Hovik Abrahamian, le president de l’Assemblee nationale d’Armenie,
a critique l’Azerbaïdjan pour son approche qui selon lui dejoue les
efforts de la communaute internationale pour regler le conflit du
Haut-Karabagh.

Le fonctionnaire armenien a parle de la question du Karabagh dans
un discours qu’il a prononce lors de la 130 ème Assemblee de l’Union
interparlementaire a Genève, en Suisse.

Hovik Abrahamian a informe les delegues de l’evenement sur les
efforts de la communaute internationale pour regler le conflit du
Haut-Karabagh. Il a dit que, dans cette perspective, le Groupe de
Minsk de l’OSCE copreside par les Etats-Unis, la Russie et la France
a travaille pendant 20 ans. En particulier, le president du parlement
armeniena distingue les trois principes internationalement reconnus
sur la base desquels la mission de mediation a ete menee : le droit
a l’autodetermination des peuples, l’integrite territoriale et le
non-usage de la force ou de la menace de la force ce qui implique un
règlement a l’amiable du problème.

Le syndicat des proprietaires de societes privees operant dans le
secteur des transports publics d’Erevan a repris sa demande que les
tarifs de transport public soient doublees, passant a 100 drams pour
les mini-fourgonnettes fonctionnant au gaz et 250 drams pour les bus
qui fonctionnent au diesel.

S’exprimant lors d’une conference de presse le president du syndicat,
Hrant Yeghiazaryan, a dit qu’il n’est pas necessaire que le montant
total soit paye par les citoyens car une partie pourrait etre
subventionnee par le gouvernement.

Yeghiazaryan a exprime son mecontentement sur le travail d’une
commission speciale creee en septembre dernier et devant se pencher
sur la question.

Son Adjoint Harutyun Arakelyan a fait valoir que le tarif de 100 dram
n’est pas suffisant pour assurer un service de transport de passagers
en securite et confortable.

L’ambassade d’Ukraine en Armenie ne se prononce pas sur le rappel
par Kiev de son ambassadeur a Erevan.

Oleh Tyahnybok, l’un des leaders nationalistes ukrainiens, a exprime
jeudi son indignation face a l’attitude de l’Armenie et du Kazakhstan
en ce qui concerne le droit des peuples a l’autodetermination dans
le contexte de la secession de la Crimee de l’Ukraine.

Le chef du parti Svoboda a appele a rappeler les ambassadeurs d’Ukraine
en Armenie et au Kazakhstan ou d’inviter les diplomates de ces pays
au ministère Ukrainien des Affaires etrangères afin de donner une
explication sur l’information sur la reconnaissance du referendum de
la Crimee par ces pays.

Plus tôt, lors d’une conversation telephonique le president armenien
Serge Sarkissian et son homologue russe Vladimir Poutine ont partage
“des avis concernant la crise en Ukraine et les moyens d’en sortir.”

Azerbaijan has called on the European Union to show the same
sensitivity as it has displayed for Ukraine on Crimea on the
Nagorno-Karabakh conflict, which remains frozen after a two-decade
stalemate.

Elkhan Suleymanov, chair of the Azerbaijan delegation to the EuroNest
Parliamentary Assembly and a member of the Council of Europe,
addressed top EU officials over the issue last week, saying there
were “strong discrepancies in the behavior of the European Union
related to such illegal attacks against the territorial integrity
and sovereignty of countries in the Eastern Partnership of the EU”
vis-a-vis the Crimean crisis.

While supporting the territorial integrity of Ukraine, Suleymanov
criticized the “double standards” of the EU, demanding that European
institutions show the same level of support, through declarations
and supportive actions for Azerbaijan and its territorial integrity,
as it has done for Ukraine.

Armenian-backed separatists took Nagorno-Karabakh, a region with
a significant Armenian population, from Azerbaijan in a war in the
early 1990s that claimed an estimated 30,000 lives. A 1994 cease-fire
ended major hostilities, but no peace accord has been reached, and
clashes regularly erupt. About 20 troops from either side have been
killed on the frontier in the past year.

Last week, Ukraine’s interim government recalled its ambassador to
Yerevan for consultations after Armenia’s president backed Russia’s
annexation of Crimea. Armenian President Serzh Sargsyan told Russian
counterpart Vladimir Putin in a phone call that Moscow’s annexation
Crimea was a “model for the realization of self-determination.”

“I want to remind you that Nagorno-Karabakh is not a frozen conflict
and that it deserves just as much attention as does the crisis in
Ukraine,” Suleymanov said, warning that it was a dangerous source of
instability for the entire South Caucasus.

ECOLOGISTS OFFER ALTERNATIVE TO YEREVAN MINING CONFERENCE GUESTS

YEREVAN, March 25. /ARKA/. Environmental activists protesting against
the conference entitled “Responsible Mining in Armenia” held today
in Yerevan offer guests to participate in “Irresponsible Mining”
conference instead, outside Armenia Mariott Hotel.

The international conference on capacities and challenges for mining in
Armenia is held by the WB and Armenia’s government, with assistance
from the EBRD, the IMF, embassies of the USA, Great Britain and
Germany and the Canadian government.

This conference is a step to legalize ruthless robbery of Armenia’s
natural resources by foreign corporations patronized by the Armenian
authorities who hide the real damage for the environment and human
health, one of the activists Artur Grigoryan said at the conference.

Grigoryan said companies from the US, Great Britain and Canada are
operating or planning to operate Armenian mines. The companies are
still operating and speaking about “responsible mining”, despite
numerous violations of the international law, poverty growth and
damage to human health, Grigoryan said. -0–

Fresno State Announces Book On American Experiences During Genocide

FRESNO STATE ANNOUNCES BOOK ON AMERICAN EXPERIENCES DURING GENOCIDE

FRESNO–The Armenian Studies Program (ASP) at Fresno State announced
the publication of a new book, “Inside Constantinople: A Diplomat’s
Diary During the Dardanelles Expedition, April-September, 1915”
by Lewis Einstein, published by the Gomidas Institute (London),
in cooperation with the ASP.

To mark the launch of the book, Ara Sarafian (Gomidas Institute,
London) will present a lecture “Saving Armenians: The United States
and the Armenian Genocide Thesis, 1915” at 7:30 pm on Tuesday, April 1,
at the University Business Center, Alice Peters Auditorium, Room 191.

The lecture is co-sponsored by the Armenian Students Organization
and the Leon S. Peters Foundation.

This talk presents new insights into the role of the United States
in documenting the Armenian Genocide and publicizing the plight of
Armenians in 1915. It stresses that the United States had access
to vital information about the plight of Armenians, and that the
United States embassy in Constantinople was staffed by extraordinary
individuals who took a high moral stand and chose not to ignore the
plight of Armenians. These embassy staff were headed by Ambassador
Henry Morgenthau, but also included Special Agent of the State
Department, Lewis Einstein, who made his own incredible contribution
to our understanding of the Armenian Genocide.

Ara Sarafian is an archival historian specializing on late Ottoman
history. He is the director of the Gomidas Institute, which is a
leading research and publication center related to modern Armenian
history.

The lecture is free and open to the public. Parking available at Fresno

YEREVAN, MARCH 25, ARMENPRESS: The Armenians of the Kesab town-village,
located on the Turkish-Syrian border, have become the victims of
the ethnic cleansing. Armenpress reports, citing the French France
24 that the Director of the Research and Study Group dealing with
the Mediterranean and Middle East, expert of Syrian Studies Fabrice
Balanche stated about it.

According to the expert, the Kesab attacks, in the result of which the
members of the armed groupings established control in the village on
March 23, were directed against the Armenians and the capture of the
town would not have been possible without the military support and the
“green light” of the Turkish authorities.

“The militants do not need to cross the border to get weapons
and ammunition. They easily pass by the south forested hills of
Turkmenistan. The capture of the district, located on the border and
having a strategic importance, is just a motive. We deal with the
strategy of ethnic cleansing implemented against the Armenians of
Kesab”, – said Fabrice Balanche.

Earlier it was reported that the Catholicos of the Great House of
Cilicia Aram I contacted the presidential palace of Syria appealing
to send army to Kesab to provide for the security of the local
population. In his turn the Syria’s ambassador to Lebanon visited
Catholicos Aram I in Antelias on March 22, conveying to him Syrian
president Bashar al-Assad’s assurances that peace will be restored
in Kesab. The Catholicos welcomed the Syrian President’s initiative
and noted for his part that Kesab has a symbolic significance for
the Armenian people.

He later sent a delegation of clergyman to Latakia. The Catholicos
reminded that the same genocide-committed Turkey uses the chance to
strike on the Armenian people.

According to the Armenian Weekly, the armed incursion began on Friday,
March 21, 2014 with rebels associated with Al-Qaeda’s al-Nusra Front,
Sham al-Islam and Ansar al-Sham crossing the Turkish border and
attacking the Armenian civilian population of Kesab. The attackers
immediately seized two guard posts overlooking Kesab, including a
strategic hill known as Observatory 45 and later took over the border
crossing point with Turkey. Snipers targeted the civilian population
and launched mortar attacks on the town and the surrounding villages.

According to eyewitness accounts, the attackers crossed the Turkish
border with Syria openly passing through Turkish military barracks.

According to Turkish media reports, the attackers carried their
injured back to Turkey for treatment in the town of Yayladagi.

Some 670 Armenian families, the majority of the population of Kesab,
were evacuated by the local Armenian community leadership to safer
areas in neighboring Basit and Latakia. Ten to fifteen families with
relations too elderly to move were either unable to leave or chose to
stay in their homes. On Saturday, March 22, Syrian troops launched a
counteroffensive in an attempt to regain the border crossing point,
eye-witnesses and state media reported. However, on Sunday, March
23, the extremist groups once again entered the town of Kesab, took
the remaining Armenian families hostage, desecrated the town’s three
Armenian churches, pillaging local residences and occupying the town
and surrounding villages. Located in the northwestern corner of Syria,
near the border with Turkey, Kesab had, until very recently evaded
major battles in the Syrian conflict. The local Armenian population
had increased in recently years with the city serving as safe-haven for
those fleeing from the war-torn cities of Yacubiye, Rakka and Aleppo.

The values and principles that do not meet the expectations simply
change. Deputy Director of the Armenian Center for National and
International Studies Manvel Sargsyan told reporters today.

The collapse of the Soviet Union marked the start of such changes,
which continue up until now. Russia took Crimea without a single shot,
and this means completely new methods are working, he said.

According to Sargsyan, the talks about a new cold war following the
Crimea events are senseless, since it’s impossible to understand the
current developments in the world following the logic of the cold war.

“This is a period of changes accompanied by war. If there are no
large-scale military actions, it does not mean there is no war. Change
is war,” he said.

Manvel Sargsyan noted that self-determination is growing into a
powerful factor in the world, which the Russian President has “made
a flag, although the thesis is dangerous for Russia itself.”

The analyst said his impression is that it’s the West destroying
Ukraine by the hands of Russia. He said it’s hard to understand today
who is doing what.

Sargsyan said every case of self-determination is unique. He added
that the referendums and self-determination of Karabakh, Kosovo and
Crime are difference.

ICRC Has No Fresh Information About Armenian Captives

ICRC HAS NO FRESH INFORMATION ABOUT ARMENIAN CAPTIVES

At this moment, there is no fresh information about Arsen Khojoyan and
Hakob Injighulyan – both held captive by Azerbaijan, Zara Amatuni, head
of communication programs of the ICRC Yerevan Office, told Panorama.am.

Mrs Amatuni noted that the ICRC continues work despite the holidays
in Azerbaijan.

23-year-old Armenian citizen Arsen Khojoyan crossed into Azerbaijan
on March 7, 2014. Hakob Injighulyan, an Armenian citizen and an army
conscript, crossed the Azeri border and was subsequently captured by
Azeri soldiers on the night of August 7-8, 2013.

The Court of Avan and Nor Nork Districts chaired by Justice Davit
Harutiunyan sentenced 6 accused of the Harsnakar case to 12 years
and a fine of 100,000 drams.

Note that the counsel for the prosecution demanded imprisonment for
13 years.

Note that on 17 June 2012 Vahe Avetyan, a military doctor, was beaten
in the Harsnakar Restaurant owned by the president of the Armenian
Football Federation. On June 29 Vahe Avetyan died in hospital.
