son temps de repos a l’etranger. Après son voyage d’affaires aux
Etats-Unis, le ministre y resta et par la suite, passa quatre jours
en Artsakh “.

” La ministre de la Diaspora Hranush Hakobyan a pris dix jours de
vacances et a organise son repos dans la Republique tchèque afin de
resoudre ses problèmes de sante “.

” Le ministre de la Justice Hrayr Tovmasyan a passe ses vacances en
[Armenie] a Jermuk [ville] avec sa famille “.

” Le ministre de l’Economie Vahram Avanesyan n’est pas parti en
vacances parce qu’il est en poste depuis mai 2013 “.

” Le President de l’Assemblee nationale Hovik Abrahamian a passe une
partie de ses vacances a l’etranger, l’autre part, en Armenie “.

” Seyran Ohanian ministre de la Defense n’a pas fait usage de ses
jours de vacances “.

” Le president du Comite olympique Armenie [et president du parti
Armenie Prospère] Gagik Tsarukyan a passe ses vacances d’ete a

La Floride N’A Accepte Aucune Resolution Sur Les Evenements De Khodj

LA FLORIDE N’A ACCEPTE AUCUNE RESOLUTION SUR LES EVENEMENTS DE KHODJALOU

Certains medias azerbaïdjanais ont diffuse des articles intitules ”
L’Etat de Floride a reconnu le genocide de Khodjalou ” qui contiennent
de la desinformation. Ainsi, le site ANS-Press, par exemple,en
reference a la Commission d’Etat pour le travail avec la diaspora
de Azerbaïdjan signale que ” la resolution sur la reconnaissance du
genocide de Khodjalou a ete adoptee et elle a ete prepare par Defni
Campbell membre de la Chambre des representants de l’Etat de Floride “.

Un coup d’oeil sur le document qui est reproduit avec tant de diligence
en Azerbaïdjan, confirme qu’il s’agit d’une demande d’un seul des
membres de la Chambre Defni Campbell. Il n’y a rien de note sur une
resolution qui a ete vote par les membres de la Chambre.

Defni Campbell a decide de defendre les interets de la propagande
azerbaïdjanaise et outre le fait que, dans le passe, son assistant
a ete arrete pour vol, le membre de la Chambre est egalement celèbre
pour le lobbying des resolutions pro-turcs.

Une rapide visite du site Internet de la Chambre des representants de
Floride, montre que la resolution initiee n’a pas gagne le nombre de
voix requis ou qu’elle a ete ” enterree ” dans les comites pertinents.

Zohrab (23 Ans) Amoureux D’Armine L’enlève Pour Se Marier, Mais L’hi

ZOHRAB (23 ANS) AMOUREUX D’ARMINE L’ENLÈVE POUR SE MARIER, MAIS L’HISTOIRE TOURNE MAL…

Cela se passe en Armenie. Zohrab Gabrielian, un jeune armenien de 23
ans, eperdument amoureux d’Armine Gh. l’enlève de force pour se marier
avec elle. L’affaire a ete portee auprès des tribunaux des regions
d’Ararat et de Vayots Tsor d’où sont originaires les deux jeunes. Il
est reproche a Zohrab Gabrielian d’avoir le 5 juin dernier, vers 22
heures, enleve Armine Gh. du village d’Armash dans la region d’Ararat.

Le jeune homme etait aide par Rafik Boghossian (25 ans) de la ville
d’Ararat qui l’attendait dans une voiture pour fuir. La jeune fille
refusant cet enlèvement, elle recut des coups avant d’etre transporte
en compagnie de l’amoureux vers le village de Tchraper dans la region
d’Armavir. Ce dernier risque pour cet enlèvement non consenti, une
peine de 4 a 8 ans de prison.

Les Ingenieurs D’" Armavia " Quittent L’Armenie

Tandis que nombre de salaries de la compagnie aerienne armenienne
” Armavia ” attendent toujours le règlement de plusieurs mois de
salaires, certains de ces salaries n’ont pas attendu selon le journal
” Joghovourt ” pour quitter l’Armenie. Selon Karnig, un ex-salarie d'”
Armavia “, de la quarantaine d’ingenieurs de la compagnie qui deposa
le bilan, a peine 14 auraient recu leur salaire de novembre dernier.

Il a egalement affirme qu’une dizaine de ces ingenieurs d'” Armavia
” se travaillaient a Moscou ainsi que dans des Etats africains, 6
ingenieurs auraient recemment rejoint le Kazakhstan et qu’un septième
se preparait a les rejoindre, quatre autres ingenieurs attendraient
par ailleurs des reponses pour quitter le pays.

SWITZERLAND HOPES FOR PROGRESS IN KARABAKH SETTLEMENT NEXT YEAR

Switzerland hopes for significant progress in the settlement of the
Armenia-Azerbaijan Nagorno-Karabakh conflict during its chairmanship
in the OSCE Parliamentary Assembly next year, the newly appointed
Swiss Ambassador to Azerbaijan Pascal Aebischer said on September 11.

Speaking at a meeting with Vice-Speaker of the Azerbaijani Parliament
Bahar Muradova, Aebischer also said there is good groundwork for the
development of economic relations between Switzerland and Azerbaijan.

In turn, Muradova praised the economic, humanitarian and cultural
cooperation between the two countries.

The deputy speaker highlighted the activity of the Azerbaijani
parliament and the preparations ahead of the upcoming presidential
elections.

She also emphasized the importance of cooperation between Azerbaijan
and Switzerland as part of international organizations, and hailed
Switzerland’s support for Azerbaijan within the OSCE PA.

“Our country approves of the balanced peaceful policy of Switzerland.

We hope for your country’s support in the steps on the settlement of
the Nagorno-Karabakh conflict,” the deputy speaker said.

Muradova also thanked Switzerland for the assistance to Azerbaijan
in solving the problems of refugees and IDPs.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made
territorial claims against Azerbaijan. Since a lengthy war in the early
1990s that displaced over one million Azerbaijanis, Armenian armed
forces have occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including Nagorno-Karabakh and seven adjacent
regions.

The UN Security Council has passed four resolutions on Armenian
withdrawal from the Azerbaijani territory, but they have not been
enforced to this day.

Direct dialogue between Baku and Yerevan should not be “a goal in
itself”, Azerbaijan’s Deputy Foreign Minister Mahmud Mammadguliyev
said during a working visit to Armenia, Armenian media reported on
September 13.

Mammadguliyev is attending informal dialog being held within the
Eastern Partnership.

“There was dialogue but now it is suspended. As for direct dialogue,
it all depends on how the preparations for it will be made. There
should be serious preparations, serious issues. It should not be a
meeting just for the sake of meeting. There should be discussions with
some decisions. It is up to the presidents,” the deputy minister said.

For over two decades, Azerbaijan and Armenia have been locked in
conflict which emerged over Armenian territorial claims. Peace talks,
mediated by Russia, France and the U.S. through the OSCE Minsk Group,
are underway on the basis of a peace outline proposed by the Minsk
Group co-chairs and dubbed the Madrid Principles. However, the
negotiations have been largely fruitless so far.

A precarious ceasefire, reached after a lengthy war that displaced
over a million Azerbaijanis, has been in place between the two South
Caucasus countries since 1994. Since the hostilities, Armenian armed
forces have occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including the Nagorno-Karabakh region and seven
surrounding districts.

Stupidity, Silliness, & Seriousness In Syria

STUPIDITY, SILLINESS, & SERIOUSNESS IN SYRIA

What a complex mess confronts the world in Syria! And, the worst of
it is, it didn’t have to be this way. It is a result of the U.S. and
Turkey, and their twisted, hegemonic or expansionist, respectively,
logic. Had they not started encouraging and arming the Syrian regime’s
more extreme opponents, a civil war would not have claimed over 100,000
lives. Who knows, some accommodation might have been achieved that
would have loosened Syria’s dictatorship another notch or two.

But now, we have Obama, not noted for keeping his word (think Genocide
recognition) putting himself in a position where he feels compelled
to… keep his word. I refer to his “red line” comments regarding the
use of chemical weapons. Now, if he doesn’t act, his and the U.S.’s
credibility will be seriously damaged.

But, it’s not even 100% clear the Syrian government launched the
chemical weapons that have triggered the latest phase of this mess.

There are reports that Saudi Arabia has
funneled chemical weapons to the Syrian rebels
().

The Syrian regime may be calculating, cold, and cruel, but not crazy.

Why would it intentionally engage in a provocative act that would
trigger action by the big guys on the world scene? Conversely, the
rebels have every reason to use chemical weapons in a way that makes
it look like the regime launched them, so the international community
would provide more support to their side.

Then we have the hypocrisy of U.S. policy. When Iraq, then on the U.S.

“acceptable” list, gassed the Kurds… crickets. But now, using
chemical weapons constitutes an affront to humanity. What about the
cluster munitions, depleted uranium bullets, and drone strikes used
by the U.S.? Are these not similar affronts?

What’s really discomfiting, undoubtedly, to many in the White House
and State Department is that the Russians, and specifically Putin
in his op-ed piece in The New York Times, are the ones who seem to
be seizing the rational (if not moral) high ground. His argument is
basically one that endorses the lesser of two evils. Bashar Assad is
no angel, but the alternative is far worse.

Our community in Syria, along with Christian and other minorities,
know who’s best for them in power. They have seen, all too clearly,
what happened in Iraq after American intervention when the lunacy and
bloodlust of religious fanatics was left unchecked by the firm hand
of a regime that at least prevented what might be called “sectarian
hate crimes” in American jargon.

Another aspect of Putin’s argument is that Syria, like Afghanistan,
Iraq, and even Pakistan, is serving as a training ground for fighters
who will then spread out all over the world (think Chechnia, Xinjiang
[China], and World Trade Center). If the current regime falls, this
will become even more pronounced. It’s in everyone’s interest that the
nut-jobs running from country to country in the name of religion (in
this case fanatical Sunni Islam) be stopped dead in their tracks. Do
you remember when the target of these same crazies was Artzakh as
they fought against us beside Azerbaijan’s pathetic troops?

Initially, I had trouble concluding which side of this conflict I
was least uncomfortable with. The choices were all bad. But now, in
every scenario, it is extremely clear to me that the side which is
best -from a human, American, or Armenian perspective- is the current
Syrian regime of Bashar Assad.

Saakashvili Grants Georgian Citizenship To Turkish Nationals

SAAKASHVILI GRANTS GEORGIAN CITIZENSHIP TO TURKISH NATIONALS

Georgian President Mikheil Saakashvili has issued a citizenship
order for 936 Turkish nationals, Georgia Online reported, citing the
country’s Ministry of Justice.

The decision was reportedly made in violation of the State Service
Development Agency’s rules.

A source at the ministry’s press service has told the website that
they leanred of the decision only after receiving an official statement
from the presidential office on Thursday.

Meeting At The RA NA Standing Committee On European Integration

On September 13 the Chair of the RA NA Standing Committee on European
Integration Naira Zohrabyan met with Canan Atilgan,Regional Head
of Konrad Adenauer Stiftung/Foundation “Political Dialogue: South
Caucasus.”

The Committee Chair has highlighted the work that Konrad Adenauer
Foundation implements for many years, promoting the spreading of
democracy, human rights, freedom and justice and the process of
European integration. The sides discussed the situation created in the
country after the decision of Armenia’s joining to the Customs Union.

To Ms Zohrabyan’s conviction, it is important not to endanger the
dialogue with the European Union and the cooperation with the European
structures, underlining that the European direction continues to
remain one of the external political priorities of Armenia. The
sides discussed how the Foundation can assist the structures of the
parliament and first of all, for effectively continuing the process
of European integration of the Committee on European Integration.

In the course of the meeting a series of issues of bilateral interest
were discussed.

DECISION TO JOIN CUSTOMS UNION SHOCKED BOTH ARMENIA AND EUROPE – ANC

YEREVAN. – Serzh Sargsyan’s decision to make Armenia become a member
in the Customs Union shocked not solely Armenia and Europe, but also
the ruling Republican Party RPA) members, who were making contradictory
comments on this matter.

Opposition Armenian National Congress (ANC) bloc National Assembly
Faction Secretary Aram Manukyan stated the aforesaid on Friday.

“The RPA likewise was not well informed about Sargsyan’s visit to
Moscow. After returning from Moscow, Serzh Sargsyan should have at
least give explanations, but, instead, he was receiving ambassadors,”
the opposition MP said.

Manukyan also stressed that, at present, no political power-including
the RPA-is informed about what the document on accession to the
Customs Union assumes.

To note, following the talks that were held on September 3 in Moscow
between Armenian and Russian Presidents Serzh Sargsyan and Vladimir
Putin, Sargsyan had announced that Armenia plans to join the Customs
Union and subsequently engage in the formation of the Eurasian
Economic Union.
