The relations between Azerbaijan and the West are steadily getting
worse. “In this, the country faces two choices: to scale back its
support for the Western-led liberal order, thereby cozying up to Iran
and Russia; or to fully embrace the West and risk regional backlash,”
states an article by James Yan published in the Foreign Affairs.

According to the Foreign Affairs, Russia does not have the sufficient
potential to harm Azerbaijan in Nagorno-Karabakh. “Given that
Azerbaijan is not a member of the alliance [CSTO-ed.], Russia — if
provoked — could stir up conflict in Nagorno-Karabakh as a pretext to
intervene militarily on behalf of Armenia. In fact, in a 2013
interview with the Russian military newspaper Krasnaya Zvezda, the
commander of Russia’s 102nd military base in Armenia said that if
Azerbaijan employed force in Nagorno-Karabakh, his base could “join
the armed conflict in accordance with the Russian Federation’s
obligations within the framework of the CSTO.”In the light of the
threat of relations of Azerbaijan with Russia and Iran the country
cannot make another choice but to end support to the West in relief of
its neighbors, the commentator notes.

The article reflects the new tendencies in the region as Azerbaijan is
becoming Russia’s key partner while Georgia and Armenia become
partners of the West. Dmitry Rogozin, the Russian deputy prime
minister, announced in Baku that sanctions against Russia have brought
Russia and Azerbaijan closer. The Azerbaijani ambassador to Russia
Polad Byulbyuloghli announced that Azerbaijan is undergoing pressure
for its close relations with Russia. Recently the European Parliament
has adopted a tough resolution, condemning Azerbaijan for its illegal
treatment of human rights activists and reporters.

Pro-Turkish lobbyist Brenda Shaffer published an op-ed in the New York
Times which triggered a scandal. A few days after the publication of
the pro-Turkish article on Karabakh the New York Times published an
editor’s note informing that the author had hidden her connections
with the organizations funded by Turkey. In other words, the United
States “unmasked” the Turkish lobby. And Radio Liberty said Shaffer is
working for a strategic center run by the head of SOCAR, the
Azerbaijani oil company.

Interestingly, the attitude of the West, particularly the United
States, to Baku is aggravating along with the attitude to Turkey.
Russia, Azerbaijan and Turkey are perceived as bloc against the West.
And it is not accidental that the United States does not support TANAP
gas pipeline project proposed by Turkey and agreed with the United
States which is intended to replace Nabucco. On September 20 the first
pipe of the Azerbaijani section of TANAP will be laid out in Baku. The
prime ministers of Turkey and Montenegro have arrived in Azerbaijan,
the prime minister of Georgia will arrive, the Italian prime minister
may also attend the ceremony. Obviously, however, the United States
does not approve the project, as well as Baku-Akhalkalak-Kars.

Washington has announced about the meeting of Secretary Kerry with the
Iranian foreign minister. Yesterday, in the result of negotiations
several more sanctions were lifted from Iran, and everything is headed
for the transportation of the Iranian gas to Europe. Iran and the
United States dislike Azerbaijani and Turkish routes. Transit via
Armenia and Georgia are the most reliable routes but this route is
blocked from two sides, Russia and the Turkish-Azerbaijani alliance.

In fact, Armenia has appeared between the West reconciling with the
Iran and the Russian-Turkish-Azerbaijani bloc rather than its
strategic ally Russia and the West.

of the Catholicosate of Cilicia to apply to the Constitutional Court
of Turkey to return the residence in Sis. The Minister of Foreign
Affairs of the Republic of Armenia Edward Nalbandian stated this while
answering a question about his attitude on the initiative. The
question was put forward at the course of the meeting with the
participants of the 5th Homeland-Diaspora conference.

As reports “Armenpress”, among other things, the Minister of Foreign
Affairs of the Republic of Armenia Edward Nalbandian underscored: “Can
there be any other opinion, but that such a significant enterprise
must only be supported? We shall support that initiative.” The

Armenian President Serzh Sargsyan participated in the 5th Armenian
Church Representative Assembly on Saturday in the Mother See of Holy
Etchmiadzin, the President’s press service reported.

The Assembly aims to discuss topical issues of church and national
life and clarify the steps and initiatives for tackling the current
challenges.

Addressing the event, President Sargsyan, on his behalf and on the
behalf of all government structures, expressed willingness to
resolutely support all patriotic initiatives of the Armenian Apostolic
Church.

The Armenian President presented the results of his two-day official
visit to Vatican and answered questions.

Around 200 violations of ceasefire were recorded along the Line of
Contact between Nagorno-Karabakh and Azerbaijan in the past week.

According to a press release by the Defense Army, the Azerbaijani
armed troops released over 900 gunshots against the Armenian defense
guards, using weapons of different calibers.

Subsequent retaliatory operations by frontline subdivision have helped
suppress the enemy activeness.

Citing its sources, Zhamanak writes that members of the union of
freedom fighters founded by Prosperous Armenia MP Ruben Gevorgyan and
representatives of a new union of freedom fighters created by PAP
member Rustam Gasparyan will gather at the Pharaoh (Paravon) Complex
at 12:00 pm today.

Ruben Gevorgyan told Zhamanak that 4,500 freedom fighters have already
joined the union. Meanwhile, rumors circulated yesterday that they
recruit volunteer freedom fighters in provinces, particularly socially
vulnerable individuals and those who are unhappy with the government.
It is also rumored that on the instructions of the Prosperous Armenia
leaders they call freedom fighters living in provinces and promise
financial assistance to those who will join the Prosperous Armenia
union of freedom fighters.

La tourmente dans le tourisme russe est peu susceptible d’affecter
l’Arménie affirme un spécialiste

L’Arménie est à l’abri de ce genre de faillites massives d’ agences de
voyages que la Russie a vu au cours des derniers mois et semaines.

Plus d’une douzaine de voyagistes qui offrent des services de tourisme
principalement vers l’extérieur ont été fermés en Russie en Août et
Septembre pour avoir manqué à leurs obligations financières, ce qui a
laissé des dizaines de milliers de vacanciers échoués dans les
stations étrangères.

Le Ministère russe des Situations d’urgence a élaboré un plan spécial
pour l’évacuation des touristes russes qui ont été expulsés de leurs
hôtels et pas autorisés à embarquer sur des vols à destination de la
maison en raison de l’absence de transferts d’argent de leurs
voyagistes.

Pour expliquer ce phénomène d’une vague de faillites d’agences de
voyages russes certains experts citent le soi-disant effet >. Ils disent que, depuis les premiers rapports sur la
difficulté avec certains voyagistes de nombreux vacanciers potentiels
ont préféré trouver leurs voyages et hôtels à l’aide d’internet, ce
qui a entraîné une chute de la clientèle et a finalement conduit à des
pertes énormes pour les agents impliqués dans le marché du tourisme .

Artur Voskanyan, le président de l’Association des Agences de Voyages
arméniens a dit, cependant, que le marché arménien reste largement non
affecté par le développement en Russie et il est peu probable de
découvrir des problèmes semblables.

Des problèmes distincts avec les tour-opérateurs ont également eu lieu
en Arménie avant. Ainsi, dans un tel cas, en Janvier 2013 quelque 130
vacanciers ont été > en Egypte au milieu d’un différend
financier entre une agence de Voyage arménienne et son partenaire
égyptien. Mais aucun problème de masse dans le domaine n’a été
observé.

Certains experts citent également la mauvaise gestion comme l’une des
raisons pour les faillites des voyagistes en Russie.

Recteur de l’Institut du tourisme arménien Robert Minasyan estime que
si des investissements importants ont été réalisés dans le secteur du
tourisme de l’Arménie au cours des dernières années, la pénurie de
spécialistes qualifiés demeure un sujet de préoccupation.

“Les politiques libérales ont abouti à une situation dans laquelle
tout le monde peut faire des affaires dans le domaine du tourisme,
même ceux qui sont principalement impliqués dans la construction, le
commerce, essayent de faire quelque chose dans le tourisme à part ce
qui est inacceptable pour moi. Il est important de savoir qui
représente le pays, il y a beaucoup d’esprits brillants responsables,
mais, malheureusement, les gens irresponsables dont la présentation du
pays n’est pas déjà vérifiée travaillent à côté d’eux >>, a déclaré
Minasyan, ajoutant que des spécialistes travaillant dans le domaine du
tourisme devrait être enregistrés et contrôlés.

Minasyan estime que s’il est géré correctement, le tourisme peut
servir de déclencheur puissant pour développer d’autres secteurs de
l’économie.

Au nord de la Syrie, à la frontière turque, après quatre jours
d’assaut des jihadistes de l’organisation de l’État islamique contre
l’enclave kurde de Kobane, et la prise de plusieurs dizaines de
villages au terme de violents combats, des milliers de Kurdes syriens
ont été autorisés à venir se réfugier en Turquie, ce vendredi, après
être restés longtemps bloqués à la frontière.

On n’est pas passé loin d’une catastrophe, ce vendredi, sur la
frontière entre la Turquie et le canton kurde de Kobane, en Syrie.
Depuis deux jours, des centaines, puis des milliers de Kurdes syriens,
femmes, enfants et vieillards surtout, attendaient devant les
militaires turcs, le long des barbelés, au soleil, terrorisés par les
échos des combats tout proches.

Regardless of the outcome of the referendum the free expression of
the will of Scots is an example of the realization of the principle
of equal rights and self-determination of peoples, Armenian Foreign
Minister Edward Nalbandian said on Friday in replying to a question
from the Tert.am news portal.

“In any country, where human rights and democratic freedoms are
respected, the principle of self-determination of peoples cannot
be disregarded,” Nalbandian emphasized, according to the MFA press
service.

More than 4 million eligible voters in Scotland went to the polls
on September 18 to decide whether they want to remain part of the
United Kingdom or live as an independent nation. According to early
results of the referendum, a majority of people cast their votes
against independence.

Serzh Sargsyan Pays Official Visit To Vatican

SERZH SARGSYAN PAYS OFFICIAL VISIT TO VATICAN

Armenian President Serzh Sargsyan went on an official visit to Vatican
on Thursday. He participated in the opening of the photo exhibition
“Parables of the Orient. Christianity and the Challenge of the New
Millennium” at the Vittoriano Museum Complex in Rome, the President’s
press service reported.

The exhibition aims to draw the international community’s attention
to the situation in the Christian communities in the Middle East as
well as to the necessity to preserve the Christian cultural heritage
in the region. The exhibition features photos taken in nine countries
of the Middle East as well as a documentary presenting the destruction
of Armenian khachkars (cross-stones) in Jugha.

The exhibition, organized by the Armenian Embassy in Rimini on August
24, will be held in other Italian cities as well.

Serzh Sargsyan delivered a speech at the opening of the exhibition.
