It is not clear why the Obama administration and its allies in
Congress decided to express their misplaced “concern” regarding
Hungary’s extradition of Lt. Ramil Safarov to his native Azerbaijan
(“Ax murderer’s homecoming stokes Caucasus feud,” Sept. 7).

It is not our place to tell two sovereign nations, which happen to
be our allies, how they should carry out justice in their countries.

After all, we keep Guantanamo Bay open, refuse to join the
International Criminal Court and limit the jurisdiction of the
International Court of Justice at The Hague, among other things.

As a child, Mr. Safarov was ethnically cleansed by the Armenian army
from the Khojaly region of Azerbaijan. He suffered great violence,
persecution and horrors during the Armenian occupation of his country.

Two of his relatives were massacred by the Armenian army in front
of him.

So when he engaged in a deadly fight with an Armenian military officer
it was against someone who represented everything that’s wrong with
today’s world.

The Obama administration and Congress should instead take the
courageous step of officially recognizing the Azerbaijani Genocide
and the Khojaly Massacre – the biggest crime against humanity in the
entire Caucasus during the second half of the 20th century.

That would assure that U.S. foreign policy has not been hijacked by
the Armenian special interests that are bankrolling the statements
of the Obama administration and Congress this election year.

In the protracted Iran-Azerbaijan political crisis, which escalated
to the highest point after the arrest of two Azerbaijani writers in
Iran, there have been some positive developments. In recent days,
there is some warming in relations between the two countries. The
visit of Vice President Seyyed Hassan Mousavi to Baku was successful
and was able to diffuse a situation; the indirect evidence of this
fact is the statements of Mousavi and his positive informational
background in the two countries, as well as the fact that the Iranian
politician was received by President Ilham Aliyev.

The probable reason for the success of the visit of Mousavi is that
it was dedicated to the liberation of Azerbaijani poets in Iran
and their subsequent return to their homeland. Earlier, the head of
state did not participate in the summit of the Non-Aligned Movement
held in Tehran, and many analysts considered this fact to be serious
diplomatic signal to Iran.

“People who do not support strengthening relations between Azerbaijan
and Iran will not be able to prevent the enhancement of cooperation
between the two countries,” – vice-president of Iran Seyed Hassan
Mousavi said at â~@~Kâ~@~Ka meeting with the head of the Caucasian
Muslims Office (CMO), Sheikh-ul-Islam Allahshukur Pashazade on Thursday
in Baku. “Iran and Azerbaijan are two brothers, and no one will
interfere with the relations between them”, – Mousavi said. He stressed
that Iran has always supported Azerbaijan both during the nomination of
the republic in the non-permanent members of the UN Security Council
and in the Karabakh issue. “Iran has always maintained the principled
position of Azerbaijan in its dispute with the neighboring country
(Armenia – VK), and Iran defends this position in international
organizations”, – he said. “However, our enemies are concerned about
the good relations between us. The closer we become, the more they
worry, “- he said, stressing that Iran’s position is right, and
therefore Iran will gain success, Interfax-Azerbaijan reports.

Saying that “no one can interfere with the relations between Iran and
Azerbaijan,” the vice-president of Iran is, of course, disingenuous.

Suffice it to recall the nervous reaction of Tehran in connection
with the sensational publication in the American edition of ”Foreign
Policy”, which argued that Azerbaijan allegedly wants to to pass its
abandoned military airfields to Israel for the strike on Iran. It would
seem a general fake absolutely not confirmed by any facts, but the
relations between the two countries then became strained to the limit.

In turn, Pashazade expressed gratitude to Iran for the release of
two Azerbaijani poets, who were arrested in Tabriz, in May 2012,
Interfax-Azerbaijan reports. Pashazadeh said he appreciated the
results of the recent summit of the Non-Aligned Movement in Tehran,
which promoted peace in the region. Pashazadeh said he was impressed
by the speech of Khamenei, Iran’s spiritual leader, at the summit.

While Sheikh Pashazade, as the representative of the Azerbaijani
clergy, found it necessary to thank Iran for the release of Azerbaijani
poets, the Azerbaijani Foreign Ministry decided to call a spade a
spade and not to burst into gratitude: “The release of Azerbaijani
poets means justice,” – the press Secretary of the Foreign Ministry
Elman Abdullayev said in a press briefing. According to him, the
Azerbaijani side has repeatedly stated that the arrest of Azerbaijani
poets affects the development of relations between Baku and Tehran.

In fact, there was a fairly complicated situation with the arrested
poets. Just four days before the date of indictment, they were released
by the Iranian authorities and handed over to the Azerbaijani consulate
in Tabriz. Only after the return of poets in Baku it became known
what they were accused of in Iran.

“We are in no way to blame, but the Iranian authorities have accused
us of an illegal act and arrested,” – one of the writers released on
September 4, Shahriyar Hajizadeh, said in an interview to Turan. He
and Farid Hussein went to Iran on April 29 in order to participate in
a festival of poetry, where they were invited officially. The festival
continued for three days in the cities of Binap, Maraga and Tabriz.

“As part of the festival, we visited historic sites in these cities,”
– Hajizadeh said.

According to him, the indictment stated that the Azerbaijani writers
visited the facilities of strategic importance and photographed them,
intending to convey information to some terrorist organization. “We
just visited historic sites, and all the accusations are lies we
constantly denied during questioning,” – Hajizadeh said.

The conditions of confinement were normal; no physical pressure
during interrogation was rendered. “We were accused in the fact that
we wanted to illegally build cultural ties. It turned out that it
was necessary to obtain written permission to do this. Nevertheless,
the court’s sentence did not talk about it. The prosecution argued
that we were members of some organizations and arrived in Iran for
drug trafficking. In addition, they claimed that we arrived in Tabriz
in order to separate it from Iran. It’s as if we were members of the
World Congress of Azerbaijanis and their agents.

The indictment also said that we were sent by the university, that we
were in the houses of some people, wrote slogans there and planned to
hold meetings. We were accused of trying to disrupt the stability and
peace in Iran; this is subject to three months to one year in prison.

As a result, the court has deprived us of freedom for 365 days “-
Hajizadeh said.

According to him, when they were released, it was stated that the
supreme spiritual leader of the country pardoned them, Turan reports.

It is noteworthy that against the background of the liberation
of Azerbaijani poets in Iran there have been some rumors in some
Azerbaijani media about the imminent release of journalist Anar
Bayramli who worked in Baku for Iranian media and was sentenced to two
years on charges of drug trafficking. This information is still not
confirmed, but it is possible that Baku could go to such a deal with
Tehran in order to make its citizens free. Something else is also
clear: no successfully completed “bargaining” concerning arrested
poets and convicted journalists can be a determining factor in the
Iranian-Azerbaijani relations. Cases of this kind are, if anything,
technical obstacles that the parties can resolve in due course using
even a minimum of political will.

The true nature of the Iranian-Azerbaijani relations is defined by a
whole set of factors, including, in particular, religious and ethnic
components. However, the opposite geopolitical orientations of the
two countries are crucial. Azerbaijan is increasingly being integrated
into the Western power projects and Euro-Atlantic structures, and it
is objectively more difficult for it to find a common groun with its
southern neighbor, despite all attempts to distance itself from the
anti-Iran policy of the U.S. and Israel in the region. The signing of
the Nakhchivan declaration this year in which Azerbaijan has officially
pledged to prevent anti-Iranian activities in its own territory was
one such attempt to disown the desire of the West to involve Baku in
an anti-Iranian coalition.

On the other hand, as a result of isolation and Western sanctions
policy toward Iran, the position of ultra-conservative politicians is
being strengthened; this fact is confirmed by the recent parliamentary
elections in the country. As a result, Iran has also becomes more
aggressive and unpredictable with respect to secular Azerbaijan, whose
population consists mostly of Shiite Muslims, which Iran’s Shiite
clergy considers its potential successors. In such circumstances,
the chances for a real and lasting improvement in relations between
Baku and Tehran are very small. The liberation of Azerbaijani poets
would be a positive impetus to the development of Azerbaijani-Iranian
relations; however, regional and geo-political situation is not
conducive to this process.

Some fifty American Armenians demonstrated at the Hungarian embassy
in Washington, DC, on Sunday local time against the transfer home
of Azeri axe-murderer Ramil Safarov who had been sentenced to life
imprisonment for killing an Armenian in Budapest.

Aram Hamparian, executive director of Armenian National Committee
of America, welcomed the US Department of State’s condemnation
of Safarov’s transfer and the fact that he was released with a
presidential pardon after arriving home on August 31. He told MTI that
Hungarian Ambassador Gyorgy Szapary would receive representatives of
his organisation on Monday.

Armenian portal news.am reported early on Monday that the Human Rights
Committee of the European Parliament is scheduled to discuss Safarov’s
extradition at a meeting on Thursday. Austrian MP and member of the
committee Ulrike Lunacek was quoted saying that they will demand from
the Azerbaijani authorities to revoke Safarov’s higher military rand
which recognised him as a national hero and to imprison him.

The Hungarian parliament and government must demand a written
explanation fromAzerbaijan’s authorities about the reasons why Baku
broke its promise to continue Safarov’s sentence.

“By trusting Azerbaijan’s promises, the government of Hungary made
a mistake in this matter. Azerbaijan’s authorities and President
Ilham Aliyev bear responsibility for the current regional tension,”
she added.

Monday’s daily Nepszava reported that Hungary’s claims that the
government acted in good faith when transferring Safarov home might
be untrue. The paper quoted Ali M. Hasanov, national adviser to the
President of Azerbaijan, who told news portal Media-forum that the
Hungarian authorities had known that Safarov would be released after
his transfer home.

Members of parliament’s constitutional committee will be given access
to documents relating Safarov’s transfer, the committee’s chairman
Laszlo Salamon, of the co-ruling Christian Democrats, said on Monday
quoting a letter by Justice Minister Tibor Navracsics.

Salamon said committee member Gergely Barandy, of the main opposition
Socialists, had reqested acess to the documents.

YEREVAN, SEPTEMBER 10, ARMENPRESS: A restricted document issued by the
Hungarian Institute of International Affairs (MKI), leaked by news
website nol.hu on Friday, indicates that Hungarian authorities were
misled by Azerbaijan in connection with the handover of the Azeri
officer who killed an Armenian officer in Hungary eight years ago,
reports Armenpress citing Politics.hu. The MKI’s head Botond Zakonyi
said the leaking of the document, which analysed the diplomatic
situation, had been “unfortunate”. The Institute, a government agency
for foreign affairs, regularly issues such reports on key affairs
of Hungarian diplomacy, he added. The document, according to nol.hu,
stated that Prime Minister Viktor Orban had met Azeri President Ilham
Aliyev to discuss the repatriation of the prisoner.

The president had promised him that the life-sentenced Ramil Safarov
would be kept behind bars. Safarov was pardoned and released
on arrival to this homeland. Hungary condemned the release in a
diplomatic note two days later, but Armenia nevertheless suspended
diplomatic relations with Hungary over the case. The MKI report
concluded that Hungary had been misled by the Azeri president, nol.hu
reported, citing a copy of the document. It added that Hungary was
surprised by Safarov’s release and needed 24 hours to formulate an
official government position on the matter. The report added that
Azerbaijan had tried to give the false impression there had been an
agreement with Hungary on Safarov’s release. “Azerbaijan is much more
important to Hungary at the moment than vice versa,” the report said,
adding that for this reason Budapest would not openly say that the
Azeri president had misled Orban. The MKI suggested that Hungary
should pursue a communcations strategy which made it plain that the
release had been made without Hungary’s consent. “We must speak of
a misunderstanding,” the report said. The report said it was clear
that relations between Hungary and Armenia would be icy for a period
of time but it added that in the medium-term relations could be
revived through hard work. Safarov was convicted in Hungary in 2006
for murdering the Armenian Gurgen Margaryan two years earlier. The
two men attended a NATO English-language course together. Safarov was
sentenced to life and sent to prison in Hungary but requested getting
transferred to Azerbaijan. On returning to Azerbaijan, Safarov got
an immediate pardon by his country’s president and welcomed as a hero.

All entrepreneur-MPs of Armenia should withdraw from their mandates
for the sake of sustainable development of Armenia’s economy, Bagrat
Asatryan, sociologist, ex-chairman of the Central Bank of Armenia,
said at today’s press conference in Yerevan.

He said that Georgia, which was behind Armenia by all parameters not
long ago, has gathered pace in development and outstripped Armenia in
some spheres. The expert thinks that the key reason of that is the
political culture of Georgians, which contributed to the country’s
progress in all directions. In this context, he pointed out that
the authorities and the public of Armenia should first of all be
self-rigorous.

As regards the extradition of the Azeri axe-murderer Ramil Safarov, he
stressed that the authorities of Hungary displayed their indifference
towards the Armenian state, and Azerbaijan once again chuckled at
the authorities of Armenia.

For his part, Manvel Badeyan, MP from the Republican Party of Armenia,
said that both Hungarian and Azeri authorities are criminals, as
official Budapest permitted the extradition and Baku pardoned the
scoundrel, so, it is irrelevant to criticize the Armenian Foreign
Ministry for the mistake of others. He also agrees with Armenian
President’s position on suspension of the diplomatic relations with
Budapest.

To note, Safarov’s extradition caused a wide public response.

Armenians worldwide hold protest actions in front of the Hungarian
embassies. The Hungarian Foreign Ministry states that its actions were
in line with international standards. Official Yerevan has suspended
the diplomatic relations with Hungary, however, Switzerland suggested
being a mediator in the process of reconciliation of the two countries.

YEREVAN. – NATO will attempt to include Azerbaijan in its peacekeeping
programs, Armenian Center for National and International Studies
Director of Research, analyst Manvel Sargsyan stated during a press
conference on Monday.

“The West tries to have some bearing on Azerbaijan to convince it
toward participating in the regional scenarios,” said Sargsyan.

Reflecting on NATO’s experience in deploying peacekeepers at the
borders of Iran and Greece, the political scientist noted that
everything is very complicated here because not everything is dependant
on one side.

To note, Armenia’s President Serzh Sargsyan and NATO Secretary
General Anders Fogh Rasmussen held a joint news conference, in
Armenia’s capital city Yerevan on September 6, during which they
confirmed NATO’s and CSTO’s mutual acceptance of Armenia’s policy of
complementarity. Rasmussen paid visits to Georgia and Azerbaijan, too.

Department Of State Spoke On Safarov Issue

WASHINGTON, SEPTEMBER 11, ARMENPRESS: The USA is concerned that
Azerbaijan does not fulfill its obligations before Hungary concerning
Safarov’s extradition. As Armenpress was informed by the Spokesperson
of the United States Department of State Victoria Nuland at the
everyday briefing in Washington.

Answering the question if it was her understanding that Azerbaijanis
are meeting those commitments, Ms. Nuland answered: “We have
some concerns, as we said at the beginning, about that issue in
particular”. The Spokesperson of the Department of State spoke also
about the discussions held by USA and Azerbaijan, saying in particular:
“Well, we, as you know, issued a statement about this after the
Hungarians released him back to Azerbaijan, and we have been in touch
with the Azerbaijanis and urging them to meet commitments that they
reportedly made to the Hungarians in advance of the release”, –
said Nuland.

On February 19 2004 in Budapest Azerbaijani assassin Ramil Safarov,
who axe-murdered Armenian officer Gurgen Margaryan while sleeping,
when they were participating in NATO English Language Courses in the
capital of Hungary, was sentenced to life imprisonment without right
to be pardoned for 30 years. On August 31 2012 Safarov was extradited
from Hungary to Azerbaijan and was pardoned by the President Ilham
Aliyev. The murderer was advanced to mayor, provided with an apartment
and given “national hero”. Armenia suspended diplomatic relations
with Hungary.

Institute receives letters with hate forwarded from Azerbaijan. ” There

Armenian Genocide Museum-Institute launched website on
February 23, 2011. Initially the website was trilingual, further on
the website got Azerbaijani version. The section entitled ” Armenians
in Baku” presents the story of Armenians residing in Baku.
