ARMENIA’S entry for best foreign film at the Academy Awards was
conceived as a story of humanity triumphing over prejudice. But since
it also deals with Azerbaijan, it has become yet another element in
the toxic feud between the two nations.

The film, If Only Everyone, tells the story of an Armenian man who
helps a half-Russian, half-Armenian woman go to her father’s grave
to plant a tree. The father died in the early-1990s conflict over
Nagorno-Karabakh, which pitted Armenians against Azerbaijanis.

Since a ceasefire in 1994, Karabakh has been controlled by an Armenian
administration. No peace deal has been signed, and little progress
has been made towards a final status for Karabakh. The Armenians –
who call the disputed territory Artsakh – are not prepared to cede
control, while Azerbaijan demands the restoration of its sovereignty.

The film’s protagonists have to cross the front line from Armenian-held
to Azerbaijani-held territory. There they befriend a shepherd, an
Azerbaijani, who asks them to plant a tree on his son’s grave when
they return to the Armenian side.

“This story perhaps touches on the most sensitive issue for our
nation today – Artsakh,” a synopsis on the film’s website says. “Why
did people die, what was the war about, what motivated the heroic
deeds? Some have found the answers; others are still searching.”

It is the fourth work that Armenia’s film academy has submitted for
consideration for an Oscar.

In Azerbaijan, writer Elchin Huseynbayli has stepped forward to insist
that the idea for the film was stolen from his 2010 story Dazzled by
the Sun. He described his story in an interview on the website ann.az.

“They used my story, but changed it to favour themselves. If you
watch the film, you would think we are occupying Armenian land, when
in fact it’s our land that’s occupied, and they are the occupiers …

More than half of the film coincides fully with my story.”

Huseynbayli has asked Azerbaijan’s copyright agency to inform the
academy that the film is not an original work. It’s not yet known if
they will comply with his request.

Michael Poghosyan, who wrote the screenplay for If Only Everyone,
insists the movie was conceived before Huseynbayli’s story was
published. “The story for the film was written in early 2010, and
filming began in spring 2010,” he said. “Before we wrote the story,
we met people who had lived through the war. It was after our meetings
and talks with these people that the idea of the film was born.”

Turkey Not Complying With European Court Ruling On Dink Case

Turkey is not complying with the European Court of Human Rights (ECtHR)
ruling that was made in connection with the murder case of Hrant Dink,
the founder and chief editor of Istanbul’s Agos Armenian bilingual
weekly, who was gunned down in 2007 in front of his office building.

Dink’s family petitioned to the Committee of Ministers of the Council
of Europe, which deals with the implementation of ECtHR rulings. In
this respect, the family’s attorney, Fethiye Cetin, noted that the
Turkish authorities are not taking any clear measures to comply with
the ECtHR ruling, Agos reports.

To note, the European Court of Human Rights ruled against Turkey,
on September 14, 2010, with respect to the aforesaid case. In the
respective decision it was noted that the Turkish authorities had not
ensured Dink’s safety and had not conducted a necessary investigation
to solve the murder.

Armenia’s Metsamor Nuclear Power Plant (NPP) resumed its operations
and was again connected to the country’s electricity grid, the Energy
and Natural Resources Ministry informs. The operations were resumed
on November 27.

To note, the electricity production at NPP was suspended on September
15 to carry out a complete overhaul, install safety measures, and
conduct refueling.

To note, a complete overhaul is carried out at the plant once every
four years. Unlike a planned overhaul, which is conducted every year,
a complete overhaul requires a much longer period of time because,
in this case, the reactor fuel is emptied completely and several key
works are carried out at the nuclear plant.

Chairman of the Fatherland and Honor Party is starting a decisive
struggle against corruption.

“Due to corruption, an ordinary person in Armenia does not feel
protected by law, emigration is escalating, and the budget is unable
to address basic social problems,” says Garnik Margaryan.

As an example, Garnik Margaryan cited the high-profile murders in
Armenia which have not been disclosed to this date. “Starting from
the murder in Paplovok when the so-called second president broke the
back of our people,” he said.

The seven-member anti-corruption council of the party will not fight
against people, but against phenomena. The council has already
elaborated an anti-corruption program based on the practice of
European country. The council also includes the former political
prisoner Vardan Malkhasyan, who says their struggle needs devotees.

“They are plundering our mineral riches. The National Security Service,
and [Prosecutor General] Aghvan Hovsepyan are well aware of it but
they do nothing to disclose the crimes as they are also involved in
them,” he said.

The Karabakh war veteran says Serzh Sargsyan and his relatives commit
crimes but no one dares to speak out against them.

The Fatherland and Honor Party, which supported Armenia’s first
President Levon Ter-Petrosyan during the previous presidential
elections, is not going to support any of the presidential nominees in
February’s presidential polls. Nor will the party name its candidate.

According to the PAP report, Gagik Tsarukyan said during his meetings
in Brussels that it is impossible to fight against corruption when
the fighters are the most corrupt people in Armenia.

This is a true observation but it is incomplete. The leader of
the force declaring 500,000 votes should put forth a more complete
strategic vision of fight against the systemic syndrome.

Gagik Tsarukyan should also name those corrupt officials. For instance,
is Serzh Sargsyan among them? How about the president of the National
Assembly Hovik Abrahamyan who is his in-law? Is the prime minister
corrupt? Which members of government are corrupt? Which members of
the president’s staff or the administration of the National Assembly
are corrupt?

Otherwise, even the RPA makes general statements on corruption.

Meanwhile, the society needs a clear position, namely which official
is corrupt and who must be fired and held responsible.

The spokesman for the RPA Eduard Sharmazanov has described this
statement as a shame. He said they also can say a lot but they
don’t do.

What does RPA silence? Sharmazanov lists what they can say but they do
not. They are not important because Tsarukyan’s allegation is legal –
those most corrupt – while Sharmazanov’s listing is not legal.

What of legal nature can the RPA tell the PAP? Can it say it is not
corrupt, the PAP is corrupt? Or can it sue the PAP leader who accuses
the government of Armenia of corruption for slander? After all,
the government led by Serzh Sargsyan fights against corruption. Or
does Serzh Sargsyan not fight against corruption? He has stated that
he does.

Hence, Gagik Tsarukyan slanders Serzh Sargsyan, listing him among
those corrupt. In this case nothing else is left to the RPA but
to go to court, as the Republican oligarchs do whenever a newspaper
publishes “libel”. By the way, the party can assign Ruben Hairapetyan,
Samvel Alexanyan and Levon Sargsyan (Alraghac Lyov) to sue Gagik
Tsarukyan. This troika had sued the Armenian Time and demanded several
million drams for slandering them.

The troika of Republican oligarchs may win the case and boost the RPA
budget which can be spent on buying pre-election counter-tractors to
lease to voters, while the PAP returns the tractors it had distributed
to farmers ahead of the parliamentary election. Or the Republican
troika will use the legal remedy to make Gagik Tsarukyan clarify what
he meant when he said those corrupt fight against corruption.

Poghosyan is reporting about illegal construction in front of the
Yerevan publishing house’s building on Isahakyan street.

The construction is again being implemented on the account of green
territories.

“The territory near Hakob Meghapart statue is closed with a blue
cover for us not to see what they are doing,” he told Tert.am,
voicing conviction that a cafe is being built there.

Poghosyan said even if they have a permission it is illegal. “It is
illegal. There is a cafe in that territory now they built another
one in front of it,” he said.

30% of the lands provided for the construction of cafes must be
used, the other must be preserved while in Armenia just the opposite
takes place.

Yervant Zorian, Chief Architect At Synopsys, Named The General Chair

Yervant Zorian, chief architect in the Solutions Group, will lead
the 50th Design Automation Conference (DAC) executive committee for
next year’s conference, to be held at the Austin Convention Center
(TX,USA) from June 2 to 6, 2013.

the Synopsys team lead the 50th DAC,” said Joachim Kunkel, SVP and
GM of the Solutions Group in his congratulatory note. “DAC is our

Yervant Zorian received his Ph.D. in Electrical Engineering
fromMcGillUniversity, an MBA from the Wharton School of
Business of theUniversityofPennsylvania, and an MSCE in from
theUniversityofSouthern California. Zorian has served as a DAC
executive committee member for the past seven years. He has authored
four books and more than 300 refereed papers. He has received more
than 30U.S.patents in the domain of embedded test and repair, and a
number of Best Paper Awards. As the general chair of the 50th DAC,
he believes that next year’s conference will mark a major milestone
in innovation.

“For 50 years, DAC has been the key event for the electronic design,
embedded systems and design automation communities to meet, learn
and discover new research, new products, and new developments,”
Yervant said in a DAC press release. “As we begin to plan DAC’s
50th Anniversary inAustin, the executive committee is committed to
providing attendees with an enhanced overall experience at both the
exhibition and technical conference. We are looking forward to an
exciting event to celebrate 50 years of innovation and research.”

In November 2012, Yervant Zorian was announced the winner of
the Synopsys Fellow Award which recognizes individuals who excel

About 1,500 families are registered at the Coordination Center for
Syrian Armenians established by the Ministry of Diaspora about two
months ago.

In the initial stage the problems of Syrian Armenians were connected
with passports, visas, and education. The problem of documents was
solved after a number of legislative amendments, the issue of education
is also closed.

Many Syrian Armenians apply to the center today on issues of apartment
rents. The Armenian General Benevolent Union has paid the three-month
fee for the apartments of deprived families.

Activist of the center are engaged in solving the issue of employment.

They have applied to the 300 tax-paying companies.

Many Syrian Armenians, who arrived in Armenian summer face the
problem of winter closes, and the UN Office in Armenia has expressed
willingness to provide assistance.

Armenia during the first 9 months of the current year. 12, 042 of these
parcels have reached Armenia via Express Mail Service. The Department
of Public Relations of CJSC “Haypost” informed ~SArmenpress~T that
letters are not included in this rating. Parcels are taken to Armenia
by international services. Express Mail Service is being used much more
frequently than others. It delivers parcels to Armenia in 2-3 days.

Unlike Express Mail Service common parcels get to Armenia in 2-3
weeks and cost cheaper. During the period if nine months 38, 535
common parcels have been received in Armenia.

State Revenue Committee informed “Armenpress” that parcels, the cost
of which does not exceed AMD 150, 000, are freed from custom taxes.

Previously the abovementioned sum was equal to AMD 50, 000.

Notwithstanding in accordance with present legal acts each citizen
has a right to receive parcels costing AMD 150, 000 free of charge
twice a year. These limitations are aimed to prevent the development
of shady business.

On Friday, December 7th, 2012, at 06:30 p.m., the Gutenberg-Museum
will inaugurate the special exhibition “Schriftkunst und Bilderzauber”
[Typographic Art and Enchanting Illustrations] on the occasion of the
500th anniversary of Armenian letterpress printing. Tigran Sargsyan,
Prime Minister of Armenia, Hasmik Poghosyan, Culture Minister of
Armenia, and Kurt Beck, Minister- President of Rhineland-Palatinate
will attend the exhibition opening, the Armenian Foreign Ministry
reports.

In 1512, the first Armenian book was printed. The Gutenberg-Museum
uses the occasion of the 500th anniversary of Armenian letterpress
printing to provide an insight into the history of Armenian printing.

It will present several highlights of the Armenian art of printing,
which have not been shown in Germany before.

Another highlight of the exhibition is the first printed Armenian Bible
(Amsterdam 1666) which was loaned out by the National Library of the
Republic of Armenia and is shown here in Germany for the first time.

There will be a selection of Armenian prints from different parts of
the world due to the fact that it was not until 1772 that a print shop
could be established in Edschmiatzin in Armenia. In addition to that,
Armenian manuscripts of the 13th to the 17th centuries, which are
famous for their beauty, will demonstrate that there is a continuity
existing between the elaborate Armenian tradition of manuscripts and
book printing. They show a style which has been largely affected
by a mutual penetration of Christian influences and those of the
(Greater) Middle East. The facsimile edition of the world-famous
“Codex Edschmiatzin” of the 10th century will be presented as a
“hands-on” exhibit.

As a last point, the exhibition will take a look at the scientific
examination of Armenia in Germany since its first recorded descriptions
of the 15th century. So, for instance, the travel report by the
Mainz canon Bernhard von Breydenbach “Peregrinatio in terram sanctam”
(1486) contains the first Armenian alphabet printed from a woodblock.

The exhibition in Mainz is based on an exhibition of the same title
which was shown at the Kunstforum Halle (April/May 2012). However,
the exhibition in Mainz has its own foci and will present further
milestones of the Armenian history of printing, the Museum website
reports.
