Pope Francis Visits Albania

Pope Francis Visits Albania

Pope Francis is in Albania for his first visit to a European country
outside of Italy, Voice of America reports.

The leader of the world’s one billion Roman Catholics will celebrate
Mass in Mother Teresa square in Tirana, the capital, during his
day-long trip Sunday. He will also meet with Albanian President Bujar
Nishani and is scheduled to visit orphans.

Francis said on the plane to Albania that the tiny nation has
“succeeded in finding peace” between different religions.

Albania is a former communist state and is now a model of
Christian-Muslim co-existence.

Large portraits of Catholic priests and nuns who were persecuted under
communism have been hung on the boulevards leading to Mother Teresa
Square.

The revival of Catholicism in Albania is due in part to the popularity
of Mother Teresa, who was born in what is now Macedonia, but had
Albanian origins.

Armenia’s accession to Eurasian Economic Union prompted by strategic
interests – FM

FAMAGUSTA GAZETTE
* Sunday, 21 September, 2014

Armenia’s decision to join the Customs Union of Belarus, Kazakhstan
and Russia and the Eurasian Economic Union (EaEU) has been prompted by
its economic and strategic interests, Foreign Minister Edward
Nalbandian said on Saturday.

He said Armenia would sign the accession agreement soon and would also
continue to put forth initiatives aimed at strengthening the
Collective Security Treaty Organisation as an important element of its
own security.

Nalbandian believes that membership in the Eurasian Economic Union
will serve the national interests of his country.

“Armenia’s membership in the EaEU is prompted by the need for economic
development and by the strategic interests of our country. Our
membership in this organisation cannot be called into question,” the
minister said.

“Armenia will seek to complete the process of accession to the EaEU by
assuming its full share of responsibility for the decisions to be made
by this organisation,” he said. “This will allow Armenia to increase
its competitive advantages in major export markets and boost export.”

Nalbandian also believes that membership in the EaEU will allow
Armenia to step up economic ties with other member states and
encourage foreign direct investment in the national economy.

Russia pledged to assist Armenia in joining the Eurasian Economic
Union to be created from January 1, 2015.

On September 3, 2013, after talks with Russian President Vladimir
Putin, Armenian President Serzh Sargsyan announced that the “Republic
of Armenia will join the Customs Union and will take practical steps
to this end and will subsequently participate in forming the Eurasian
Economic Union”.

The Customs Union between Russia, Belarus, and Kazakhstan was
established on December 19, 2009, in Almaty, Kazakhstan, where the
leaders of the three states – Dmitry Medvedev, Alexander Lukashenko,
and Nursultan Nazarbayev – signed the Joint Statement on its founding.
The first phase of the Customs Union’s functioning began on January 1,
2010, with the introduction of a uniform customs tariff.

The Eurasian Economic Union will become effective from January 2015.
Common markets of oil, petroleum products and gas of the three
countries will start operating no later than 2025, and a common
electricity market slightly earlier.

The EaEU should guarantee “four freedoms”: free movement of goods,
services, capital and labour among the member states.-

BAKU: New U.S. Ambassador Candidate Vows Support For Nagorno-Karabak

NEW U.S. AMBASSADOR CANDIDATE VOWS SUPPORT FOR NAGORNO-KARABAKH CONFLICT RESOLUTION

AzerNews, Azerbaijan
Sept 19 2014

19 September 2014, 11:05 (GMT+05:00)
By Sara Rajabova

The candidate nominated for U.S. ambassador to Azerbaijan pledged
to support his government’s commitment to settling the long-lasting
Nagorno-Karabakh conflict, which emerged in 1988 over Armenia’s
territorial claims against Azerbaijan.

“There is no higher priority today for achieving a more secure and
prosperous future for the Caucasus than the peaceful settlement of
the Nagorno-Karabakh conflict,” Robert Cekuta made the remark at a
hearing in the United States Senate on September 17, the Committee
for External Relations of the United States Senate’s website reported.

Since a lengthy war in the early 1990s that displaced over one million
Azerbaijanis, Armenian armed forces have occupied over 20 percent
of Azerbaijan’s internationally recognized territory, including
Nagorno-Karabakh and seven adjacent regions.

Cekuta noted that as a co-chair of the OSCE Minsk Group, the U.S.

continues to assist all sides that seek to achieve a peaceful and
lasting negotiated settlement of the conflict based on the UN Charter
and relevant documents and the principles of the Helsinki Final Act.

The Secretary of State John Kerry and Ambassador James Warlick have
made major efforts to facilitate a settlement, he added.

“If confirmed, I will support the Administration’s commitment, at
the highest levels, to achieving this goal,” Cekuta said.

He noted that Azerbaijan is a country with a rich history and has the
potential for a bright and prosperous future, adding that bilateral
relationships between Washington and Baku are important not just
for the two countries, but also for Azerbaijan’s neighbors and the
wider region.

“The U.S. and Azerbaijan stand only to gain from a stable, democratic,
peaceful, and prosperous Azerbaijan strategically linked to the United
States, our European friends, and allies. In the 22 years since
the United States and Azerbaijan established diplomatic relations,
we have worked with Azerbaijan on three equally important areas –
security, energy, and democracy – necessary for the country’s full
integration into the Euro-Atlantic community,” Cekuta said.

He went on to add that the United States has long recognized Azerbaijan
as a stalwart partner on international security.

“We remember that following the attacks of September 11, 2001,
ex-Azerbaijani President Heydar Aliyev was among the first to extend
a hand of support and offer his country’s close cooperation in our
efforts to combat terrorism,” he said. “That cooperation continues.

American and Azerbaijani troops served together in Kosovo and Iraq”.

Cekuta noted that they serve together now in Afghanistan where
Azerbaijan has shown a sustained commitment to international efforts,
including its role as a transportation route in the Northern
Distribution Network in support of NATO’s operations.

The Azerbaijani peacekeeping contingent in Afghanistan doubled
in 2009. About 90 Azerbaijani servicemen are currently serving in
the International Security Assistance Force (ISAF). A company and
then a battalion of peacekeepers were established as part of the
Azerbaijani armed forces in 1997. In the past, Azerbaijan has also
actively supported the NATO’s operations in Kosovo. Azerbaijan is
among the eight partner countries that have confirmed their presence
in Afghanistan after 2014.

Cekutawent on to say that thousands of flights have crossed
Azerbaijan’s airspace en route to Afghanistan, and thousands of
containers have departed Baku in support of the ISAF.

“If confirmed, I will also work to enhance our security cooperation
in numerous other areas, including border security, non-proliferation,
and countering human trafficking,” he said.

Cekuta recalled that the U.S. and Azerbaijan have also enjoyed more
than 20 years of cooperation on energy security.

“The Baku-Tbilisi-Ceyhan oil pipeline and the progress on the Southern
Corridor for gas represent powerful symbols of Azerbaijan’s commitment
to global energy security – a key element in our efforts to diversify
energy routes and sources for European markets,” he noted.

Cekuta added that if he’s confirmed as an ambassador, he will continue
to work with Azerbaijan to diversify its energy routes and bolster
its critical energy infrastructure protection.

“But, just as we continue our security and energy cooperation, we
must also continue our efforts to work with Azerbaijan on advancing
democratic institutions and processes, and strengthening the rule
of law. Both are essential to ensure long-term stability and help
Azerbaijanis unleash the full potential of their country,” he said.

Cekuta noted that Azerbaijan is the Muslim world’s first democracy,
and Azerbaijani women had the right to vote before women won that
right in the U.S.

He added that constitution and republic fell in 1920, but it is a
tradition which Azerbaijanis can be proud of.

“We recognize that Azerbaijan lives in a very difficult neighborhood
and must maintain its security and stability, which the United States
strongly supports,” he noted. “Azerbaijan is a pivotal player in the
region’s future peace and stability”.

The diplomat stressed that he would do everything in his power to work
with Azerbaijanis to build a strong, vibrant, and modern democracy
and a sustainable and diversified economy that they want and deserve.

“I will work to advance our relationship in ways consistent with our
shared interests and our shared values,” he said.

Cekuta, who was nominated for the post of the U.S. ambassador to
Azerbaijan by President Barack Obama, most recently served as Deputy
Assistant Secretary for Energy, Sanctions, and Commodities in the
State Department’s Bureau for Energy and Business Affairs.

In case his candidacy is approved, he will replace Richard Morningstar
who completed his diplomatic mission late this summer.

Azerbaijani President And Turkish PM Discuss Nagorno-Karabakh Peace

AZERBAIJANI PRESIDENT AND TURKISH PM DISCUSS NAGORNO-KARABAKH PEACE PROCESS

Vestnik Kavkaza, Russia
Sept 19 2014

19 September 2014 – 3:01pm

Azerbaijani President Ilham Aliyev said at a meeting with Turkish
Prime Minister Ahmet Davutoglu that the Nagorno-Karabakh conflict was
special in the post-Soviet space because the UN Security Council had
passed four resolutions to settle it. He reminded that Armenia was
ignoring the resolution and continued occupation of 20% of Azerbaijani
territories.

According to Aliyev, 1 million Azerbaijanis were refugees and displaced
persons. The Azerbaijani president assured Turkey that territorial
integrity will be restored sooner or later and thanked the country
for support.

Concerning joint projects, Ilham Aliyev reminded that Armenia missed
the chance to realize such projects as the Baku-Tbilisi-Kars railway,
Baku-Tbilisi-Ceyhan and South Caucasus Gas Pipeline. In his opinion,
settlement of the Nagorno-Karabakh conflict would create more
opportunities for regional cooperation.

Russia-Ukraine war toll: both sides list Armenian names

Russia-Ukraine war toll: both sides list Armenian names

WASHINGTON – A cease-fire agreement signed on September 5 appears to
be generally holding in eastern Ukraine, with reports of fighting in
the last two weeks limited to occasional artillery exchanges and light
arms skirmishes. The lull came days after Russian ground forces
stepped up their involvement in the war and effectively routed
Ukrainian volunteer units in the areas south of Donents and Lugansk.
Pro-Russian forces now control a substantial area immediately adjacent
to the Russian border, including the two major cities.

The United Nations estimates that more than three thousand people have
been killed since the fighting first broke out in April with hundreds
of thousands displaced. The fatalities include more than a thousand
Ukrainian forces, more than a thousand of pro-Russian/Russian forces,
as well as the nearly 300 passengers and crew of the shot down
Malaysian airliner and other civilians. The conflict – a hybrid of a
Russian military intervention and a Ukrainian Civil War – has pitted
former neighbors, friends and even family members against each other.

Not surprisingly, with the large Armenian communities in both Russia
and Ukraine, Armenians can also be found on both sides of the
conflict. In Ukraine, about 9,000 Armenians lived in Crimea, at the
time of its annexation by Russia last March, and more than 20,000 were
resident in Donetsk and Lugansk oblasts, the areas devastated in the
months of fighting.

In a strange twist of fate, the first fatalities during the
anti-government protests in Kiev and subsequent violence in Donetsk
were both ethnic Armenians. 20-year-old Sergey Nigoyan was one of two
people shot dead in clashes with police on January 22. Some 100 more
were killed in subsequent clashes in February, including 54-year-old
Georgi Arutyunyan. As first fighting began in the eastern Ukrainian
town of Slavyansk on April 13, it claimed the life of 28-year-old
Ruben Avanesyan, described as a rebel activist, although others
claimed Avanesyan was not politically active.

As the fighting escalated, Armenians joined both the rebel and
pro-government forces fighting in eastern Ukraine. Some Armenians
living in Russia, like 24-year-old Spitak native Artur Gasparyanwho
survived the early fighting in May and June, volunteered to fight on
the rebel side. On the opposite side from Gasparyan, was the Gyumri
native Armen Nikoghosyan, a surgeon turned frontline medic credited
with saving dozens and perhaps hundreds of lives.

Although, the Russian government continues to deny that it is directly
involved in the Ukrainian war, more than 100 Russian military
servicemen were killed in Ukraine so far, including several who are of
Armenian descent. 20-year-old Armen Davoyan, born in Nizhny Novgorod
and serving with the Russian Interior Ministry’s special forces unit,
was reported killed on July 14 near the Russian-Ukrainian border.
Robert Arutyunyan from the Black Sea town of Tuapse was reported
killed on August 13, when his unit – the Chechnya-based 17th
Motor-Rifle Brigade of the Russian army – came under missile fire near
Snezhnoe in Donetsk oblast. And on August 19, 25-yearl old Artur
Danielyan, a junior sergeant with the 247th Airborne Regiment based in
Stavropol, was also reported killed in Ukraine.

On the other side, a volunteer with the Aidar battalion Ohanes
Petrosyan was killed in fighting near Severodonetsk, Lugansk oblast on
August 27. Also at the end of August, another Ukrainian volunteer
battalion – Donbass – reported among its many presumed dead the
29-year-old Artur Cholakyan from Dzerzhinsk in Donetsk oblast. Vano
Arakelyan, 23 and Oleg Avtandilov, 42 are listed among Ukrainians
currently imprisoned by pro-Russian forces in Donetsk.

Most prominently, 50-year-old Arsen Avakov, born in Baku and with
roots in Karabakh, has been a key figure in Ukraine’s military effort
since become the country’s Interior Minister in February. An
influential business and political figure in Ukraine’s second largest
city Kharkov, for over a decade, Avakov had also been active in the
community, including with the local office of the Armenian General
Benevolent Union (AGBU).

And in Moscow, one of the key ideologues for rebuilding a new Russian
empire in former Soviet borders is Sergei Kurginyan, 64, an advisor to
several Russian leaders and author of the 2012 4-volume work “Essence
of Time: Philosophical justification of messianic claims of Russia in
the 21st century.” Last July, Kurginyan arrived in Donetsk and
publicly challenged popular rebel commander Igor Strelkov (Girkin)
after his criticism of Vladimir Putin’s lackluster support for his
forces. Weeks later, Strelkov resigned and Russia escalated its
support for the rebels.

At least eight ethnic Armenians – citizens of Ukraine and Russia –
have died in the crisis that began last February and with a cease-fire
agreement reached on September 5, leaving more than 3100 dead and
hundreds of thousands displaced.

There’s little probability of early elections in Armenia

Paruyr Hayrikyan: There’s little probability of early elections in Armenia

Saturday, September 20, 2014

There is little probability that early presidential or parliamentary
elections will be held in Armenia, the leader of the Union for
National Self-Determination (AIM) Paruyr Hayrikyan told journalists
today.

In his words, no organization or political force has such an agenda now.

“None of the political forces made a demand for early elections. I
can’t even imagine that a political force can put forward this demand.
If they had joined us and behaved like a real political force, it
would have been possible, but they didn’t do it,” Hayrikyan noted.
The leader of AIM said that a political force with a genuine strategy
does not demand that the authorities should go and leave power to it.

“A real political force declares that the authorities implement the
wrong policy. They didn’t join us because they lacked will and high
standards, which means that they are vain or with too many hang-ups or
have some ulterior motives,” Hayrikyan said.
