Ex-mayor of Goris Samvel Harutiunyan was invited to the police
following his statements in the press about the ex-governor of Syunik.

He refused to show up at the police, Ashot Aharonyan, head of the
Information Department of the Police told Pastinfo.

The ex-mayor has accused the ex-governor of Syunik Surik Khachatryan
of crimes. The ex-mayor also expressed concerns about his own security.

interview attribue a un collègue qui etait destinee a discrediter
la journaliste.

Le president par interim de RFE / RL Kevin Fermer a appele le
gouvernement azerbaïdjanais ” a apporter soutien et protection
significative aux journalistes “.

Les articles de Khadija Ismayilova ont mis en cause le president
Ilham Aliyev, qui candidat pour un troisième mandat en Octobre, pour
ses activites financières obscures qui portent sur des centaines de
millions de dollars.

LES JEUNES MILITANTS MAINTIENNENT LA PRESSION SUR LA MAIRIE DE EREVAN

Forts de leur victoire sur la mairie de Erevan, qu’ils avaient
contraint, par une mobilisation aussi massive que spontanee en
juillet, a suspendre sa mesure très impopulaire visant a hausser
brutalement le tarif des transports dans la capitale, les mouvements
de jeunesse restent vigilants et n’entendent pas baisser la garde,
en cette periode estivale propice a certains abus.

Après avoir fait ceder le maire de Erevan, Taron Markarian, qui
renoncait a la hausse du prix des billets de bus une semaine seulement
après l’entree en vigueur de la nouvelle tarification, les jeunes
activistes maintiennent la pression. Le 5 août, les organisateurs de
ces mouvements civiques de jeunesse, dont le noyau dur campe devant
l’Hôtel de ville de la capitale, exigeant la demission de T.

Markarian, attendent que la mairie fasse machine arrière pour
une autre mesure tout aussi impopulaire, visant cette fois les
automobilistes. Ils ont adresse une claire mise en garde a la
muncipalite, menacant de relancer l’epreuve de force si elle ne
revenait pas sur sa decision de mettre en place un nouveau système
de stationnement, qui grèverait considerablement cette fois le budget
des proprietaires de vehicules de tourisme.

La municipalite de Erevan avait signe un contrat en juillet, a l’issue
d’un appel d’offre dont le “fairplay” serait sujet a caution, avec
une compagnie privee chargee de gerer les tickets de stationnement et
les amendes dans les places de parking amenagees dans les artères très
frequentees de la capitale armenienne. La compagnie choisie, Parking
City Service, installe actuellement un système de video surveillance
dont les images seront utilisees pour faire payer les automobilistes
sur la base de 100 drams (25 centimes) par heure de stationnement.

Quelque 30% de ces recettes seront verses dans les caisses de la
municipalite.

Jusqu’a present, des employes municipaux, mais aussi des agents
d’obscures societes privees, etaient charges de collecter les recettes
des tickets de stationnement. Le prix du ticket de stationnement
etait fixe a 100 drams. Avec le nouveau système de stationnement sous
surveillance electronique, les automobilistes devront donc debourser
bien davantage pour se garer quelques heures dans le centre de la
capitale a la rentree, si la mesure entre en vigueur, comme cela est
prevu, le 1er septembre.

La mesure a d’ores et deja provoque un certain emoi parmi les habitants
de la capitale, toujours plus nombreux a posseder une voiture. Cette
inquietude est partagee par les centaines d’activistes, jeunes pour
la plupart, qui s’etaient mobilises debut juillet contre la hausse
du tarif des transports. Ils denoncent non seulement l’augmentation
massive du prix du stationnement dans la capitale, mais aussi les
motivations d’une mesure qui profiterait la encore a une societe
privee, qui sera la grande beneficiaire de la modernisation annoncee.

Les militants en guerre contre la mairie de Erevan font valoir
que Parking City Service est contrôlee par des responsables de
l’administration municipale ou leurs hommes de paille, ce qui confirme
a leurs yeux la collusion entre le monde politique et les milieux
d’affaires, toujours malsaine dans un pays dont les autorites se sont
engagees a combattre plus fermement la corruption. Des centaines de
militants s’etaient rassembles le dimanche 4 août dans un parc au
centre de Erevan pour debattre des moyens de lutter contre la mise
en place du nouveau système de parc de stationnement. Ils semblaient
decides a descendre une fois encore dans la rue pour inciter la
population a boycotter le nouveau système de parking et faire ceder
le maire et ses allies au sein du Conseil municipal.

L’un de leurs leaders, Sevak Mamian, a evoque l’eventualite lundi 5
août, de lancer une nouvelle campagne de desobeissance civile. “Si la
municipalite accorde des sections entières de nos rues a une societe
privee, cela donnera indirectement le droit a nos automobilistes
de garer leurs voitures la où ils le souhaitent. Ils pourront ainsi
s’arreter en plein milieu de la chaussee en signe de protestation”,
a declare S. Mamian.

Ces militants, qui ne se revendiquent generalement d’aucun parti
politique, devraient avoir toutefois quelques difficulties a faire
reculer une fois encore le maire Markarian, qui semble bien decide
a doter les rues de la capitale de ce nouveau système de stationnement.

Le 5 août, lors d’une reunion avec les principaux responsables de
l’administration municipale, il a mis en garde contre une action de
la police au cas où la mesure ne serait pas respectee le jour meme
de son entree en vigueur.

Birds’ Nest Orphanage, located in Byblos, Lebanon, has been home to
thousands of Armenian children for more than 80 years. Founded by
Maria Jacobson, known by Armenians throughout the world as “Mama,”
Birds’ Nest provides boarding, education, spiritual guidance, and
encouragement to help build self sufficiency in preparation for life
and integration into society. The orphanage houses 36 children, all of
whom come from broken families and are in need of care and compassion.

REV. FR. BOGHOS BALTAYAN APPOINTED PASTOR OF
ST. SARKIS CHURCH OF PASADENA

H.E. Archbishop Moushegh Mardirossian, Prelate, the Religious and
Executive Councils announce the appointment of Rev. Fr. Boghos Baltayan as
Pastor of St. Sarkis Church in Pasadena.
Fr. Boghos and his family arrived in Los Angeles from Greece on
Tuesday, July 30, 2013. He will begin his service on August 1st, 2013, and
will celebrate his first Divine Liturgy at St. Sarkis Church on Sunday,
August 4. The Prelate will preside over the service.
Fr. Boghos, baptismal name Vatche, was born in 1968 in Beirut,
Lebanon, where he received his primary education. From 1982 to 1995 he
served as a Sunday School teacher and director at various churches in
Lebanon. For 10 years he also served at the “Zvartnots” Center for mentally
impaired children.
From 1994 to 1997 Fr. Boghos attended the Seminary of the
Catholicosate of Cilicia where he graduated from the priesthood program. He
married Nazik Yessoian and they were blessed with two boys, Hagop and
Vartan, who are active members of the Armenian Church.
On February 4, 1997, he was ordained a priest by Archbishop Vartan
Demirjian at St. Hagop Church in Lebanon and renamed Boghos. For the
following six months he served at Forty Martyrs Church in Bourj Hammoud.
In August of 1997, with the blessing of H.H. Catholicos Aram I and
the invitation of then Prelate Archbishop Sahag Ayvazian of blessed memory,
he was assigned to the Eastern Macedonia and Thrace region of northern
Greece, where he served Armenian communities of six cities in the region for
over fifteen years, until his arrival in Los Angeles.
In Greece, Fr. Boghos and Yeretsgin committed themselves to
providing Armenian education to children in various cities of northern
Greece. They taught Armenian language, history, and religion, led Bible
studies, and also the youth groups.
We welcome Fr. Boghos and his family to our Prelacy and wish him
success in his new mission at St. Sarkis Church.

VERY REV. FR. MURON AZNIKIAN APPOINTED DEAN OF
HOLY CROSS CATHEDRAL IN MONTEBELLO

H.E. Archbishop Moushegh Mardirossiann, Prelate, and the Religious
and Executive Councils announce the appointment of Very Rev. Fr. Muron
Aznikian as Dean of Holy Cross Cathedral in Montebello, where he will serve
alongside Parish Pastor Rev. Fr. Ashod Kambourian.
Fr. Muron will begin his new mission on August 1st, 2013. His
schedule permitting, Fr. Muron will concurrently continue his service at the
North Hollywood Parish, where he has been the pastor for the last four
years.
We wish Fr. Muron success in his new mission.

PRELACY HOSTS FAREWELL RECEPTION FOR
CONSUL GENERAL GRIGOR HOVHANNISSIAN

On the evening of Wednesday, July 31, 2013, the Western Prelacy
family and community gathered at the “Dikran and Zarouhie Der Ghazarian”
Hall to bid farewell to Consul General Grigor Hovhannissian who will soon
embark on his new mission as the first Ambassador of Armenia to Mexico.
The reception was held under the auspices of H.E. Archbishop
Moushegh Mardirossian, Prelate, and was organized by the Prelacy Ladies
Auxiliary. Among the guests in attendance were clergy, Central Executive
member Mr. Khajag Dikijian, ARF Central Committee Chair Dr. Viken Hovsepian
and member Dr. Viken Yacoubian, representatives from the Board of Regents,
Homenetmen and ARS Central and Regional Executives Hamazkayin Regional
Executive, ANC, Armenia Fund, United Armenia Fund, Armenian Bar Association,
Armenian American Medical Society, Armenian Society of Los Angeles, Friends
of New Julfa, benefactors who have assisted Armenia, Prelacy Committees, and
Consular staff.
The evening began with welcoming remarks delivered by Ladies
Auxiliary member Mrs. Alisa Konanyan, who thanked the guests for joining the
Prelacy in honoring the Consul General, then invited the Prelate for the
invocation.
During dinner, Mr. Khajag Dikijian invited the guests to raise a
glass in honor of the Consul General and his wife Victoria, wishing them
good health and success. Executive Council member and Master of Ceremonies
Dr. Dikran Babikian in his greeting acknowledged the sister and community
organizations represented and thanked them all for their attendance to
express commendation for the Consul General’s service over the past four
years.
Following dinner, the Master of Ceremonies addressed the guests once
again, noting that the evening has a threefold purpose; to thank the Consul
General, congratulate him on his promotion to Ambassador, and wish him and
his family farewell. Dr. Babikian reflected on the Consul’s achievements
during his term, among them the realization of the House of Armenia, and
progress made in economic, commerce, cultural, and other realms. He noted
that the Consul General and his wife will face new challenges in Mexico,
such as raising their young daughters in a non-Armenian environment. He
then invited Executive Council Chair Mrs. Rima Boghossian to deliver her
remarks.
Mrs. Boghossian commended the Consul General on his service and
accomplishments, noting that he earned the love and respect of the community
with his strong leadership and dedication, and wished him success in his new
mission.
In his address, ARF Central Committee Chair Dr. Viken Hovsepian
first thanked the Prelate and Ladies Auxiliary for hosting and organizing
the reception. He noted that the Consul General served a diverse community,
which in itself is a challenge for any public servant, but he took on that
challenge and successfully carried out the mission entrusted to him. Dr.
Hovsepian stated that a diplomat’s top priority is securing the best
interest of the government he represents; however, at time the interests of
the nation as a whole are more important than the interests of the
government, and in this too the Consul General was successful. He spoke
highly of the close relationship and bond established between the Consul
General and our community, stating that he leaves as a dear friend, and the
impression he left will last even after his departure. Finally, Dr.
Hovsepian exalted the Consul General’s deep love for our nation and people,
which was evident in his service, and wished that our nation’s leaders carry
out their mission with this same approach.
The Master of Ceremonies then invited the Prelate for his message.
The Prelate thanked the guests for joining in bidding farewell to
the Consul General and his wife. He echoed the sentiments and commendations
expressed throughout the evening towards the Consul General, stating that
there are surely others who would have liked to express their feelings as
well, however Dr. Hovsepian’s remarks on behalf of the sister organizations
certainly encompassed the thoughts of all. Throughout his tenure as
Prelate, Mr. Hovhannissian was the sixth Consul General, with whom he
established a strong professional and personal relationship as a diplomat
and a dear friend. He thanked the Ladies Auxiliary for their efforts and
Mr. Haig Bagerjian, a close friend of his as well as the Consul General, for
hosting the evening. On behalf of the Prelacy family and friends, the
Prelate wished the Consul General and his wife the best of luck and great
successes in their future endeavors, especially given that they are leaving
behind a place like Los Angeles with its dense population of Armenians.
The Consul General conveyed his thanks for the moving remarks and
well wishes expressed by all, and his gratitude to the Prelate and
supporters. Considered the capital of the Diaspora, he stated that his
service within this community had special meaning, and here he served not
only as a government representative, but as a member of the community, and
he was proud of the great support and collaboration he received. He stated
that his diplomatic mission has afforded him the opportunity to become
better acquainted with the Diaspora, and if he arrived here as a Consul, he
returns to Armenia as an Ambassador, the Ambassador of the Diaspora.
The Consul General took the opportunity to stress two important
points. He noted that we live in a fast-paced and ever-changing world,
giving the example that at the time that he began his service, Turkey was
presenting itself as a peace-loving nation with no issues with its
neighbors. Today though, its role in Syria tells a different story.
Therefore, stated the Consul General, we must keep pace with new
developments and changes in the world, especially in regions surrounding
Armenia, given that we stand before important milestones and challenges such
as the Genocide centennial and the continued safeguarding of Artsakh.
Armenia and Diaspora must adopt contemporary measures and maintain open
dialogue to collectively overcome new challenges. Second, he stated that
taking into consideration current world events and developments, some may
say the vision for a united and independent Armenia is fading. However,
this course is unacceptable for the Armenian people. The Armenian people
will recoup its losses. It is crucial that the bond with Armenia remain
strong and that we staunchly defend our nation and our ties with our
homeland, otherwise we risk losing everything. The Consul General concluded
by confidently stating that periods of gloom and dismay will give way to a
bright dawn.
In commendation for his meritorious service and leadership, the
Prelate presented the Consul General with a plaque of appreciation on behalf
of the Prelacy Councils, and a book on rescued treasures from Cilicia to the
couple. The Ladies Auxiliary presented his wife Victoria with a bouquet.
The reception also included musical selections performed by singer
Anahit Nersesyan, accompanied on the piano by Professor Levon Aprahamian.
The evening concluded with the benediction and the Armenian national
anthem.

Hébergée et assignée à résidence depuis des semaines à l’auberge de La
Saule à Saint-Vallier, la famille Tamazyan, Arméniens en danger dans
leur pays ,demande l’asile en France. Elle se trouve sous le coup
d’une obligation de quitter le territoire français (OQTF), et a quitté
l’hôtel vendredi pour en intégrer un autre à Chalon.

L’hôtel valloirien fermant pour les vacances , Jacques Egloff,
directeur de l’établissement et de l’association Le Pont, a trouvé
cette solution à Chalon : « La priorité était d’assurer un suivi
médical pour madame qui entame son huitième mois de grossesse ».

Les militants du comité de soutien montcellien à cette famille étaient
présents vendredi matin pour conseiller la famille arménienne qui,
dans un premier temps ne voulait pas quitter les lieux où elle avait
ses repères et où elle devait pointer quotidiennement au commissariat
de police de Montceau. Ces contraintes administratives ayant été
levées, la famille a pris la route de Chalon, vendredi aprés-midi.

Interests of Anglo-Saxons, Azerbaijanis and Russians Are Aligned

Analytical institutes and centers of the UK have had an important role
in the formation of the political thought in Armenia, understanding of
many political priorities and global projects. Chatham House – Royal
Institute of International Affairs, IISS, Foreign Policy Centre,
Centre for European Reform, RUSI, Control Rick, SOIK, experts of the
Universities of Oxford, Cambridge, Edinburg and Manchester, London
School of Economics and Political Science have gladly provided advice
on different issues to Armenian political scientists and analysts.

Currently, the analytical thought in the UK is undergoing a crisis and
the community of British political scientists and analysts is to some
extent at a loss, first of all due to financial reasons. Some experts
and entire units have agreed with their supervisors to seek for funds
on the side. In addition, more or less accessible sources are the oil
exporting countries, including Azerbaijan.

If one follows the activities of British experts engaged by Azerbaijan
and Turkey more or less attentively, one can draw substantial
conclusions on the goals and objectives of the Turkish-Azerbaijani
lobby.

James Nixey, head of Russia and Eurasia program at Chatham House, not
only represents the interests of Azerbaijan but has also been able to
oblige the management of Chatham House to `delegate’ to him the entire
activity of the institute that may touch upon the interests of Turkey
and Azerbaijan. One of these tasks is control over interaction of
experts of the Institute on the topics of Turkey, Azerbaijan, Armenia.

Ten years ago it would be absolutely unacceptable for the UK where a
certain style and rules of conduct in academic and political circles.
In 2009 James Nixey tried zealously to counteract spread of positive
assessments on possible normalization of the Turkish-Armenian
relations. At this moment a high-ranking official of the Turkish
embassy to London swore that Turkey has no relation to James Nixey’s
ardor, and apparently it is their `brothers’ Azerbaijanis’ doing.

Now James Nixey has spoken about the expected initialing of the
agreement between the EU and Armenia, expressing doubt about its
probability. Let it be but James Nixey refers to pressure and force by
Russia as the main argument against signing the agreement. Below are
citations from the Azerbaijani mass media.

“Russia is not well-known for playing the cards that it holds
tremendously well. It could — were it to have a more enlightened
attitude toward the other former Soviet states — as we know in so
many other cases, it could be so much more attractive than it is. But
it tends to slide roughshod over them,” Nixey explains. “It tends to
not pay them due respect, the kind of respect that Russia itself feels
it deserves from Western countries, for example.”

He believes Yerevan has not yet made a final decision on the choice
between deeper relations with the EU or joining Russia’s customs
union. He notes that the EU agreements entail commitments to political
and economic reforms that the government might yet prove unwilling to
make. The Eurasian Customs Union, by contrast, comes with no strings
attached and, very likely, considerable short-term economic benefits.

At the same time, public support in Armenia for EU integration appears
to be growing as tangible results emerge on the horizon. And the very
atypical wave of public anger toward Russia over the increase in gas
prices, the Harutiunian case, and the sale of arms to Azerbaijan could
signal a significant shift in the public mood. One that, Nixey says,
President Serzh Sarkisian needs to take into account.

“These sort of semi-authoritarian states take the temperature of
public opinion very seriously and they wouldn’t want to move too far
beyond it,” the analyst says. “And taking too much stick, taking too
much punishment from Russia, too much humiliation, I think, would be
very unwise for Mr. Sarkisian, politically speaking.”

Hence, the goal is to prevent the European integration of Armenia. The
UK embassy to Armenia should make inquiries into the arguments of the
member of a leading analytical center of their country.

It should be noted that Regnum Information and Analytical Service
which has a leading role in the Russian system of propaganda in the
regional, including the South Caucasian direction did not fail to
highlight James Nixey’s speech. In other words, the interests of
Russia, Azerbaijan and the Turkish-Azerbaijani lobby are aligned.
Apparently, this is not the first time.

Earlier Regnum published an article according to which Amanda Paul, a
visible expert on Turkey and Eastern Europe of the Brussels-based
European Political Center questions the possibility of initialing of
the agreement in November. It is not a secret that Amanda Paul has
close relations with political and analytical circles in Turkey and
positions on Turkish interests are understood, of course. However,
following the publication in Lragir.am, I received the following
letter from Amanda Paul:

Dear Professor Muradyan,

I hope that this message finds you well? I just came across the
following link, which is a commentary by you referring to a piece
(which by the way I have not yet seen) which I give focus to Armenia’s
Association Agreement with the EU and Russia’s relations.

First of all I am very disappointed by the words you use to described
me – particularly labeling me as part of the `Turkish lobby’ or
`Turkish agent’. This a false statement, one only as to look at the
articles I have written related to Turkey – including in the context
of Turkey-Armenia rapprochement – to understand this. I am more so
disappointed because I have enjoyed our discussion in Brussels during
your last visit and the previous one before that.

As regards Russia, it has been widely acknowledged, including in EU
circles and in the media, that Russia is pressing Armenia not to sign
Association Agreement/DCFTA with the EU. I did not make up this
information. And as I have said many times, I dearly hope Armenia
will proceed to signature as it will be highly beneficial for the
country.

The experts must be aware of their big responsibility for their
pronouncements. However, not only the European engagement rushed to
question the perspectives of integration of Armenia with the Western
community. Ariel Cohen, Senior Research Fellow for Russian and
Eurasian Studies and International Energy, told the Azerbaijani
information agency Vesti.az the historical friendship and strategic
partnership between Russia and Armenia have not vanished and most
probably will not, and the high-ranking Armenian diplomats will
probably be able to ensure balance between Europe and Russia,

Cohen says Russia needs to display that it protects its clients
evidence to which is, according to him, the agreement on the Russian
troops in Gyumri, close cooperation between Yerevan and Moscow and
certainly conversations on Armenia’s likelihood to join the Eurasian
Union.

Cohen notes that Yerevan also wants to balance and is committed to
integration with Europe. But it does not mean that it has abandoned
Moscow, he says, adding that the Armenian diplomats are professionals,
and they may succeed, provided the huge Diaspora in Russia and Europe.

In addition, Ariel Cohen underlined that historical military ties
between Armenia and Russia, its distrust in Turkey, hostility with
Azerbaijan make it stay in its strategic union with Russia. Besides,
it gives Russia access to the Turkish and Iranian borders.

The American researcher thinks that Russia has a crisp and clear
stance on the region. Russia does not want a lasting peace in the
Caucasus because in this way the military and political role of Russia
in the Caucasian region will diminish. Therefore, Russia needs tension
among the states of the South Caucasus. Ariel Cohen thinks that some
Moscow-based forces describe lack of tension in the South Caucasus as
a minus, Panorama.am reports.

Hence, the main argument is – hard though the West may try to absorb
Armenia, it will not be able to retrieve it from Russian influence, so
expectations are not optimistic. Russia is interested in high tension
in the South Caucasus, while the West will face lots of problems in
the `Armenian project’. The West is scared with Russia. In addition,
the heads of the Armenian community in the UK support James Nixey,
most probably, out of stupidity.

Apparently, the powerful Anglo-Saxon analytical forces have come to
rescue Armenian political scientists but engagement is cheapie that
nobody cares for.

En affirmant « je ne me marierai pas avant que je reconquiers mon
titre de champion du monde » l’Arménien Arthur Abraham prend le risque
de rester célibataire toute sa vie ! Mais le boxeur professionnel,
ex-champion du monde des super-moyens (WBO) a décidé de se marier
cette année et de fonder une famille « puisque je me suis promis »
dit-il. Arthur Abraham (33 ans, né Avétik Abrahamian à Erévan)
longtemps invaincu et roi des rings, a hérité du surnom de « King
Arthur ». Il compte en 40 combats professionnels 36 victoires dont 28
avant la limite et seulement 4 défaites. Le 24 août en Allemagne,
l’Arménien remontera sur le ring pour affronter le Namibien Vilperfors
Chihipo. En cas de victoire il affrontera -sans doute en automne- le
tenant du titre mondial, l’Allemand Robert Stiglitz qui l’avait
dépossédé se sa couronne mondiale. Véritable star en Allemagne et en
Arménie, Arthur Abraham compte des millions de fans à travers le
monde.

Selon Hayots Achkhar, citant la presse iranienne, le President
Sarkissian sera l’un des douze chefs d’Etat a participer a
l’investiture du nouveau President iranien, Hassan Rohani, le 4 août.

Les deux hommes se sont rencontres a deux reprises, la première
fois lorsque M. Rohani s’est rendu a Erevan en 2001 en sa qualite
de chef du Conseil supreme de securite nationale de l’Iran et a eu
des entretiens avec M. Sarkissian, alors ministre de la Defense,
la seconde fois a Teheran en 2005.

L’Azerbaïdjan a inaugure ses exercices militaires conjoints avec la
Turquie, qui se derouleront dans la republique autonome de Nakhitchevan
près de la capitale armenienne. Les analystes politiques azerbaïdjanais
voient dans cette demarche un message pour Erevan, ecrit le quotidien
Nezavissimaïa gazeta du 18 juillet 2013.

Le ministre turc des Affaires etrangères Ahmet Davutoglu s’est rendu
mercredi en Azerbaïdjan pour une visite officielle a son homologue
azerbaïdjanais Elmar Mamediarov et une rencontre avec le president
Ilham Aliev. Officiellement, la visite portait sur les positions
officielles et les liens entre les deux pays frères. Certains
analystes estiment pourtant qu’elle visait a faire le point sur
les evenements dans la region, qui attirent l’attention de tous les
acteurs internationaux.

Il est probable que Bakou et Ankara, qui se soutiennent toujours sur
l’arène internationale, aient decide de coordonner leurs actions. Les
observateurs locaux soulignent que la visite du chef de la diplomatie
turque coïncide justement avec la ceremonie d’inauguration des
exercices militaires conjoints des deux pays, qui a eu lieu dans
le centre d’etudes des forces armees azerbaïdjanaises a Bakou. Le
general de brigade Eïvaz Djafarov, chef de la Direction principale des
operations de l’armee azerbaïdjanaise, a indique que les relations
entre les deux pays restaient chaleureuses et que ces man~uvres de
grande envergure resultaient de decisions prises a un niveau très
eleve. D’après lui, ces exercices sont cruciaux du point de vue de
la securite et de la stabilite dans la region, de l’amelioration de
l’aptitude des troupes au combat et de la coordination des operations.

Les deux parties ont egalement note que ces man~uvres bilaterales
seraient organisees chaque annee en Azerbaïdjan et en Turquie,
a tour de rôle. Il s’agit du premier evenement militaire conjoint
sur le territoire azerbaïdjanais et une unite des forces speciales
azerbaïdjanaises avait deja pris part aux exercices militaires Aigle
du Caucase 2012 a Ankara. Quoi qu’il en soit les man~uvres actuelles
se distinguent de tous les exercices precedents par leur geographie
mais aussi par leur envergure et leur contenu : elles se deroulent
parallèlement a Bakou et dans la republique autonome de Nakhitchevan.

Ces exercices, qui reunissent un bataillon motorise azerbaïdjanais
et une compagnie turque, devraient prendre fin le 28 juillet.

Selon certains analystes, les man~uvres actuelles seraient une reponse
aux exercices militaires armeniens qu’Erevan organise regulièrement
sur son territoire mais aussi sur les terres azerbaïdjanaises
qu’il occupe. Qui plus est, les man~uvres turco-azerbaïdjanaises
se deroulent dans la republique autonome de Nakhitchevan a quelques
dizaines de kilomètres de la capitale armenienne. Vafa Goulouadze,
ancien conseiller azerbaïdjanais pour les questions internationales,
a notamment indique a la presse qu’il “serait merveilleux que les
troupes turques restent au Nakhitchevan a long terme. Cela correspond
aux interets strategiques de la Turquie et de l’Azerbaïdjan”. Et de
conclure : “A mon avis, le lancement de ces exercices constitue un
message geopolitique très important pour les ennemis de l’Azerbaïdjan.

On ne peut que saluer le debut de ces man~uvres”.
