Elite police arrested 10 suspected Islamists in early morning raids
across France on Wednesday in a clampdown ordered by President Nicolas
Sarkozy after seven people were killed by an al Qaeda-inspired gunman
last month.

The DCRI domestic intelligence service, supported by elite police
commandos, carried out arrests in the southern cities of Marseille
and Valence, two towns in the southwest and in the northeastern town
of Roubaix, a police source said.

The raids follow the arrest of 19 people on March 30, a week after
police snipers shot dead al Qaeda-inspired gunman Mohamed Merah,
who killed three Jewish school children, a rabbi and three soldiers
in a spate of attacks around Toulouse.

“Those arrested have a similar profile to Mohamed Merah,” a
local police source said. “They are isolated individuals, who are
self-radicalized.”

Pour l’association francophone Kasa, la Francophonie ne s’exprime
pas qu’a travers la musique, le cinema ou la gastronomie, mais aussi
a travers la philosophie.

Ce n’est pourtant pas la première chose a laquelle on pense en
entendant le mot ” Francophonie ” mais pour Monique Bondolfi-Masraff,
presidente et fondatrice de Kasa, il est important d’evoquer cet
aspect de la culture francaise et francophone. Elle a donc decide
d’organiser une conference sur un sujet qui lui tenait a c~ur, le
personnalisme. Ce fut l’occasion pour les armeniens et les quelques
francais presents de decouvrir ce courant philosophique fonde dans
les annees 1930 par Emmanuel Mounier.

Comme son nom l’indique, le personnalisme est une pensee faisant
l’apologie de la personne, une personne qui n’est pas l’individu
rationnel et previsible decrit par le liberalisme, ni la partie
fonctionnelle d’un groupe comme dans le marxisme. Mme Bondolfi-Masraff
a ainsi presente cette troisième voie qui trouve un equilibre entre
le partage et l’egoïsme, l’ouverture et le repli, ces differents
aspects etant necessaires a la construction de la personne et a la
vie en societe.

Cet humanisme revendique recut donc un certain echo en Armenie, pays
tiraille entre la place structurante de la famille et des traditions,
et l’influence toujours plus forte d’un certain individualisme
soufflant depuis l’Europe. L’Armenie subit donc ce choc de cultures
après plus d’un demi-siècle de communisme et l’arrivee plus ou moins
forcee du liberalisme occidental. La troisième voie vantee par le
personnalisme permet ainsi d’elargir un peu les horizons possibles
et de refuser la fatalite condamnant le pays a choisir entre deux
modèles pre-etablis.

La Francophonie, par l’intermediaire de Kasa, a donc pu s’exprimer
d’une manière philosophique et s’est eloignee du formatage trop
souvent present dans les differents courants de pensee en refusant
le radicalisme et en se focalisant davantage sur l’equilibre.

Armenian singer Sibil performed to a sold out crowd in Hackensack
NJ over the past weekend. Her angelic voice mesmerized the audience:
An audience made of from the NY/NJ Tri-State area flocked to Bergen
County Academy located on 200 Hackensack Ave, Hackensack New Jersey.

Sibil was accompanied by great musicians such as legendary Majak
Tosikyan as her musical director who composed to many famous singers
such as Ajda Pekkan, Sezen Aksu, Tanju Okan and Nilufer. He was awarded
the Gomidas Medal of Honor by the Armenian government in recognition
for his contributions to Armenian music. He was also the recipient of
“Lifetime Achievement Award ” by the International Fethiye Megahit
Mediterranean Song Competition Committee.

Pianist Burak Bedikyan gave a phenomenal performance who has shared
the stage with the likes of Vincent Herring, Stefano DiBattista,
Deborah Davis and many more.

Melik & orchestra ,Cellist Anahit Gasgill , Violonist Diana Vasilyan
and friends , Flutist Stephan Dadurian also shared the stage with
Sibil on this magical night.

Shushi Armenian Dance Ensemble added their colorful Armenian dances
to the performance choreographed by Artistic Director Seta Paskalian
Kantardjian.

Sibil performed songs from her debut album such as Namag,” “Tsarav
Seri” “Anor,” Mernem,” “Giligya,” “Im Anoush Davigh, “Gyanki mi Hamar,”
“Siro Tzayni,” and “Nayem” wer etc. The encore was “Yerevan Yerpuni
” where she performed it twice due to high audience demand.

Born in Istanbul Sibil Pektorosoglu studied Finance in Istanbul. Since
1991, she has been a member and the lead soloist of St. Vartanantz
Choir in Istanbul. She got her break in 1999 when she appeared on a
production of Dikran Chookhajian’s musical comedy ‘Leblebiji, where
she got the opportunity to meet Majak Tosikyan. Sibil sang beautiful
songs in such an inspiring way that she became his best Armenian
music interpreter

Sibil’s voice continued to grow on the Armenian stage in Istanbul,
in the Armenian churches as well as in the Holy Cross Armenian Church
on the Island of Akhtamar. Her music videos got thousands of views by
her Turkish and Armenian fans. Turkey’s leading private TV channels,
as well as the country’s state-run broadcasters, broke new ground by
airing Armenian music videos for the first time in Turkey’s history.

In the summer of 2011, Sibil was invited to Armenia to sing at the
opening and closing ceremonies of the Pan-Armenian Games.

On March 24 2012 Sibil performed in Los Angeles CA, with her pianist
Burak Bedikyan at a special event sponsored by the Organization of
Istanbul Armenians.

Sibil will be the recipient of “Armenia Music Award” in the category
of “Magical Voice on April 7, 2012 at a special ceremony which will
be in Russia Concert Hall in Moscow.

Sky is the limit for this gifted singer. “Sibil ‘s voice is a gift
from God, she will be heard globally for many years to come, indeed
she has one of the most powerful yet delicate voices of our time.”

Medicine: Genes Responsible For Post-Traumatic Stress Disorder Ident

UCLA scientists may have found answer to why some persons succumb to
post-traumatic stress disorder (PTSD) while others who suffered the
same ordeal do not.

They have linked two genes involved in serotonin production to a
higher risk of developing PTSD.

The findings suggest that susceptibility to PTSD is inherited,
pointing to new ways of screening for and treating the disorder.

“People can develop post-traumatic stress disorder after surviving
a life-threatening ordeal like war, rape or a natural disaster,”
explained lead author Dr Armen Goenjian, a research professor of
psychiatry at the Semel Institute for Neuroscience and Human Behaviour
at UCLA.

“If confirmed, our findings could eventually lead to new ways to
screen people at risk for PTSD and target specific medicines for
preventing and treating the disorder,” he suggested.

PTSD can arise following child abuse, terrorist attacks, sexual or
physical assault, major accidents, natural disasters or exposure to
war or combat. Symptoms include flashbacks, feeling emotionally numb
or hyper-alert to danger, and avoiding situations that remind one of
the original trauma.

Goenjian and his colleagues extracted the DNA of 200 adults from
several generations of 12 extended families who suffered PTSD symptoms
after surviving the devastating 1988 earthquake in Armenia.

In studying the families’ genes, the researchers found that persons
who possessed specific variants of two genes were more likely to
develop PTSD symptoms. Called TPH1 and TPH2, these genes control
the production of serotonin, a brain chemical that regulates mood,
sleep and alertness — all of which are disrupted in PTSD.

“We suspect that the gene variants produce less serotonin,
predisposing these family members to PTSD after exposure to violence
or disaster. Our next step will be to try and replicate the findings
in a larger, more heterogeneous population,” said Goenjian. ”

Affecting about 7% of Americans, PTSD has become a pressing health
issue for a large percentage of war veterans returning from Iraq and
Afghanistan. The UCLA team’s discovery could be used to help screen
persons who may be at risk for developing PTSD.

“A diagnostic tool based upon TPH1 and TPH2 could enable military
leaders to identify soldiers who are at higher risk of developing PTSD,
and reassign their combat duties accordingly,” noted Goenjian.

“Our findings may also help scientists uncover alternative treatments
for the disorder, such as gene therapy or new drugs that regulate
the chemicals responsible for PTSD symptoms,” he added.

According to Goenjian, pinpointing genes connected with PTSD symptoms
will help neuroscientists classify the disorder based on brain
biology instead of clinical observation. Psychiatrists currently
rely on a trial and error approach to identify the best medication
for controlling an individual patient’s symptoms.

Serotonin is the target of the popular antidepressants known as SSRIs,
or selective serotonin re-uptake inhibitors, which prolong the effect
of serotonin in the brain by slowing its absorption by brain cells.

More physicians are prescribing SSRIs to treat psychiatric disease
beyond depression, including PTSD and obsessive compulsive disorder.

The scientists published their finding in the April 3 online edition
of the Journal of Affective Disorders.

The ninth edition of the World Prison Population List, prepared by
Kings College London, has released the results of a survey on the
number of inmates per capita around the world.

Georgia ranks 12th in highest per capita prison population in Europe,
followed by Azerbaijan in 14th place, and Armenia in 31st. The number
of inmates in Georgia is approximately 23 995, whereas Azerbaijan
has 20 470, and Armenia has just 4 807.

Borisov was welcomed at the Zavrtsnots Airport by Armenian Prime
Minister Tigran Sargsyan. The Bulgarian delegation includes Transport
Minister Ivaylo Moskovski, Labour Minister Totyu Mladenov and Deputy
Foreign Minister Ivan Naydenov.

noted Turkey’s continuing occupation as the key problem hindering
settlement of Cyprus issue.

“About 200,000 Greek Cypriots suffer as result of the occupation,
forced to flee the northern part of the island. Turkey has occupied 37%
of the country and settled 300 000 people to leave the Greek population
in the minority. Despite this, Turkey dares declare it won’t cooperate
with Cyprus during its EU presidency, which sparked discontent and
criticism of all EU member states. Turkey’s attempts pursuing accession
to the EU are doomed to failure given its current stance,” she said.

The Foreign Minister of Cyprus further slammed Turkey’s EU Affairs
Minister Egemen Bagis’ statement claiming that Turkey will be forced
to annex the north of Cyprus unless the dispute gets settled by July 1.

Upon completion of the meeting, the minister thanked the Armenian
side for its steady support in the issue.

TEHRAN – Russian Foreign Minister Sergey Lavrov said on Monday
that IAEA inspectors have never traced any breaching of the nuclear
Non-Proliferation Treaty in their intensive and ceaseless inspections
of Iranian nuclear sites, Al-Manar reported on Tuesday.

Speaking at a joint press conference with his Armenian counterpart
Edward Nalbandian in Yerevan, Lavrov added, “Even right now the
International Atomic Energy Agency’s inspectors are stationed at Iran’s
entire nuclear centers monitoring the Iranians’ entire activities
round the clock.”

The top Russian diplomat meanwhile asked the UN nuclear watchdog to
dispatch yet more of its inspectors to Iran to further scrutinize
the matter painstakingly.

Lavrov said, “Maintaining the presence of that international atomic
body’s inspectors in Iran and further strengthening their presence
there is of fundamental importance today.”

The Russian foreign minister announced his country’s strong opposition
to any type of preemptive attack against Iran, saying, “Such attacks
are in direct (violation of) the UN Charter.”

He added, “There is no military solution to Iran’s nuclear issue.”

Elsewhere in his remarks, the Russian foreign minister announced his
country’s opposition to the unilateral sanctions by the U.S. and the
EU against Iran.

If Turkey chooses not to cooperate with EU under Cyprus’ presidency,
it will harm its membership prospects, told Cyprus FM Erato
Kozakou-Markoullis at a press conference with her Armenian colleague,
Edvard Nalbandyan, held in Yerevan.

Commenting on warning statements in Turkish side about freezing
contacts with EU if Cyprus’ presidency is appointed, she called
attention to Turkish occupation of Cyprus and illegalities which are
part of parcel of that occupation.

“Turkey received a very firm and a very clear response on the part
of the European Union, at the European Council level. The threats
of Turkey were condemned by the foreign ministers of the EU. If
Turkey chooses not to cooperate, they are harming their prospects for
membership in the European Union. This is definitely not a behavior
of a candidate country, and definitely there will be consequences,”
she told.

She added that there have been over 150 meetings between the leaders of
two communities of the divided island, but unfortunately no progress
has been recorded on key issues, such as property and the issue
of territory.

“Turkey refuses to cooperate through Turkish Cypriot community. They
threatened that if there is no agreement by the first of July, the
one possibility is the annexation of the occupied area to Turkey,”
she reminded, adding that prospects of reunification are thereby
diminishing.

“The entire leadership of Cyprus is determined to continue our
efforts,” Kozakou-Markoullis said, greatly appreciating the assistance
of Armenia.
