SWEDISH FM’S STATEMENT IS NOT EU’S OFFICIAL POSITION – ARMENIAN RULING PARTY MP

YEREVAN. – Separate views, with respect to the ratification of the
Armenia-EU Association Agreement, are expressed in Armenia, and such
views are expressed in western countries, too.

Ruling Republican Party of Armenia National Assembly Faction leader
Galust Sahakyan told the aforesaid to Armenian News-NEWS.am.

He commented on the recent statements that were made by Sweden’s
Minister of Foreign Affairs, Carl Bildt.

“Sweden and Poland have begun the process, but all 28 EU member
countries have their own views. So, we continue to work with the EU,
whereas separate views cannot be considered the official position of
the European Union,” Sahakyan said.

To note, Carl Bildt had written on his Twitter account that the
initialing of the abovementioned agreement is removed from the agenda.

This was a reaction to the fact that following the talks that were held
on September 3 in Moscow between Armenian and Russian Presidents Serzh
Sargsyan and Vladimir Putin, Sargsyan had announced that Armenia plans
to join the Customs Union and subsequently engage in the formation
of the Eurasian Economic Union.

YEREVAN. – In recent years the Eastern Partnership has formed as an
effective interaction format and as a tool for promoting reforms in
the member countries.

The aforesaid was noted Friday during the talk between Edward
Nalbandian, Armenia’s Foreign Affairs Minister, and Helga Schmidt,
Deputy Secretary General for the European Union External Action Service
(EU EAS).

Nalbandian noted that Armenia intends to continue cooperation with
the EU, and Armenian capital city Yerevan’s hosting the meeting of the
FMs of the Eastern Partnership member states is a proof of this fact,
informs the Armenian MFA press service.

Conveying the greetings by Catherine Ashton, EU High Representative
for Foreign Affairs and Security Policy, in turn Schmidt noted that
the EU likewise wishes to continue cooperation with Armenia.

The interlocutors exchanged views on the topical matters that are on
the international agenda.

AUDITORS SENT TO AMERIABANK UNCOVER LOAN VIOLATIONS AT THE HEART OF OFFSHORE SCANDAL

A Hetq source at AmeriaBank claims that three weeks ago a team of
auditors was sent from Moscow to look into loans made by the bank
that eventually “disappeared” in a maze of offshore translations.

The source says that the auditors were sent at the urging of Ruben
Vardanyan, a businessman based in Moscow who is also an AmeriaBank
shareholder.

Hetq broke the story as to how AmerriaBank lent $12 million to one
Ashot Sukiasyan, a diamond jeweler.

>From June 25, 2010 to June 15, 2011, Ashot Sukiasyan received periodic
loans of $10.7 million from AmeriaBank. As collateral, however,
he used companies owned by Paylak Hayrapetyan and the latter’s son.

Receiving the money, however, Sukiasyan failed to abide by the loan
agreement conditions and the business plan he had presented. But this
didn’t prevent AmeriaBank to continue freely transferring amounts to
several bank accounts owned by companies registered in Cyprus.

According to instructions of the Dzoragyugh Production Cooperative,
AmeriaBank wired some $9,370,450 of the loan monies transferred to
the cooperative’s bank account to the accounts of several offshore
companies held at the Hellenic Bank Publik Company of Cyprus. The
loan monies were transferred to:

A.B.S. GLOBAL LIMITED- $7,020,450

WLISPERA HOLDINGS LIMITED- $350,000

STR EMERALD LIMITED- $2,000,000

According to documents obtained by Hetq, RA Prime Minister Tigran
Sargsyan and Archbishop Navasard Kjoyan, Locum Tenens of the Ararat
Diocese of the Armenian Apostolic Church, are shareholders in Wlispera
and A.B.S. Global Ltd.

The Hetq source claims that the auditors found a number of glaring
violations in the loan package that might led to a number of heads
rolling in upper management.

Entry into the Customs Union and cooperation with Russia stem from the
interests of Armenia and Nagorno Karabakh, the head of Orinats Yerkir
parliamentary faction Heghine Biasharian stated during a briefing in
the Armenian parliament today.

“The interests of the two states should not be separated. First of
all, the security issue should be taken into account and then we can
talk about the economic bloc,” she said.

H. Bisharian expressed hope that the Armenian authorities will show
flexibility and Armenia’s relationship with Russia will not impede
its contacts with the European Union. She at the same time expressed
confidence that Armenia-EU relations will remain at the same level
as before.

As regards the protests staged in Armenia in connection with the
decision about entry into the Customs Union, Heghine Bisharian said
that although society is complaining now, on the whole, the Armenians
are in favor of closer ties with Russia.

In her words, almost every Armenian family has relatives or friends
in Russia. Therefore all Armenians want their compatriots to feel at
ease in Russia.

les ingénieurs ou d’autres fonctionnaires de la société pour la
construction du chemin de fer de Bagdad doivent être remises dans les
48 heures, avec les clichés, au commissariat militaire du chemin de
fer de Bagdad a Alep. Tout contrevenant a cet ordre sera poursuivi

13 septembre 1915 — Empire ottoman/Cilicie : par un heureux concours
de circonstances, le croiseur francais Guichen, commandé par le
capitaine de frégate Brisson, en mission au nord d’Antioche en
application du blocus des côtes ottomanes, apercut des signaux
a terre. Mis au courant de la situation, le vice-amiral Dartige
du Fournet, commandant en chef de la 1er armée navale, ordonna
l’évacuation des Arméniens, qui s’effectua les 12 et 13 septembre
1915. Après d’âpres négociations, les 4.083 survivants trouvèrent
refuge dans un camp de concentration a Port-Saïd, administré par
l’autorité militaire britannique.

13 septembre 1920 — l’armée de Moustapha Kémal Pacha envahissait
l’Arménie. C’est quelques jours après que la Délégation arménienne
de Paris demanda a la Société des Nations d’admettre dans son sein
l’Ã~Itat qu’elle représentait. Cependant la République n’entendait
pas se dérober aux difficultés qui l’assaillaient ainsi. Elle accepta
la lutte contre les Kémalistes. Celle-ci ne pouvait être toutefois
qu’inégale, d’autant plus qu’a l’offensive turque se joignirent
bientôt des attaques des Bolcheviks du Zanghezour et un mouvement
d’investissement des Tatares de l’Azerbeïdjan par l’Est et par le Sud.

rare héroïsme sur les trois fronts. Mais, vers la mi-novembre,
sa résistance était brisée et le gouvernement arménien se voyait

13 septembre 1939 — Pologne : Minsk Mazowiecki est une ville du
district de Varsovie. Avant la guerre mondiale, environ 5.000 Juifs y
vivent sur une population totale de 17.000 personnes. La Wehrmacht
occupe la ville le 13 septembre 1939 et les soldats commencent
immédiatement a piller les biens Juifs et a enrôler des Juifs pour
le travail forcé. De nombreux Juifs se sauvent a l’est en Union
soviétique, mais a Minsk Mazowiecki arrivent de nombreux réfugiés
Juifs de Varsovie et des régions de la Pologne annexées par le Reich.

The SCO member states have called Russia to assume responsibility for
the region after the withdrawal of the American forces from
Afghanistan. Russia would happily refuse but cannot. Russia
understands that if Afghanistan shifts to Central Asia, not only the
post-Soviet empire but also Russia will fall apart. But Russia will
hardly afford to assume such responsibility.

Moscow will be mobilizing actively to fight terrorism and drugs from
Afghanistan. CSTO could be helpful but the Kremlin understands that
Armenia will hardly agree to send its soldiers to Afghanistan.

The global press forecasts that 2014 will be a fatal year for Putin
not only due to Afghanistan but also Sochi 2014 which turned a
nightmare. Putin is growing marginal, and now only a group of odious
people – Mizulina, Glazev, Kadyrov – are left beside him who are not
ashamed of expressing absurd ideas.

Russia’s isolation is growing, and the last act of isolation was
Armenia whose president was forced to announce to join the Customs
Union. What Russia listed as a victory was rather the last lock on the
iron curtain. The act of enforcement on September 3 shifted the latent
fight to the battlefield, and now Russia has to defend itself
desperately. It will be enough for Armenia to follow the battle.

Russia will not be able to fight on several fronts. Now all the
efforts are directed at Syria. Moreover, the Russian press did not
call the U.S. consent to postpone shelling a Russian victory. Nobody
knows what will be next, and the United States has already stated that
Putin’s reputation is at stake.

Putin’s letter to the New York Time was the final blow to Russia’s
reputation. The president of the huge country is begging the president
of another country to treat him equal. As if he feels that he is not
treated equal.

of Denmark) were given the necessary instructions. Few days ago,
the Armenian media reported that a delegation of Danish MPs and
journalists arrived in Nagorno-Karabakh.

Earlier, the authorities of Azerbaijan issued a list of 315 people
who visited Karabakh without obtaining the consent of the authorities

The persistent unconstructive position of Armenia in the talks on
the Nagorno-Karabakh conflict, disrespect for international law,
failure to comply with the decisions and resolutions of international
organizations, simultaneous provocative steps fueling tension in the
region, and illegal activities in the occupied Azerbaijani territories
hinder reaching a positive result in the negotiations, Azerbaijani
Foreign Minister Elmar Mammadyarov has said.

In his remarks to the local press, Mammadyarov said although the
negotiations mediated by the OSCE Minsk Group have not yielded specific
results, an unequivocal opinion has shaped up in the international
community that the solution to the conflict should begin with a
withdrawal of Armenian armed forces from the occupied territories of
Azerbaijan and return of refugees and internally displaced persons
to their native land. Further, by means of joint confidence-building
activities and cooperation between the parties to the conflict,
the severe consequences of the occupation should be eliminated,
the minister said.

“Azerbaijan, along with the negotiations conducted within the framework
of the OSCE Minsk Group, has achieved the adoption of documents
on the Nagorno-Karabakh conflict by authoritative international
organizations, led by NATO, the Organization of Islamic Cooperation
(OIC) and the Non-Aligned Movement. Armenia should draw a conclusion
from the principled position of international organizations, which
unites an absolute majority of the international community, reconsider
its position and act in accordance with the position of the world
community,” Mammadyarov said.

According to him, review of the current state of negotiations, being
held with the mediation of the Minsk Group, shows that a more focused
and fair approach is needed.

“Numerous decisions and resolutions passed in past years, including
the documents of the last Cairo summit of the Non-Aligned Movement and
the OIC, have already defined the frames of the conflict settlement,
the legal basis and its key elements. These documents, which are relied
upon by the international community, are grounds for more purposeful
activity of the OSCE Minsk Group. Only as a result of these actions
can the environment of cooperation and coexistence be formed.

Unfortunately, the fact that Yerevan impedes a meeting of
representatives of the two communities has a negative impact on the
creation of trust between the communities and the overall resolution
of the conflict,” Mammadyarov said.

The minister pointed out that Azerbaijan’s position is clear.

“We support a peaceful solution to the conflict and are interested in
the development of the entire region. Azerbaijan is ready to direct
its high economic potential to the development of the whole region.

Withdrawal of the invading country’s troops from the occupied
territories could create the conditions for Armenia, due to which it
can take advantage of the great economic potential of Azerbaijan, and
at the same time, conditions for the creation of a real program for the
development of the Nagorno-Karabakh region of Azerbaijan, including
the attraction of real investment. We recognize the Armenians living
in the Nagorno-Karabakh region as our citizens and want them to live
in good conditions. However, the presence of the Armenian armed forces
in the occupied territories of Azerbaijan is the main obstacle for
this. Armenia should realize that its rescue depends on the soonest
resolution of the conflict and the normalization of relations with
neighboring countries, particularly Azerbaijan,” Mammadyarov said.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against Azerbaijan. Since a lengthy war in the early
1990s that displaced over one million Azerbaijanis, Armenian armed
forces have occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including Nagorno-Karabakh and seven adjacent
regions. The UN Security Council’s four resolutions on Armenian
pullout have not been enforced to this day.

Peace talks, mediated by Russia, France and the U.S. through the OSCE
Minsk Group, are underway on the basis of a peace outline proposed
by the Minsk Group co-chairs and dubbed the Madrid Principles. The
negotiations have been largely fruitless so far.

Newly appointed U.S. co-chairman of OSCE Minsk Group James Warlick
stated in Yerevan today that the political will and mutual concessions
from all sides are required for the settlement of the Nagorno-Karabakh
conflict, Mediamax reported.

During the meeting with journalists, the U.S. diplomat said the
settlement of the Nagorno-Karabakh conflict is impossible without
public understanding that the settlement of the issue is in the
interests of future generations.

“The principles of the Helsinki Final Act – non-use of force and
threats, the right to self-determination and territorial integrity
continue to guide us in this process,” he stressed. “If we want to
succeed, there must be concessions from all sides.”

The U.S. diplomat said that he visited the region for the first time
and wants to hear the views of all parties and get acquainted with
the general atmosphere.

The diplomat said that he did not have new proposals for the parties.

“As the U.S co-chairman, I assure you that we are ready to continue
working with Russia, France and the international community to resolve
the issue,” Warlick added.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan.

Armenian armed forces have occupied 20 per cent of Azerbaijan since
1992, including the Nagorno-Karabakh region and seven surrounding
districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are
currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

calling on Armenian authorities to probe reports that human rights
activists were targeted by assailants.

The rights group said it documented several incidents where human
rights activists in Armenia were assaulted after taking part in

“The police and other Armenian authorities need to be prepared to make
clear that they are going to put a stop to these attacks, starting

Radio Free Europe/Radio Liberty said demonstrators rallied last week
against plans announced by President Serzh Sarkisian to join the
Customs Union of Belarus, Kazakhstan, and Russia.

Stefan Fule, neighborhood policy commissioner for the European Union,
said Thursday he’d lead a delegation to Armenia this week for informal
partnership talks.

“The EU remains firmly committed to moving this partnership forward
as much as possible, based on the ambitions of our partners and their
ability to implement necessary reforms,” Fule said in a statement.

The EU’s Eastern Partnership extends to Armenia, Azerbaijan, Belarus,
Georgia, Moldova and Ukraine.
