The incident on the Armenian-Azerbaijani Line of Contact, when an Azeri
sniper killed Armenian Senior Lieutenant Mher Hakobyan, was Baku’s
response to US Co-Chair of the OSCE Minsk Group James Warlick, David
Babayan, Spokesman for Nagorno-Karabakh President, told the newspaper.
The day before Mr Warlick spoke of a new stage in the negotiations
in Yerevan.

Deux affaires juridiques d’interets eleves avec des resultats
discutables ont donne des arguments pour les defenseurs des droits
de l’homme qui pretendent que les crimes a grande echelle en Armenie
restent impunis, alors que les petits recoivent des peines sevères.
President de l’ONG Reformes Karine Hakobyan a reflechi sur le cas de
l’acteur populaire Vardan Petrossian et du chef du parti Tseghakron
Shant Harutyunyan, disant que ce sont des cas differents par nature,
mais ayant une ligne commune d’iniquite.
Les 5 Novembre dernier des affrontements avenue Mashtots entre la
police et un groupe de militants ont donne lieu a l’arrestation
de Shant Harutyunyan 48 ans et de 13 autres citoyens. Ils sont
accuses d’avoir agresse des representants du gouvernement. Avant cet
evenement Shant Harutyunyan avait tenu une grève assis place de la
Liberte pendant plusieurs jours avec un slogan >.
Dans l’autre cas, une voiture BMW conduite par Vardan Petrossian est
entre en collision avec une voiture de marque Niva sur l’autoroute
Yeghvard-Erevan le 20 Octobre l’annee dernière, tuant deux adolescents
et en blessant trois autres personnes dans la voiture. Petrossian
lui-meme a ete blesse et a subi une intervention chirurgicale après
l’accident.
L’artiste armenien bien connu est accuse en vertu de l’article du
Code criminel traitant de la “violation par negligence des règles de
circulation, entraînant la mort de deux personnes ou plus.” S’il est
reconnu coupable, il pourrait faire face de 4 a 10 ans de prison.
Lors de son procès le 8 Septembre le procureur a requis sept ans
d’emprisonnement pour Shant Harutyunyan, et cinq ans pour son fils
adolescent, Shahen Harutyunyan. Le garcon de 15 ans est accuse d’avoir
frappe un policier avec un megaphone pendant la manifestation.

La femme de Shant Harutyunyan, Ruzan Badalyan a dit lors d’une entrevue
avec Kentron TV qu’elle est vraiment desole pour ce qui s’est passe,
mais le fils ne s’excusera pas devant le gouvernement parce qu’il
n’a rien fait.
L’acteur rejette la theorie de l’etat d’ebriete ou de conduite avec
une vitesse trop elevee, selon les proches des victimes et certains
medias. Avant de se faire arreter Petrosyan a qualifie l’accident de
tragedie et il a envoye ses condoleances aux familles des defunts.
L’acteur a toutefois exprime de la mefiance a l’egard de l’enquete
affirmant qu’il n’a pas l’intention de se cacher et est pret a payer
tous les frais si le tribunal en decide ainsi.
Karine Hakobyan a mentionne qu’elle etait presente lors de deux
auditions de l’affaire Petrosyan et l’assurance qu’il est dirige très

:” C’est tout ca en meme temps. Elle est a l’image de ce que sont
l’immigration et son histoire. Il s’agit d’un musee où l’on restitue
les memoires d’une histoire ancienne faite de vagues successives
d’immigrations italiennes, polonaises, espagnoles, algeriennes,
armeniennes, etc . Mais dans l a mesure où l’immigration est un enjeu
très brûlant de la vie politique actuelle, c’est aussi une cite
d’echanges et de reflexion. La question de l’immigration est sans
cesse en mouvement. Elle ne peut pas se reduire a un aspect ancien

THE NUMBER OF THOSE EXPRESSING AGAINST THE CUSTOMS UNION IS GROWING: GOVERNMENT OFFICIALS ARE NOT AMAZED

“If you study the then and today’s reactions, then the opposite
would become clear that we neglected,” so responded the Chairman of
NA Standing Committee for State-Legal Affairs, Hovhannes Sahakyan,
in the conversation with Aravot.am, in response to the question of
how it happened that the number of those in the public having positive
opinion of the Customs Union (CU) membership is gradually decreasing
by years, and whether it might be the neglect of the government
that the society was not properly informed. Note that the Gallup
International polls in Armenia clearly showed that in 2013, prior to
Serzh Sargsyan’s statement that we want to join the Customs Union,
67 percent of respondents voted for the Union, a month later, the
index was 64 %, a year later – it became 57 percent. In this regard,
Hovhannes Sahakyan detailed. “We should be able to deliver our people
and the public correctly about why we do it and what benefits can these
actions taken bring to our people and the state. I think we should
first and foremost clearly introduce our public the expectations and
consequences that can be either positive or negative in the event of
membership or not with the Eurasian Economic Union.
This is one of the most important steps. Our people fully understands
the regional events that occur and what can happen as a result.” Mr.
Sahakyan is not amazed that there might be people in the society
voting for or against, we must also acknowledge that accession to any
union can have both positive and negative consequences, but we should
think over the positive and negative aspects. To our observation
that perhaps the public now knows more about the CU, therefore it is
disappointed, Mr. Sahakyan responded, “Let’s put these numbers aside,
it should be considered as a whole. We cannot get a complete picture
with one question. I think we all have a commitment to present the
positive and negative aspects for the accession to the Customs Union.”
To the question of whether it is not a risk to go to the Customs
Union in the event of such sentiment by the public, Mr. Sahakyan said,
“It is not a risk, by saying risk we should viewed it in terms of our
national security.” Vice-Chairman of the Heritage political party,
Armen Martirosyan, is not surprised at such a sentiment by the public.
He added, “Prior to announcing about the accession to the Customs
Union, there was no discussion, and Serzh Sargsyan presented his
entirely personal decision on September 3 and meeting with Putin for
just two hours changed the foreign policy course by 180 degrees, which
could not be assessed positively.” Mr. Martirosyan is amazed at what
calculations the state has done pertaining to the membership. “In
this situation, Armenia cannot do any move without the consent of
Russian authorities, and all the fears of Armenian authorities are
quelled by Putin. The minimum common sense suggests that the economy,
which cannot provide innovation, new technologies, new investments,
and free market ideology, the economy, which is corrupt to the end,
and under sanctions, it is simply unacceptable to have relationships
with this economy. The logic suggests to possibly being far from such
an entity.
But since the so-called healthy policy only applies to falsification
of the government, appropriation, and servicing the resources of the
country for a group of people’s interests, hence, it is hard to say
what decision the government would make. ” Pertaining to the public
sentiment, Mr. Martirosyan said, “The public has already a little
more visualization about the threats of the Customs Union, this is the
cause of disappointment.” To the question of why there was no serious
resistance against the Customs Union, Armen Martirosyan answered,
“Everybody in Armenia is right in its own way, they are not united,
because each of them smite the breast unlike the RA authorities,
who specifically feel the interest and are collectively united around
this interest.”

French chansonnier, Ambassador of Armenia to Switzerland, Charles
Aznavour, in the interview with Hollywood Reporter, talking about
his diplomatic career, said that he would soon meet with the Turkish
ambassador, but he had not told about it beforehand, “because they
can tell me that I should not do it, whereas I want to be free in
my actions.” In the interview, Charles Aznavour had mentioned that
he is working independently, without asking the president, but
later tells about it. In this regard, Aravot.am talked to former
Ambassador of Armenia to Canada, also Director of “Modus Vivendi”
analytical Center, Ara Papyan. We inquired whether such practice
is right for an ambassador, firs to do then to report, to which
Mr. Papyan responded that all ambassadors are extraordinary and
plenipotentiary ambassadors, which means that they were originally
authorized with certain extraordinary powers to implement policy. “If
the policy implemented by the Ambassador is within the scope which is
the state’s policy, there should be no question here, everything is
legal. The ambassador is free in his moves, he is free in his circle,
but outside of it, he is not free. Otherwise, every ambassador would
be able to pursue his policy and there would be a mess.”
Mr. Papyan does not see any problem in meeting with the Turkish
ambassador. “But if as an ambassador he is going to conduct
negotiations on any matter, then it is necessary to clearly understand
which the scope that should be acted. The view expressed by the
ambassador is the view of the state. In this event, if Aznavour
want to be independent, free and to act on his own initiative, then
he cannot act as an ambassador.” In the interview, Charles Aznavour
also said that he has nothing against nowadays Turks as the genocide
was committed by their ancestors. Commenting on such words of the
ambassador, Mr. Papyan mentioned that such assessment is an assessment
of a singer, but not the ambassador’s. “Even today’s Germany is
responsible for the Holocaust, and it shows in its actions. If we were
followed by the same logic, the present-day Germany should not have
been responsible for the Holocaust. There is a continuity of states,
and, surely, today’s Turkey is the continuation of the Ottoman Empire.”

Armenian economists make pessimistic forecast about the declining
Russian currency’s impact on the domestic economy.
Speaking to Tert.am, Vardan Bostanjyan and Zoya Tadevosyan said they
expect the dramatic downfall of the Ruble to have negative implications
for Armenia.
“Reduced transfers will be among the leverages in the relations
with Armenia,” said Tadevosyan, a member of the opposition Armenian
National Congress.
“Russia’s imports have topped the exports in the recent months, so
there was no negative balance. But there will be in the coming months,
as the devaluation of the Ruble in Russia will cause a surge in the
prices of goods.”
Tadevosyan described the possible wider gap between the unsatisfied
demand and supply as a major factor likely to lead to a market surge.
“The increased prices will affect the consumer goods, causing a decline
in the real salary rate,” she said, pointing out to a possible decrease
in the amount of transfers.
Noting that Russia is Armenia’s number one trading partner, the
economist said she expects the surge to boost the Russian exports,
simultaneously affecting Armenia’s domestic market.
“The outcomes will be definitely negativs, as our economies are
closely attached. So we will experience the impact of the changes,”
Tadevosyan said.
Vardan Bostanjyan (Prosperous Armenia party), for his part, made
forecasts on possible impacts on the Russian transfers.
“With the devaluating Ruble, our economic situation will deteriorate,”
he said, further elaborating on the causes. “One will have to do with
the form of private transfers, and the other – with all the spheres of
activities that the Armenian economy carries out while remaining within
the range of the Russian Ruble,” he said, adding that he expects the
reduced private transfers to account for the major part of the losses.

Prime Minister Hovik Abrahamyan received today member of the House
of Lords of the United Kingdom of Great Britain and Northern Ireland,
Baroness Caroline Cox and members of the “Heart” charity organization.
The Prime Minister hailed Caroline Cox’ pro-Armenian activity aimed
at presenting the Artsakh issue to the world. “You have raised the
Armenian issues and have presented the true hisstoy of the Nagorno
Karabakh conflict from different podoums. I’m confident that your
careful attitude towards the people of Artsakh will be remembered
for ages,” Hovik Abrahamyan said.
Baroness Cox stressed she’s happy for the opportunity to know the
heroic people of Artsakh, to be with them at difficult moments, and
stressed that she’s happy for today’s achievements of Armenia and
Artsakh. She expressed willingness to continue to support the Armenian
people and contribute to the deepening of the Armenian-British ties.
The interlocutors discussed the programs the British “Heart” charity
NGO intends to implement in Armenia, and referred to regional issues
and challenges, the process of settlement of the Karabakh issue,
the priorities of the Armenian government program.

A friend of Levon Hayrapetyan, the Russian-Armenian
businessman-philantropist standing trial over alleged links to criminal
group, has described the entire proceeding as a real show.
Speaking to the paper, the Nice-based businessman Misak Poladyan said
he decided not to attend the scheduled hearing after spending three
days in Moscow and knowing what was to come. “The entire show, the
staging and the director were arranged well in advance. I knew every
other coma, so there was no point in my staying there and watching
that lame spectacle,” he noted.
Poladyan said he is thinks the entire process is a plot against
the businessman. “With all the diseases he has, he should have been
hospitalized long ago, but they fail even to do that. Everything is
very clear,” the paper quotes him as saying.

ARMENIA PRESIDENT SPEAKS WITH CONNED APARTMENT OWNERS (PHOTOS)

YEREVAN. – Armenian President Serzh Sargsyan approached several
owners of the apartments, which Tonus Construction Company had built
in Armenia’s capital city Yerevan, and who have assembled nearby the
government houses since early Tuesday morning. The President promised
to deal with their problem and respond in two days (PHOTOS).
“Mr. President, you are our only hope,” an angry apartment owner
told Sargsyan.
The President reassured the crowd, saying that he will deal with
this matter.
The protesters decided to wait for two days and again petition to
the President if they receive no response.
“We believe the President because this was the last chance. If the
people don’t benefit after this conversation, let everyone be their
own judge,” an affected resident told Armenian News-NEWS.am.
A group of people are unable to enter their own apartments in Yerevan.
Tonus Construction Company had sold the apartments of a new building
to these residents. Subsequently, however, the company put these
apartments as collateral at Artsakhbank. Once the building was
constructed, Artsakhbank seized the apartments, Tonus Construction
Company was declared bankrupt, whereas the people who had purchased
these apartments were left empty-handed. But they do not believe that
Artsakhbank was uninformed about this swindle by Tonus Construction
Company.
