YEREVAN, April 2. /ARKA/. During the Saturday’s meeting of the Board of
Trustees of Armenia’s National Competitiveness Armenian prime minister
Tigran Sargsyan said development of economy was still hindered by
ineffective tax and customs administration.

“The weak points of our economy are tax and customs administration. We
hope that a set of reforms implemented in 2011, such as introduction of
electronic reporting system, reducing the total number of mandatory
reports, simplification of administrative rules lead to positive
results this year,” he was quoted as saying by the government press
office.

Sargsyan spoke about economic development trends, recalling,
particularly, the 4.6% economic expansion last year. According to him,
the important thing is that the economy continues to diversify with
the share of industry growing.

He also said after a 15.7% decline in agricultural GDP in 2010 the
sector saw a 14% rise in 2011, which he said was due on the one hand,
to decline in 2010 and a set of projects implemented last year.

“The government subsidized part of loans, provided to farmers, a total
of 14 billion drams. It also helped purchase fertilizer and seeds,”
he said.

In addition, according to the prime minister, the government managed
to reduce the budget deficit from planned 3.9% to 2.7%. The projected
deficit for 2012 is 2.9%.

“We will implement the policy of gradual deficit reduction,” the prime
minister said, adding that this year the focus of the government will
be on export promotion.

The EuroNest Parliamentary Assembly has opened its working discussion
in Baku, Azerbaijan.

Today’s meeting will hear the Economic and Energy Committees; the
plenary session is scheduled tomorrow, according to Naira Zohrabyan,
a Prosperous Armenia lawmaker who represents the Armenian delegation
at the meeting.

“The impression from both committees is that the Azerbaijani side
has decided to refrain from its common style, [refusing to speak of]
the 20% occupied lands, the Karabakh issue and refugees. None of this
demagogic folly has been heard so far,” she told Tert.am.

Zohrabyan noted that any attempt to distort fact and realities would
meet the Armenian side’s reponse.

“I repeat, however, that they have so far managed to delicately
circumvent the issue and speak only of the key topics on the agenda,
energy issues etc.,” she said.

The Azerbaijani news agency APA had earlier quoted Vahan Hovhannisyan
of the Armenian Revolutionary Federation-Dashnaksutyun (ARF-D)
faction in parliament as saying in Baku that the status quo over
Karabakh cannot last forever.

Commenting on the report, Zohrabyan said that the ARF-D lawmaker
might have given an interview to the Azerbaijani media as no political
issues were discussed at the committee.

The Azerbaijani parliament members who attended the EuraNest Social
Committee’s meeting in Yerevan also met with President Serzh Sargsyan.

Azerbaijanis have razed to the ground the Armenian churches in Agulis,
Nakhijevan, monument studies expert Samvel Karapetyan told a news
conference.

According to him, for many years, we had received no news about
Armenian cultural heritage in Agulis because unlike Nor Jugha, which
is located close to the Iranian border, Agulis is located deep in
the territory.

“We had doubts that Armenian monuments in Nakhijevan have suffered
the same fate as the Armenian cemetery in Nor Jugha, and our doubts
were confirmed: the churches in Agulis are razed to the ground,”
said the expert.

Ameriabank’s leasing portfolio grew 85% for Q1 2012 to 3.4 billion
drams ($8.7 million), the bank’s press-service told ArmInfo the given
indicator grew over twofold versus the same period of 2011.

The share of the construction, food, and mining industry, health,
trade and services is the largest in the leasing portfolio of the
bank. “Flexible terms of leasing allow the bank to rapidly increase
and diversify the portfolio,” the bank’s press release says.

Through its leasing service Ameriabank funds acquisition of various
fixed assets, including real estate. Ranking of the Armenian Commercial
Banks prepared by the Agency of Rating Marketing Information ArmInfo
says the total capital of Ameriabank grew almost 10% in 2011 to $91
million (2ns position). The bank is on the 2nd position also in terns
of the statutory capital – $66 million. In 2011 the bank’s net profit
totaled $11,3 million with a 37.3% growth versus 2010. This indicator
for Q4 2011 totaled $3.7 million (3rd position).

In terms of the leasing portfolio the bank is on the 2nd position –
over 25% of total leasing portfolio of the banking system.

Ameriabank CJSC is a universal bank providing investment, corporate
and limited retail banking services in terms of a package of banking
solutions.

ArmInfo-Turan. The heads of the so-called “Karabakh Liberation
Organization” (KLO) have announced that police exert pressure on them
in connection with their protests against the visit of the Armenian
delegation to Baku to participate in the session of PA Euronest.

In particular, the head of the KLO Akif Nagi was summoned to the
Police Department, where he was warned about the inadmissibility of
the protests. Another member of KLO, Ilgar Abdullaev, was detained
for 10 days on charges of not obeying the police.

KLO condemns the government pressure on the citizens of their own
country “in order to protect the Armenians.” KLO states that no
pressure will force the organization to turn from the path of struggle
for national interests.

To recall that the second session of the Euronest Parliamentary
Assembly will be held next week in the building of the Parliament. The
Armenian delegation will include 10 deputies. The delegation of the
European Parliament will comprise 37 deputies who together with their
colleagues from the EPP member- states will discuss four reports on the
energy infrastructures, future of democracy and free and independent
mass media, trade agreements and cooperation between the governments
and civil societies in both EPP and EU member- states.

le 29 mars dernier.

Après les paroles de bienvenue de l’eveque Shahe Panossian du
Diocèse du Koweït et des Etats du Golfe, les representants des
organisations armeniennes du Koweit ont souligne que la visite de
Cheikha Fariha etait historique, representant pour les Armeniens du
Koweit une etape importante dans les relations internes et pour le
developpement et l’approfondissement des relations armeno-koweïtiennes
intergouvernementales.

Au cours d’une brève allocution après la ceremonie, SA Cheikha
Fariha a mis en evidence le rôle et l’importance de la communaute
armenienne dans le developpement et la prosperite du Koweït. Elle
a egalement salue le devouement et la loyaute des Armeniens envers
le gouvernement et le peuple du Koweït, notant que dans les moments
fatidiques de l’histoire des Armeniens au Koweït, ils ont toujours
ete côte a côte avec le Koweït.

Au cours du dîner offert en l’honneur de la Cheikha Fariha par la
communaute armenienne, l’ambassadeur d’Armenie au Koweit, Fadey Vahagn

Le leader de l’opposition Levon Ter-Petrossian a accuse le gouvernement
de corruption pour les elections parlementaires du 6 mai.Lors d’un
rassemblement a Erevan de milliers de membres et sympathisants de
l’opposition, Congrès national armenien (HAK), l’ancien president
a affirme que les listes electorales seront falsifiees par le
gouvernement. Ter-Petrossian a mentionne que le nombre d’electeurs
a augmente d’environ 185.000 personnes depuis la dernière election
presidentielle de 2008. Selon les sites officiels de la police et la
Commission electorale centrale, le nombre actuel de la population
en âge de voter en Armenie est d’environ 2.485.000. Les donnees
du recensement effectue en octobre 2011 demontrent qu’en 10 ans, le
nombre de personnes vivant en Armenie a diminue. On compte aujourd’hui
2.870.000 Armeniens. Quelques journaux de l’opposition et les medias
locaux ont publie en ligne des preuves de l’inexactitude des listes
electorales. On y trouve par exemple des noms de personnes connues et
qui sont aujourd’hui decedees. Depuis cette publication, une enquete
par les organes repressifs a ete ouverte.

” Ces 185.000 electeurs supplementaires sont un cadeau du [chef de la
police] Vova Gasparian au [president et chef du Parti republicain au
pouvoir] Serge Sarkissian “, a affirme le chef de file du HAK. Lors
d’une interview accordee a RFE / RL (Azatutyun.am) cette semaine,
Hovannes Kotcharian, a la tete du departement de police en charge
des passeports et des visas a reconnu que certaines listes pouvaient
presenter par inadvertance des inexactitudes.

Durant le rassemblement, le chef de file du HAK, Ter-Petrossian a
egalement exhorte les citoyens et les representants des medias a
exiger une transparence totale.

Pendant ce temps, la police armenienne a lance un appel a tous les
partis politiques, organisations publiques, les mouvements civils
et citoyens ordinaires pour signaler immediatement tous les types de
violations qu’ils pourraient rencontrer dans le processus electoral.

The Committee to Protect Journalists (CPJ) is deeply disturbed by
the recent wave of journalist imprisonments in Azerbaijan. With at
least six journalists currently behind bars, Azerbaijan is now among
the top 10 global jailers of the press, ahead of Uzbekistan and just
behind Ethiopia, according to CPJ research. This crackdown comes in
the run-up to Eurovision, the international song contest that Baku
is hosting in May, which will gather journalists from more than
40 participating countries and fix the world’s eyes on Azerbaijan,
writes CPJ Executive Director Joel Simon in a letter to Azerbaijan’s
President Ilham Aliyev, which continues as follows:

“Your government has used significant resources to polish the country’s
image ahead of the Eurovision contest and make it appealing to its
international guests. However, we believe your efforts would be
meaningless if the government continues to crack down on independent
voices in the country. By implementing systematic reform, and urging
the relevant authorities to investigate potential abuses of power,
we believe you could stem the deterioration of press freedom in
Azerbaijan.

“According to CPJ research, your government is holding in custody
editor Avaz Zeynally and journalist Aidyn Dzhaniyev of the independent
daily Khural; reporter Anar Bayramli and his driver, Ramil Dadashev,
from the Iranian broadcaster Sahar TV; editor Ramin Bayramov of the
Islamic news website Islam-Azeri; and directors Zaur Guliyev and
Vugar Gonagov of the regional TV channel Khayal. We are attaching a
more detailed list of the imprisoned journalists to this letter.

“The journalists have been imprisoned on fabricated, politicized
charges – ranging from hooliganism and drug possession to incitement
to mass order – that stemmed from their work, CPJ research shows. Two
of them have already been convicted and are serving prison terms,
while the others are jailed pending a trial, according to CPJ sources.

“President Aliyev, we call on you to exercise the high authority
of your office and instruct the relevant authorities to investigate
the cases of these journalists who languish in jail simply because
of their critical reporting. We urge you to uphold your declared
commitment to international press freedom standards and ensure the
immediate and unconditional release of these journalists.”

Defector tells how US officials ‘sexed up’ his fictions to make the
case for 2003 invasion

April 01, 2012 “The Independent” – -A man whose lies helped to make
the case for invading Iraq – starting a nine-year war costing more
than 100,000 lives and hundreds of billions of pounds – will come
clean in his first British television interview tomorrow.

“Curveball”, the Iraqi defector who fabricated claims about Iraq’s
weapons of mass destruction, smiles as he confirms how he made the
whole thing up. It was a confidence trick that changed the course of
history, with Rafid Ahmed Alwan al-Janabi’s lies used to justify the
Iraq war.

He tries to defend his actions: “My main purpose was to topple the
tyrant in Iraq because the longer this dictator remains in power, the
more the Iraqi people will suffer from this regime’s oppression.”

The chemical engineer claimed to have overseen the building of a
mobile biological laboratory when he sought political asylum in
Germany in 1999. His lies were presented as “facts and conclusions
based on solid intelligence” by Colin Powell, US Secretary of State,
when making the case for war at the UN Security Council in February
2003.

But Mr Janabi, speaking in a two-part series, Modern Spies, starting
tomorrow on BBC2, says none of it was true. When it is put to him “we
went to war in Iraq on a lie. And that lie was your lie”, he simply
replies: “Yes.”

US officials “sexed up” Mr Janabi’s drawings of mobile biological
weapons labs to make them more presentable, admits Colonel Lawrence
Wilkerson, General Powell’s former chief of staff. “I brought the
White House team in to do the graphics,” he says, adding how
“intelligence was being worked to fit around the policy”.

As for his former boss: “I don’t see any way on this earth that
Secretary Powell doesn’t feel almost a rage about Curveball and the
way he was used in regards to that intelligence.”

Another revelation in the series is the real reason why the FBI
swooped on Russian spy Anna Chapman in 2010. Top officials feared the
glamorous Russian agent wanted to seduce one of US President Barack
Obama’s inner circle. Frank Figliuzzi, the FBI’s head of
counterintelligence, reveals how she got “closer and closer to higher
and higher ranking leadership… she got close enough to disturb us”.

The fear that Chapman would compromise a senior US official in a
“honey trap” was a key reason for the arrest and deportation of the
Russian spy ring of 10 people, of which she was a part, in 2010. “We
were becoming very concerned,” he says. “They were getting close
enough to a sitting US cabinet member that we thought we could no
longer allow this to continue.” Mr Figliuzzi refuses to name the
individual who was being targeted.

Several British spies also feature in the programme, in the first time
that serving intelligence officers have been interviewed on
television. In contrast to the US intelligence figures, the British
spies are cloaked in darkness, their voices dubbed by actors. BBC
veteran reporter Peter Taylor, who worked for a year putting the
documentary together, describes them as “ordinary people who are
committed to what they do” and “a million miles” from the spies
depicted in film. He adds: “What surprised me was the extent to which
they work within a civil service bureaucracy. Everything has to be
signed off… you’ve got to have authorisation signed in triplicate.”

Would-be agents should abandon any Hollywood fantasies they may have,
says Sonya Holt at the CIA recruitment centre. “They think it’s more
like the movies, that they are going to be jumping out of cars and
that everyone carries a weapon… Yes we’re collecting intelligence
but we don’t all drive fast cars. You’re going to be writing reports;
you’re in meetings so it’s not always that glamorous image of what you
see in the movies.”
