New Aleppo Construction Project Launched

NEW ALEPPO CONSTRUCTION PROJECT LAUNCHED

On September 17 exploration of the site allotted for the project of
construction of New Aleppo district for Armenian Syrians kicked off.

The contractor is Yerkraban Utik Company headed by Vladimir Ginovyan.

In the first phase engineering geological mapping of the site of New
Aleppo and the adjunct territories, as well as topological and geodesic
extraction works and studies will be carried out. In the second
phase drilling and ground sampling will be carried out. The launch
of preparations for the construction of the district was attended by
representatives of the Center for Coordination of Armenian Syrians,
the Ministry of Diaspora informed.

MFA’S DOOR AWAITING NALBANDYAN’S DOOR

Edward Nalbandyan acting as the foreign minister of Armenia now and
earlier as ambassador to France continues official Yerevan’s endeavor
to persuade the countries of the EU after the official decision to
join the Customs Union. He visited Poland.

Armenian government’s efforts to persuade the EU are producing fruits.

The EU got convinced of the insanity of the Armenian government.

Hence, the minister of foreign affairs Edward Nalbandyan can consider
his diplomatic mission end successfully and he can say goodbye to his
office, kiss the door of the Ministry of Foreign Affairs and leave
like the ex-prosecutor general Aghvan Hovsepyan did.

Europe has repeated for months that it is not against the deepening
of Armenian-Russian relations, even ready to help Armenia and seeing
opportunities for it but Armenia cannot sign the Association Agreement
in case it joins the Customs Union because it is a casus. For example,
Messi or Gareth Bale cannot play in more than one club, even though the
football clubs are crazy about them because it is legally impossible.

Catherine Ashton, Stefan Fule, their spokesmen, experts, other
officials, diplomats, as well as the president of Poland explained
this simple thing of legal incompatibility to the Armenian government.

They also explained thoroughly and, most probably, also behind the
stage, that the Association Agreement cannot be separated from its
main component, the Free Trade Area, because Armenia might be used
to moral defeats, victories and agreements but Europe and global
politics are based on specific content.

And without free trade the agreement has no content. Nevertheless,
Armenia continued to negotiate the agreement and repeated that it
will pre-sign the agreement in Vilnius without uttering a word that
only in case it does not prejudice its relations with the Customs
Union or Russia.

And now what Nalbandyan states in Warsaw is hard to explain by the
presumption of common sense.

Armenia’s Ministry of Health has issued an official statement refuting
the report disseminated by one of the local media claiming a cholera
outbreak in one of the country’s provinces.

Earlier, ilur.am published a report suggesting the disease outbreak
in the villages of Oshakan, Voskevaz and Voskehat of the Aragatsotn
region.

“Not a single case of cholera has been registered in Armenia since
1998,” the Ministry said in the statement published on its official
website.

It added that as many as 54 cases of intestinal infection were
registered in the mentioned community on August 28 and 29. All people
with such symptoms were hospitalized and treated and local health
specialists in Aragatsotn visited the households in the communities
for inspection purposes and for conducting explanatory work among
local residents about prevention of intestinal infections, it added.

Data received as a result of epidemiological examination shows
that the contagion was spread because of a one-time contamination
of drinking water, said the Ministry, adding that on August 28 and
during subsequent days laboratory analyses of drinking water from
the communities did not reveal any pathogen germs.

I. Union douanière eurasiatique

1. Il n’y aura pas d’accord paraphe entre l’UE et Erevan a Vilnius,
mais l’Europe ne ferme pas la porte devant ses partenaires/ La visite
du Commissaire europeen a l’elargissement et au Partenariat oriental,
Stefan Fule, a Erevan et sa conference de presse font la ” une ”
de l’ensemble de la presse. Le Commissaire a ouvertement declare
que, suite a la decision de Erevan de rejoindre l’Union douanière,
il n’y aura pas de document paraphe au sommet de Vilnius, l’accord
d’association constituant un document unique. ” Ce sont deux parties
d’un accord qui ont ete negociees avec nos partenaires armeniens
depuis trois ans et demi. Il existe des liens evidents entre ces deux
documents, et il s’avère impossible de les dissocier “. Le Commissaire
n’a toutefois pas exclu que suite au sommet de Vilnius, l’UE et
l’Armenie travaillent en vue d’un nouveau ” cadre juridique “. Vilnius
pourrait constituer, selon lui, le debut d’un nouveau processus : ”
l’UE ne ferme pas la porte a ses partenaires armeniens”. L’UE avait
interet non seulement a poursuivre, mais a renforcer la cooperation
avec l’Armenie sur la base des acquis des dernières annees dans
les domaines de la bonne gouvernance, de la primaute de la loi,
des institutions democratiques et de la lutte contre la corruption. M.

Fule a par ailleurs indique avoir recu l’affirmation de la part de
ses partenaires armeniens qu’aucune pression russe n’avait ete exercee
sur l’Armenie en vue d’une telle decision : ” Qui suis-je pour mettre
en question les affirmations de nos partenaires armeniens ? “. Il
a rappele que l’accord d’association avait ete propose aux pays du
Partenariat oriental bien avant la formation de l’Union douanière et
que l’enjeu de cet accord avait ete clairement expose a tous les pays.

Il ne mettait en aucun cas en question le partenariat de ceux-ci avec
la Russie, qui demeurait un partenaire privilegie et strategique
de l’UE. ” Notre objectif de long terme est de creer des condi
tions pour l’instauration d’une zone de libre echange de Lisbonne a
Vladivostok “. Edouard Nalbandian, quant a lui, a affirme que l’Armenie
continuerait a developper son partenariat avec l’UE dans tous les
domaines, mais pas ” au detriment de la relation avec la Russie “.

Le Commissaire Fule a ete recu par le President Sarkissian, qui a
fait part de la determination de l’Armenie a poursuivre des reformes
de grande envergure, ainsi qu’un dialogue dynamique avec l’UE. Il
a souligne que l’Armenie de vait se developper sur la voie de la
democratie, des droits de l’Homme et de la primaute de la loi.

Les quotidiens relèvent par ailleurs que, lors de la conference de
presse, M. Fule a sevèrement condamne les recentes attaques et les
cas d’intimidation contre les manifestants pacifiques et a appele
les autorites armeniennes a prendre des mesures en vue d’elucider
ces incidents.

II. Politique interieure

1. La duree de vie de la centrale de Medzamor sera prolongee de 10 ans/
C’est ce qu’a annonce le Ministre de l’Energie, Armen Movsissian,
a l’AN. La centrale fonctionnera jusqu’ en 2026, alors qu’elle
devait s’arreter en 2016. D’ici 2026, doit etre construit le nouveau
reacteur de la centrale. Rappelons que le 3 septembre, a l’issue
de leurs negociations, les Presidents Poutine et Sarkissian avaient
annonce que la societe russe Rosatom allait cooperer avec les experts
armeniens pour prolonger la duree de vie de la centrale de dix ans. /

2. Le Gouvernement envisage d’augmenter ses depenses budgetaires de
10% en 2014/ Le Ministère des Finances a presente au Gouvernement
le projet de budget de l’Etat pour l’annee prochaine qui prevoit
une augmentation des depenses de 10% et une augmentation analogue
des recettes fiscales. Cette version preliminaire du budget prevoit
des depenses de 2,3 milliards d’euros. 85% des recettes budgetaires
seront assures par les taxes et les impôts. / Hayastani Hanrapetoutioun

III. Questions regionales

1. Le President Sarkissian a Moscou ce 16 septembre/ Le service
de presse presidentiel a confirme que le 16 septembre le President
Sarkissian se rendrait a Moscou pour prendre part a l’inauguration
d’une Cathedrale armenienne. Selon les informations de Hraparak,
le President Poutine devrait participer a un dîner offert par la
communaute armenienne a l’occasion de cet evenement.

2. L’Armenie prendra part aux exercices de l’OTSC ” Collaboration 2013
“/ Ceux-ci auront lieu en Bielorussie du 20 au 25 septembre. / news.am

IV. France-Armenie

1. L’Alliance francaise de Erevan doit devenir le rendez-vous de
tous les francophiles/ Hayastani Hanrapetoutioun, Haykakan Jamanak,
Arminfo, Armenpress, Radio publique et plusieurs chaînes de television
rendent compte de la conference de presse de l’Ambassadeur de France,
le 13 septembre, a l’occasion de la rentree et de la Journee des
portes ouvertes de l’Alliance francaise. L’Ambassadeur a rappele que
l’implantation de l’Alliance au c~ur de Erevan inauguree voici un an
par le PM armenien poursuivait l’objectif de la rendre plus visible
et plus attractive. L’Alliance francaise devait etre un acteur de la
vie culturelle de la capitale, ainsi que le rendez-vous de tous ceux
qui s’interessent a la France et souhaitent apprendre le francais.

La consecration de la cathedrale Saint Gregoire l’Illuminateur a eu
lieu mardi 17 Septembre a Moscou, en presence du Catholicos de tous les
Armeniens Karekine II, du president Serge Sarkissian, des representants
de la Diaspora armenienne de Russie, et de hauts fonctionnaires.

La consecration a ete effectuee par le Catholicos de tous les Armeniens
et le primat du Diocèse du nouveau Nakhitchevan et de la Russie.

La construction avait ete lancee en 2008 et la cathedrale servira
de residence a Mgr Ezras Nersisyan, primat du Diocèse du Nouveau
Nakhitchevan et de la Russie.

During the parliamentary hearing organized by the NA Committee of
Agricultural and Environmental Affairs Member of Parliament Lyova
Khachatryan of the PAP asked Arthur Stepanyan, a Central Bank board
member, whether they could provide the list of farmers and economic
entities who received the subsidized loan and succeeded.

The CB representative said it is confidential information.

“I wonder if you are aware that the low-interest loans which some
people were lucky to receive are basically spent on repaying money
borrowed earlier at high interest rates. They borrowed in one place
and repaid in another place, and nothing went to agriculture,” Lyova
Khachatryan said.

He notes that the CB president has recently spoken about 98% of
repayment of loans, which is funny. “Repayment does not exceed 40-50%.

You have squeezed people with your interest rates at 20-30%,” the
member of parliament noted.

He also said that he does not know a single farmer in the region of
Aragatsotn who has borrowed agricultural loan and is satisfied with
the interest rate and did not have difficulty with repayment.

of the Defense Ministry, the country’s intellectuals, parliamentarians
and public representatives have today visited the military unit in
Terter region.

APA’s Karabakh bureau reports that the delegation included Chairman
of the Writers’ Union of Azerbaijan Anar, MPs Hadi Rajabli, Aydin
Mirzazade, Nureddin Mehdikhanli and others.

Following this, head of the Defense Ministry press service, Colonel
Eldar Sabiroglu held a briefing. Speaking about the development of
the Azerbaijani Army, Sabiroglu noted that this process is going
on. He also said that Azerbaijan is holding discussions on military
cooperation with more than 20 countries.

Asked about the death of soldiers, Sabiroglu said that the Defense
Ministry is neither hiding information about the killed servicemen
nor distorting the facts, all the information is released accurately.

Stressing that Armenia suffered losses two times more than Azerbaijan
in shootings on the frontline, the spokesman also commented on the
demands of the international organizations regarding the withdrawal of
snipers from the frontline: “The Azerbaijani state and Defense Ministry
refuse it. The snipers will not be withdrawn unless the war ends.”

Globalization has come with an increasingly interconnected system of
capital markets.

This has made way for government bonds denominated in foreign
currencies.

And those bonds have come with memorable nicknames.

Korea offers “kimchi” bonds. Turkey offers “baklava” bonds. Japan
offers “samurai” bonds. And Australia offers “kangaroo” bonds.

One new foreign bond offering is attracting tons of attention for
its bonds’ nickname.

Armenia.

Why?

Because, people are calling Armenia’s new dollar-denominated bonds
“Kardashian” bonds.

And bond investors can thank Standard Bank’s Tim Ash who coined it
in a note to clients earlier this month.

“Jim O’Neill gave the world BRICS, I can retire now having given the
world the Kardashian “bottom” bond,” said Ash according to the Wall
Street Journal’s Katie Martin. Martin has a post about it on WSJ.com.

“Public finances are a lot stronger in Armenia than Serbia, but par
with Georgia,” Ash said today. “Political stability – stronger in
Armenia these days than either Georgia or Serbia. Net-net, Armenia
probably should price wide to Georgia (new issue premium/ lack of
market support/knowledge) but inside Serbia.”

But what might’ve began as a joke nickname may actually have some
significant parallels

“[A]t present I would price these guys to yield around the 6.5-6.6%
level for a 10Y,” added Ash. “Interestingly, much might be made of the
“Kardashian” angle, i.e. a strong Western diaspora in the US/France
which might support such a new issue.”

The emerging markets have spent much of the year in turmoil. But
surprisingly, frontier markets like Armenia have been remarkably
resilient.

“Frontier Market funds ($1.5bn inflows YTD) have decoupled from
Emerging Markets ($2.1bn outflows YTD),” noted Bank of America Merrill
Lynch’s Michael Hartnett in a note to clients last month.

“These so-called “emerging markets of the future” have enjoyed strong
growth from low base effects, abundant natural and human resources,
the availability of easy gains from market reforms and injections
of technology into relatively low-wage economies,” said Franklin
Templeton’s Mark Mobius in June. “Compared with more mature emerging
markets, frontier markets are relatively under-researched, and we
believe that this lack of familiarity could lead to undervaluation and
pricing anomalies that we could seek to exploit through our extensive
research resources.”

With interest rates low and money flowing into the frontier markets,
these new “Kardashian” bonds might be the sexiest new bonds in
the market.
