the press
release.

According to the press release, this will allow to increase the
efficiency of courts, to ensure their transparency and accountability,
to provide access to court information, which will strengthen public
confidence in the judicial system.

The methodology developed by America in view of peculiarities of
Armenian judicial system and best international practice, will become
the main methodological instrument for monitoring of courts.

According to Tigran Grigoryan, chief research specialist of Ameria,
the project consists of several stages.

“At this stage a training will be conducted for all interested parties,
including media representatives, to present the methodology,” he said.

In the next phase a pilot monitoring will be conducted, the results
of which will be made available to all interested parties.
