“The decision to join the Customs Union doesn’t mean that we have
abandoned the European vector and that we have returned to the Soviet
Union” stated Giro Manoyan, Head of the ARF-D International Secretariat
during a press conference held on September 6, at “Noyan Tapan” press
club. According to Manoyan the problem is that, it seems as if the
decision was taken right there, in Moscow. “Even President Sargsyan’s
comments slightly differ from the official statements. At the press
conference following the meeting, the President said “I expressed
Armenia’s desire” while at the statement of the two Presidents there is
a reference to Armenia’s decision. Nothing is said about who and where
took this decision. What is wrong here is the way it was taken and
not necessarily the decision itself, which in reality cannot deliver
substantial results at this point. That is also the case with both
EU’s Association, and Deep and Comprehensive Free Trade Area (DCFTA)
Agreements which wouldn’t immediately produce concrete results”. The
ARF-D member said that taking this decision doesn’t mean that Armenia
will be part of the Customs Union tomorrow or in a two-month time,
news.am reports.

Manoyan expressed his dissatisfaction about the fact that Armenia’s
authorities didn’t prepare neither the political parties nor the
European Union, for the decision they made and that this may cause
discontent from the latter’s side. He stressed that had the authorities
taken appropriate steps to inform, the public’s wave of disappointment
would have been lower.

The decision to join the Customs Union must not stand on the way
of the reforms that are necessary for the country as well as of the
political and social integration with the European Union.

Asked about whether he believes that entering the Customs Union would
bring a change to the price of natural gas Manoyan said that he cannot
comment on that since there is no such reference in the statement.

Commenting on the view that wants Armenia’s authorities to have taken
the decision to join the CU merely to keep the power, Manoyan said
that there is such a view and that there was a similar negotiation
with the EU which concluded that the elections conducted in the
country were good. “On this subject, the authorities’ fault is that
they do this on the account of the state and of the people” he added.

In his opinion the important thing is not what the Russians, Kazakhs
or the EU have to say but to have authorities elected by the people,
so that decisions are not taken this way.

There is an issue of maintaining the region’s stability because any
kind of attack by the USA would have unpredictable consequences,
not only in Syria’s case but for the entire region, said Manoyan in
reference to the developments around Syria. “That instability should
concern us. As for the Syrian Armenian community, it is clear that
such operations would increase the dangers threatening its security”.

In regards to Arman Navasartyan’s recent statement about calls
to Syrian Armenians by a number of civic-political organizations,
including the ARF-D, not to flee the country and risk the existence of
the centuries-old community, Manoyan pointed out that ARF-D has never
made that sort of calls and no-one has forced the Syrian Armenians
to leave Syria, but the ARF-D has always stood on the side of the
Syrian Armenians that wanted to settle in Armenia and has supported
them in their efforts, in every possible way. Manoyan also reminded
that the party has periodically sent financial aid to those caught
in the fighting.

Finally, Manoyan replied to questions in connection to offers made
to ARF-D members to head diplomatic missions abroad. He repeated
that Vahan Hovhannesyan has accepted the proposal to undertake the
ambassadorship in a European country. “Many called this a step of
denying own positions, and others rushed to judgments saying that ARF-D
has been sold” said Manoyan and added that “it isn’t normal passing
early criticism” since many are only assuming that Vahan Hovhannesyan
will implement Armenia’s foreign policy. “If pressure is put on then it
is never too late for one to pick up his things and leave the country,
resigning from the Ambassador’s office” concluded Manoyan.

Yerevan Circus Goes On Tour To Syunik Province

YEREVAN CIRCUS GOES ON TOUR TO SYUNIK PROVINCE

The Yerevan Circus is on tour to Syunik province of Armenia. Starting
from September 17, the circus will give performances in cities of
Kajaran, Kapan, Meghri, Sisian, and Goris.

The program consists of breathtaking performances of tightrope walkers,
jugglers, clowns, and magicians, as well as four new acts prepared
by students of Yerevan Circus School after Leonid Yengibarov.

By the way, the Yerevan Circus School continues to accept admissions
applications. Interesting performances given by students during exams
may be included in the program of Yerevan Circus.

The new building of Yerevan Circus is still under construction so
the company of the circus organizes performances in other cities of
the republic. This year the circus has toured Lori, Shirak, Tavush,
and Ararat provinces of Armenia and also visited the Nagorno Karabakh
Republic for the first time.

Patriarch Kirill of Moscow and all Russia participated in the
consecration ceremony of the Armenian Cathedral of Moscow.

He wished Armenian community of Russia spiritual growth and expressed
hope for further strengthening of ties between the Russian and
Armenian churches through the development of relations between the
two countries.

“I am deeply convinced that the further development of relations
between the Russian Orthodox Church and the Armenian Apostolic Church,
collaboration, joint projects will promote the spiritual growth of
our people and, therefore, the strengthening of ties between the two
nations. Those ties are stronger than any political schemes that are
stronger than any economic interactions,” Russian Patriarch said.

“Those who claim that the 21st century post-Christian era are
mistaken. In this sense, Russia and Armenia give a clear example of
that the religious dimension does not disappear from people’s lives,
on the contrary, it is only strengthened.”

Region (ANCA-ER) will be honoring longtime Hai Tahd (Armenian Cause)
activist Zohrab Tazian at the 7th Annual ANCA Eastern Region Banquet
on Saturday, Oct 12, at the DoubleTree by Hilton Hotel in Philadelphia.

“I’m humbled to receive the Vahan Cardashian Award at this year’s
ANCA-ER banquet. It’s an honor to be recognized,” stated Tazian upon
learning he will be presented with the award.

The Vahan Cardashian Award is given annually to an ANCA supporter who
demonstrates longstanding dedication and active involvement in the
Armenian-American community and its issues. The award is named for
Yale-educated lawyer Vahan Cardashian, who set aside his successful
New York practice to dedicate himself to the establishment of the
Armenian Committee for the Independence of Armenia (ACIA), predecessor
organization to the Armenian National Committee, and to advocate for
the plight of the Armenian nation.

“We’re honored to present Zohrab Tazian the Cardashian Award for
his longstanding track record of fighting for the Armenian people
on all issues related to Hai Tahd,” said ANCA Eastern Region Board
chairperson Nora Kzirian.

Born in 1931 in Armenian village Kheder Beg (now Turkey), Tazian and
his family were forced from their homeland and relocated to a refugee
camp in Lebanon during World War II.

In 1957, Tazian came to the U.S. to attend Indiana Technical College
to pursue an engineering degree. He went on to start a successful
civil engineering and land surveying business, Z.K. Tazian Associates,
Inc. Tazian has designed the All Saints Armenian Church in Glenview,
Illinois, St. Gregory Armenian Apostolic Church in Granite City,
Illinois, and St. Nicholas Orthodox Church in Fort Wayne, Indiana.

Tazian has been very active in politics for more than 40 years and
has used his political connections to promote Armenian causes. He
served on Vice President Dan Quayle’s finance committee during his
first run for Congress in 1976. In 1984, he was an Indiana delegate
to the Republican National Convention in Dallas, where he introduced
his friend Archbishop Mesrob Ashjian to politics by offering him his
seat at the convention for a session.

He also served as finance committee chairperson for Indiana Congressman
Mark Souder during all of his 16 years in Congress.

ZHOGHOVURD: NEW DETAILS EMERGE OVER ARMENIAN SOLDIER’S DEATH CASE

New details have emerged over the tragic army incident that saw
a 19-year-old Armenian conscript killed of a gunshot wound in
Nagorno-Karabakh.

The paper claims that a gunshot released by a fellow serviceman has
caused the soldier’s death. Citing its sources, the paper says that
the two conscripts – Khachatur Khachatryan and Tigran Hakobyan – were
on a service on the border on Sunday night. While Tigran was asleep,
Khachatur reportedly walked up to check if everything was all right.

Tigran woke up meanwhile upon hearing footsteps from the border side.

After noticing a shadow, he reportedly asked for a watchword and
hearing no answer, released the gunshot in the direction of the shadow
moving towards him.

The paper says it later learned the deceased soldier’s father, Koryun
and elder brother, Arthur, are in Russia now.

La Turquie a salue l’accord russo-americain conclu samedi a Genève
sur le demantèlement de l’arsenal chimique syrien, tout en affichant
son scepticisme sur sa reussite, avertissant qu’il ne doit pas etre
exploite par le regime syrien.

La Turquie se felicite, par principe, du demantèlement de toutes
les armes de destruction massive dans le monde, et les chimiques en
particulier, dans notre region, souligne un communique.

Mais la Turquie, membre de l’Otan et qui partage une longue frontière
avec la Syrie, appelle la communaute internationale a rester très
vigilante concernant la mise en oeuvre de cet accord qui ne doit pas
etre exploite par le regime syrien (…) pour chercher a gagner du
temps afin de commettre de nouveaux massacres.

Ankara estime d’autre part que le calendrier avance pour l’elimination
de l’arsenal syrien est long.

L’agence officielle turque Anatolie a rapporte, citant des sources
turques, que le chef de la diplomatie turque Ahmet Davutoglu a ete
invite dimanche par son homologue John Kerry pour une rencontre lundi
a Paris.

Les chefs de la diplomatie francaise, americaine et britannique ont
prevu de se reunir lundi dans la capitale francaise pour un dejeuner
de travail consacre notamment au projet de resolution propose par la
France a l’ONU sur la Syrie.

L’agence ne precise pas si le ministre turc participera a ce dejeuner
où s’il rencontrera son homologue americain en marge de cette reunion
trilaterale.

La Turquie qui accueille plus de 500.000 deplaces syriens sur son sol,
avait demande une forte reponse internationale a l’attaque chimique qui
a fait près des centaines de morts le 21 août dernier près de Damas.

Le nouveau procès de l’assassinat du journaliste turc d’origine
armenienne Hrant Dink debutera mardi devant un tribunal stambouliote,
après l’annulation partielle d’un precedent verdict par la Cour de
cassation, selon une source proche du dossier.

L’audience aura lieu devant la 14e chambre criminelle d’Istanbul,
a indique lundi a l’AFP Garo Paylan, membre de l’association des
Amis de Hrant Dink, soulignant qu’une forte affluence etait attendue
devant le tribunal pour honorer la memoire du journaliste defunt et
reclamer justice.

Hrant Dink a ete abattu de deux balles dans la tete le 19 janvier
2007 a Istanbul devant les locaux d’Agos, l’hebdomadaire bilingue
turc-armenien qu’il dirigeait, par un jeune nationaliste âge de 17 ans,
un crime qui a bouleverse la Turquie.

L’auteur de l’assassinat, Ogun Samast, mineur au moment des faits et
juge pour cette raison separement, a ete condamne en juillet 2011 a
23 ans de prison.

En janvier 2012, un second jugement a condamne l’instigateur du crime,
Yasin Hayal, a la reclusion a perpetuite, mais a aussi considere
qu’il n’y avait pas eu complot et acquitte 18 autres prevenus.

La Cour de cassation a partiellement invalide le 15 mai ce dernier
verdict.

Elle a maintenu la condamnation prononcee contre Hayal mais a estime
que les juges du fond auraient du retenir la qualification de “crime
en bande criminelle organisee” et leur a renvoye le dossier.

Ce sont ainsi Yasin Hayal et les 18 prevenus acquittes qui doivent
etre rejuges mardi.

Les avocats de la partie civile, qui reclament depuis le debut du
procès une enquete plus approfondie sur les ramifications du crime
au sein des rouages de l’Etat, n’etaient cependant guère optimistes
sur l’issue de cette nouvelle procedure judiciaire.

Ils redoutaient en effet que les juges de la 14e chambre criminelle
s’en tiennent a la qualification de crime en bande organisee
preconisee par la Cour de cassation, sans envisager les enjeux
politiques de l’affaire et une requalification en crime par une
organisation terroriste.

Dink oeuvrait a la reconciliation entre les Turcs et les Armeniens au
regard de leur passe sanglant, mais les nationalistes lui en voulaient
d’avoir employe pour le massacre des Armeniens sous l’Empire ottoman
le terme de genocide, qu’Ankara rejette farouchement.

Son assassinat avait provoque un sursaut dans la societe turque. A
Istanbul, plus de 100 000 personnes avaient defile, le jour des
obsèques, aux cris de “Nous sommes tous Hrant Dink, nous sommes
tous armeniens”.

Armenia’s Chamber of Advocates elected a new president in a secret
ballot on Saturday.

Ara Zohrabyan won the election with an absolute majority of votes.

According to Panorama.am, 713 members of the Chamber balloted in his
favor. The other candidates, Tigran Atanesyan and Kromvel Grigoryan,
recieved 94 and 87 votes, respectively.

Nineteen ballots were declared invalid.

An Armenian conscript has been shot to death in a south-eastern
military unit of the Nagorno-Karabakh (Artsakh) Republic.

According to a press release by the NKR Defense army, the soldier,
Khachatur K. Khachatryan (19), received the deadly gun wound at 3:10
am local time.

A probe has been launched into further circumstances.

In a statement, the Nagorno-Karabakh Defense Army has extends its
condiclence to the famly and fellow servicemen of the deceased.

Serzh Sargsyan’s scheduled trip to Russia is a good opportunity to
meet with the Armenians in the country, a political analyst has said,
as the president is expected to attend the opening of an Armenian
cathedral in capital Moscow.

`Russia is one of the countries with the richest Armenian community,
and the Armenian cathedral of a great significance for the local
Armenians. So I think it is a good opportunity to meet with our
compatriots residing in Russia. And it is a good opportunity,
considering the new realities in the cooperation, and the new
developments in terms of outlining new projects,’ he told Tert.am,
when asked about the possible impact of Armenia’s political U-turn
(the president’s statement on the Customs Union membership) on future
development and the European Union’s reaction to the move.

The expert noted that the coincidence of the landmark political moment
with the cultural event will be also useful in terms of reaching new
agreement or moving ahead with the previous ones with the Russian
side.

Asked whether the coincidence means that the president may make an
important political statement in the course of his visit, the expert
said it isn’t absolutely necessary. `I don’t think this coincidence
gives us enough grounds to have such expectations, but it is obvious
that a membership in the Customs Union will create new problems in
future in terms of the opening of our borders. I think those policies
will have their continuation. But I wouldn’t, of course, link the with
the upcoming visit,’ he said.
