” Nous condamnons fermement les tirs sur un citoyen innocent pour une
simple violation de la frontière apparemment faite très innocemment ”
a declare le ministère dans le communique, appelant Erevan a avoir du
” bon sens ” dans ses relations avec ses voisins.

” Il n’y a aucune explication valable pour l’utilisation excessive
de la force face a un tel evenement ordinaire ” ajoute le communique.

Mustafa Ulker, 35 ans, avait passe illegalement sur la partie
armenienne traversant la rivière Arpacay bordant les deux pays dans
une soi-disante tentative de recuperer une brebis perdue quand il a
ete abattu par des soldats armeniens sur la frontière le 31 juillet.

” L’animal etait probablement en train d’accoucher la-bas ” a declare
le gouverneur Osman Ugurlu du district d’Akyaka a Kars, où l’incident
a eu lieu.

Turkish Foreign Ministry sent Friday a diplomatic note to Armenia,
condemning the killing of a Turkish shepherd by Armenian troops after
he crossed the border, diplomatic sources said.

The diplomatic dispatch denounced Armenia for the use of ”
disproportionate force” against the “unarmed” shepherd, Mustafa Ulker,
35, who crossed the border “to retrieve a lost sheep.” It also asked
for an explanation from the Armenian side.

Turkey sent the note through its embassy in Tbilisi, Georgia, since
the country does not have diplomatic relations with Armenia.

Turkey closed its border with Armenia as of 1993 in solidarity with
Azerbaijan, whose lands were occupied by Armenian forces in the
Nagorno-Karabakh War.

On Thursday, Ankara called on Armenia to act with restraint to avoid
further such tragedies.

Earlier, Turkey handed over a protest note to Armenia in connection
with the incident on the Armenian-Turkish border, resulting in death
of a Turkish citizen

Armenian Foreign Ministry responded on Friday to Turkey’s protest note,
Armenia Today writes with reference to the press service of Armenia’s
Foreign Ministry.

“With regards to the reaction of the Turkish Foreign Ministry in
connection with the incident on the Armenian-Turkish border, resulting
in death of a Turkish shepherd, the Ministry of Foreign Affairs of
Armenia has sent a note to the Turkish side, expressing regret over
the incident and hope that similar cases will not be repeated in the
future,” the statement said.

Earlier, Turkey handed over a protest note to Armenia in connection
with the incident on the Armenian-Turkish border, resulting in death
of a Turkish citizen.

The note was delivered through the Turkish Embassy in Georgia.

Turkish shepherd Mustafa Ulker died after being wounded by the
servicemen of Armenian Armed Forces on July 31.

The shepherd, residing in the Turkish province of Kars, accidentally
crossed the border with Armenia while looking for a missing animal
and was fired at by Armenian servicemen. He was later detained.

The head of Akkaya district administration of Kars province Osman
Ugurlu reported that as a result of negotiations between the Commander
of the Turkish border battalion with the Armenian side, Ulker’s body
was transferred to Turkey.

Turkey and Armenia have no diplomatic relations and the border between
the countries has been closed since 1993. This was caused by Armenian
claims for international recognition of the so-called “genocide”
and occupation of Azerbaijani territories.

The Turkish government has repeatedly stated that relations between
Ankara and Yerevan will be restored after Armenia withdraws from the
occupied Azerbaijani territories.

On October 10, 2009, Foreign Ministers of Armenia and Turkey Edward
Nalbandian and Ahmet Davutoglu signed protocols on normalization of
bilateral relations in Zurich. these protocols need to be ratified
by the parliaments of both countries in order to enter into force.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenian armed forces have occupied 20 per cent of Azerbaijan since
1992, including the Nagorno-Karabakh region and seven surrounding
districts.

An official response to a query accidentally revealed that the Turkish
state has been numbering its non-Muslim citizens, but not a single
government official has made a statement concerning the issue.

Earlier this week, it became evident from an official response from
the Education Ministry to a query that non-Muslim minorities in Turkey
were monitored and filed based on their ethnicity. They were also
assigned numbers, in a practice that dates back to the establishment
of the republic.

According to a report by the Agos daily, since 1923 Armenians, Greeks
and Jews have been assigned code numbers in official correspondence
between government institutions. A letter sent by the İstanbul
Directorate of National Education to its Å~^iÅ~_li branch indicates
that Armenian citizens are given the code number two.

This confidential categorization by the state is normally kept by
census bureaus and revealed only when there is an official request
from another government institution. According to this racial code
system, Greeks are given the number one and Jews the number three.

The Interior Ministry on Friday issued a response to Agos’ report,
admitting that the “ancestral codes” have been kept since the Ottoman
times and said they were periodically relayed to the Education
Ministry, indicating that these records are being actively used today.

The ministry defended that the codes were only used for “educational
purposes,” as Turkey’s three minority communities — Jews, Greeks
and Armenians — have the right to run their own schools as per the
Lausanne Treaty of 1923, a right denied to other minority groups such
as the Syriacs.

The response to the scandal has been immense, with community leaders
and intellectuals condemning the number. Despite the outrage,
however, not a single government member made a statement condemning
the oppressive numbering system. There were also reports on Friday
that there were other groups that were filed under numbers. Radikal
reported on Friday on its website that the Syriacs were numbered four,
while there was a fifth category for “Other.”

Years of discrimination

Rober KoptaÅ~_, an Agos journalist and a member of Turkey’s Armenian
community, said nobody could rule out the possibility that the “codes”
were used for other purposes than just assigning to the right minority
schools. He noted: “There is not a single non-Muslim public servant
in Turkey, or students in military or police academies, which means
that these codes can be used for other purposes.” He said the codes
are an appalling violation of equality. He also said he wondered if
there were other codes for individuals who are of different ethnic
backgrounds such as Kurds, Arabs and the Laz, or for other religious
communities such as the Alevis? “As people who demand equal citizenship
but have systematically been discriminated against, we always felt
that some kind of mechanism was in use, and now, for the first time,
we have seen it.”

KoptaÅ~_ told Today’s Zaman he hoped the painful discovery will also
spell the end to this atrocious tradition of secretly labeling ethnic
groups. “We should capture this moment and as journalists investigate
and find out completely what is behind it and how it worked. It
is a good thing this document came out, and there are now things
to be done both on the part of the government and the opposition,
and hopefully it will serve a cause.”

The journalist said the government’s silence is “unacceptable.” “We
expect an end to this, not only on paper but also in practice.” He
also said it now had to be completely revealed how the codes work.

Laki Vingas, a representative of the Greek Orthodox community and head
of the Minorities Foundation in İstanbul, like KoptaÅ~_, said he
was not surprised: “This is not really surprising. These are things
we are used to.” However, he noted that they certainly did not know
that they were being number-coded. “Years ago some people would be
forced to drop out of Greek schools, and that would usually be because
they would have some Albanian blood, or some Yugoslavian blood or
something else, despite being members of the Orthodox faith. This
is not really a surprise for us.” In fact, Vingas’ revelation about
people having to leave the minority school system because of ancestral
backgrounds indicates that other groups than is previously believed
are being coded.

Government should act

But what will be done, will human rights groups, citizens or minority
group lawyers have to file lawsuits? “I am of the opinion that there is
nothing left for us as citizens to do, as the state has to guarantee
equal citizenship. The outrage, the backlash, has been very fast
here; the public is reacting, and this is an opportunity for us to
discuss these. I am of the opinion that a rapid result will ensue,”
Vingas told Today’s Zaman.

Professor Baskın Oran, an academic well known in the area of minority
research, was quoted in the Radikal daily on Friday as saying:
“This is the first time I have heard of this practice. This coding
was created to finish off Turkey’s non-Muslim communities.”

The secret categorization of minorities was revealed when a parent
asked an Armenian kindergarten for a document proving there was
no legal obstacle to the enrollment there of her child. When the
Å~^iÅ~_li branch of the directorate made enquiries with the census
bureau into the background of the family, it was seen that religious
minorities are given specific code numbers.

The family is currently waiting for a response from the Education
Ministry stating that they are of Armenian descent. The confusion
in the system stems from the fact that the mother is an Armenian who
converted to her family’s religion after being registered as a Muslim
at birth.

BUCHAREST, AUGUST 2, ARMENPRESS: In Romanian Gherla city which
during the last 20 years reclaims its Armenian breath, speak about
erecting the monument of the founder of the city Armenian bishop
Ogsen Varzarescu. “Armenpress” reports that the issues is particularly
raised by TV reporter and translator, author of TV program dedicated
to national minorities Andrea Gitsa in the article published in
Romanian-Armenian magazine Ararat. The journalist thinks that the
Armenian beginning of the city contains enough resources to secure
the prosperity and celebrity of present city.

Ogsen Varzarescu who was born in Botoshan cit of historic Moldova,
was the spiritual leader of Armenians who had come to Transylvania
and induced Armenians to Catholicism. He did so in order to Armenians
have the same rights as Hungarian Catholics.

Kristof Songot in his works introduces Varzarescu as a defender of
Armenian interests and a skillful negotiator.

The tireless bishop implements long journeys to Vienna palace to ask
for certificates for newly founded Armenian cities. Songot writes
that other people went to Vienna to ask for cardinal or bishop title
but he never though about his personal interest being satisfied with
bishop title.

Bishop Varzarescu died on March 10, 1715 in Vienna where he left
in 1712 to receive certificate about privileges of Gherla city. He
was buried in the yard of one of Catholic churches. Yet in 1719 the
urban council of Gherla made a decision to making the monument of
Varzarescu. Several projects have been discussed but the project was
not implemented.

In her article Andrea Gitsa mentions that Gherla at present
recovers its Armenian roots and traditions and 2015 when will be
300th anniversary of Varzarescu’s death, is a wonderful occasion for
erecting his monument.

In October of previous year Gherla established brotherhood relations
with Armenian city Idjevan.

Congratulating the ambassador on occasion of holding the post the
minister stressed the traditional relations between two countries
in agricultural sphere highlighting the successes achieved in that

unprecedented indicators of apricot export from Armenia to Russia
and expressed opinion that Armenian apricot is the tastiest in

Agricultural minister informed the ambassador that there are great

countries the minister expressed hope that the existing obstacles
in a few spheres will be overcome. At the end ambassador Volinkyn
thanked the minister for receiption and said: “I bow before people
who create harvest from this rocky land and consider their work to

YEREVAN, August 2. /ARKA/. Wikimedia-Armenia scientific and
educational non-governmental organization has appeared in Armenia,
Susanna Lazarian, the head of the newly established organization and
the coordinator of Wikimedia Foundation in Armenia, told journalists
on Friday.

She said that the aim of the new organization is to contribute to
formation of an information society by involving as many as possible
people in enrichment of Wikimedia (Wikipedia, Wikibooks etc) projects.

“The organization will also run campaigns, conduct educational events
and cooperate with cultural establishments,” she said.

Lazarian also said that today Wikimedia’s local funds function in
50 countries and more than 30 countries are negotiating now with the
foundation for opening local offices there.

She said that Wikicommunity organized a number of events in Armenia
yet before the establishment of this organization here. The first in
Armenia Wikiconference held by ArmenTel Company trading as Beeline
jointly with Wikimedia Foundation in Yerevan on September 8 and 9,
2012 is among them.

“The second Wikiconference is planned to be held in Armenia this year,”
she added.

In her words, Armenia will be able to take official part in Wiki
Loves Monuments world photo contest this year for the first time.

“Everybody wanting can post photos of monuments on Wikimedia website
in September, and the results of this contest will be summarized in
Yerevan in October, and winners will take part in the world contest.”

Lazarian also stressed that the first projects of Wikimedia-Armenia
will be focused on expansion of Armenian-language content in

For the past eight consecutive years, the `Aram Manoukian Summer Camp’
has been welcoming the children of Artsakh, in the mythical city of
Shoushi, in Artsakh.

Conceived, planned and prepared by Ayda Shamlian, from Canada, with
the assistance of her husband Haytoug and along with their two
children Badrouyk and Dessyl, this event took place during the last
six years in the community complex of the Naregatsi Art Institute in
Shoushi.

Implemented over a period of three weeks (including weekends), the
program is founded on the notions of culture, arts, nation and faith,
and includes numerous playful and instructive events, various athletic
games, a class of cultural expression, meals, science experiments in
an amusing form, movies, and a special session of handicraft and
artistic activities.

Each and every day of the Camp, along with their feelings of joy and
satisfaction, the children take home the original works of arts and
crafts which they put together during the day. At the end of the
Camp, all the material brought from Canada and used for the program is
fully distributed to the children.

Since July 15, for the 9th consecutive year, the `Aram Manoukian
Summer Camp’ is once again taking place in the Naregatsi Art Institute
Centre of Shoushi, at the initiative and with the executive patronage
of the Ayda-Haytoug Shamlian family, and with the significant support
of a large number of their relatives and friends – without which it
would have been impossible to continue this mission, expending it to
its current level, this Summer Camp having developed into an
institution – .

This year, 370 children and teenagers are attending this Summer Camp.

account.

The entire proceeds from the sale will be given to charity.

Pierre-Emerick Aubameyang and all team players likewise are put up for
auction.

Trespasser Shepherd Was Azeri

Mustafa Ulker, the 35-year-old shepherd shot dead at the
Armenian-Turkish border, was an Azeri, the Zaman reported, referring
to the mayor of the village of Akaka, the shepherd’s native village.

The mayor told reporters after the funeral that the shepherd did not
have a gun, he had only a knife, and he was shot from the back. The
statement of the Russian side was for their excuse, the mayor said.

Note that the shepherd was shot by Russian border guards after
crossing the Armenian-Turkish border. Later the press secretary of the
Russian Federal Border Guard Service Sergey Grechin stated that the
shepherd was the first to fire at the border guards.
