BAKU: Azerbaijani FM, OSCE MG Co-Chairs To Discuss Nagorno-Karabakh

AZERBAIJANI FM, OSCE MG CO-CHAIRS TO DISCUSS NAGORNO-KARABAKH CONFLICT IN LONDON

An informal meeting of the OSCE foreign ministers will be held in
Dublin in late April, Azerbaijani Foreign Minister Elmar Mammadyarov
said at a joint press conference with his Lithuanian counterpart
Audronius Azubalis in Baku.

“I will hold another meeting with the OSCE Minsk Group co-chairs in
London,” he said.

Mammadyarov said this year is an election year in the OSCE Minsk
Group co-chair countries and the conflict parties, which can lead to
stagnation in the negotiations over Nagorno-Karabakh.

“But it is necessary to take into account that the negotiation process
should be continued, as there are issues that can not be set aside,”
Mammadyarov said.

He said Baku stands firm on its position, and certain issues in the
negotiation process still remain open, and require coordination mainly
within a great peace agreement.

“Unresolved conflict, unresolved issue of refugees, a lack of relations
between two of three South Caucasus countries cannot positively
influence the development of the region as a whole,” he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Music: Serj Tankian Putting Finishing Touches On Third Solo Studio A

SERJ TANKIAN PUTTING FINISHING TOUCHES ON THIRD SOLO STUDIO ALBUM, ‘HARAKIRI,’ DUE OUT THIS SUMMER.

Zoiks! Online

April 2 2012

Singer, songwriter, multi-instrumentalist, poet, political activist
and System Of A Down frontman Serj Tankian is in his Serjical Strike
Studios in LA putting the finishing touches on his third solo studio
album, Harakiri, the follow-up to 2010’s Imperfect Harmonies, which
will be released this summer on Serjical Strike/Reprise Records.

Much of the new record was written in 2011, which was an incredibly
busy year for the diversely talented musician and what Serj
describes as “the busiest, most productive year of my life so
far.” In February, the rock musical Prometheus Bound, which he
composed all of the music for, opened at the Oberon Theater at
Harvard in Boston to rave reviews. 2011 also saw Serj release
his second poetry book, Glaring Through Oblivion. He toured with
System of a Down across three continents, performed with the Opera
Orchestra in Yerevan, Armenia, where he also had political meetings
with heads of state and hosted non-profit events. He then performed
his first ever concert in Lebanon, the place of his birth, with the
Lebanese National Symphony Orchestra. When he returned to the US, he
finished writing four records: a jazz record, an electronic record
he wrote with his friend Jimmy Urine of Mindless Self Indulgence,
a full classical symphony called Orca, and the new solo rock record
that he is currently mastering.

“The year 2011 started with a fire. Some kids in Piha, NZ were
setting off fireworks that landed on my neighbor’s property and lit
the whole hill on fire. I knew it was going to be a hell of a year and
it certainly was,” says Tankian. “Within 5 days of that, reports came
out about birds and fish dying in massive numbers globally. The omen
was not lost on me. Varied creatures on earth were committing massive
hara-kiri (the Japanese term signifying ritualistic suicide.) Do they
know something we don’t about the coming times or the sustainability
of the environment? That is the day I started writing this record.”

The symbolism of entire species eradicating themselves on a large scale
struck Serj emotionally, and is an underlying theme on the entire
record. He took that idea and went to work writing, incorporating
all of the experiences of his chaotic year to make a different kind
of record. “The record is different than any I’ve made as a solo
artist. It is much more driving and punk oriented with influences
ranging from goth to electronic to 80’s vibes, dynamically heavy rock
to epic melodic songs. Lyrically, it spans the gauntlet of themes from
personal, political and philosophical to spiritual, humor and love.”

He also tried to approach writing a little differently this time
around. “I used the Apple iPad as a songwriting instrument to sketch
out three of the songs on the record. We must trick ourselves into
writing in different ways to get unexpected results.”

The new album is slated for a summer release, and is all performed,
written, produced, and engineered by Serj. The album will also feature
performances by Serj’s touring band, The F.C.C. – Dan Monti on guitar,
Mario Pagliarulo on bass, and Troy Zeigler on drums. Dan Monti is
also co-mixing and co-engineering the album with Serj. The album
will be mastered by Vlado Meller (Metallica, Red Hot Chili Peppers,
Kanye West, Beastie Boys.)

Expect an album announcement and new music from Serj in the very
near future.

Caroline Cox: You Have The Most Powerful Weapon – The Truth

CAROLINE COX: YOU HAVE THE MOST POWERFUL WEAPON – THE TRUTH

Monday,
April 02 Politics

In the history of the Azerbaijani-Karabakh conflict, abounding in
numerous facts of atrocity and vandalism by Azerbaijan, the events in
the village of Maragha of the NKR Martakert region are one of the most
extreme manifestations of sadism and barbarity ever known to humanity.

On April 10, 1992, after a three-hour preparatory bombardment,
the subunits of the Azerbaijani regular army invaded the village of
Maragha from the Azerbaijani village of Mir-Bashir (now Tartar). As
a result of the aggression 100 people were massacred – mostly women,
children, and elderly persons. Scores of people were taken hostages
and later were exchanged but the fate of many of them still remains
unknown. Two weeks later, on April 22-23, the village was repeatedly
attacked and the people who had come back to their burnt homes were
forced to abandon the village once and for all.

The monstrous crimes in Maragha followed the Armenian pogroms and
deportations in the Northern Atsakh, Baku, Sumgait, Kirovabad and
other settlements of Azerbaijan and were aimed at frightening the
people and disabling them to live in their homeland. By the depth of
human tragedy, the level of cruelty, the number of people exposed to
violence and captured, the events in the village of Maragha occupy
a special place among the bloody crimes committed by Azerbaijan in
Getashen, Martounashen, Buzlukh, Erkej and the other Armenian villages
in the northern part of the NKR in 1991-1992.

Vice Speaker of the House of Lords of the British Parliament Baroness
Caroline Cox, who visited the place of the tragedy several days later,
was shocked at what she saw. “They are not of human race” -said the
Baroness about the Azerbaijani servicemen who had carried out the
slaughter. Baroness Caroline Cox both took pictures and video-taped
those atrocities committed by the Azerbaijanis in the village of
Maragha and also described them in her book “Ethnic Cleansing in
Progress”, as well as in her numerous interviews.

“It is impossible to describe what we saw there. The village was
completely destroyed. The people were burying the dead, rather to say
anything that was possible to bury, charred human remains, tortured,
cut or sawed parts of bodies. We saw the bloody swords by which
they had done all these brutalities. After killing the villagers
the Azeris robbed and burnt the village. By the way, they told us
that the servicemen were followed by the civilians with trunks who
were going to finish the robbery, – and we saw some of those trunks
scattered all over the land, which the looters did not manage to take
away with them”, – witnessed Caroline Cox.

Seda Poghosyan, an eyewitness of the tragic events, who was saved
by a miracle told. “The women, elderly people and children were
hiding themselves in the basements and dugouts. On the third day –
on April 10, 1992, the Azeris invaded Maragha. Several people came
up to the dugout where I along with my daughter-in-law Marine and our
two children – 4-year-old Karen and 2-year-old Vigen were hidden. The
Azeris commanded us to get out of the dugout. The first was an old man
Sasha, Asya and Zabel followed him. As soon as a man was getting out
of the dugout he was immediately killed. My daughter-in-law leaving
her children with me also walked up the stairs. The Azeri, with
a knife in his hands prepared for stab, stopped and began tearing
away her jewellery. Then he tore her dress. She broke into a run,
the Azerbaijani rushed after her. The exit from the dugout was open.

People dashed for the exit. They were noticed by the Azerbaijanis who
were busy with robbery and threw themselves to kill with axes, knives
and scythes. Masya and Ruben Ananyans were overcut immediately. I
saw how my daughter-in-law’s sister Karina was trying to escape from
the executioners.

Larisa Badalyan, a resident of the village of Maragha, was held
hostage by the Azeris from April 10 till December 2, 1992.

“Women, Zoya, Masho and Tamara, were led out of the cell by turn,
and brought back blood-stained and half-naked. In an hour the door
opened, the armed soldiers burst into the cell and pulled off the
remains of their clothes and raped.

Three days later we were brought to a prison in Kubatly, where I saw
my son Apres, who was mentally ill. His eye came out, his head was
swollen. A young Armenian from Martakert was on the floor beaten up
to death… My son served as a shepherd, I did chores. We slept in a
barrack, ate leavings. My son was often beaten up before my eyes. Once
they brought a body of a dead Azerbaijani and they wanted to overcut
us on his grave…”- she witnessed.

In 1997, a number of human rights organizations conjointly prepared a
comprehensive reference on the events in Maragha and submitted it to
the UN Commission on Human Rights. The Helsinki Watch International
Human Rights Organization officially confirmed that scores of
civilians were martyrized and tens of women and children were taken
hostages. However, the international media did not cover the massacre
of the Armenians in Maragha at all and the international community
has not given yet a corresponding assessment to these tragic events.

“You have the most powerful weapon – the truth – said Baroness Cox.

You should bring it to the international structures’ notice that
Azerbaijan attempted to commit genocide against the population of
Karabakh. You must more actively present to the world the mass crimes
perpetrated against Armenians in Maragha, Sumgait, Baku, etc. These
are crimes against humanity. I support the Armenians and comprehend
that they will never be able to live under the Azerbaijani dominion, as
the Armenians of Karabakh, who lived under the control of Azerbaijan,
suffered much”.

The massacre in the village of Maragha, which is still under
Azerbaijan’s occupation, cannot be called a military operation,
as there were no military bases in the village but only peaceful
citizens, who became the main target of the aggression. The crimes
were aimed at deporting the Armenian people from their homeland.

Summarizing the abovementioned, we should state that the slaughter
of unarmed civil population of Maragha is a crime against humanity
and civilization, without period of limitation, and the perpetrators
of this crime must carry punishment to the fullest extent of the law.

Expert: Azerbaijan Has No Right To Speak On Snipers Topic

EXPERT: AZERBAIJAN HAS NO RIGHT TO SPEAK ON SNIPERS TOPIC

Panorama.am
02/04/2012

“It’s really strange that particularly in recent phase the frequency
of such statements made by Azerbaijan has grown. It’s strange as a
country that refuses to withdraw its snipers from the front lines, is
commenting on snipers’ activities,” speaking to Panorama.am military
expert Hrachya Petrosyants said.

Azerbaijani MPs deliver statements claiming that civilians are being
killed from shots of Armenian snipers.

If Azerbaijan is deeply alarmed by the issue of snipers, then, as
expert stated, it should withdraw snipers from the front lines.

“Azerbaijan has no right to speak on this topic. During the last few
weeks Azerbaijani sniper killed an Armenian serviceman. While Armenian
snipers undertake only punitive operations,” said Petrosyants.

Sergey Lavrov: The Minsk Group Is Honestly Fulfilling Its Functions

SERGEY LAVROV: THE MINSK GROUP IS HONESTLY FULFILLING ITS FUNCTIONS

A stamp devoted to the 20th anniversary of the Armenian-Russian
diplomatic relations was officially cancelled in Yerevan today in
the presence of the Foreign Ministers of Armenia and Russia Edward
Nalbandian and Sergey Lavrov. The two Foreign Ministers signed a
joint communique.

The Armenian and Russian Presidents have held 40 meetings over
the past three years, the political dialogue is on a high level,
the trade-economic relations are intensively developing, the
commodity turnover between the two countries totals $1 billion,
Russian investments in Armenia make $3 bln, Armenian Foreign Minister
Edward Nalbandian said at a joint press conference with his Russian
counterpart Sergey Lavrov in Yerevan.

Touching upon the activity of the OSCE Minsk Group, Sergey Lavrov said
“it has been honestly fulfilling its functions without retreating
from the principles of the Helsinki Final Act, the fundamental OSCE
documents and the UN Charter.”

As for Azerbaijan’s criticism of the mediator’s activity, Lavros
said: “We have heard different statements, sometimes emotional or
non-official, but we are used to be guided by the official positions.

The official positions of Armenia and Azerbaijan are reflected in the
joint statement of the heads of two states and the three co-chairs
adopted during the OSCE summit in Astana in 2010. The statement, so
as the statements adopted as a result of trilateral meetings between
Presidents Medvedev, Sargsyan and Aliyev gives a high appraisal
to the work of the mediators, including the personal efforts of
President Medvedev.”

Sergey Lavrov reminded that Russia has held about ten meetings with
the Armenian and Azerbaijani counterparts with an aim of coming to an
agreement on the Basic Principles that should lie in the basis of the
peace treaty. “The work is not over, and during the meeting in Sochi
on January 23 the Presidents expressed willingness to continue their
efforts to reach an agreement. Russia is willing to do its best to
contribute to these efforts, taking into consideration the will of
the parties,” he added.
