WILL AMERICA WAGE A WAR AGAINST IRAN?

The question is worrying the international community for Iran is
one of the largest exporters of oil which is getting more and more
expensive on the international markets. In case U.S. wages military
actions against Iran, the price for oil may mount to an unpredictable
level, ruining economies, even those of developed countries. However,
not everyone is worried about the growth of prices caused by war
against fundamentalist Iran. For instance, Russia, Azerbaijan and
other oil exporting countries will only benefit from this. But this
circumstance does not necessarily mean that the Baku authorities are
for applying force against their southern neighbor. On the contrary,
the president of Azerbaijan Ilham Aliev does every possible thing to
protect his country’s territory in case U.S. wages war against Iran.
And this is not accidental for besides the risk of the counterattack
of Iran there is also the inflow of refugees from South (Iranian)
Azerbaijan. Yerevan does not want war in Iran either, for in that case
the implementation of the Iranian-Armenian economic programs, including
the gas pipeline so necessary to Armenia, would be at stake. However,
the abovementioned circumstances do not worry the Americans much. A
fundamentalist country like Iran which considers the U.S. its enemy,
would never allow Washington to create a geopolitical and economic
situation which would perfectly fit into the policy of the White House
to eliminate all the obstacles on the way of establishing control on
the Near East, rich in oil resources.
There are two ways of achieving this: either by overthrowing the
power of mullahs through peaceful means, i.e. destabilization of the
situation in the country, or repeating the scenario of Iraq. The
first variant became difficult to realize due to the victory
of conservative Mahmud Ahmadi-Nedjadi in the recent presidential
election in Iran. Consequently, the option of dealing a blow to Iran
comes forward. But the second variant is not easy either because it
first of all requires the endorsement of Europe and the countries
of the region, as well as the UN Council for Security. Without the
consent of the latter it will be difficult for Washington to attack
Iran. Consequently, the Americans should start preparing the Council
for Security. In order to persuade the international community of the
rightness of applying violence against Iran in the future there needs
to be a threat coming from this Islamic country, which will worry the
world. Possession of nuclear weapon could be such a threat. Thus,
it is possible to accuse Iran of attempts to create nuclear weapon
under the guise of the civilian nuclear program. However, at the UN
Council for Security Russia and China also have definitive votes and
are not happy with the hegemonic policies of the United States. Even
if the possibility of nuclear weapon of Iran really threatens the
humanity, Russia and China will hardly vote for the interests of the
U.S., pursuing their own hegemonic aspirations. By the way, there
was a similar situation on the eve of the war in Iraq. Therefore the
Americans neglected the UN Council for Security and dealt a blow to
Iraq, not even waiting for the approval of this organization.
However, times have changed. The policy of Bush in Iraq is criticized
in the U.S. as well, and Washington cannot neglect the UN Council for
Security, especially after the resolutions adopted during the 60th
session of the UN General Assembly. Consequently, it will take the
Americans long-lasting preparations with the adversaries of fundamental
measures against Iran. They chose the European Union and MAGATE as
instruments for exercising pressure on the international community. So
far the European Union, namely Great Britain, France and Germany, have
been negotiating with official Tehran for Iran’s nuclear programs. At
first the dialogue between the government of Iran and the European
“trio” seemed to be constructive. However, the analysts who were more
attentive had a different opinion. They thought that the European
“trio” would sooner or later bring the talks to failure, blaming Tehran
for this, for the goal of the European Union was to stop Iran’s nuclear
programs. There appeared a convenient occasion. It was the election of
conservative Mahmud Ahmadi-Nedjadi. This reason was supported by his
speech at the UN World Summit. The message of the president of Iran
was not accepted similarly by everyone. The U.S. and the countries of
the European Union, as it could be expected, criticized the speech
of Mahmud Ahmadi-Nedjadi. U.S. Secretary of State Condoleezza Rice
said the president of Iran practically gave no reply to the concerns
of the international community about what Iran was doing in the past
15 years. In addition to this, Condoleezza Rice pointed out that the
international community shared the opinion that there is serious reason
for concern about Iran’s nuclear programs. She said Iran should be
prevented from getting technologies which might potentially lead to
creating nuclear weapon. The U.S. Secretary of State assured that at
some point the issue of Iran’s nuclear programs would be discussed
at the UN Council for Security, especially if Iran continues to
be reluctant to prove that it does not intend to develop a nuclear
weapon program under the guise of the civil nuclear program. On his
part the foreign minister of France said what he heard on that day
convinced him of the urgency of extending the Iranian issue to the
UN Council for Security. The press secretary of the British foreign
ministry expressed a similar opinion. According to him, the speech
of the Iranian president let everyone understand that he was not
going to implement the agreements signed by Iran. In the meantime,
at the 60th session of the UN General Assembly Mahmud Ahmadi-Nedjadi
literally took an oath that Iran had no intentions to create nuclear
weapon. “Iran is an Islamic country, and Islam does not believe in
nuclear weapon,” he said. At the same time he emphasized that Iran has
an indivisible right to produce nuclear power, calling the policy of
the West towards his country as “nuclear apartheid”. The arguments of
the U.S. and the European Union that it is not necessary to produce
nuclear fuel for developing a nuclear program for generating energy,
for it can be successfully imported, Mahmud Ahmadi-Nedjadi said
civilian use of nuclear fuel without creating a full nuclear cycle
is a pointless undertaking. And what he said was true. In fact,
Iran has a strategic nuclear program. The country plans to build
dozens of atomic power stations and produce nuclear energy by new
technologies. Therefore, Iran needs to have a complete cycle of
nuclear fuel enrichment. Otherwise, along with possessing tremendous
technological capacities, Iran is going to depend on countries,
producing nuclear fuel. However, considering the Iraqi experience,
the leaders of Iran are well-aware that if the U.S.
intends to accuse someone of something, it is pointless to try to
prove one’s innocence. Evidently, the reason for the hard words
of Mahmud Ahmadi-Nedjadi should be looked for in New York. At the
same time, as it should have been expected, two great countries,
Russia and China, acted against extending the issue of Iran to the
UN Council for Security by the Board of MAGATE. Russia is especially
enthusiastic about defending Iran’s nuclear programs. It is easy
to understand Moscow because Russia itself is building a nuclear
power station in Iran and has a lot of opportunities to sign other
agreements with Iran. Therefore, stopping Iran’s nuclear programs
would mean economic losses for Russia. In the meantime, everything
said above is just diplomatic steps made by the West, Russia and Iran
in reference to Iran’s nuclear programs. We think Iran is considering
creating nuclear weapon to stop blackmail and threats in its address.
In Tehran they are convinced that if Pakistan and India already
possess nuclear weapons, let alone the enemy of Iran, Israel which
possesses over 450 nuclear warheads, Iran also has the right to have
nuclear weapon for the sake of its security. Otherwise even Azerbaijan
will be made to threaten its southern neighbor. As to the statements
of the Iranian leaders that Islam forbids possessing nuclear power,
soon they will insist that Iran will never be the first to use nuclear
weapon, for Islam forbids application of nuclear weapon. That is to
say, Iran will have no problem with the requirements of Islam. It is
also interesting that the speech of the president was not approved
by everyone in Iran. The former deputy of the mejlis, the member of
the reformist political party Mosharekyat, Ali Mazuri stated that
the nuclear undertaking set forward by Mahmud Ahmadi-Nedjadi in New
York does not contain practical proposals. He thinks that general
calls and unreal slogans will not help solve arguments on Iran’s
nuclear programs. As an example of the non-practical proposals of
Mahmud Ahmadi-Nedjadi the reformist cited the idea of setting up a UN
commission on disarmament in the Near East. The famous Iranian analyst
Ali Horram is also critical about Mahmud Ahmadi-Nedjadi. He described
some of the proposals of the president as “projectionist”. However,
we think that these controversies are rather struggle for power in
Iran than real attitudes towards the nuclear program. Anyway, the
speech of Mahmud Ahmadi-Nedjadi at the 60th session of the UN General
Assembly produced a new situation around the “Iranian case”. And it
is not excluded that the policy of the West on Iran will become more
ardent, essentially changing the relations within the region. This
situation will not pass by Armenia and Azerbaijan though military
actions against Iran in the foreseeable future are hardly possible.

Today the Judge’s Union said “Yes” unanimously (according to David
Avetisyan who presided over the session) to the Constitutional
reforms. Today there were 174 members of the Union in the Government
session hall in order to find out the attitude of the judicial branch
of power to the draft constitution.
According to the RA Justice Minister David Haroutyunyan, “It is
high time we revised our approach to the independence of judicial
power”. The Minister expressed disappointment that the draft fails
to refer to several extremely important issues. He did not mentioned
which one exactly he means, but mentioned his liking for another
clause of the draft – that of the sovereignty of the judicial power.
Ombudsman Larissa Alaverdyan mentioned that “It is not possible
to speak about the defense of human rights in Armenia as there
are problems with free and fair court processes”. Nevertheless,
according to her, “the work is mainly positive”. At the end of the
speech Mrs. Alaverdyan greeted the members of the Union as her future
colleagues.
According to the Head of the Court of Appeal Hovhannes Manoukyan,
the issue of constitutional reforms rose because of human rights. He
said that from the judicial point of view the draft constitution is
almost ideal.
And judge of the RA Economic Court Anatoly Matevosyan voiced hope that
the referendum “will be held free, fair and without forgeries”. “I
call everyone to say “Yes” to the draft and to participate actively
in the preaching”, he said.
By the way, today the judges and the members of the Union also
discussed the Judge manners code where there are such lines, “The
Judge has to take measures to enrich his knowledge”.

Turkey and the Asian and European neighbours It was a last minute
compromise. The question: “Turkey – membership or partnership?” had
become the remaining stumbling block on the road to negotiations
between the European Union and Turkey.
It came to some as a surprise that Austria rejected the proposal for
negotiations agreed upon by the 25 European heads of state in December
2004, negotiations with only one objective: Full membership of Turkey –
if and when Turkey meets the standards and criteria the EU has set.
Austria – against the rest of the EU.
In European countries, the resistance of Austria was met with more
sympathy than in the European governments. Why? For many people in
Europe, the perception of the EU has changed and there is no attractive
vision left.
The rejection of the proposed constitution by France and the
Netherlands brought back the question: Which kind of Europe do we
really want? Where are the cultural and physical borders of Europe?
Bureaucracy and centralization in Brussels have acquired a more
negative connotation. The rejection of the EU constitution by both
France and the Netherlands has made it obvious that the EU is not
in good shape. The extension by 10 new members without a necessary
reform is hard to digest. Cheap labor from the new members caused more
unemployment in the “old European countries”. The failing integration
of Muslims in many European countries and the terrorist attacks by
Muslims in summer 2005 increased already existing irritations and
uncertainties.
More countries will join the EU before the decision concerning Turkey
will be taken. The crucial question remains: Will the EU “25 plus” be
able to take Turkey in and will Turkey be able to meet the standards?
If and when Turkey becomes a member of the EU in 10-15 years time,
Turkey would become Nr.1 as far as population is concerned. It would
receive about 70 seats in the EU parliament – at the expense of the
“old” member states. Today, Turkey is a secular state. Will it last
the next decade? As Austria has shown, a single member can block
any decision. The EU is based on the common values derived from a
Christian – occidental culture. Turkey’s membership would certainly
change this character.
Without a doubt: Turkey will remain very important for the West’s
stability and security. Turkey is a springboard for Western ideas in
the Broader Middle East and Asia, where remarkable ethnic bindings
exist.
Turkey is a very strong pillar of the North Atlantic Alliance/NATO.
Having worked with Turkish soldiers, I appreciate them in integrated
NATO HQ and know the military skills of their troops. Being a member
of NATO, Turkey gets all support needed for security and stability.
The West gets all it needs through this membership in NATO as well.
Is there a need for additional support? Could a so-called “privileged
partnership” be a substitute for full membership?
The greatest mistake of the past might be that the United States and
Europe raised expectations that were too high for Turkey. On the other
hand, Turkish politics towards Cyprus, which is already a member of
the EU and the behavior concerning the Armenian genocide were not
very helpful.
With some hours delay, the official negotiations started on October
3 – as planned before – in Luxemburg.
Dr. Andrea Riemer of Austria, who has written newsletters for us
before, poses the decisive questions and tries to find some answers.
She offers a yardstick for all of us following the further
development. The topic EU/Turkey will be with us for the next 10-15
years. It is worth being presented here.
Turkey has to change a lot to become eligible for full membership in
the EU. It must become more democratic and tolerant toward ethnic
minorities. This process in itself is already a success – as was
shown in other countries aiming at membership in the EU.

ISTANBUL – The Istanbul Administrative Court no:4 has decided today
to put on hold a conference, titled “Ottoman Armenians During the
Empire`s Fall: Scientific Responsibility and Problems of Democracy,”
that was to take place in Istanbul tomorrow.
The conference was originally scheduled in May, 2005 but was postponed
due to reactions.
The Istanbul court`s decision came after a lawyer, member of the
Foundation of Lawyers` Union, filed an application.

YEREVAN, September 16. /ARKA/. Armenia is far from membership in the
European Union, Secretary General of International European Movement
(IEM) Henry Kroner told journalists in Yerevan. “It is not easy to
become a European country, and a long way of democratic development
should be passed”, he said. He also said that democracy can work
only on the basis of the civil society. “I see great willingness and
striving for democracy and Eurointegration, and the IEM will help
Armenia with this issue”, Kroner said. He reported that the major
goal of the IEM is “formation of united and democratic Europe”.
Office of the International European Movement (IEM) has been opened
in Yerevan today. the goal of this office is integration into the
European structures, establishment of democratic society based on
human rights and freedoms. IEM was founded on October 25, 1948 and

MOSCOW, September 14 (RIA Novosti) – The president of the
self-proclaimed, and largely ethnically Russian, Transdnestr republic
in Moldova said Wednesday that he sees Russia as the guarantor of
security and stability in the region.
“The support of countries-guarantors, Russia and Ukraine, is very
important for Transdnestr,” he said, speaking at a conference on
similar republics in the CIS in Moscow.
He praised Ukraine’s active role in the settlement of the Transdnestr
conflict and close support of the self-proclaimed republics of Abkhazia
and South Ossetia in Georgia and the Azeri-Armenian disputed Nagorny
Karabakh region in Azerbaijan.
“Without the recognition of these states, the political and legal
settlement of the conflict situation brought up by the collapse of
the Soviet Union is impossible,” Smirnov said.

At Moscow schools, Russian is taught as foreign language

Moscow schools have to teach cultures of various nationalities of
former USSR as schools become poly-ethnic now
Fifty per cent of pupils in Moscow’s school 987 are not Russians. The
school administration even had to introduce lessons of Russian as a
foreign language. At that, the school was given the status of an
educational institution with a Russian ethnic component. Pupils of
the school learn about native Russian holidays, they are not
permitted to speak their native languages in intervals between
lessons otherwise the school will turn into Babylon. There are
children of 45 nationalities in the school; many nationalities are
absolutely unknown to us – tsakhurs and tabasarans for example. Among
the pupils, there are also one German, a Pole and a Yugoslav.
In the first days of school studies first-formers keep together with
their national groups, but then they easily communicate with other
children in the school. It is just in middle classes that ethnic
conflicts may arise between pupils at their parents’ suggestion. But
until this age children do not care to what nationality they belong.
In 1987, ZIL automobile maker built four many-stories hostels for its
workers. The enterprise welcomed non-residents of Moscow for work and
promised that in several years they will have individual apartments.
There were many Tatars and Mordvinians working at ZIL, and the people
brought quite enough children into the world with the hope to get
bigger apartments. So, by the year of 1992 the majority of pupils at
school 987 were children from the ZIL hostels. Today, the
automobile-maker cannot afford giving apartments to those families
living in the hostels. It was decided that hostel rooms would be
property of families living there.
The school administration says there are four strong diasporas in the
school: Azerbaijanians make up 11.09 per cent of the total number of
pupils, Armenians – 5.99 per cent, Ukrainians – 5.81 and Tatars –
3.35 per cent. Yeugeny Krasenets from the Economy and Sociology
Institute states the ratio is typical of Moscow in general. Ethnic
pupils of the school are children of those who migrated to Moscow
from former Soviet republics in search of job. From eight to ten
million of people have migrated from the CIS and Baltic republics to
Russia within 1996-2005, and 50 per cent of the migrants settled in
Moscow.
In 1994, 90.5 per cent of people living in Moscow were Russians, but
the showing dropped to 84.6 per cent in 2004. The number of migrants
from Caucasus and Ukraine has increased within the ten years.
There is a poly-ethnic center at the school that allows ethnic pupils
not only study the Russian language but also learn more about their
native cultures.
In present-day conditions migrants cannot assimilate in Moscow. The
head of the Education Department decreed that Moscow schools must
accept children of any nationality, non-residents and those who are
not officially registered in Moscow. Otherwise, schools may be blamed
for violation of the constitutional rights. In the nearest tow-threes
years the authorities plan to make migration temporary: guest workers
will have an opportunity to work in Moscow for several years or
months only and then will have to go back home.
The authorities suggest that favorable conditions must be created for
life of migrants in some regions of Russia somewhere away from
Moscow. But today Moscow is in great need for man power, and the need
is increasing every year. Demographers state that able-bodied
population of Russia will drop by 2 million people by 2015. And they
add that today migrant workers are the only method to compensate the
demographic recession. The birth rate in Moscow is the lowest in
Russia: 1.09 children fall on one female Muscovite over the
reproductive period of her life. At that, children of migrants living
in Moscow are also taken into consideration as well. The share of
non-residents makes up 13.5 per cent in the total Moscow birth rate.
Every seventh baby born in Moscow is delivered by a non-resident
female.
In the nearest time, in addition to migrants from Ukraine and
Caucasus Moscow will have to receive migrants from Asian republics.
Sociologists say that Central Asia may give Russia four million of
able-bodied migrants. When the resources of the Asian republics are
exhausted, Russia and Moscow first of all will have to welcome
migrants from China.

ANNUAL BANQUET
— Armenian American Senator to Receive Woman of the Year Award
LOS ANGELES, CA – The Armenian National Committee of America – Western
Region (ANCA-WR) today announced that California State Senator Jackie
Speier (D-San Mateo) would receive the organization’s prestigious
Woman of the Year award at the 2005 ANCA-WR Annual Banquet to be held
on Sunday, September 18th at the Renaissance Hollywood Hotel in Los
Angeles.
Sen. Speier is appreciated throughout the Armenian American community
for her steadfast support of legislation and issues that affect
Armenian Americans in the state. Since her time as an Assemblywoman,
Sen. Speier has authored numerous measures of interest to Armenian
Americans among the unprecedented record of over 300 pieces of
legislation that she has been able to have signed into law. Among her
most recent accomplishments, Sen. Speier authored the 2005 Armenian
Genocide resolution in California and along with fellow Armenian
American legislator Sen. Chuck Poochigian (R-Fresno) authored SB 424,
which was signed into law by Governor Arnold Schwarzenegger to
permanently designate April 24 as California Day of Remembrance of the
Armenian Genocide. Sen. Speier is the state’s highest ranking
Democratic elected official of Armenian descent and the only Armenian
American woman currently serving in the state legislature.
“Senator Speier is known throughout the State Capitol as an effective
legislator, and she has used her skills to bring issues of concern to
Armenian Americans forward,” said Steven Dadaian, Chairman of the
ANCA-WR. “The Armenian National Committee is honored to have Senator
accept the Woman of the Year award at our annual banquet this year.”
Sen. Speier’s career-long commitment to public service was nearly cut
short in 1978 when she traveled to Jonestown, Guyana as an aide to
California Congressman Leo J. Ryan’s fact-finding mission that was to
investigate allegations of individuals being held hostage by cult
leader Reverend Jim Jones. On November 18, 1978, at the end of a
two-day investigation, gunmen from the Rev. Jones’ People’s Temple
cult ambushed, shot and killed Congressman Ryan and four others in his
traveling group. Sen. Speier, then 28 years old, was struck by five
bullets and lay on a jungle airstrip for 22 hours awaiting help. The
day she was shot, over 900 cult members committed mass suicide or were
murdered at the People’s Temple compound.
Sen. Speier has stated that “the Jonestown tragedy is a daily reminder
that no one is guaranteed a tomorrow . . . this has absolutely molded
my philosophy and my zest for work and for life.” To this day, she
carries two bullets in her body from the tragic incident in Guyana.
Two years after the Jonestown shootings, Sen. Speier became the
youngest member ever to serve on the San Mateo County Board of
Supervisors when she won her first election by defeating a 20-year
incumbent. Sen. Speier served in the California State Assembly from
1986 to 1996 before being elected to the State Senate, where she is
completing her second term and was recently named Assistant President
Pro-Tem. Last year, Sen. Speier visited the ANCA-WR office to discuss
her intention to run for Lieutenant Governor of the State of
California in 2006. She has since been campaigning for the position
throughout the state, garnering the support of key constituencies. If
elected, Sen. Jackie Speier would become only the second Armenian
American to serve in statewide office since Governor George Deukmejian
(1983-1991).
The ANCA-WR Annual Banquet regularly draws over 700 individuals,
including a long list of dignitaries, such as prominent Members of
Congress and state legislators, as well as a vast number of Armenian
American community leaders and political activists. The annual event
is the largest of its kind and helps raise funds to operate the
nation’s largest and most influential Armenian American grassroots and

Warsaw, Aug. 17 — Defence Minister Jerzy Szmajdzi?ski on Wednesday
met with the Chief of the General Staff of the Armed Forces of the
Republic of Armenia, First Deputy Minister of Defence, General Mikhail
Harutyunyan, the Defence Ministry here reported.
The sides discussed questions connected with Polish experience in
the transformation of the armed forces and their integration with
the Euro-Atlantic structures. Members of the Armenian delegation,
on a three-day visit to Poland, expressed interest in the opportunity
of schooling Armenian officers on Poland.
The meeting also assessed the current situation in the Caucasus region.
