FOREIGN DELEGATIONS VISIT THE ARMENIAN GENOCIDE MEMORIAL

Members of delegations from all over the world, who have arrived in
Yerevan to participate Erebuni-Yerevan festival, visited the memorial
of the Armenian Genocide victims, Tsitsernakaberd.

The visitors laid flowers at the eternal fire and honored the memory
of the Genocide victims with a minute of silence.

The delegations visited the Armenian Genocide Museum & Institute
accompanied by its Director Dr. Hayk Demoyan. The guests got acquainted
with the exposition, as well as the temporary special exhibition,
which was organized for the day.

The guests were introduced to the exclusive exhibits, which signify
the donations that were made in different countries in favor of the
Armenians in the years of Genocide.

The visitors left notes in the memory book of the museum.

Tax Receipts Amounted To 18,241.4mln Drams In Karabakh In Jan-Septem

TAX RECEIPTS AMOUNTED TO 18,241.4MLN DRAMS IN KARABAKH IN JAN-SEPTEMBER

STEPANAKERT, October 11. /ARKA/. Tax revenues, duties and social
security payments to Karabakh’s government budget, according
to preliminary information, totalled 18,241.4 million drams in
January-September 2013, 0.7% higher than the planned level, State
Tax Service of Nagorno-Karabakh Republic reported.

A total of 12,786.7 million drams was paid to the state budget in
taxes and state duties alone, as compared to 12,760 million drams
planned (26.7% increase), according to the report.

Social security payments amounted to a total of about 5,454.6 million
drams, 104.6mln more than what was planned, says the report.

According to the preliminary data of the Central Election Commission
of Azerbaijan as of 23:20 at Baku time the incumbent President Ilham
Aliyev has won the elections held on October 9. As the CEC reports,
84,68% of voters (1159760 people) had voted for the president of
Azerbaijan.

According to the preliminary data, Jamil Hasanli a single candidate
from the oppositionist National Council of Democratic Forces is on the
second place. He scored 4,74% votes.

On the third place is the Chairman of the “Umid” party Iqbal Aghazadeh
– 2,33% self-promoted Zahid Oruj – 1,63%, chairman of the United
Popular Front Party of Azerbaijan Gudrat Hasanguliev -2,16%,, Chairman
of the “Modern Musavat” party Hafiz Hajiyev -0,66%, chairman of the
Social Democratic Party of Azerbaijan Araz Alizadeh – 0,92%, chairman
of the National Revival Party Faraj Guliyev -0,95%, chairman of
“Adalyat” party Ilyas Ismailov – 1,26%and chairman of the Democratic
party of Azerbaijan Sardar Jalaloglu -0,66%.
According to the CEC 72.31% of 5 million 145 thousand voters have voted.

The leaders of the “Musavat” party Isa Gambar, the head of the Popular
Front Party Ali Kerimli, the Democratic Party of Azerbaijan Sardar
Jalaloglu and leader of the movement `EL’ Eldar Namazov have declared
about “total violations” and frauds during the presidential elections.
The candidate of the National Council Jamil Hasanli has also noted the
mass election frauds and announced incumbent President Ilham Aliyev
responsible that. Jamil Hasanli’s headquarter has regularly issued
releases describing election violations in details – ballot stuffing,
“carousels”, pressure on observes, etc.

As soon as the CEC announced the end of the voting process Jamil
Hasanli made a statement about the rigged elections held on October 9.
He reported about receiving information about a huge number of mass
and candid election frauds across the country, noting that the
legitimacy of the elections can be questioned now. The election
headquarter of presidential candidate of the National Council Jamila
Hasanli made a statement, noting that the National Council does not
accept the election results and does not recognize them as free and
fair.

News agency “Turan”, the Azerbaijani service of “Radio Liberty” and
the portal “Minval” have regularly published information, photos and
video footages about the violations recorded during the election – the
threats of beatings, abductions of observers of National Council.

Today Azerbaijan holds presidential elections. The previous
presidential elections were held on 15 October 2008. The incumbent
president Ilham Aliyev is on this position for two terms already –
since 2003. In March 2009 a referendum on making amendments to the
Constitution was held in Azerbaijan, which repealed the restriction on
one person remaining in office for more than two consecutive terms.
The Venice Commission of the Council of Europe stated in this regard,
“Giving one person the right to be repeatedly elected to the
presidency is seen as a step backwards in the development of
democracy.”

27 year-old Samet Fırat Soydemir has difficulty speaking about the
death of his friend during the recent protest in the Turkish town of
Haytay.

According to video clips, the 19 year-old was severely beaten by
police and government supporters and later died from a head
concussion.

Soydemir is one of the founders of the youth movement in Haytay. The
movement is not only engaged in civil society development and raising
youth issues in his home town of Haytay but throughout Turkey. As a
programs specialist with Mustafa Kemal University who also directs a
local career center, Soydemir often organizes Turkish students with
the aim of forging a stronger civil society.

Below, Soydemir describes how his friend’s death affected him:

“Turkey is in need of major changes that must be carried out by young
people and students. But when a 19 year-old boy participates in a
protest due to my encouragement and is killed, I feel responsible. I
can’t look into the eyes of his parents since I was the one who
planted the seeds of free thought in him. He gave his life in the name
of ideas that perhaps weren’t worth his life. Three of the six Gezi
protest victims died in Haytay. This says a lot about how the protest
movement was widely received here in Haytay.

One of those killed was the most active member of our group. The press
attempted to prescribe him as an average citizen, but he was a
conscious citizen; someone with international experience who was
devoted to this country. He was incapable of committing acts of
violence. He studied at the college and wanted to become a teacher.
Nine policemen brutally beat him but none have yet to be arrested and
criminal charges haven’t been filed.”

What are your priorities in terms of changes that must be made in
Turkey? Where will the change come from?

Turkey is your typical Eurasian country, a mixture of various cultures
and traditions. From history we know that this area was a crossroads
for different cultures and civilizations. I do not believe that what
exists in Turkey today only belongs to the Turkish people. It is an
expanse of land that bears the inheritance of a large part of
humanity. No one can deny this. We have a patriarchal society here and
it is very difficult to break down the walls and stereotypes. I
believe that Turkish students and the youth must take the intuitive
and responsibility to a greater degree. But we must not politicize
them for it only leads to a conflict of interest. They can also have
problems with their families.

Our aim is to assemble young people from different backgrounds and
interests and to unite them in the name of one ideal. In this way, we
are trying to build a conscious society whose every member can be part
of the other. We believe that one day the youth will understand that
they are responsible for very many decisions and they can bring about
change.

During the latest Gezi Park events we saw that thousands of youth were
ready to come out onto the streets in a day. What do you think was
their main motivation?

I actively participated in the protests for the first three days. And
Haytay was one of the most intense sites for this movement in all
Turkey. It isn’t surprising that the protest movement sparked do
quickly in Haytay. This city is a melting pot of different cultures
and peoples. But if I am to be sincere, after a few days the protest
completely veered from its true objective and began to serve other
aims.

It transformed into a chaotic situation that continues until today.
The Gezi Park protests began due to environmental issues, but
degenerated into ethnic conflict, especially in Haytay, given that
there are large camps here for Syrian refugees. There are more than
150,000 refugees now in Haytay. There is also a much smaller minority
of Bashar Assad supporters living here.

Conflicts between the refugees and Alawites often break out and the
city suffers. Explosions and bands of armed individuals in civilian
clothes have made us paranoid. This also played a role in getting the
people to protest. At the same time, we don’t want to be the victim of
foreign secret services and programs. What, for example, was the
German Greens Party member Claudia Roth doing at the protests in Gezi
Park? It was problematic for me and that’s why I stopped going. Our
protest has nothing to do with European diplomats. Our protest is a
domestic matter.

As a young activist and citizen, what are your primary goals and how
to you plan to achieve them?

It is quite difficult to have goals in Turkey today, because all the
funds and resources are in the hands of the conservatives. I don’t
feel like an equal citizen in my country and do not receive any
assistance from my government, other than the persecution. But I also
know the hardships faced by those who leave. I had the opportunity to
travel to several countries but never felt as complete as I do here in
my country.

I want to live in my country and perhaps become a political figure in
the future. Right now, I’m not ready for it, but later on I would like
to introduce reforms in this country that I love so much. Sure, I
would also like the option of living comfortably; of doing scientific
work¦I don’t know. It’s tough making plans for the future in Turkey
today; everything is unstable.

I will probably continue to struggle until they come and put me in prison.

President Serzh Sargsyan participated at the festive event dedicated
to the legendary Ararat-73 Armenian football team. At the gathering,
which was organized on the occasion of the 40th anniversary of the
glorious victory of the team which in the season of 1973
simultaneously became the USSR champion and won the USSR Cup, the
President of Armenia awarded the veterans of the Ararat football team
with high state awards and distinctions for their considerable input
in the development of the Armenian football and brilliant
achievements, President’s Press Office reported.

Serzh Sargsyan congratulated the awardees and in his remarks
underscored that Ararat team was one of the greatest achievements of
our nation not only in 1973 but throughout the 1970-s. `For our
nation, Ararat’s glorious victories on the green field were not only
victories won in competitions but also a reflection of its collective
excellence. Ararat was our national pride, national dignity.
Certainly, Ararat was not just playing football: the guys were playing
football, but it was also politics. As we all know, unfortunately, in
Soviet years Armenia was not able to adequately present herself on the
international arena and Ararat through its football victories was
bringing Armenia out on the international arena and Armenia and the
Armenians were becoming even more recognizable. Ararat’s victories,
Ararat’s double victory I always compare to another great deed which
was accomplished by Tigran Petrossian: Becoming a world champion,
Tigran Petrossian made each Armenian family learn to play chess or at
least love the game. These guys did the same. Performance of our
today’s team is also the result of the then victories. Ararat brought
inspiration to Armenia, to our nation and to every Armenian wherever
he lived – in Armenia or abroad, was very proud.

I remember very well year 1973; at that time, I was serving in the
Soviet Army, in remote Ural. Even now, I still become emotional, I
felt that the entire regiment was looking at me, pointing in my
direction and saying `Look, this guy’s compatriots made that deed.’
Obviously, Armenia was in raptures. I said once that in recent 50 or
60 years, our nation has had only a few occasions to be really happy.
Probably the first was May 9 – victory in the Great Patriotic war,
then Tigran Petrossian’s victory, then Ararat-73 and in modern times
it can be compared with the victory in Shushi, when our entire nation
spontaneously took to the streets and elated in the greatest victory
of its sons,’ President Serzh Sargsyan said.

Speaking about the jubilation of 1970-s, the President recalled how
every child was trying to be like the Ararat-73 heroes.

According to Serzh Sargsyan, the Ararat team has its certain influence
also on today’s national team which in the President’s view is one of
best teams among the national football teams of the former USSR.
President Sargsyan urged that every Armenian, no matter where he or
she is, supports our national team because according to the President
it is not merely about the sport victories; it is much more than just
a victory.

On behalf of the Armenian nation and his own behalf, President
Sargsyan thanked the veterans of Ararat-73, wished them good health
and wished that they always stand by our team, our football players.

At the festive event organized by the Armenia’s Football Federation
(AFF), the veterans of Ararat-73 were also greeted and congratulated
on the occasion of the glorious victory by the RA Minister of Sport
and Youth Issue Yuri Vardanian, President of AFF Ruben Hairapetian and
the Head Coach of the Armenian national football team Vardan
Minassian.

Minister Yuri Vardanian awarded a number of Ararat-73 players with the
RA Sport Master of International Class title, Distinguished Worker of
Physical Culture and Sport and awarded them with the Gold Medal of the
Ministry and commemorative medals. The President of the AFF handed
monetary awards to all veterans of Ararat-73.

Armenian President Serzh Sargsyan received today Chairman of the Riga
City Council Nil Ushakov, the presidential press service reported.

The Armenian president welcomed the Yerevan visit of the delegation
led by Riga mayor. The sides noted with satisfaction that close ties
have been established between the authorities of Yerevan and Riga in
the past three years, while the agreement on making Yerevan and Riga
sister cities, signed this year has created a solid basis for
development of cooperation between the two capital cities in various
spheres.

Serzh Sargsyan welcomed the participation of the Riga mayor in the
international conference of mayors of capital cities of the Council of
Europe member states. In his words, Armenia, which currently holds the
chairmanship of the CE Committee of Ministers, attaches importance to
the development of local self-government bodies and expansion of
decentralized cooperation.

Hraparak: Russia Will Recognize Karabakh’s Independence

There is great probability that what did not happen in case of Armenia
and Karabakh will take place in case of Moldova and Transnistria.

Although Armenian authorities claim that there has been no pressure
from Russia in the issue of joining the Customs Union, Hraparak’s
sources say that Russia said the same thing in relation to both
Transnistria and Karabakh.

According to the paper, Russia openly shows that it intends to
recognize the independence of Transnistria just as it recognized the
independence of South Ossetia and Abkhazia.

“Armenia was told clearly that Russia will recognize the independence
of Karabakh, make Karabakh part of the Customs Union and establish
a customs terminal between the “European Armenia” and Customs Union
member Karabakh,” the paper says.

que le Collectif VAN a ete informe tard hier soir que l’audience des
procès KCK qui se tenait depuis le 1er octobre dans l’immense complexe
penitencier de Silivri (Turquie), s’est achevee ce jeudi 10 octobre
sans que ne soient remis en liberte conditionnelle le jeune editeur
Deniz Zarakolu, fils de Ragip Zarakolu, fondateur des Editions Belge,
et les collaborateurs de la maison d’edition, Ayse Berktay, traductrice
et A. Dursun Yildiz.

La justice turque persiste et signe dans la repression envers les
intellectuels de Turquie. Elle s’enferre chaque jour davantage dans
un procès ubuesque. Sur les dizaines de prevenus qui ont defile dans
le box des accuses depuis le debut du mois, seuls quatre etudiants ont
ete remis en liberte hier. Ils ont perdu deux ans de leur vie derrière

dans le cadre des activites culturelles du parti legal pro-kurde BDP,
et aussi sur celui d’autres collaborateurs de Belge, A Dursun Yildiz,
professeur a la retraite, et Ayse Berktay, traductrice, egalement
detenus. L’acharnement du pouvoir politique et du pouvoir d’Etat
a terroriser ces intellectuels eclaire la situation des centaines
d’etudiants et de journalistes, detenus, sous le coup de procès
politiques, parce qu’ils ont choisi eux aussi de defendre la liberte
d’expression, la liberte de recherche et d’enseignement en Turquie.

LES VENTES DE VOITURES EN ARMENIE EN BAISSE DE 22,8% EN JUIN 2013

ARMENIE

Les ventes de voitures, y compris leurs pièces de rechange, les
services techniques et les reparations, ont chute de 22,8% en Armenie
en juin 2013, par rapport au meme mois un an auparavant, a 5,9
milliards de drams selon le service national des statistique d’Armenie.

Les ventes pour les six mois de cette annee ont totalise 34,7 milliards
de drams soit une baisse de 18,6% sur un an.

Quelques 17 838 voitures ont ete importees en Armenie pendant les
six premiers mois de cette annee contre 15 154 voitures un an plus tôt.

D’après les donnees du bureau de Vanadzor de l’Assemblee civique de
Helsinki, du 1er janvier au 1er octobre, 24 incidents se sont produits
au sein des forces armees armeniennes coûtant la vie a 25 soldats,
dont seulement 3 seraient decedes suite a des tirs azerbaïdjanais. 6 se
sont suicides, 3 ont ete tues par un camarade, 6 suite a un accident,
4 suite a des maladies, 3 du fait de leur meconnaissance des règles
