Russian engineers in Armenia have started training at the Kakhmud
range, News Armenia reports.

About 100 servicemen and 20 units of equipment will be used. They
will practice handling of explosives, fortification construction and
trench digging.

Engineer groups have cleared 100 km of roads of snow. They train at
Kakhmud and Alagyaz.

The 102nd Russian military base was built in the north of Armenia in
1995 as part of the CIS missile systems. The base is under command
of the North Caucasian Military District of Russia.

Monitoring held on the contact line between Armenian and Azerbaijani
armed forces on March 29 revealed no incident, the Azerbaijani Defense
Ministry told Trend on Thursday.

The monitoring was held on the Azerbaijani side by the OSCE
Chairman-in-Office Personal Representative Andrzej Kasprzyk’s field
assistant Christo Christov and personal assistant William Pryor.

The monitoring was held on the opposite side, which the
international community recognizes as Azerbaijani territory, by OSCE
Chairman-in-Office Personal Representative Andrzej Kasprzyk, field
assistant Antal Herdich and office coordinator Peter Keay.

The Foreign Policy informed referring to American administration
officials that Azerbaijan allowed Israel to use its air space to
strike Iran.

It is clear that Azerbaijan could not allow Israel. At least, the
oil dollars could not have driven Ilham Aliyev out of his senses to
do something that would expose Azerbaijan as a direct target for Iran.

Even if eventually Israel brings Iran to its knees, Iran will most
probably manage to deliver a heavy blow to Azerbaijan.

But the problem will hardly get that far. The problem is that the
Israel-Azerbaijan relations are starting to worry Washington, the
Foreign Policy further reported.

Does it have anything to do with the major deal of sale of weapon of
1.5 billion dollars between Israel and Azerbaijan announced recently?

At least, it is visible that Washington dislikes the generation of
Azerbaijan’s military ambitions in the region. It is not ruled out
that the United States dislikes the growing role of Israel in the
South Caucasus.

It seems it should not worry Israel’s ally, the United States, because
the U.S. would increase its influence in the South Caucasus if Israel
established its influence there.

This option seems possible upon a quantitative view of the regional
developments and prospects. However, the regional policy of the United
States is more than simple arithmetic.

The problem is the presence of the mechanism of balance here, and the
most essential thing for the U.S. regional interests is the work of
this mechanism. The relationship between Israel and Azerbaijan may
interfere with this mechanism or make it more difficult to control.

After all, it is a misunderstanding that Israel’s policy is fully
based on the American tasks. The United States absolutely rejects the
emergence of new actors in the region as it will arouse the necessity
for new arrangements, envisaging a complicated process of review of
existing arrangements.

It is also obvious that this reality will hardly please the other
major actors in the region, namely France and Russia. It is not ruled
out that they have urged the United States to curb Israel’s attempt
to activate in the region through Azerbaijan, considering that Israel
is an ally of the United States and it would be easier for Washington
to curb or control Tel Aviv’s intentions regarding the South Caucasus.

In fact, however, the United States is not trying to curb Israel
expecting something from it but is trying to influence Azerbaijan,
bringing some tension into the Iran-Azerbaijan relations. Perhaps
it is more profitable, considering that the United States can thus
boost its influence on Baku, on the one hand, limiting Baku’s regional
ambitions which may cause problems with the balance mechanism, and on
the other hand, the United States does not request or expect anything
from Israel to have Israel expect something from Washington.

At the same time, the United States makes an insignificant but positive
gesture to Iran, showing that not only can it enter into a conflict
with Tehran but also outline common interests and reveal schemes or
treacherous deals against Iran.

In addition, interestingly this information is published in a time
when the Iranian government meets with Turkish prime minister in
Tehran to convey the content of his conversation with the U.S.
President Obama on Iran’s nuclear program.

By way of the publication on the Israeli-Azerbaijani conspiracy
Washington is trying to send a direct message to Iran and at the same
time deprive Erdogan of possible improvisations in Tehran expecting
a lucrative mediation between the United States and Iran.

Passport office workers say the printing of the passport forms drags
out the process, and clarify that the forms are printed abroad.

The newspaper tried to get an explanation from police press office
but received no answer.

YEREVAN. – The abundance of businessmen in Armenia’s National Assembly
(NA) is always a discussion topic, Azg daily writes.

“The ruling [coalition’s] Republican Party [of Armenia] leaders [had]
announced that businessmen would not be included in their party list
in these [NA] elections. But as reality came to show, there is a
considerable number of businessmen in the lists of the ruling party
and [in those of] the ruling coalition and the opposition parties.

Even the Communist Party’s list has businessmen.

We have [a total of] 113 businessmen [MP candidates], who are in the
lists of eight parties and one bloc which will run in the parliamentary
elections. [And] The businessmen candidates comprise more than ten
percent of all the candidates,” Azg writes.

Two matches featuring the representatives of Armenia and Turkey were
held at the 14th European Wushu Championship in Tallinn, Estonia.

In the Sanda 16-year-old tournament’s quarterfinals, Armenia’s Manuk
Haroyan (60 kg) defeated his Turkish opponent and advanced to the
semifinals.

But in the 20-year-olds’, 2010 European champion and world bronze
medalist Davit Grigoryan lost to his Turkish challenger, 2010 world
silver medalist, Mamed Dandur.

Armenian Ambassador To Argentine Is Awarded With The Order Of The Li

ARMENIAN AMBASSADOR TO ARGENTINE IS AWARDED WITH THE ORDER OF THE LIBERATOR SAN MARTIN

Armenian Ambassador to Argentine Vladimir Karmirshalyan is awarded
with the Order of the Liberator San Martin by the order of Argentinean
President Christina Fernandesde Kirchner. This award is the highest
among the state awards which are presented to the foreign diplomats.

Press service of Armenian Ministry of Foreign Affairs informs about
this.

Handing ceremony took place at the San Martin palace of Argentinean
Ministry of Foreign Affairs. Deputy MFA of the country Eduardo
Antonia Zuain presented the award to Armenian Ambassador. In his
speech Argentinean official rated Ambassador Karmirshalyan’s personal
investment in Armenian-Argentinean relations and especially underlined
the development of the last years.

Vladimir Karmirshalyan thanked for the award and noted in his speech
that Argentinean award is accepted as the evaluation of great relations
between Armenia and Argentine.

Argentinean high level officials and representatives of Armenian
Community in Argentine attended the event.

Ambassador Karmirshalyan will end his diplomatic mission in Argentine
soon and will return to Yerevan.

LCO To Unearth Ancient Sites In Armenia

LCO TO UNEARTH ANCIENT SITES IN ARMENIA

In its 35th year, the Land and Culture Organization (LCO) is returning
to Armenia again this summer to continue restoration work on historical
Armenian sites.

Last year, over 60 dedicated volunteers from Armenia, Canada, England,
France, Nagorno-Karabakh, Syria and the United States came throughout
the summer restoring their Armenian legacy. This summer’s campaign
is gearing up, and volunteers have already submitted applications.

This upcoming summer, LCO campaigns will be conducted at two
locations. LCO will be returning to the village of Yeghvard located
in the southern Syunik Province on the border of Armenia and the
liberated areas surrounding Artsakh. This summer, volunteers will
unearth archaeological excavations on the village outskirts. This
ancient site was discovered in 2011 and dates from the 1st Century
B.C pre-Christian Hellenic period. Last summer, LCO completed the
restoration and consecrated the 17th Century Astvatzatzin Church
in Yeghvard.

To the north, volunteers will continue work on the fascinating 7th
Century Tchitchkhanavank Monastery in the Shirakamut village in the
Shirak Region near Spitak. The 2011 group uncovered an ancient fire
pit adjacent to the church grounds along with jewelry and artifacts.

Construction of Tchitchkhanavank’s foundation walls will continue
to be rebuilt. This project began in 2008 and will continue for the
next few years. Architects, historical experts, skilled craftsmen,
and LCO Board Members oversee all restoration projects.

This summer’s Land and Culture campaign will be from July 9 until
August 3. In addition to the work, volunteers will enjoy weekend
excursions throughout Armenia.

For over 30 years, LCO has been one of the earliest volunteers groups
in Armenia and Karabakh working to restore, renovate, and rejuvenate
the historical monuments and sites of our nation. It has performed
this mission through its summer campaigns, by volunteers of every
age from the Diaspora and Armenia.

Azerbaijan Between Iran, Turkey And U.S.

If Azerbaijan does not cancel the visa regime with Iran, but does it
with Turkey only, she will lose Nakhichevan, a ground connection with
which goes through Iran.

No sooner had the U.S. Secretary of State Hillary Clinton stated that
an attack on Iran is not yet in sight and official Washington still
prefers the diplomatic path with Iran and insists on it, than Baku
immediately responded by sending its Defense Minister Safar Abiyev
to establish good relations between Baku and Tehran.

PanARMENIAN.Net – During Abiyev’s visit to Tehran, it was declared
that Iran and Azerbaijan do not share tense relations. These statements
were made in Baku by Ali Hasanov, Head of the Azerbaijani Presidential
Administration Department on Social-Political Issues.

According to Hasanov, certain circles in Iran, fearing military
invasion from the West, are putting pressure on all the neighboring
states, particularly those that maintain good relations with Western
countries in the sphere of military security. Hasanov also managed
to remind that “Territorial integrity of Azerbaijan is not restored.

Azerbaijan is using its defense and might just as it is able and
willing. No foreign country has the right to intervene in this.

Azerbaijan is not going to attack anyone. She only intends to
strengthen her military power for the sake of her sovereignty.”

However, Tehran does not think that Azerbaijan is arming and renovating
its military airfields only to resolve the Karabakh issue.

For this purpose, as Tehran quite reasonably believes, one does not
need the great amount of weapons that Azerbaijan is buying. The more
so that at a recent meeting of foreign ministers of Iran, Turkey and
Azerbaijan in Nakhichevan Ali Akbar Salehi of Iran stated that the
three countries were linked by history. “We are three states, three
bodies with one spirit. This is, of course, reflected in the agreements
among all three countries. We will continue our consultations on a
regular basis. The three countries have a combined population of more
than 170 million which creates a big market potential,” the Iranian
FM said.

All of this is, of course, good, but the parties did not agree on
simplification of the visa regime. Iran demands that in case of
cancellation of the visa regime with Turkey, Azerbaijan did the
same with Iran. If Azerbaijan does not cancel the visa regime with
Iran, but does it with Turkey only, she will lose Nakhichevan, a
ground connection with which goes through Iran. There are also the
demographic statistics. Azerbaijan has a population of 9 million,
while the population of Iran is 75 million, almost half of it –
about 35 million – being ethnic Azeris and having sibling connection
to Azerbaijan.

Through them, Iran could spread its religious and cultural influence
in Azerbaijan. One reason for the strained relations between Iran
and Azerbaijan is also the fact that President Ilham Aliyev stated
the other day that he is the president of 50 million Azerbaijanis
living throughout the world, and some Azerbaijani MPs even proposed
to call the country Northern Azerbaijan, thus emphasizing that the
presence of north implies also the existence of south.

All of this cannot but alert Tehran, and also Ankara, no matter how
often they talk about “one nation and two states”. For Turkey, by and
large, more gainful would have sounded the slogan “two nations, one
state.” If Ilham Aliyev relies on the United States in the event of
inadequate actions towards its neighbors – not only Armenia but also
Iran – then this optimism is too delusive. No one will allow Baku,
as well as the whole South Caucasus, to pursue an independent policy.

There are more serious players in the region, who gamble, also on the
Iranian oil. Iranian, and not Azerbaijani. The Caspian region has 5%
of global oil reserves, and the bulk of it is concentrated in Iran
and Turkmenistan. However, it is still unclear how much oil and gas
Azerbaijan exactly possesses. Assessments were made back in the 70s of
the past century in the USSR, and these data shouldn’t be sufficient
to parade one’s position of “the main energy supplier to the West”,
what Aliyev does.

Walters Art Museum’s Armenian Manuscripts To Be Digitized

WALTERS ART MUSEUM’S ARMENIAN MANUSCRIPTS TO BE DIGITIZED

PanARMENIAN.Net – The National Endowment for the Humanities (NEH)
has granted the Walters Art Museum in Baltimore, Maryland’, U.S.,
$265,000 for a three-year project to digitize, catalog and distribute
113 illuminated medieval manuscripts from Flanders, present-day
northeastern France and Belgium, Artdaily reports.

This project, Imaging the Hours: Creating a Digital Resource of Flemish
Manuscripts, will digitize 45,000 pages of text with over 3,000 pages
of illumination from the 13th through 16th centuries. A highlight
will be the digitization of a collection of 80 Books of Hours –
prayer books of personal devotion – which were the “bestsellers” of
the Middle Ages, often sumptuously illuminated in gold and painted
by masters of the time.

“Just as the Walters provides access without admission fee to our
permanent collection, we are also making it available as part of our
public mission. The museum is grateful to the NEH for its continued
generous financial support allowing us to provide a free worldwide
online resource of preservation-quality, digital manuscript surrogates
to anyone with an Internet connection,” said Walters Director Gary
Vikan. The NEH’s Humanities Collections and Reference Resources Grant
allows institutions to preserve and provide access to collections
essential to scholarship, education and public programming in the
humanities.

This grant allows the museum to continue its ambitious initiative to
create, preserve and make accessible fully cataloged digital surrogates
of its manuscripts. This initiative began in 2008 with a $307,500 NEH
Preservation and Access Grant to digitize its Islamic manuscripts and
continues with a second NEH grant of $315,000 for Parchment to Pixel:
Creating a Resource of Medieval Manuscripts, to digitize the museum’s
Armenian, Byzantine, Dutch, English, Ethiopian and German manuscripts.

To date, the Walters has taken 79,319 images of 112 Islamic manuscripts
and 105 Parchment to Pixel manuscripts.
