European official’s special mission in Baku – Azerbaijani media outlook

As part of his official visit to Azerbaijan President of the Council
of Europe Parliamentary Assembly (PACE) Jean-Claude Mignon , is said
to have met the country’s leader to discuss Azerbaijan’s upcoming
presidency of the Committee of Ministers.

The media reports say a key goal of the visit was to exchange opinions
over the preparation of Azerbaijan’s presidency.

According to Contact.az, the Council of Europe organizations have
serious human rights concerns as they are afraid that the country’s
presidency may harm the PACE’s reputation, giving rise to criticism.
`That is why Strasburg dispatches different missions to Baku in an
attempt to talk the Azerbaijani authorities into taking real steps
towards guaranteeing democratic freedoms and human rights and solving
the problems of political prisoners …,’ reports the Azerbaijani
website, adding that President Ilham Aliyev has received none of the
European delegations and officials that visited the country since
April (the Committee of Ministers’ Monitoring group, the Commissioner
for Human Rights, and the PACE president).

Mignon, who started his visit on Sunday, is scheduled to have meetings
with Azerbaijani Foreign Minister Elmar Mammadyarov, parliament
speaker Ogtay Asadov, heads of parliamentary factions and members of
parliamentary committees dealing with international relations, as well
as representatives of NGOs. The European official travel to Georgia on
May 28 and later head to Armenia to attend the PACE Standing
Committee’s session in Yerevan (May 31)

Armenia, which has recently taken over the Committee of Ministers
leadership, will accomplish its mission in that capacity in November
this year. Austria is the next country to replace head Committee. In
May 2014, the mission will be handed over to Azerbaijan.

The Hayastan All Armenian Fund has completed the rebuilding of the
water distribution system in the Karin Tag village of Artsakh district
of Shoushi.

A 3.8 milometer water pipe and two 100 cubic meter capacity holding
reservoirs were built.

The new system will now supply water to the community’s 150 households.

A festive liturgy will be served on Sunday, May 2, with ambassador

Vighen, a change of government through elections is believed to be
impossible in Armenia. What are the reasons that are drawing Armenia
to a deadlock? Why is it impossible to ensure changes?

Whatever is happening in Armenia, including in the spheres of
education, science, is planned and guided externally. The political
force which manages to push its plan through rules the country in the
way the foreign forces want.

The only change happened in 1991 when the Soviet Union was defeated by
the U.S. No one wants to speak about the fact that the Soviet Union
and Armenia lost, and now the latter it paying for this defeat. The
`payment’ is in the form of emigration of people and brain drain. This
is the normal process that the losing country goes through but
everyone is silent about this. No one says that we lost and that we
are paying with our mines and human resources. Armenia was defeated
twice. Once it was defeated by the U.S., then by Russia. Russia also
lost, and as soon as it overcomes the defeat, it will be easier for
Armenia.

What is the way of changing Armenia? Leaving emigrants alone, there
are a lot of people who are trying to find solutions. We can see some
lack of trust in any initiative. How is unity possible in this case?

Just to compare, I can give the example of Italy. The political
situation there is dangerous and it is nearly the same in whole
Europe. The party system in the whole world, as well as in Armenia, is
disappearing. Members of parties are businessmen, and the business is
mixed with parties. A party means principles. Since socialistic and
communistic principles are obsolete, it is time to set up a new model.
Today only financial principles guide both socialists and capitalists.

For example a new third force appeared in Italy called `Five stars’
(Movimento Cinque Stelle, M5S). It is not a party, it is the voice of
the people. Strange though it may seem to the rest of the world, it
received 30% of votes in the elections in Italy. In the result,
majority was divided into three: 30% to rights, 30% to lefts, and 30%
to people’s voice. Of course, the world forces could not allow a
bigger number of votes to this movement but it is an important
achievement because people’s voice entered the parliament. The leader
of the movement is Beppe Grillo a comedian who conquered the voters
with his performance. The party system is in crisis all over the
world, including Armenia. Parties here are exhausted.

In Armenia, though, self-organization is slow. On what could unity be based?

I will again have to bring Beppe Grillo’s example. For already five
years he has been working with the public on Facebook, Twitter and
other social networks. He has been also convening rallies. This is a
long and persistent work. Beppe Grillo needed five years to achieve
change of conscience of the society. In Armenia this process is only
starting.

Are the next couple of years going to be decisive for the formation of
the new force? Is a national movement possible to be formed as well?

Today, politics follows business laws, there are investments and
interests. World banks invested in former Soviet countries to earn
thousands of times more. In other words, in order to ensure income,
they introduce a system which will enable them to multiply their
money. The first step to achieve this goal was the creation of the
oligarchies which are individuals who suck the blood of their
countries and sell it to the U.S. and Russia. They are the proxies of
foreign forces.

People should not cooperate with the government, recognize it. If you
see politics is moving towards dictatorship rendering the country a
police power.

The issue is whether the people will be able to resist to this
situation. If they do and don’t emigrate, will they be able to
self-organize and change anything. It is time for the society to
assume the role of decision-maker.

As I have already said in my previous interview, the oligarchy in
Armenia does not have its former `authority’ and the government which
was formed on the basis of the authority of oligarchs can’t afford the
former arbitrariness since it is controlled by civil activists,
especially youths.

Ukrainian pop star Gaitana, the author of the hit `Shakhtar –
Champion’ kept her promise to sing in Armenian should Henrikh
Mkhitaryan score 25 goals in the Ukrainian League. During today’s
gala concert at Donbass Arena she performed the Armenian song `Ov,
sirun, sirun’ together with Mkhitaryan.

On 26 May Shakhtar played their final game in the 2012/13 season.
Henrikh Mkhitaryan’s goal scored on 49 minutes against Metalurg
Donetsk became 50th goal for the Shakhtar midfielder in the Ukrainian
championship and the 25th goal this season.

Gaitana had earlier primsed to sing Shakhtar’s anthem in Armenian, but
said she didn’t get the Armenian translation.

Every single person residing in Turkey has a duty to the victims of
the 1915 events, Murhatan Mungan, a writer of a Kurdish and Arab
decent, has said at the Democracy and Peace Party’s conference.

He made the remark when referring to 2015 as the 100th anniversary of
the Armenian Genocide.

A major topic on the conference’s agenda was the Kurdish issue, but
the participants also addressed the problems of the ethnic Armenians
residing in Turkey.

`We do not have only Turks and Kurds residing in this country; we have
also Armenians. And we all owe to the 1915 victims. We ought to pay
off that debt in 2015,’ Mungan said.

Similar calls had been earlier voiced by the Turkish novelist Orhan
Pamuk, the late editor-in-chief of the Turkish-Armenian weekly Agos,
Hrant Dink, his widow Rachel, as well as professors, writers, and
intellectuals of Armenian, Turkish and Kurdish decent.

According to Agos, the conference has brought together over 200
scholars, intellectuals, members of political parties and NGOs.

The event, which opened Monday, will continue later today. The
participants have been divided into groups to introduce two different
reports which will later serve as grounds for a final statement.

Enlevé il y a cinq jours par les islamistes sur la route entre Alep et
Beyrouth, l’écrivain et directeur de l’école arménienne de l’UGAB à
Alep, Hagop Mikaélian (70 ans) aurait été libéré par ses ravisseurs
d’après la station de radio arménienne de Beyrouth, « Sévan ». H.
Mikaélian avait été enlevé le groupe d’opposants au régime du
président syrien de Bachar al-Assad, « Zabhat al-Nousra ». Nous
ignorons si sa libération a été négociée contre une somme d’argent.
Mais la libération de Hagop Mikaélian est plutôt une bonne nouvelle
pour la communauté arménienne de Syrie qui souffre beaucoup dans la
guerre civile qui fait rage depuis deux ans. Une quarantaine
d’Arméniens ont disparu dans ces violences qui ont fait plus de 70 000
victimes.

Reporters sans frontières dénonce fermement la condamnation à treize
mois et demi de prison du journaliste turc-arménien Sevan Nisanyan,
pour avoir tenu sur son blog des propos jugés offensants envers
Mahomet.

« La condamnation de Sevan Nisanyan à une peine privative de liberté
constitue une violation grave de la liberté de l’information, et un
signal d’intimidation inacceptable envoyé à ses collègues. Elle doit
être cassée en appel. La répression des propos critiques de l’islam
n’a pas sa place dans un Etat laïc comme la Turquie. Nous avons
régulièrement salué le reflux progressif des tabous kémalistes –
laïcs, nationalistes et militaristes. Mais la démocratie n’en
bénéficiera pas s’ils viennent à être remplacés par une nouvelle
censure religieuse. Nous appelons le législateur turc à abroger
l’article 216-3 du code pénal, disposition liberticide sur lequel
s’engagent de plus en plus de poursuites », a déclaré Reporters sans
frontières.

Le 22 mai 2013, la 14e chambre du tribunal de police d’Istanbul a jugé
Sevan Nisanyan coupable d’avoir « dénigré les valeurs religieuses
d’une partie de la population », dans un article publié sur son blog
le 29 septembre 2012. Quinze plaintes différentes avaient été
enregistrées contre le journaliste suite à la parution de ce billet.
Les juges ont déclaré que la peine de prison prononcée contre Sevan
Nisanyan ne pouvait être commuée en sursis, car celui-ci avait déjà
été condamné par le passé. Si le verdict est confirmé en appel et par
la Cour de cassation, le journaliste devra donc effectuer sa peine.

Dans l’article incriminé, intitulé « Il faut combattre les crimes de
haine », le journaliste revenait sur les polémiques engendrées par le
film anti-islam « L’innocence des musulmans ». Il soulignait que la
lutte contre les crimes de haine était absolument nécessaire, que
ceux-ci visent des musulmans ou d’autres groupes, mais estimait que la
vidéo controversée n’en constituait pas un. « Ridiculiser un leader
arabe qui a prétendu il y a des siècles avoir pris contact avec Allah,
et qui en a tiré des profits politiques, économiques et sexuels (…),
ne constitue pas un crime de haine. C’est un test du niveau de l’école
maternelle de ce qu’on appelle la liberté d’expression. »

« Il faut aussi se demander pourquoi ces amis, jadis si prompts à
dénoncer les crimes de haine commis contre les minorités et autres
groupes ethniques de notre pays, n’arrivent plus à faire preuve de la
même cohérence quand il s’agit de réagir pour défendre l’islam et les
musulmans (…) », écrivait-il plus loin.

L’article 216-3 du code pénal, qui interdit de « dénigrer ouvertement
les valeurs religieuses d’une partie de la population », a été
introduit par une réforme législative en 2005. Toute infraction jugée
« suffisante pour mettre en péril la paix publique » est passible de
six mois à un an de prison. C’est cette disposition qui avait été
invoquée à l’encontre du pianiste Fazil Say, condamné en avril 2013 à
dix mois de prison avec sursis. Ce verdict avait cependant été
invalidé deux semaines plus tard pour « vices de procédure ».

parliament Ziyafet Asgerov has today met with the delegation led by
member of German Bundestag Erich Fritz.

The Azerbaijani parliament told APA that Asgerov noted that after
having regained its independence in the 20th century, Azerbaijan chose
the way of integration into Europe and this course is being continued.

He noted that Azerbaijan attaches great importance to the development
of cooperation with EU and one of its leading members Germany: `20
percent of Azerbaijan’s territories has been occupied by Armenians,
this impedes economic and democratic development of the region. Though
OSCE Minsk Group has been mediating in the settlement of the conflict
for 20 years, no results have been achieved. Armenia disregards
resolutions of the UN, as well as other international organizations.
This shows the existence of double standard policy and injustice in
the world.’

Member of Bundestag Erich Fritz underlined that economy and democracy
are developing in Azerbaijan. Noting perfect legislation in the sphere
of protection of human rights and freedoms in Azerbaijan, the guest
said that they will do their best in Germany for the peaceful
settlement of Armenia-Azerbaijan conflict.

Thereafter, the sides discussed other issues of mutual interest.

No Armenia relations until Karabagh occupation ends: minster

Turkey’s Economy Minister Zafer Caglayan said Turkey will not restore
diplomatic ties with Yerevan unless Armenia withdraws from Nagorno
Karabagh.

Turkey’s economy minister ruled out any normalization in ties with
Armenia unless Yerevan pulled out from the occupied Nagorno Karabagh.

“As long as the Armenian occupation of Nagorno Karabagh continues,
Turkey will not have any kind of relation with Armenia,” Zafer
Caglayan told reporters Saturday in the Azeri city of Gabala where he
participated in a meeting of Turkey-Georgia-Azerbaijan Business Forum.

Caglayan said Turkey, Georgia and Azerbaijan have weathered the global
economic, adding that the three countries had a combined population of
87 million and a total national income of $868 billion.

Emphasizing the importance of the Turkey-Georgia free trade agreement
(FTA), Caglayan said soon an FTA between Turkey and Azerbaijan will be
concluded to boost the bilateral trade volume.

Azerbaijani and Georgian businessmen to benefit the market facilities of Turkey.

Caglayan also said that the fourth edition of the meeting of the
Turkey-Georgia-Azerbaijan Business Forum will the held in Batumi,
Georgia, in 2014.
