L’UNION DOUANIERE DEVRAIT RENFORCER L’INFLUENCE LINQUISTIQUE RUSSE EN ARMENIE

L’adhesion de l’Armenie a l’Union douanière constituee de la Russie,
de la Bielorussie et du Kazakhstan ne devrait pas faciliter le seul
echange des biens et des produits entre l’Armenie et ces pays,
mais faire sauter, outre les barrières douanières, les barrières
linguistiques, si tant est qu’elles aient jamais existe depuis
l’eclatement de l’URSS.

S’il est vrai que l’anglais et d’autres langues europeennes, comme
le francais, attirent davantage la nouvelle generation d’Armenie,
l’usage du russe y est encore très repandu, ne serait-ce que parce
que nombre d’Armeniens travaillent en Russie. Et l’usage de la langue
russe est amene a se renforcer au sein de l’Union douanière puis
de l’Union eurasienne, comme jadis au sein de l’Union sovietique,
que les autorites russes se defendent pourtant de vouloir recreer.

C’est en tout cas ce qu’a annonce un diplomate russe en poste a Erevan,
qui a fait savoir que la Russie prendrait des mesures pour renforcer
son influence linguistique en Armenie une fois que celle-ci aura
rallie l’Union douanière dirigee par la Russie.

Viktor Krivopuskov, chef de l’Agence federale russe,
Rossotrudnichestvo, en Armenie, a precise que de telles mesures ne
seront pas le seul fait de la Russie, mais de l’Union douanière, et
de l’Union ecoomique eurasienne dont elle est la pierre angulaire et
qui sera ouverte a d’autres republiques de l’ex-URSS a l’horizon 2015.

“La langue russe sera la langue [officielle] de l’Union douanière et
de l’Union eurasienne”, a indique V.Krivopuskov, en precisant que
“la langue russe est le ciment de notre relation, et j’espère que
cela ne necessitera pas des changements radicaux ici, dans la mesure
où nous repondrions simplement a la demande [existante]”.

Le diplomate russe, qui dirige le departement de l’agence russe charge
de la promotion des liens culturels de la Russie avec les pays tiers,
a ajoute qu’il existait un programme specifique dans cet objectif,
et que des fonds etaient prevus pour le financer.

V.Krivopuskov a souligne que pour sa part, il n’etait pas favorable
a l’idee de declarer la langue russe deuxième langue officielle de
l’Armenie. Depuis l’annonce surprise du president Serge Sarkissian
a Moscou le 3 septembre, faisant etat du ralliement de l’Armenie a
l’Union douanière, des voix se sont elevees en Armenie s’inquietant
de l’influence croissante de la Russie a la faveur de ce ralliement,
notamment sur le plan culturel et linguistique.

Une influence qui se dessinerait derrière les initiatives annoncees
par le Kremlin dans “la sphère humanitaire”. “La proposition relative
a la creation d’un lycee russe et d’une branche de l’Universite
d’Etat de Moscou a Erevan est en bonne voie. Sur ce point, nous
avons une bonne experience, j’en veux pour preuve l’Universite
Russo-Armenienne (Slave) et les branches de six de nos universites,
qui se sont creees en Armenie et accueillent plus de 2 000 etudiants,”
s’est ainsi felicite le president russe Vladimir Poutine, qui prevoit
de visiter prochainement l’Armenie.

The occupied Azerbaijani territories need to be liberated to resume the
Turkish- Armenian dialogue, Turkish Foreign Minister Ahmet Davutoglu
said at a joint press conference held with Swiss Foreign Minister,
Anadolu agency reported on Friday.

According to him, four years ago Ankara tried having dialogue with
Yerevan , but due to the fault of the Armenian side, the talks were
broken off.

He also added that Turkey hopes to resume negotiations between the
parties.

According to the Foreign Minister, the resumption of Turkish-
Armenian dialogue should take place in parallel with negotiations
between Azerbaijan and Armenia.

On October 10, 2009, the foreign ministers of Turkey and Armenia,
Ahmet Davutoglu and Edward Nalbandian, signed protocols in Zurich on
the normalisation of bilateral relations. These protocols need to
be ratified by the parliaments of both countries in order to enter
into force.

The Turkish Government has repeatedly stated that relations between
Ankara and Yerevan will be restored after Armenia withdraws from the
occupied Azerbaijani territories.

Turkey and Armenia have no diplomatic relations and the border between
them has been closed since 1993. This was caused by Armenian claims for
international recognition of the so-called “genocide” and occupation
of Azerbaijani territories.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

On 11 October 2013 an International Conference of capital cities of
the Council of Europe member states will be held in Yerevan, Armenia.

The conference is co-organised by the Armenian Chairmanship of the
Committee of Ministers of the Council of Europe and the Congress
of Local and Regional Authorities, in close co-operation with the
municipality of Yerevan.

It will address the issues related to the particular role of capital
cities and metropolises in the overall development of local democracy
and in political, economic, social and cultural life. The Conference
will also be an opportunity for an exchange of good practice and the
progress achieved in member States of the Council of Europe.

Mayors and Deputy Mayors of the capital cities of the Council of Europe
member states, the representatives of municipalities, of relevant state
structures, local self-government bodies and the civil society, as well
as international and local experts will participate in the Conference.

John Warmisham, Vice-President of the Congress, Armen Gevorgyan, Deputy
Prime Minister and Minister of Territorial Administration of Armenia,
and Taron Margaryan, Mayor of Yerevan, will open the conference.

The discussions will be organised around following main topics:
the growing role of capital cities and the quality of life; the
institutional capacity of capital cities to address the challenges
of the quality of life.

Scores of Armenian soccer fans met members of the visiting Bulgarian
national team at Yerevan’s Zvartnots airport on Thursday with jeers,
promising to turn their stay in the country into “hell” in retaliation
for the ‘xenophobic’ treatment that Team Armenia and its supporters
got in Sofia last year.

The FIFA 2014 World Cup qualifier between Bulgaria and Armenia last
September was marred by rude play, resulting in two Armenian and
one Bulgarian players being sent off the pitch. The match of equal
opportunities ended 1-0 to the home team, with Armenian fans blaming
the referee for biased officiating in a depressing atmosphere of the
Sofia arena.

Tensions continued outside the stadium as well, with Armenian fans
claiming to have been subjected to violent treatment by Bulgarian
supporters and even local police.

While Bulgarian soccer players paid little heed to the protest as
they emerged at the arrivals and, with the help of the local police,
quickly headed towards the coaches waiting for them outside, members
of the First Armenian Front, a local national team fan organization,
vowed to show more resentment when the match between Armenia and
Bulgaria takes place in Yerevan’s Republican Stadium on Friday.

Armenian team members, meanwhile, have showed little sign of seeking
revenge for mistreatment in the first-leg away match. Head coach
Vardan Minasyan said they are rather focused on achieving a result
in the game.

Midfielder Henrikh Mkhitaryan also told media earlier this week that
the incidents during the first match in Bulgaria now remain “history”.

“You cannot change anything… It is now important for us to be
able to prepare well and perform well in this game,” said the key
Armenian player.

Govt. To Allocate AMD 6,1 Bn For Industry, Construction Development

PanARMENIAN.Net – AMD 6,1 billion was allocated out of the 2014 state
budget for development of industry and construction, with AMD 60
million in subsidies to be provided to export-oriented enterprises,
the head of the Union of Manufacturers and Businessmen (Employers)
of Armenia Vazgen Safaryan said.

In Soviet times, the industry share in Armenia’s GDP comprised 61%,
allowing the republic to develop a stable economic system. According
to Safaryan, the governemnt faces a task of increasing the industry
share in GDP to 35%, up from current 20%.

As of 2012, Armenian industry manufactured over AMD 1 billion worth
of products, for the first time after declaration of the country’s
independence. A 9,2% upsurge in the industry sector is planned in 2013.

According to the CIS Statistical Committee, Armenia is the 4th among
the CIS states for industrial production growth in January-August 2013,
posting a 6,2% upsurge against the 2012 results.

Kirghizstan, Uzbekistan and Moldova top the list.

On October 10 the RA NA Deputy Speaker Hermine Naghdalyan, the head of
the NA Armenia-Germany Friendship Group Artak Davtyan and the members
of the Group met with the members of the delegation led by Wolfgang
Bornsen , the Head of Germany-South Caucasus Parliamentary Group of
the FRG Bundestag.

Welcoming the guests the NA Deputy Speaker has expressed conviction
that such visits greatly promote the development of relations between
the two countries. Hermine Naghdalyan highlighted the deepening of
relations with a friendly country as Germany in different spheres.

In the course of the meeting the parliamentarians of the two countries
discussed a series of issues relating to the development of the
Armenian-German scientific-educational relations. Wolfgang Bornsen
, the Head of Germany-South Caucasus Parliamentary Group of the FRG
Bundestag has touched upon the International Parliamentary Scholarship
programmes which have functioned in Armenia since 1998. The deputy
of Bundestag has highlighted that the programme gives an opportunity
to the students of Armenia to have experience in the German Bundestag.

The head of the NA Armenia-Germany Friendship Group Artak Davtyan
expressed hope that in future the German students also would have an
opportunity to visit the Armenian Parliament within the framework of
that programme.

The Armenian MPs expressed readiness to support the implementation of
the educational programmes, which would be aimed at the development
and deepening of the Armenian-German relations.

In the course of the meeting the sides also touched upon the RA
foreign policy and the regional problems.

The action “The names that unite cities, countries and peoples”,
dedicated to the 135th anniversary of the Russian-Turkish war ending
and 25th anniversary of the Spitak earthquake, will be held in Yerevan,
Gyumri and Dilijan on 14-16 October. The Tver Charitable Fund after
sister of charity Bakunina will take part in the event.

As press-service of the “Rossotrudnichestvo” representation in Armenia
reported, the programme of the event included presentation of the Fund
and of the book about one of the first Russian sisters of charity,
Ekaterina Bakunina, as well as Armenian nurses’ awarding ceremony
with a medal after Bakunina.

Expert: Farms In Armenia Should Merge Into Cooperatives More Intensi

EXPERT: FARMS IN ARMENIA SHOULD MERGE INTO COOPERATIVES MORE INTENSIVELY

YEREVAN, October 11. /ARKA/. Farms in Armenia should merge into
cooperatives more intensively, Sarkis Sedrakyan, chairman of the
Farmer Movement nongovernmental organization, said Friday at a news
conference.

“Land cultivation on small areas in Armenia is not effective, and
therefore farms should merge into cooperatives to enhance their
labor efficiency,” he said adding that there are 315,000 farms in
Armenia now.

In his opinion, cooperatives will make it possible to cut expenses,
to lower prime costs of products and to enhance productivity of the
cultivated land.

Sedrakyan said that the government, on its side, should provide
comprehensive support to new cooperatives by providing them
agricultural machinery for free and seeds, fertilizers and diesel at
preferential prices in the first year.

The expert also finds it necessary to revise terms of lending to
farms. In particular, interest rates on preferential agricultural
loans should be lowered from the present 14% to 5%, and maturity term
should be prolonged to five years.

On April 1, 2011, the government decided to subsidize 4% of 14-percent
interest rate on agricultural loans. The total amount of subsidies
is AMD 200 million.

These loans are extended in Armenian drams. An average amount of one
loan is AMD 625,000.

Grace period lasts six months, after which only interests are paid
and other payments are made within the next six months.

There are 3,737 industrial and 307 consumer cooperatives

Armen Babakhanyan, Aram Talalyan and Juliet Vardanyan from October
10 to 15.

The concert in Singapore was held on October 10 in the hall of the
Chinese International School,The concert in South Korea scheduled for
October 13 will be held in the Concert Hall of Suwon International
School. The concert in Japan will take place on October 15 in the

YEREVAN. – The most heated spot in Syria continues to be Aleppo, where
the country’s largest Armenian community lives. The city is under a
blockade; sometimes food and fuel is managed to be delivered there.

Editor-in-Chief Shahan Kandaharian of Lebanon’s Aztag Armenian daily
told the abovementioned during a press conference on Friday.

In his words, the situation is peaceful in the center of capital city
Damascus, and the battles primarily take place in the outskirts of
the city.

As per Kandaharian, the situation is likewise stable in Syria’s
coastal regions because, for the most part, the Alevis live there,
and they have remained loyal to the president of Syria.

“In northern Syria, where Armenians also live, the Kurds are trying
to preserve sovereignty,” Shahan Kandaharian added.

He also stressed that, aside from military actions, there is also
an information warfare going on in and around Syria, and Turkey is
actively engaged in this information warfare.
