YEREVAN, DECEMBER 6, ARMENPRESS. There is a palpable growth in the
spheres of reproductive medicine and demography in Armenia due to
the project of the United Nations Population Fund. In a conversation
with “Armenpress” the Executive Representative of the United Nations
Population Fund Armenian Branch Gagik Hayrapetyan stated this.

Hayrapetyan stated: “We shall continue our programs in the whole
spheres, including improvement of healthcare, demography, migration,
ageing etc.” According to him the United Nations Population Fund is
an agency of international development, which supports the right of
each man, woman and child to live a healthy life and have equal rights.

Among other things he stated that the aforesaid organization gives
assistance in the implementation of information regarding the
population in a number of policies and programs, which are aimed
to the decrease of poverty, as well as to make each pregnancy to be
desired, each birth safe, and each woman and girl treated with all due
submission. In addition the Executive Representative of the United
Nations Population Fund Armenian Branch stated: “We shall support
the Government of the Republic of Armenia in the implementation of
its strategy of demographic policy. The strategy is for the period
of time ranging from 2009 to 2035.”

Armenia to the United Kingdom of Great Britain and Northern Ireland
Karine Kazinian died in the United States of America in the early
morning on December 6. As reports “Armenpress” Prime Minister of the
Republic of Armenia Tigran Sargsyan announced this during the session
of the Government of the Republic of Armenia.

Before beginning the session the Government honored Karine Kazinian’s
memory by a moment of silence.

Karine Kazinian (Kroyan) was an Armenian diplomat, the Extraordinary
and Plenipotentiary Ambassador of the Republic of Armenia to the
United Kingdom of Great Britain and Northern Ireland.

Karine Kazinian was born on 8 January, 1955, Yerevan, Republic of
Armenia. She graduated from Yerevan State University, Philology
Department, in 1977. Karine Kazinian worked in the USSR Embassy in
Mozambique 1977-1981, 1983-1988 – the USSR Embassy in Portugal. From
1992-1994 Kazinian worked as a lecturer of English at Law and Philology
Departments, Yerevan State University. 1997 she was appointed
Charge d’Affaires of the Republic of Armenia in Romania. She was
the Ambassador Extraordinary and Plenipotentiary of the Republic of
Armenia to Romania in 1999-2001, 2001-2009 – Ambassador Extraordinary
and Plenipotentiary of the Republic of Armenia to the Federal Republic
of Germany. Karine Kazinian worked as the Deputy Minister of Foreign
Affairs of the Republic of Armenia in 2009-2011.

She graduated from Harvard Kennedy Government School in June, 2010.

Karine Kazinian was appointed the Ambassador of the Republic of
Armenia to the United Kingdom of Great Britain and Northern Ireland
on September 8, 2011.

Serob Bozoyan Does Not Have Money For Major Surgery

The man given a one-year prison sentence for last May’s unexpected
explosion of thousands of balloons during a campaign rally in Yerevan
needs urgent surgery but the issue still remains unsettled. Serob
Bozoyan is suffering from cancer and his condition has reportedly
deteriorated in recent weeks.

As Bozoyan’s lawyer, Karen Manucharian, informed Pastinfo.am doctors
have doubled the price of the surgery, driving the desperate and
unemployed man [Bozoyan] to a terrible plight.

In October 2012 the Court of General Jurisdiction of Yerevan’s Kentron
and Nork-Marash administrative districts sentenced Serob Bozoyan
to one year in prison after finding him guilty of May 2011 balloon
blast in downtown Yerevan. Hundreds of gas balloons exploded in the
capital’s Republic Square on May 4, 2011, during an election campaign
meeting organized by the ruling Republican Party of Armenia (HHK). The
explosion was followed by fire, with melted rubber falling on the
event participants. At least 228 were injured in the result. Some of
the injured underwent plastic surgery. The court ruled that Bozoyan,
who sold the gas balloons to the organizers of the rally, was the
only person responsible for the blasts. The 54-year-old was found
guilty of manufacturing and selling goods not meeting safety standards.

During his trial, Bozoyan pleaded guilty to a charge of negligence and
apologized to the people who were injured during the mass explosions
of balloons though his lawyer announced that the organizers of the
gathering had been warned about the possible blast.

Bozoyan is disputing the verdict in the Court of Appeals.

city here, nor housing resources, nor factories. The psychological
state of people was unbearable. This was the first impression. As
reports “Armenpress” the member of Council of the Russian Federation,
Co-Chairman of the Armenian-Russian Intergovernmental Cooperation
Committee Nikolay Ryzhkov, who visited Gyumri one of these days,
again recalled the devastating earthquake and its consequences.

The Chairman of the Council of Ministers of the USSR stated: “The first
thing I remember was the ruined building of the department store. There
was a terrible scenery: people were crying and searching for their
relatives. Also I remember that people saw us and approached asking
why we don’t go something. Helicopters arrived and brought medical
instruments and articles of prime necessity.”

24 years past since one of the most terrible disasters Armenia had to
face with. Devastating earthquake happened in a territory occupying
almost 40 percent of Armenia on December 7, 1988. The magnitude of
earthquake equaled to 10 points.

Selon le scenario de l’exercice la region du Kotayk est frappee par
un tremblement de terre d’une amplitude de 7.2 dont l’epicentre se
trouve a 8 km du village de Garni.

Dublin. Victoria Dementeva – APA. “The Nagorno Karabakh conflict is
still serious threat for international security. Armenia reinforces
status-quo by violating the OSCE regulation and uses force to maintain
control over the occupied territories of Azerbaijan”, said Azerbaijani
Minister of Foreign Affairs Elmar Mammadyarov at the 19th meeting of
the OSCE Ministerial Council, APA’s correspondent reports from Dublin.

The Minister also touched on the security and solution of the current
conflicts in OSCE area. Elmar Mammadyarov said that no intact monuments
on Azerbaijani culture remained in the territories occupied by Armenia.

Elmar Mammadyarov also expressed his concern over the attempts to
start flights at Khojaly airport and said that the opening of this
airport would more escalate the tension in the region.

Elmar Mammadyarov said that there was no alternative of the peaceful
settlement of this conflict and Azerbaijan was interested in continuing
peace talks: “We propose the OSCE Minks Group to stir up its activity,
support the co-chair and start work on comprehensive peace agreement.”

Mammadyarov also welcomed the Ukraine’s presidency over OSCE in 2013.

Armenian Healthcare Minister Derenik Dumanyan said that the anthrax
virus had been localized. Not a single anthrax case has been registered
in the last two weeks, compared with 15 cases in the last months,
News Armenia reports.

The ministry registered 55 symptoms of anthrax, only 10 of which were
confirmed as the disease.

21 people with anthrax symptoms were hospitalized in the Gegarkuniksky
Region of Armenia. A local from Ushi in the Aragatsotnskaya Region
was hospitalized with anthrax in early November. Cases of animals with
anthrax were registered in the Tavushakaya and Armavirskaya Regions.

Spores of anthrax may survive for up to 100 years in soil.

Armenia must comply with the international law and withdraw its
troops from Azerbaijani land, Azerbaijani Presidential Administration
Political Analysis and Information Provision Department Head Elnur
Aslanov said at the Caspian forum in Istanbul on Thursday.

“Only then real peace and stability will be in the region. We believe
that the solution to the ongoing conflict over Nagorno-Karabakh is
vital for the well being of entire South Caucasus region and Eurasia,”
Aslanov said.

Aslanov stressed that the total economic damage caused by
Azerbaijani-Armenia Nagorno-Karabakh conflict is estimated at 431
billion US dollars.

“At the same time Azerbaijan and Armenia increase their military
budgets. In addition, we have a huge humanitarian catastrophe –
approximately one million refugees and internally displaced persons
due to the occupation of 20 percent of Azerbaijani territories by
Armenia,” Aslanov said.

“But our patience is not unlimited. The time to resolve this conflict
has come,” Aslanov added.

Aslanov stressed that all the steps from Azerbaijani side show that
the country is committed to a peaceful resolution of the conflict.

“We have a will and desire to resolve this problem. Unfortunately,
there have been no such signals from other side,” Aslanov said.

“Nevertheless, we are ready to continue the negotiations on the status
of Nagorno-Karabakh within Azerbaijan,” Aslanov added.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Aslanov pointed out that Azerbaijan is also a major strategic partner
and guarantor of energy security of Georgia.

“Azerbaijani companies have a large share in the Georgian economy. For
example, SOCAR-Georgia plays an important part in the economic
development of Georgia and is one of the country’s largest taxpayers”,
he said.

Aslanov noted that Azerbaijan’s share in the total investment volume
in Georgia in the first half of 2012 amounted to just over 10 per cent.

“Azerbaijan invested $48.8 million in Georgia. It is next only to
the Netherlands (37 per cent) and the US (11 per cent). Azerbaijan’s
total investment in the Georgian economy is approaching $ 3 billion”,
the official said.

According to him, Azerbaijan is a guarantor of a diversification of
energy supplies to Europe.

“Azerbaijan is one of the main suppliers of energy to Turkey, and this
relationship is still developing and growing. Soon 10 billion cubic
meters of Azerbaijani natural gas will flow through Turkey to Europe,
and we plan to grow this trade to beyond 20 billion cubic meters per
year”, Aslanov said.

He pointed out that Azerbaijan has become an investor country and
demonstrates its readiness to participate in the development of its
neighbors and partners.

“To date, Azerbaijan’s investment abroad constitutes $5 billion and
is expected to increase several times in the short term. Azerbaijani
investment will play a role in the progressive development of Georgia,
Turkey, Ukraine and other countries of the Black Sea region, which
will create a favorable environment for the effective implementation
of regional projects”, said the official.

BURTON: We’ll now call the hearing to order. This is a very important
hearing in my opinion. Some of them are not nearly as important as
others, but this one is extremely important because Greg and I —
ranking member and Gene — we’re all concerned about the influence of
Iran in the entire region of the Caucasus and also in the Gulf region.

So today we’re here to discuss the expanding influence in the South
Caucasus, But we’re also talking about — I intend to talk about some
of the problems in the Persian Gulf region because that’s of vital
interest to us. If the Straits of Hormuz or the Persian Gulf or the
Suez Canal are blocked in any way, it could have a devastating impact
on the United States because we still get a large part of our energy
from that region.

I traveled to Azerbaijan and Armenia in early September — and you’ve
been over there, too, Greg — and I also stopped in Georgia and
Tiblisi and met with Saakashvili. When I talked to these leaders, Iran
was one of the things that came up at the very beginning because they
all feel the influence and the aggressive attitude underneath the
cover, so to speak, of Iran.

In particular, I think Azerbaijan feels a great deal of concern, and
when I talked to the president and the members of their parliament and
others there it was readily apparent to me that they thought that
there ought to be close are ties between Azerbaijan and the United
States and Georgia and hopefully Armenia. Because Iran is really
trying to destabilize or undermine those governments — we believe
that’s their long term goal.

Iran has been involved in terrorism as we know for some time. Hardly
unique in that area. We have seen the Iranian regime operating through
organizations such as the Republican Guard and employ such tactics
around the globe including right here in Washington, D.C. However, the
proximity of the South Caucasus to Iran as well as strong relationship
with Armenia, Azerbaijan and Georgia have with both the United States
and Israel, it increases the appeal of the Iranians for targeting
those countries.

I applaud those governments in the region for their vigilance against
the Iranian threat, however, I’m particularly concerned about the
security at the U.S. embassy in Baku, as the age and location of that
facility leave our people there particularly vulnerable.

I often find myself comparing the geopolitics of the South Caucasus to
a Gordian knot. The tangle of the historical and current events leaves
countries in the region isolated from their neighbors. Unfortunately,
such isolation can play into the hands of powers lying on the
periphery of the region.

Press reports and conversationses that I had while I was in the region
indicate that Iran is taking or at the least has potential to take
advantage of Armenia’s regional isolation and thus the country’s
economic dependence on their common border to use Armenian banks and
enterprises to skirt international sanctions. The United States and
our regional partners, including Armenia, must be vigilant by fully
applying current laws and regulations and by amending sanctions as
needed to close the loopholes. I hope legislation that’s currently
pending in the Congress makes its way through rapidly that will do
just that.

Regarding energy, sanctions are an essential tool in our continued
attempts to isolate the Iranian regime. However, we have to recognize
that for many countries in this subcommittee’s jurisdiction,
decreasing consumption of Iranian energy means increasing consumption
of Russian energy. Such a chain reaction is not in the national
interests of the United States. The solution to this problem requires
renewed American leadership or partnership to increase the development
of resources that lie across the South Caucasus and Central Asia as
well as the infrastructure, the pipelines and other things need to
transport these resources.
