YEREVAN, OCTOBER 12, ARMENPRESS. Russia will supply gas to Armenia on
a privileged cost that will be rather cheap. As “Armenpress” reports,
this was announced by the minister of Energy and Natural Resources of
Armenia Armen Movsisyan at the end of the session of intergovernmental
committee, but he refused to tell what exact price he meant. The
minister mentioned the following: “We are still negotiating about the
price for gas. There will be special privileged price for Armenia, but
the precise cost will be clear only after the end of the negotiations.

Unlike other countries we will buy gas for very cheap prices.”

According to him after the final cost is fixed the government will
start thinking about subsidizing needy classes.

Current gas price for Armenia is 180 USD for 1000 cubic metre.

Speaking about the new energy station Movsisyan mentioned that
presently they are working on the development of new financial schemes.

YEREVAN, OCTOBER 12, ARMENPRESS: Armenian Genocide denial punitive
law is already a reality in Slovenia, reportedly Azerbaijani- Turkish
propaganda disinformation which casts doubt on the existence of the law
is being subjected to failure. Ashot Grigoryan , President of Forum
of Armenian Associations of Europe ( FAAE) had a press conference
with the reporters on October 12. Armenian Genocide criminalizing
law was adopted in Slovenia’s Criminal Code in 2009, September 1. All
those who will deliberately deny Armenian Genocide will be sentenced
to 5 years of imprisonment, the ones who are unaware of the law will
reportedly be sentenced to 3 years of imprisonment. Azerbaijanis were
making regular efforts to deny the existence of the law, they were
not ceasing spreading information that there was no similar law.

In this context Ashot Grigoryan recalled the statement made by Gulhan
Ulutekin, Turkish Ambassador in Slovenia and its consequances. “When
Gagik Mkrtumyan, Chairman of the Constitutional Court and Arman
Mkrtumyan , Chairman of the Court of Cassation and me visited khachkar
dedicated to Genocide victims and paid a tribute to their memory,
Turkish Ambassador in Slovenia then issued a statement, writing
there was no Genocide , noting Armenians should speak carefully”
, Armenpress reports. Ashot Grigoryan piled a lawsuit calling to
subject the Ambassador to the punishment prescribed by law.Yet
when Gulhan Ulutekin was called to a police department announced he
has nothing against Armenian Genocide thus explicitly recognizing
Armenian Genocide.

“We have even sent a letter of thanks to Ahmet Davutoglu , Minister
of Foreign Affair Minister of Turkey on the occasion Turkish highest
diplomats recognize Armenian Genocide fact ” Grigoryan wrapped up.

Slovenia recognized Armenian Genocide in 2004. Stefan Harabin ,
Slovakia’s Supreme Court Chairman visited Tsitsernakaberd memorial
and paid tribute to the victims of the Armenian Genocide on October 11.

Yerevan mayor Taron Margaryan met today with the mayor of Iranian town
of Shiraz Alireza Pakfetrat and members of the delegation that arrived
in Armenia within the framework of Erebuni-Yerevan 2794 celebrations,
Yerevan’s municipality press service reported.

Rating high the current level of Armenian-Iranian relations,
Taron Margaryan particularly stressed the cooperation between
self-governmental bodies.

“Yerevan municipality is also cooperating with municipalities of
Tehran, Tabriz and Isfahan and I am convinced that the potential
of the development of cooperation has good perspective,” Yerevan
mayor stressed.

Alireza Pakfetrat presented to Taron Margaryan the directions of
development of Shiraz and noted that Shiraz and Yerevan may expand
more the relations and implement joint programs in different spheres.

“Taking into consideration the similarities between Yerevan and Shiraz
with the number of population and geographical location, I think we
will cooperate in the administration area,” Shiraz town mayor said,
inviting Taron Margaryan to Shiraz for reinforcing cooperation through
reciprocal visits as well.

Yerevan mayor has also offered to sign a cooperation memorandum that
will promote the further expansion of relations.

YEREVAN, OCTOBER 12, ARMENPRESS. Conversations regarding the opening
of the airport in Stepanakert do not cease neither in Azerbaijan, nor
in Turkey. As reports “Armenpress” Turkish journal Taraf spoke about
the opening of the airport and Azerbaijani position on this matter.

As the author of the article writes Armenian authorities want to
open the airport in order to mitigate consequences of blockade of
Armenia and Nagorno Karabakh. Turkish journal reminds its readers that
Azerbaijan again made bellicose remarks by saying that all aircrafts
flying to Stepanakert will pass through Azerbaijani territory,
otherwise he will start shooting them, what can cause new war.

Notwithstanding, in the authors opinion declarations made by Azerbaijan
are groundless, underlining problems inside Azerbaijan and absence of
any solution. Turkish journal honestly concluded: “How can Azerbaijan
succeed by being so stubborn, when Azerbaijani reputation itself is
extremely low?”

Haik Babukhanyan, Chairman of the Constitutional Law Union (CLU),
believes that the major cause of the political wrangling in Armenia
lies in foreign policy.

At his meeting with journalists on Friday he stated that the forces
dreaming of an “Orange Revolution” in Armenia are more active now,
playing a somewhat different role, however.

“A similar attempt to carry out such a revolution failed in 2008,”
Babukhanyan said. The aforementioned forces’ aim is to cause Armenia
to follow a course that would meet the West’s interests, he added.

Armenia’s important geopolitical location is the reason for a serious
struggle for establishing control over the country.

To gain control over this location, the West has selected a new actor
as Levon Ter-Petrosyan is actually a political outsider.

“The opposition bloc Armenian National Congress (ANC) is unable, while
the other pro-western forces promoted by the West, Raffi Hovanisyan
and Free Democrats, have been seen unlivable,” Babukhanyan said.

According to him, the aforementioned new actor is Vartan Oskanian,
the aim being to enact the Libyan scenario.

“That is, changing power in the country by means of civil war and
establishing the political forces that would serve their interests,”
Babukhanyan said.

In this context, he claimed the community of two forces’ interests.

“The outside forces’ interests in selecting a ‘will-doer’ and, inside
Armenia, the interests of Robert Kocharyan, who has been seeking to
return to politics,” Babukhanyan said.

With respect to charges against Armenia’s ex-FM Vartan Oskanian,
he does not welcome the U.S. ambassador’s interference.

“Nothing but unusual money circulation is being investigated, but the
ambassador tried to interfere and exert pressure. Our party stated
that they should not interfere in our domestic affairs.”

Babukhanyan also intends to propose a bill on foreign agents as
“our state is obviously under threat.”

One of the world’s most ancient cities – Yerevan – will be celebrating
its 2794th birthday this week with a rediscovered profile and culture
– beautified, green, and looking better than at any point in its
post-Soviet life.

This year the changes in Yerevan are more than obvious – the
old-Yerevan-style wooden benches and litter-bins that have given the
city a cozy look, painted archways, green areas: newly-landscaped
parks, accent lights, and most fountains working.

“The way Yerevan looks today – and not only its residents but guests of
the Armenian capital notice and appreciate – is exclusively the result
of continuous efforts by the mayor and his team,” Artur Sarukhanyan,
deputy head of the municipality’s public relations department, told
ArmeniaNow. “To say that nothing had been done before to beautify
the city would not be true but I guess timing matters. We should
not forget that Yerevan is now a separate community with its own
budget (before it was under the state’s administration), which is
highly important. Naturally, what matters the most is effective work
management, when goals are set, objectives defined, actions taken,
and persistence in making sure the job gets done.”

He says that just like any other city Yerevan is a living-breathing
organism. Times dictate its demands and the city has to obey one way
or another, the issue is that sometimes the demands and the financial
means do not match.

Sarukhanyan says that mayor Taron Margaryan has set a goal to
gradually restore Yerevan’s former green zone, which is being done
step-by-step. He also points out that Margaryan is the youngest among
all the mayors Yerevan has had so far in the post-Soviet area, which
is also an important factor.

“Yet early this year all our departments and sub-departments got
replenished with new professional staff in landscape and greening
design. Today we can see the results of their work – the green
butterfly, the book, the frog, the crocodile, the piano, the saxophone,
etc” he says, in reference to large topiaries sculpted througout the
city. “The mayor has returned to Yerevan one of its best features –
its drinking fountains, which are monuments, but also practical.”

One of the first noticeable efforts was the painting of the many
archways leading from Yerevan streets into residential and business
yards. Today, most city-center archways have colorfully-painted scenes,
often depicting a fragment of area history.

This year 692 benches and 532 litter bins have been installed, 118
archways painted. Sarukhanyan says such ideas are the result of daily
brainstorming by staff at City Hall.

“It’s natural that the beautification and landscaping started from the
city center; many disagree but I believe it’s the right solution in
all terms – from population density to tourism,” says Sarukhanyan,
adding that the work will spread to all parts of the capital. For
example, landscaping has been done in Nor Nork and an artificial
waterfall installed in Davitashen.

Within the framework of “Our Geniuses Next to Us” the municipality
has installed statues of prominent Armenian writers Paruyr Sevak
and Hrant Matevosyan on the benches that have “Yerevan” encrusted
on their elaborate metallic parts. On September 20, beloved Armenian
poet Yeghishe Charents’s and popular actor Mher Lazarian’s statues
were placed on the benches in Charges Aznavour Square. On September
28, Mher Lazarian’s statue was vandalized but in just a few days’
time got repaired and re-installed.

The first stage of installing statues will be completed on October
14: by then five more statues (the total is nine) will be placed in
different parts of Yerevan.

>From the facades of many buildings today instead of billboards,
prominent faces of world literature – William Saroyan, Russian
poets Marina Tsvetayeva and Anna Akhmatova and others keep an eye
on passersby.

“Nothing is done accidentally; the installation of writers’ portraits
has to do with the fact that Yerevan is the World Book Capital 2012.

This is an introduction of a new culture, which is of educational
value for the younger generations,” says Sarukhanyan.

Coming soon, says the spokesman, will be WiFi connection at all parks
and public areas, and a second 3D street painting – there is one in
front of Moscow Cinema – in front of Swan Lake.

Lighting has been a big part of the renovation, with historic buildings
and monuments and bridges having been given accent lighting.

“With its color and light solutions, I can say for sure, that Yerevan
is no worse than any other city in the world, and maybe even better,”
says Sarukhanyan. “All our courtyards are illuminated. In a few years
we won’t have a courtyard that hasn’t been tended to and beautified.

At first site it all seems like simple things, but if we mentally go
5-10 years back, we’ll see that this is all the result of everyday
tedious work.”

On October 14, the Erebuni-Yerevan celebration events will commence
with the now-traditional parade of water-spraying trucks, followed
by the washing of monuments with the help of student volunteers.

At 8:30 a.m. the traffic will be stopped in the small center of
the city. In the 26 squares and platforms of Yerevan, concerts,
related exhibitions, book reading and other events will be held to
be completed with an evening gala-concert in Republic Square.

For the festivities of that day the state budget has allotted 90
million drams ($225,000).

Smoking Is Prestige In Armenia – Psychologist

YEREVAN. – The justification that the nerves calm down when smoking,
is simply a self-persuasion, psychologist Samvel Khudoyan stated
during a press conference on Friday, that is, on the international
day of fight against smoking.

In his words, when people learn that they have cancer, they quit
smoking on the very same day and do not have a tobacco addiction.

“Ninety percent of us [in Armenia] are not aware of the consequences
of smoking. Not to mention the fact that an unpleasant smell comes
from you. [But] When you quit smoking, you understand that smoking
was the greatest stupidity of your life,” Khudoyan added.

Also, he noted that, in general, there is no fight against smoking
in Armenia. “If you are a smoker, you are considered a second-class
citizen in Europe, whereas here at us smoking is associated with being
a ‘goodfella,’ and the more expensive his cigarette is, his reputation
grows that much more,” the psychologist said, and added that the
physicians and parents play a great role in the fight against smoking.

The Sad End Of Coalitions

THE SAD END OF COALITIONS

Coalitions in our country have always had a sad fate. For example,
the two sides of the four-sided coalition formed after the 2008
presidential election are actually in the opposition today and bash
the government’s drawbacks so severely (often legitimately) that one
can conclude that they have never been a part of the government. The
majority of the pro-government coalition Republic, including
the Republican Party of Armenia (RPA), formed in the 1990s became
Yerkrapah overnight standing by the government. The Republic Coalition
was basically destroyed after the events of October 27. Different
members of the opposition coalition Justice are in different places
today. Etcetera. The reason is that members of these coalitions have
not only ideological, but also tactical similarities. The meaning
of all them is the following – there is a force that has chances of
governing or appearing in the parliament, this force has aspirations to
create an illusion of some “consolidation” around it and for the sake
of its ambitions, it drags a few other figures, which usually appear
in the status of “poor relatives.” They get bored with that rather
humiliating role sooner or later and at their earliest convenience,
those “attached” figures abandon the consolidator.

The Heritage Party, which made an obvious mistake before the latest
parliamentary election including the Free Democrats and the so-called
“public sector” (frankly speaking, I don’t quite understand what it
really means), is not an exception either. As a result, the figures
who efficiently worked in the former convocation of the parliament and
were positively thought of by the people haven’t become MPs this time
making way for the Free Democrats who certainly are very worthy people,
but don’t fit in with the Heritage Party “brand.” I personally continue
to think of Ruben Hakobyan as a member of the Armenian Revolutionary
Federation (ARF), probably because he represented that party in
the first “fake” parliament of 1995 alone. Now the situation in the
Heritage Party parliamentary group is more than strange – the Free
Democrats Party seems to wish to separate from the Heritage Party;
Raffi Hovhannisyan has renounced the office and the only pure Heritage
Party member in the parliament is Zaruhi Postanjyan.

One should consider that experience at least for the future. Dear
party members, don’t form coalitions, don’t join alliances, don’t
“consolidate” anyone. It never bears fruit.

DIYARBAKIR. – The court of Diyarbakir, Turkey, justified the Sur
Municipality Mayor in Diyarbakir Abdullah Demirbaþ, who was charged
for allegedly abusing office. The mayor demanded those who desire to
work in the city hall to know Kurdish, Armenian, or Arab in addition
to Turkish.

“When the MFA hires new employees it demands that they know either
English or French, which is not discrimination, while demanding the
knowledge of Armenian or Kurdish is a discrimination?” the Kurd Mayor
asked and the court justified him.

To note, investigations were launched against Demirbaþ after he
organized courses of the Armenian language in Diyarbakir.

Armenia Must Create A Military-Industrial Technopark – Expert

ARMENIA MUST CREATE A MILITARY-INDUSTRIAL TECHNOPARK – EXPERT

YEREVAN. – A military-industrial technopark needs to be established
in Armenia, Armenian Union of Information Technology Enterprises
Executive Director Karen Vardanyan told Armenian News-NEWS.am.

In his view, this technopark must be located in one of the former
technological satellite cities surrounding the capital city Yerevan.

To note, a technopark is currently being constructed in Gyumri city,
and there are plans to build technoparks in Vanadzor and Charentsavan
cities, too. But these technoparks have no military dimension.

Also, the construction of a military-industrial technopark in Armenia
is partially conditioned on the Turkish government’s programs and
the heated regional competition in the technological field. Turkey
plans on finishing in 8-10 years, and in eastern part of Istanbul, the
construction of the largest military research technopark in the world.
